A Study on Implementing a Cooperative Urban Planning: A Case of Wisconsin in U.S.A. (협력적 계획의 실행에 관한 연구: 미국 위스콘신을 사례로)

  • As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.

A Study on the Reduction of Traffic Induced Contributions through Installing a Parking Guidance System (주차유도시스템 설치에 따른 교통유발부담금 경감을 위한 연구)

  • There are many traffic problems in a city such as parking, traffic jam caused by traffic induction facility. Therefore it is essential to demand for traffic demand management to building's owner whose building location causes traffic induction. According to the 90s traffic policy, government collects fee for traffic induction facility through traffic policy management and they encourage the building owner to join reduction of traffic jam program by reduction of traffic induction fee. However there are not many buildings owner joined this program because the program is not ghat beneficial. For example, if government set out parking guidance system (part of parking demanding system) in a city, it will reduce to 20% of traffic induced contributions but t can be used only once a year, so it is not efficient to used even it is valuable for about 10 years. In particular, according to the economic efficiency analysis, evaluate economically as net present value (NPV) to 2,160.44 million won, ratio of benefit/cost (B / C) to 2.44 during 10 years. Therefore this research will find out what is necessary for parking guidance system.

Phased Introduction of the New Transportation System under the Step-by-step Land Development Project (단계적 택지개발사업에 따른 신교통시스템 적정 도입방안 분석)

  • Recently, the paradigm of land development has been transformed from the joint development to the step-by-step development due to changes in socio-economic conditions. Nevertheless, the introduction of large-scale transportation facilities such as new transportation system tends to employ the joint development. Although new transportation system is eco-friendly, it occasionally fails at the beginning of the project because of high installation cost. Such phenomenon is caused by not only the system did not reflect the local characteristics but also did not respond to the step-by-step development. Accordingly, in order to introduce transportation system rationally, introducing new methods corresponding to the step-by-step development should be sought. In this study, we assumed that large-scaled land development site be achieved step-by-step development. and suggested the need for a phased introduction through benefit-cost analysis. The findings illustrated that the phased introduction shows economic efficiency with 30% increase of B/C compared to the bulk introduction. It also demonstrates that the bulk introduction under step-by-step development is more efficient than the bulk introduction under joint development.

Long-Term Prospects for a Minimum Living Guarantee by the Public Pension of Korea: Evaluation using Dynamic Micro-Simulation Model (공적연금의 최저생계 보장 효과에 대한 장기 전망)

  • This study examines the long-term prospects for a minimum living guarantee by public pensions for the elderly using a dynamic micro-simulation model. "Elderly poverty" here is an estimate calculated by considering only the public pension income and it means how public pension affects the minimum living guarantee for the elderly. The main results are: First the impact of the public pension system on elderly poverty can be decomposed into economic growth and institutional effect. When considering both effects, the absolute poverty rate of the elderly will be reduced to 20% by the year 2040. But when considering the institutional effect(except economic growth effect), that rate is expected to be a long-term level of around 90%. Second, even if the Basic Pension is indexed to 10% of A-value, the elderly poverty rate is only about 10%p to be reduced further, compared to the current CPI-indexed system. Third, current benefit formula for National Pension does not consider the actual correlation of income level and insured period; consequently, the reversal possibility of the replacement rate appears likely. Fourth, the reform of 2007 improves the sustainability of the National Pension; however, it deteriorates the adequacy of the pension policy, i.e., the past system would be better than the current system in regards to a reduction in elderly poverty. Further discussion is needed on aspects of correct pension reform assessments which is difficult to achieve without understanding the comprehensive benefits and costs to society.

Environmental Direct Payments and Water Emissions (친환경직불제에 따른 농작 선택과 수질오염)

  • Types of agricultural policy can be catagorized into two general cases: price and income supports. Income supports are any government program designed to provide farmers with higher incomes than they would receive otherwise. These direct cash payments to farmers are known as "deficiency payment" or "direct payment" because they compensate the farmer for the failure of the market to provide farmers with adequate prices. The direct payment to environment-friendly agriculture is a form of income supports for the agriculture production using less pesticides and chemical fertilizers. Because no significant regulation exists on the use of fertilizers substituting chemical fertilizers for crop, the role of the payment on reducing environmental impacts of agriculture is not entirely clear. This uncertainty is likely to be particularly severe in the case that farmers with low-quality land showing greater demand for fertiliser have an incentive to transition to environment-friendly agriculture. The paper shows the case of the current payment system in Korea.

  • 본 연구에서는 기존의 대중교통 통행배정모형이 고려하지 않거나 미흡하게 반영하였던 차량과 노선의 용량제약을 고려한 모형의 구축을 시도하였다. 일반적으로 대중교통 통행배정에서 수요와 공급의 관계는 수요가 증가하는 것과 무관하다고 받아들여지고 있으나 용량 초과는 통행자들의 경로선택 및 수단선택에 영향을 끼친다고 볼 수 있다. 이러한 용량초과에 의한 혼잡을 반영하기 위해 용량제약식을 포함한 모형을 개발하고 실용운행회수라는 개념을 도입하였다. 또한 기존에 제시된 용량제약을 고려한 모형들이 실제적인 현상을 정확히 모사하는 데에는 한계가 있을 뿐 만 아니라 현실과 다소 거리가 있는 가정이 내재되어 있는 반면 본 연구에서는 가능한 한 최대로 현실 여건을 반영하는 모형을 정립하였다. 본 연구에서 제시한 모형은 동일한 기종점 사이를 운행하는 경쟁노선이 많은 대도시에서 통근·통학을 위한 통행자들이 많은 오전, 오후 첨두시 대중교통 수요를 분석하여 대중교통의 운행관리체계 개선 및 투자계획, 서비스 개선을 위한 수요예측을 하는데 유용하게 사용할 수 있을 것으로 사료된다. 그리고 기존의 대중교통 통행배정의 결과가 현재나 장래의 잠재적인 수요(demand)를 예측하는 방법인데 반하여 본 연구에서 정립된 모형은 주어진 네트워크에서 실제로 통행하고 있는 수요(flow)를 예측함으로써 교통 계획가나 대중교통 운영자의 계획 및 운영정책수립에 합리적인 도움을 줄 수 있다. 또한 현재의 대중교통 시스템 하에서의 통행배정 뿐만 아니라 다른 형태의 용량과 운행특성을 가진 교통 수단이나 노선이 도입되었을 때 공급이 제한적인 경우의 수요 예측에 적합한 모형을 개발하였다.에 대한 규제가 초국가적 차원으로 발전되는 계기를 제공하고 있다. 향후, 담배규제협약안의 세부사안들에 대한 합의과정에서 각 국별로 상당한 이견과 반발이 예상되고 있지만, 협약안의 전체 회원국 투표에서 승인될 경우 각 국가들뿐만 아니라 담배산업과 담배기업들에게 미치는 파급효과가 매우 클 것으로 예상된다. 대부분의 국제협약들이 그러하듯이, 담배규제협약도 그 적용 범위와 수준이 어느 정도로 결정되는지에 따라 각 국가와 기업별 이해관계가 크게 달라지게 되기 때문에 신중한 대응전략이 요구된다고 하겠다.의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군

Detecting Protest Responses (지불거부응답의 판별)

  • This study analyzes ways to detect protest responses (hereafter, PR zero-bid) in the contingent valuation method (CVM). In order to distinguish PR zero-bids from true zero-bids (non-PR zero bids), this study adopts the concept of the implicit willingness to pay employing the Hicksian compensating surplus and the Taylor's 1st order approximation. When a respondent proposes a zero-bid (i.e., WTP=0) and chooses a PR filtering item to indicate that her implicit WTP is not necessary zero, her response is identified as a PR zero bid. PR filtering items falling into the PR zero bids category include the uncertainty of information, distrust in the government and project achievement, disagreement to project plans, discontent with the fairness of public works and their payment method and animosity against the CVM itself. The empirical analysis shows that PR zero bids take place systematically in particular respondent groups: respondents who have never used similar facilities before nor plans to use the facility provided by the public project, the employed, and low income groups. In conclusion, the study suggests that a CVM questionnaire needs to be designed carefully to minimize problems associated with PR zero bids and the potential risks of having sample selection bias should be concerned.

The Heterogeneous Impacts of Agricultural R&D on Farm Efficiencies by Farm Income levels (농업 R&D투자의 형평성 분석: 농가단위 효율성에 미치는 영향의 소득계층별 차이를 중심으로)

  • The projects of agricultural R&D investments have been evaluated largely on the basis of efficiency better than equity although both criteria are equally critical in that major fund source of agricultural R&D investments is public budget. In this study, I focus on equity aspects by identifying the heterogeneous impacts of public knowledge created by R&D on farm efficiencies by farm income levels using bias-corrected DEA and quantile regression with panel data. The findings indicate that entire farms haven't been likely to be benefited evenly from public knowledge stock created by agricultural R&D, in particular high income farms can have enjoyed relatively more benefits of its in terms of efficiency gain. Those can imply agricultural R&D have functioned in the way analogue to digressive subsidies. In addition, the heterogeneous technological needs different among income level farms turns out to be main underlying factors affecting such the skewed benefit distribution of agricultural R&D over different income level farms.

  • In order to effectively secure site suitability for the development of large-scale offshore wind farms, it is essential to minimize the environmental impact of development and analyze the conflicts of benefit between social, ecological, and economic core values. In addition, a preliminary review of site adequacy must be preceded in order not to collide with other used areas in the marine spatial plan. In addition, it is necessary to conduct local meteorological characteristics analysis including wind resources near Jeollanam-do area before project feasibility study. Therefore, wind resource analysis was performed using the observation data of the meteorological mast installed in Wangdeungnyeo near Anmado, Yeonggwang, and the optimal site was selected after excluding geographical constraints related to the location of the offshore wind farm. In addition, the annual energy production was calculated by deriving the optimal wind farm arrangement results suitable for the local wind resources characteristics based on WindSim SW, and it is intended to be used as basic research data for site discovery and selection of suitable sites for future offshore wind farm projects.

The effect of similarity, time of release, and message type on the evaluation of extended brand in the era of consumption polarization (소비 양극화 시대에 확장 유사성, 출시 시기, 메시지 유형이 확장 브랜드 평가에 미치는 영향)

  • Numerous products are on the market every day and consumption is becoming increasingly polarized. Some products have been introduced to the market for the first time and others are the existing products that have upgraded performance. For companies, new products must be released constantly to prevent losing existing customers and to increase loyalty. However, when companies released new product, they communicate consumer brand name and core benefits of the new product. Moreover, if a new product fails, the amount that the company has to pay is bound to grow. So companies often use brand extension strategies that use the names of famous brands that are already loved by their customers for new products. In this study, the effect of extension similarity, time of release, and message type on brand extension was investigated. Result shows that using abstract messages rather than specific messages is more effective when similarities with existing brands are poor. In particular, the closer the release period is, the more effective these effects are. However, in case of extending the brand with high similarity products, it is effective to focus on concrete messages when the release time is near, and to communicate abstract messages when the release time is long. This result suggests that companies should take into consideration not only the similarity of extension but also the timing and characteristics of messages when extending the brand.
