A Study on the Measures for Applying Standard Development Cost for the Revision of Development Charge System (개발부담금 개편을 위한 표준개발비용 적용방안 연구)

  • Development Charge System was introduced in 1989 to recapture development gains, however, it has been revised more than 20 times since then. The reason for such frequent revisions was that estimating development cost was too composite and indefinite. Therefore it is required that estimating method of development cost should be simplified in order to minimize conflicts among diverse parties. To support the recent revision of 'Restitution and Development Gains Act', this study verified several alternatives of applying standardized costs per area under specific size of development and suggested policy implications. For analysis data, 9,362 Development Charge and cost data of si gun gu for recent 3 years were used. The results showed that dividing Seoul Metropolitan Area (SMA) and non-SMA made a significant difference and definite divisions among regional groups. The result of this study could minimize social conflicts as well as contribute in realizing the public concept of land policy by revising Development Charge System.

The Influence of Family Aggregation with Disabilities on Life Satisfaction: The Mediating Effect of Caregiving Burden (장애가족 가족응집성이 삶 만족에 미치는 영향: 부양부담 매개효과)

  • The purpose of this study was to determine the effect of family cohesion and burden of support on life satisfaction of disabled families and ultimately support the satisfied life of disabled families. The study investigated the factors that influence the life satisfaction of the disabled family through a questionnaire survey as a disabled family caring for a disabled family. As a result of the study, life satisfaction of families with disabilities was as low as 2.278 on a 5-point scale, and the burden of support was 3.432, indicating that they felt a relatively high burden of support. However, family cohesion was relatively good at 3.664, showing that support to lower the burden of support was needed to increase life satisfaction. Based on these findings, the researcher makes the following suggestions to increase the life satisfaction of disabled families. First, the need for support to alleviate the burden of caregivers for the disabled. Second, expanding support for people with disabilities receiving care. Third, there is a need to strengthen support for families with disabilities. However, as this study was conducted centered on Gyeonggi-do, there is a need for follow-up research as the study has limitations.

  • 지식기반 경제체제로의 전환과 맞물려 지속 가능한 국가 성장동력을 위해서는 사회적 기반 확충이 중요하다. 따라서 사회투자정책은 적당한 수준에서 소비적 지출이 아닌 "성과에 책임지는 최적의 투자" 관점으로 접근되어야 한다. 이를 위해서는 사회개발과 경제개발의 균형있는 예산자원배분, 사회정책 부문간 균형있는 재원배분이 필요하다. 또한 프로그램 구조 전체를 전제로 하는 결과 지향적 성과관리와 납세자 책임 노력이 요구된다. 마지막으로 사회 복지재정 부담과 관련하여 중앙과 지방정부간 합리적 재정관계를 모색해야한다. 최근의 정책환경 변화를 고려하여 지방교부세와 국고보조금 제도를 중심으로 한 지방재정지원체계를 개편해야 한다. 사회투자정책의 추진과정에서 관련부문간 재정적 갈등 쟁점이 발생할 수 있다. 예상되는 이해관계 상충부문들에 대한 합리적인 갈등관리 방안들이 사전에 마련되어야 한다.

Factors Associated with Care Burden among Family Caregivers of Terminally Ill Cancer Patients (말기암환자 가족 간병인의 간병 부담과 관련된 요인)

  • Purpose: It is important to alleviate care burden for terminal cancer patients and their families. This study investigated the factors associated with care burden among family caregivers (FCs) of terminally ill cancer patients. Methods: We analyzed data from 289 FCs of terminal cancer patients who were admitted to palliative care units of seven medical centers in Korea. Care burden was assessed using the Korean version of Caregiver Reaction Assessment (CRA) scale which comprises five domains. A multivariate logistic regression model with stepwise variable selection was used to identify factors associated with care burden. Results: Diverse associating factors were identified in each CRA domain. Emotional factors had broad influence on care burden. FCs with emotional distress were more likely to experience changes to their daily routine (adjusted odds ratio (aOR), 2.54; 95% confidence interval (CI), 1.29~5.02), lack of family support (aOR, 2.27; 95% CI, 1.04~4.97) and health issues (aOR, 5.44; 2.50~11.88). Family functionality clearly reflected a lack of support, and severe family dysfunction was linked to financial issues as well. FCs without religion or comorbid conditions felt more burdened. The caregiving duration and daily caregiving hours significantly predicted FCs' lifestyle changes and physical burden. FCs who were employed, had weak social support or could not visit frequently, had a low self-esteem. Conclusion: This study indicates that it is helpful to understand FCs' emotional status and family functions to assess their care burden. Thus, efforts are needed to lessen their financial burden through social support systems.

The National Pension and Restructuring of Intergenerational Contracts (국민연금과 세대간 계약의 재구성)

  • Generational contracts are specified into public pensions based on generational solidarity. The Korean National Pension has been reformed with a focus on generational equity with a narrow meaning related to contribution rate and benefit level. As a result, the Korean National Pension has only emphasized generational equity and not contributed to generational solidarity. We investigate changes in the content of the generational contract and propose to reconstruct generational contract to contribute to solidarity with a more comprehensive perspective. A new social contract by reformed pension system should not concentrate on narrowed generational equity. It should be reconstructed in the direction of enhancing efficacy and the stability of generational solidarity with an emphasis on social sustainability. Investment into the next generation would be one of many policy measures to decrease conflicts around intergenerational redistribution and improve the financial stability of the public pension by creating population structure and labor market changes.

Feasibility of Tax Increase in Korean Welfare State via Estimation of Optimal Tax burden Ratio (적정조세부담률 추정을 통한 한국 복지국가 증세가능성에 관한 연구)

  • The purpose of this study is to present empirical evidence for discussion of financing social welfare via estimating optimal tax burden in the main member countries of the OECD by using Hausman-Taylor method considering endogeneity of explanatory variables. Also, the author produced an international tax comparison index reflecting theoretical hypotheses on revenue-expenditure nexus within a model to compare real tax burden by countries and to examine feasibility of tax increase in Korea. As a result of the analysis, the higher the level of tax burden was, the higher the level of welfare expenditure was, indicating the connection between high burden and high welfare from the aspect of scale. The results also indicated that the subject countries recently entered into the state of low tax burden. Meanwhile, Korea had maintained low burden until the late 1990s but the tax burden soared up since the financial crisis related to the IMF. However, due to the impact of foreign economy and the tax reduction policy, it reentered into the low-burden state after 2009. On the other hand, the degree of social welfare expenditure's reducing tax burden has been gradually enhanced since the crisis. In this context, the current optimal tax burden ratio of Korea as of 2010 may be 25.8%~26.5% of GDP based on input of welfare expenditure variables, a percent that Korea was investigated to be a 'high tax burden-low ITC' country whose tax increase of 0.7~1.4%p may be feasible and that the success of tax system reform for tax increase might be higher probability when compare to others. However, measures of increasing social security contributions and consumption tax were analyzed to be improper from the aspect of managing finance when compared to increase in other tax items, considering the relatively higher ITC. Tax increase is not necessarily required though there may be room for tax increase; the optimal tax burden ratio can be understood as the level that may be achieved on average when compared to other nations, not as the "proper" level. Thus, discussion of tax increase should be accompanied with comprehensive understanding of models of economic developmental difference from nations and institutional & historical attributes included in specific tax mix.

The Effect of Young children's Empathicability and Interpersonal competence in Forming relationships on Caring behavior (유아의 배려행동에 미치는 공감능력과 대인관계형성능력의 영향)

  • The purpose of this study was to investigate the effects of young children's empathic ability and interpersonal competence on caring behavior in forming relationships. Subjects included 152 4- and 5-year-old children attending a kindergarten located in a micropolitan city. Questionnaires required self-reporting by teachers, and were used to investigate young children's caring behavior, empathic ability and interpersonal competence in forming relationships. Data was analyzed using t-test, Pearson's correlation coefficient analysis and Stepwise-Regression analysis. Results were as follows: First, young children's caring behavior was negatively correlated with empathic ability and positively associated with interpersonal competence in forming relationships. Second, young children's emotional behavior as each domain of caring behavior were predictable variables for explaining the relative effect of the social reactivity and explaining the relative effect of relationship formation. Active behaviors were predictable variables for explaining the relative effect of follow-up instructions, but negatively affected mental burden. Normative behaviors were predictable variables for explaining the relative effect of social reactivity, but negatively predictable variables for explaining the relative effect of the relationship formation and mental burden. Value-contributing behavior in each domain of caring behavior were predictable variables for explaining the relative effect of the positive interaction.

  • 본 연구에서는 사회서비스 이용자를 대상으로 사회서비스의 재구매의도 수준을 분석하고, 사회서비스의 만족요인과 효과성이 재구매의도에 얼마나 영향을 미치는지를 규명하고자 한다. 분석결과 사회서비스 재구매의도 수준은 평균 3.62(5점만점)으로 비교적 높게 나타났다. 사회서비스 재구매의도에 서비스만족도 요인중 본인부담액(B=.2111, p<.001), 서비스접근성(B=.144, p<.005)과 서비스효과요인중 일상생활 적응성(B=.164, p<.005)은 유의미한 영향을 나타냈다.

Effects of Tailored Occupational Activity Program applied to Patients with Dementia and Their Caregiver in Community (지역사회에 거주하는 치매환자와 보호자에게 적용한 맞춤형 작업 활동 프로그램의 효과)

  • This study aims to find out effects of a tailored occupational activity program(TOAP) on the activities of daily living(ADL), cognitive function, depressive mood, and caregiver burden, who live in the community. Method : From October 2009 to May 2010, the TOAP was applied to 15 dementia patients and 15 of their caregivers, who was visitors of the Y-city Center for Managing Dementia in Gyunggi-do. The TOAP was designed for habituating patients and caregivers to the techniques acquired through goal activities and task and making it capable of being routinized regularly. The TOAP was applied to dementia patients and their cvaregivers twice a week for 7 weeks(one-time home visit, one-time phone inspection), a total of 14 times. Results: Significant differences among pre-test and post-test were found in the AMPS motor skills(1.10±1.14 and 1.34±1.2 respectively) scores, AMPS process skills(0.32±0.55 and 0.77±0.66 respectively) scores, ACL(3.86±0.65 and 4.17±0.64 respectively) scores, MMSE-KC(17.33±4.6 and 19.33±4.97 respectively) scores, GDS(11.73±6.87 and 8.53±7.09 respectively) scores, and caregiver burden(31.80±20.06 and 26.13±18.07 respectively) scores(p<0.05). A significant effect was confirmed from the TOAP which ADL, cognitive function, reduced patient's depression and caregiver burden(p<0.05). Conclusion: From the above results that a TOAP has an effect on the improvement of the ability to ADL, cognitive function and reduced depression and caregiver burden of dementia patients living in community. The present author hopes that, in the future, more diverse community based on tailored occupational activity programs will be developed to improve the functions of dementia patients living in community.

The Child Rearing and Inner Growth Experiences of Mothers of Children with Developmental Disabilities: A Photovoice Study (발달장애 자녀를 둔 어머니의 양육과 성장 경험에 관한 포토보이스 연구)

  • This study aimed to understand the child rearing burden of mothers of youth with developmental disabilities and mothers' inner growth through their rearing experiences. The researchers conducted focus group interviews using the 'photovoice' method and individual interviews with a mothers' group of an orchestra whose members are youth with developmental disabilities. The data were qualitatively analyzed applying systematic content analysis. The results revealed that the lives of mothers of children with developmental disabilities were framed as 'keeping walking, even it's invisible', and their experiences were summed up by the phrase 'coming together and growing with their children.' Although the mothers of children with developmental disabilities experienced distress and difficulties, they also experienced joy and growth while parenting their children. Their children's participation in the orchestra were associated with changes in the mothers' perceptions of their children as well as their self-perceptions as caregivers, and the relationships with the support systems. Based on these findings, the implications of this study for social welfare practice were discussed.
