The objective of this paper is to suggest future goals and strategies for social work in hospice and palliative care in Korea by understanding its historical background. Both literature review and participant observation were performed to examine historical data relating to social work in hospice and palliative care in Korea. Also reviewed were the current trends with a focus on the roles of social workers in the said arena, qualifications, education, research and medical insurance policy. First of all, the roles of social workers do not appear to be clearly defined in the field of hospice and palliative care, which seems to lead to the lack of recognition as professional workers. The qualification standard for social workers in hospice and palliative care remains inadequate. Second, there seems to be insufficient professional social worker training resources, in terms of both the number of educators and training programs. Third, social workers in Korea produce significantly less publications than those in other professions. There is also a dearth of qualified evidence-based research that is needed to prove benefits of intervention and ultimately for policy implications. Last, the current medical insurance policy needs to be revised to secure fees for social work services and dedicated full-time social workers in hospice and palliative care. Korea needs to approach social work in hospice and palliative care with specific goals to develop future strategies. Related infrastructure and an executive structure should be established via networking and partnership with academic societies, associations and schools.

This study aims to examine the formation of Japanese Social Welfare Studies based on Michel Foucault's Genealogical perspective related with power-knowledge relationships. Namely, this study reveals that Japanese Social Welfare Studies has been built through interactions of power-knowledge relationships in the context of scholars' individual experience and social circumstances. For the study, 40 literary works of Japanese Social Welfare Studies written by 26 authors have been selected to construct the resourceful main data. From the main data, 671 concepts have been abstracted and shortly introduced in 3 parts: authors' individual experiences, social circumstances related with Social Welfare Studies, and composed contents of Social Welfare Studies. The resulted Genealogy of Japanese Social Welfare Studies from the categorization is emerged and analyzed as follows: 1) scholars' individual experience and dichotomous formation of Social Welfare Studies, 2) missionary's activities and development of social welfare, 3) searching essence of social welfare and formation of scholars' genealogy, 4) prosecution of wars including ups and downs of economy and social welfare, and 5) expansion of social welfare and enlarging of Social Welfare studies.

This study aimed to examine how COVID-19 affected life and health of welfare recipients by comparing groups associated with sex, living with children, and household type and suggest directions for welfare policy and services. Researchers collected a random sample of 500 recipients from 𐩒𐩒gu, Seoul who are registered in Haengbok E-eum, the social security information system and conducted a survey on overall life domains and physical and mental health. For data analysis, t-test, Anova and chi-square test were used. The results showed that factors of sex, living with children, and household type made significant differences in difficulties of employment status, child care, leisure and cultural activities and overall social activities. In terms of health status, mental health status and life satisfaction have been decreased after COVID-19. There were statistical differences in COVID blue and thinking about death among different groups. Based on these findings, this study suggested directions for welfare services for the future New Normal society.

The purpose of this study is to examine the effect of volunteering on career decision level and career preparation behavior of the university students majoring in social welfare. For this purpose, a survey of 208 university students in Kangwon-do was conducted and the data was analyzed. The results of this study are summarized as follows: The career decision level of the university students majoring in social welfare is 2.65, and career preparation behavior is 2.28. By using a multiple regression, volunteering satisfaction and participation activeness had a positive effect on the career decision level, and grade and volunteering satisfaction had a positive effect on the career preparation behavior. This study finally discussed theoretical and practical implications for university student's volunteer strategies on the results.

Cultural welfare is the cultural activity provided and supported by state, a local autonomous entity, and private organizations to improve the quality of people's life. And as a basic concept as well as a premise of discussion on cultural welfare, cultural right is a social right, a right which can make cultural express, gain access to cultural activities. A statue concerning cultural activities contributed to the promotion of our people's cultural welfare interwoven with cultural right. But laws were made for the purpose of enforcing national policy and supporting regime rather than promoting fundamental human rights, and they became effective and were understood as a mere part of national government, not as perspective of their execution, security of right or realization of them. On the other hand, based on laws concerning social welfare, cultural life means human life consisting of minimum welfare system, and minimum level of life which guarantees least cultural life is becoming an objective standard. This means the standard level of cultural right, and for the handicapped cultural rights are concretely guaranteed as a right in that they will not be discriminated for their approaching to cultural activities. However, laws concerning cultural activities have limitation in that there are ambiguous concept and limitation of cultural life, and there are no concrete and active laws about cultural rights to guarantee cultural life. In a constitution and laws concerning social welfare, cultural welfare must have concrete contents about the range and the level of cultural rights. In order cultural rights to be turned into complete ones which can assert its rights, as seen in the Supreme Court, a court has to try to understand the violation of cultural rights as the violation of legal rights.

Firms initiate philanthropic activities to improve social welfare that is beyond the scope of their responsibility towards society. Forestry activities, among other philanthropic areas, simultaneously improve corporate environment and social performance and provide the opportunity to cooperate for a large number of employees. Firms can effectively contribute to forest conservation with their financial and human resources. To encourage participation of more firms, we need to understand how and why firms engage in such activities. This study aims to explore different types of philanthropic forestry activities that these firms undertake. Corporate philanthropic activities can be categorized as donation, in-house project, or collaboration according to the governance type. We analyzed Yuhan-Kimberly's forestry campaign to investigate how and why the firm engaged in each type. We also propose some practical implications for firms, government, and non-profit organizations to invigorate firm's participation in philanthropic forestry activities.

The purpose of this study is to verify the influence of volunteering on the sense of community and the community capacity, and the mediating effect of the sense of community on the relationship between volunteering variables(the period and satisfaction of volunteering) and the community capacity as well. Study population is 1,416 elderly volunteers who participated in the government-sponsored elderly volunteer program for prevention of depression and suicide in 2016. The results show that the experience of volunteering plays an important role in improving the sense of community and the community capacity among the older participants. As for the analysis of the mediating effect, the sense of community has a perfect mediating effect between the period of volunteering and the community capacity, and a partial mediating effect between volunteering satisfaction and the community capacity. Based on these findings, the theoretical and practical implications were discussed.

최근 정신질환의 심각성과 정신보건의 증진에 대한 세계적 관심이 고조되면서 세계보건기구(WHO)와 미국 보건복지부(DHHS)에서는 잇달아 정신보건에 대한 연구 결과들을 발표하였다(United States Public Health Service Office of He Surgeon Central, 1999 & 2001, World Health Organization, 2001). 이러한 가운데 지난해 미국 정부는 대통령 직속의 정신보건위원회를 설립하여 현재 정신보건서비스제도가 드러내고 있는 다양한 문제점들을 파악, 분석하여 개선 방안들을 제안해 줄 것을 요청하였다. 미국 사회의 정신질환 및 정신보건과 관련된 서비스시스템을 개선하기 위한 이러한 획기적인 노력은 1997년 Carter대통령 쥐임 직후 구성된 정신보건위원회(President's Commission on Mental Health) 이후 약 25년 만에 이루어진 일로서 정신보건 분야뿐만 아니라 미국 사회 전반에 걸쳐 비상을 관심을 끌고 있다. 그리고 이러한 노력과 결과는 최근 들어 심각하게 노출되는 정신질환 및 사회병리 현상으로 어려움을 겪고있는 한국 사회에도 많은 시사점을 줄 수 있으리라 기대된다. 따라서 본 연구는 정신보건위원회의 활동을 중심으로 미국 사회의 정신보건에 대한 다양한 문제를 인식하고 이를 해결하기 위한 정신보건서비스제도 개선 방안을 고찰하는 것을 목적으로 한다. 연구의 주요 내용으로는 위원회의 설립 배경과 활동 경과, 정신보건제도의 다양한 문제점과 개혁 방안으로 구성되었다. 그리고 이러한 고찰은 우리나라 정신보건제도에 대한 인식과 발전 방향에 대한 새로운 조망을 도출해낼 수 있으리라 기대한다. 연구의 주요 방법으로는 각종 연구보고서와 기존 문헌을 이용한 문헌 연구를 활용하였으며, 기존 출간 자료나 통계에 밝혀지지 않은 사항은 정신보건위원회의 위원과의 직접 인터뷰를 통해 보완되었다.

This study empirically tests whether community participation has a positive effect on parenting efficacy among marriage immigrant women in South Korea. The 3rd wave of the Gyoenggi Education Welfare Panel data was used, which includes 396 marriage immigrant women residing in Gyoenggi Province. Findings of hierarchical multiple regression analyses suggested that higher Korean language proficiency, shorter duration of residency, lower parenting stress and more positive family environment were associated with higher parenting efficacy. Community participation level had a statistically significant and positive impact on parenting efficacy, even after controlling for other variables. The type of community activities did not have significant impact on parenting efficacy, except for children's school activities, which had a negative impact on parenting efficacy. Implications for social work practice are discussed.

In this paper, we developed u-Care service system using technologies of USN and LBS to help construct social welfare infrastructure and social safety net for lone seniors and handicapped people. This service not only monitors the in-house and outdoor activities of those disabled people but also sends the messages, whenever abnormal behaviors are detected, to the people related to them as well as the social welfare organizations and public safety institutions such as police and emergency services and etc in order to alert them.
