Welfare reform and changing roles of public welfare workers in the U.S. : focusing on public assistance services (미국의 복지개혁과 공공부문 사회복지사의 역할의 변화 - 공적 부조 서비스를 중심으로 -)

  • Welfare-to-work으로 표현되는 근년의 미국 복지 환경의 급속한 변화는 공적 부문 사회복지인력의 역할 변화를 요구하고 있다. 강력한 민간 사회복지의 전통에 밀려 역할과 기능이 상대적으로 미약했던 미국의 공공복지부문은 지난 100여 년간 상당한 정체성 혼란을 겪어왔고 공공복지에서의 사회복지사의 역할과 기능은 해결되지 않는 논점이었다. 이 글에서는 뉴딜에서부터 미국사회복지의 일대 변혁이라고 일컬어지는 1996년의 복지개혁입법 Personal Responsibility and Work Opportunity Reconciliation Act 까지, 미국 공적부조(public assistance)의 변화와 이 부문 실천가들의 역할 변화에 주목하고자 한다. 신연방주의, 복지다원주의 등으로 대표되는 복지환경의 변화에 대해 공공부문 사회복지의 변혁과 발전방향, 그리고 미국 공공부문 사회복지사들의 정체성에 관한 고단한 탐색 작업은 국민기초생활보장법의 통과로 예상되는 우리나라 공공복지의 변화와 직업적 정체성 고민을 거듭하고 있는 공공복지 인력인 사회복지전문요원들의 역할에 대한 시사점들을 읽어내는데 도움이 될 것이다.

Effects of Individual Motivation on Turnover Intention among Social Workers : Focused on the mediation effects of multiple commitment (사회복지사의 개인적 동기가 이직의도에 미치는 영향 - 다중몰입의 매개효과를 중심으로 -)

  • This study set out to investigate the effects of individual motivation on turnover intention among social workers and examine their turnover intentions in details by focusing on the mediation effects of multiple commitment. To be specific, it aimed to propose and test a prediction model for social workers' turnover intentions based on the Self-determination Theory and Theory of Planned Behavior. For those purposes, a mail survey was taken among social workers working for use facilities, residential facilities, public health centers, social welfare foundations and associations, and all kinds of centers and institutions in 15 cities and provinces across the nation. Total 1,918 questionnaires were distributed, and 1,671 ones were returned, and 979 whose respondents expressed a turnover intention were used in final analysis. The analysis results indicate that psychological motivation of social workers had direct impacts on their turnover intention. However, their role stress had no direct impacts on their turnover intention, which suggests that the impulsive routes model for turnover intention is supported only in psychological motivation and job characteristics. Secondly, their psychological and job motivation turned out to have indirect impacts on turnover intention through the multiple commitment, which suggests that the reflective routes model for turnover intention is supported in all career, job, and organizational commitment. Career commitment had the most significant impacts on turnover intention, being followed by job commitment and organizational commitment in the order, which suggests that the social welfare academy should increase their interest in career commitment. An Explorative Study of the Perception on the Role of Medical Social Workers Using Q Methodology (Q방법론을 활용한 의료사회복지사의 역할인식에 대한 탐색적 연구)

  • In the health care setting which social work services are provided by interdisciplinary team approach, understanding the perception and expectation on the role of social workers worked with medical team is important for social workers to play their role effectively. This study is focused on the medical team members such as doctors, nurses, nutritionists and administrative staffs by researching the type of perception and each characteristics through using the Q methodology. It is concluded that perception on medical social workers is categorized into three types : psycho-social counselor, coordinator/developer of resources, multiple function player. Finding for this study suggest that the implications on social work practice in health care setting.

The Effects of Elderly Care Facility Social Workers' Work Environment and Personal Tendencies on Their Exhaustion (노인요양시설 사회복지사의 직무환경과 개인적 성향이 소진에 미치는 영향)

  • This study examined the effects of elderly care facility social workers' work environment (role conflict, role ambiguity, role overload, and adequacy of the reward system) and personal tendency (emotional empathy, cognitive empathy, external attribution, and internal attribution) on their burnout (emotional burnout, low personal achievement, and depersonalization about clients) and suggested strategies for preventing burnout in social workers at elderly care facilities. For this purpose, we conducted a questionnaire survey of social workers working at institutions designated as elderly long-term care facilities and collected a total of 312 questionnaires. According to the results of analyzing the data using a structural equation model, among the sub-factors of work environment, role ambiguity had a significant positive effect on low personal achievement and depersonalization about clients, role conflict on emotional burnout, and role overload on depersonalization about clients. Among the sub-factors of personal tendency, cognitive empathy and internal attribution had a significant negative effect on low personal achievement, and external attribution had a significant positive effect on emotional burnout and depersonalization about clients. This study is meaningful in that it illuminated social workers' burnout not only from the aspect of work environment but also from that of personal tendency.

Understanding Life Experiences of Social workers : A Photo Voice Study (사회복지사의 삶, 그리고… : 포토보이스 방법의 적용)

  • This study explored the life of social workers by applying the photo Voice research method. Participants selected three themes through group discussions and shared the daily life of a social worker through photos they prepared in relation to each topic. Through this process, they shared their own experiences on 'difficulties related to work activities,' 'factors that create positive aspects that motivate social workers,' and 'factors that create negative aspects that demotivate social workers.' Using these three themes and 11 sub-themes, the participants shared their own experiences as social workers in the workplace. In order to improve the quality of life of social workers, we proposed amendments to related laws such as the Labor Standards Act, and also proposed legislative and institutional measures such as the enactment of policies related to personal safety threats.

A Study on the Effect of Social Worker's Job Stress on Turnover Intention and Work Exhaustion (사회복지사의 직무스트레스가 이직의도와 업무소진에 미치는 영향 연구)

  • The purpose of this study is to identify what factors actually affect the turnover intentions of social workers. It is an important task to grasp the factors of turnover of the social worker through empirical analysis because the high turnover rate of social welfare workers in Korea has a negative influence on their organization and ultimately impedes the stable delivery of social welfare services. This study used the results of analyzing 100 social workers in social service companies. In fact, the data used in this study were statistically analyzed only for 82 subjects, except for 18 subjects who did not respond to the variables used. As a result, the general effects of job stress on job turnover and job exhaustion were examined as much as possible. We examined the effect of job stress, an independent variable, on the turnover and exhaustion of social workers. Specifically, job stress was divided into role, organizational, and relationship, and it was found that role - related factor job stress only affected social workers' turnover intention significantly. In addition, the relationship-related affected the exhaustion of the social worker. Therefore, in order to reduce the exhaustion of the social worker, the desirable direction to reduce the stress of the relationship-related factor should be sought.

The Past, Present and Future Strategies of Korean Social Work in Hospice and Palliative Care (한국 호스피스.완화의료 사회복지의 과거, 현재 그리고 미래 전략)

  • The objective of this paper is to suggest future goals and strategies for social work in hospice and palliative care in Korea by understanding its historical background. Both literature review and participant observation were performed to examine historical data relating to social work in hospice and palliative care in Korea. Also reviewed were the current trends with a focus on the roles of social workers in the said arena, qualifications, education, research and medical insurance policy. First of all, the roles of social workers do not appear to be clearly defined in the field of hospice and palliative care, which seems to lead to the lack of recognition as professional workers. The qualification standard for social workers in hospice and palliative care remains inadequate. Second, there seems to be insufficient professional social worker training resources, in terms of both the number of educators and training programs. Third, social workers in Korea produce significantly less publications than those in other professions. There is also a dearth of qualified evidence-based research that is needed to prove benefits of intervention and ultimately for policy implications. Last, the current medical insurance policy needs to be revised to secure fees for social work services and dedicated full-time social workers in hospice and palliative care. Korea needs to approach social work in hospice and palliative care with specific goals to develop future strategies. Related infrastructure and an executive structure should be established via networking and partnership with academic societies, associations and schools.
