Review of Family Planning / Health Integration Efforts and Evaluation Results in Korea (가족계획과 보건사업의 통합시도 및 평가결과)

  • The purpose of this study is to examine major factors that affect patterns of living arrangements of older Korean noncitizens in the United States using the 1990 8% Public Use Microdata Sample(PUMS). In order to do so, I analyzed the effects of four factors including acculturation(English proficiency and Age at migration), economic circumstances(Personal Income and Supplemental Security Income: SSI receipt), health status(Mobility and Personal care limitation), and the ethnic community. The results show that acculturation and economic circumstances play an important role in determining the patterns of living arrangements among older Korean aliens, whereas the health status and the ethnic community do not show consistent effects. Regardless of marital status, the impact of age at migration is positively associated with solitary living of older Korean noncitizens, though, the effect of English proficiency show the opposite direction in accordance with marital status. That is, among nonmarried elders, those who cannot speak English are more likely to live alone. The case is reverse for married elders. The impact of economic feasibility is also positively associated with independent living arrangements. Those who receive SSI are much more likely to live apart from family, and elders whose annual personal income between $5,001 and $10,000 have the greatest propensity of solitary living-a large proportion of their income source is SSI. Individuals who receive SSI are also qualified to collect Medicaid, food stamps, rent subsidies, and other welfare benefits. In a sense, the economic feasibility provided by welfare benefits is the key determinant of independent living of older Korean noncitizens. Therefore, the recent welfare reform which denies legal aliens welfare benefits such as SSI and food stamps will severly affect the present living arrangements of older Korean aliens, and give economic burden to their family member The findings also show that there are significant differences within the elderly Korean Americans in terms of demographics, income, fertility, health status, and patterns of living arrangements by U.S. citizenship status. In particular, after controlling for age at migration as a proxy for acculturation, there is a statistically significant variation in living arrangements between elderly Korean noncitizens and naturalized citizens. For both theoretical and methodological reasons, future research on minority aging needs to investigate the concept of U.S. citizenship status for its impact on patterns of living arrangements among the minority elderly.

A Study on the Local Governments' Autonomous Laws Regulating Social Insurance Premium for Medical Security (의료보장을 위한 지방정부의 사회보험료 지원 자치법규에 관한 고찰)

  • Since 2006, local governments in Korea have been providing premiums for social insurance, such as the National Health Insurance System, for the health care of local residents. The purpose of this study is to analyze the content of self-governing legislation that defines these policies. The method of conducting the research was based on the articles of the ordinance related to the 'public health insurance premium' of the self-governing statutes published on the website of the National Law Information Center. As of May 2019, 201 municipalities have enacted ordinances to support public health insurance premiums. In the case of state local governments, 8 out of 17 were found, and in the case of basic local governments, 193 out of 226. The constitution of the ordinance consisted of purpose, time of enactment, type of social insurance premium, object of social insurance premium, amount of social insurance premium support, method and process of social insurance premium support, time of social insurance premium support. This study analyzed contents of these articles. Finally, this study presented issues that could be controversial from the policy and legal viewpoints and suggestions for improvement.

  • 국민 소득수준의 향상은 복지사회를 이룩하기 위한 기본요건이지만 상대적으로 경제개발 및 근대화 과정에서 야기되는 사회문제나 건강생활에 저해되는 요인의 발생방지 대책이 결여된다면 이는 결코 이상적인 발전일 수 없을 것이다. 사회보장제도에서의 가장 중요한 기능이 물론 경제적 조건의 개선이지만 건강조건의 개선 역시 이에 못지 않게 중요한 기능의 하나인 것이다.

A study on Korean welfare policy examined through Mokminsimseo (목민심서를 통해 한국적 복지정책에 대한 연구)

  • This study examined the specific contents of social welfare policies of the Joseon Dynasty through the analysis of Mokminsimseo, Aemin Sixjo and Jinhwang Yukjo, and identified the connection between them and today's social welfare policies. As a result, In the Care of the People, it contained the basic contents of the Elderly Welfare Act and welfare services for the elderly, and in the Freedom, it included welfare policy services related to infants and children, and the value system of welfare for the disabled through government affairs. The policy direction was confirmed, and it was found that disaster relief calls for social integration in response to social crises and disasters. This also confirmed that major areas of social welfare policy such as family safety, income security, health policy, and social integration have been emphasized through social welfare policy indicators. In addition, through the analysis of Qinhwangyukjo, it was found that it contains not only the basic ideology and values of the social security system and social insurance system in terms of visa, scale, and power, but also the details of specific policy implementation. Today's social welfare policies and social service policies, which are equipped with social welfare facilities and are implementing systematic social welfare services for each target, were able to confirm their foundation through the Qinhwangyukjo. This confirms that the emphasis on social integration and income security is prominent in the Qinhwangyukjo through the social welfare policy indicators of the current policy system.

A Study on the Food Security for Low-income Older Adults: A Case Study on Meals on Wheels Project in Seoul (저소득 재가노인의 식생활 보장에 관한 연구: 서울시 저소득 어르신 식사배달사업을 중심으로)

  • It is important to maintain a healthy dietary habit to enjoy better health and quality of life in later life. However, taking care of one's dietary lifestyle at an older age may be a challenge. Especially, community dwelling low-income older adults are one of the most vulnerable population in regards to holding a well balanced healthy diet. The purpose of this research is to identify the current status of food delivery services for low-income older adults and explore related issues. In order to achieve the aim, this study conduced two sets of focus group interviews with 8 nutritionists and 7 social workers in Seoul. According to the research results, there are issues related to meals on wheels such as vague eligibility, poor operation conditions, work overload, and difficulty in realizing customized meal delivery. Food security for low-income older adults is a prerequisite for aging in place. It is necessary to discuss the ways to create favorable operating conditions to deliver customized meals and manage nutrition and hygiene from the perspective of social work.

Debating Universal Basic Income in South Korea (기본소득 논쟁 제대로 하기)

  • Since 2016, public and political interest on basic income has been increased beyond academic interest. The recent debate on basic income has expanded on issues regarding to the concrete implementation of basic income moving further than the debate on conception of the basic income in the abstract level. This study examines major critiques of basic income which was raised from social policy area and makes a counter-argument on these critiques. Major points summarized as follows. First, the problem of jobs and social insurance exclusion is not serious enough to call for basic income. Second, existing social security systems will be crowded out by excessive financial burden if basic income is introduced. Third, policies to cultivate citizens' capacities to cope with a technological change should be given priority over basic income. This study disputes these critiques by counter arguing four points. First, it is necessary to reconstruct welfare state based on basic income, given the labor market changes, such as long-term trend of employment change, newly emerging employment of platform companies, and inconsistency of platform labor and social insurance. Second, hypothesis of crowding-out effect on social security system is just a criticism that can be applied to the basic income initiative of the right-wing. Also, it is unable to find a logical basis or evidence of this hypothesis from the historical process of welfare state development or previous studies. Third, it is necessary to discuss how to reconfigure existing social security system and basic income which are complementary to each other and also have consistency with labor market as a configuration, not as a matter of choosing between basic income and social security system. Fourth, de-laborization does not mean a refusal to labor but a free choice, and the basic principle of social security is not needs but right. In conclusion, in order to develop more productive debate on basic income, it requires more sophisticated discussion and criticism from the point of view of the distributive justice; the debate on the sustainability of social insurance-centered welfare states; and debates on the political realization of basic income.

되 물림 되고 있는 '빈곤' 대책 마련 무엇이 문제인가

  • 사회복지공동모금회에 의하면 지난 '희망 2005 이웃사랑캠페인'에서 전년보다 개인기부나 기업기부가 각 60% 이상씩 늘어났다고 한다. 경제가 최악이라고 다들 말하지만 국민들의 따뜻한 마음은 최악이 아니였던 것이다. 이렇게 모인 금액은 우리가 흔히 말하는 불우이웃, 즉 빈곤층과 소외계층에 나누어져 지원된다. 그런데 문제는 이러한 분위기가 정부보다는 국민들에게 더 강하게 어필되고 있는 느낌이다. 우리나라 빈곤층은 1997년 경제위기 이후 급격히 늘어 1999년 정점에 이른 뒤 2000년부터는 감소추세였다. 그러나 2003년 기점으로 절대빈곤률과 상대빈곤률이 다시 높아지고 있으며, 특히 상대빈곤층은 최악의 상태였던 1999년보다 높아졌으며 중산층은 줄고 고소득층은 늘어 사회가 양극화 되고 있다. 가난의 굴레를 벗어나기가 쉽지 않다고는 하지만 그나마 사회안전망이라 할 수 있는 국민기초생활보장제도도 빈곤층에게 인간다운 아름다운 삶을 보장받게 해주지 못하고 있는 것이 사실이다. 또한, 정부의 복지정책의 근간이 되는 기본 실태조사좌도 그 신뢰성에 문제로 제기하고 있는 현 상황과 대책을 알아보고자 한다.
