During the recent decades in democratic and industrialized countries, government policies for governing technological innovation and risks to environment and human health have undergone significant changes. The shift from a top-down legislative approach to a more inclusive and deliberative atmosphere is, putatively the most prominent change. Such a move is often described as a move from government to governance. In the governance of technology and risk, public engagement has been a major strategy in technology decision-making process. This article aims to look into the changes in the procedural modes of technology decision-making process. It discusses the main viewpoints that have been placed on the basis of such a move. Also, it further relates the changes in local decision-making process to science and technology decision-making at global level. It argues that the democratic and reflexive trends in local science and technology decision-making will be the basis upon which to shape and respond to global governance system: while international decision-making process would require accountability in integrating different values and rationalities, such accountability may be sustained and reinforced depending on the robustness of the local decisions and social choices.

This paper is to research on the characteristics of the recipient furniture design that requires changes reflected in the contemporary socio-cultural factors in the convergence culture, as represented by the digital and IT. The purpose of this study is, as specific methods therefore, to research in both perspectives the design of the after industrial revolution of functionalism and the case of the Memphis group which is expressed the appearance of diverse social atmosphere of the 20th century. Based on this, it will illuminate the appearance of the furniture designs recipient requires changes in universal modern society of values of complex convergence. To reveal that sociocultural factors that accept values of society are important in predicting the future of furniture design is the object of this study. It recognizes that a key element of modern furniture design will be based on a broad and deep study.

측량기술이 GIS, GPS의 도입과 발전과 더불어 디지털 분야의 한 축으로 발전하면서 수많은 외래어 생성하게 되었으나 이를 제대로 정립하지 않은 채 무분별하게 사용되고 있는 실정이다. 특히 인터넷을 통한 다원화된 정보의 신속한 공급으로 인해 용어의 사회적 합의가 도출되기도 전에 개인화 된 용어가 생성되는 등 표준화되지 못한 용어의 난립현상은 더욱 심해져가고 있다. 따라서 사용자들이 이를 이해하고 사용하는데 많은 어려움이 있다. 본 연구에서는 그 동안 혼재되어 사용해 오던 측량관련 분야의 각종 용어, 외래어 등에 대한 의미를 정립하기 위해 측량관련 분야에 종사하는 전문가들은 물론 일반인들에게도 쉽게 이해하는데 도움을 줄 수 있는 측량용어사전을 편찬하였다. 연구의 수행을 위해 측량관련 용어의 국내 연구결과 및 현재 활용되고 있는 용어를 조사하여 용어의 개념적 파악 및 문제점을 확인 할 수 있었고 미국, 일본, 독일 등 선진국의 측량 용어와 관련한 동향 및 현재 사용하고 있는 용어를 조사 및 분석할 수 있었으며, 명확한 용어의 범위 선정을 통해 측량 관련 용어의 개념을 수립하고, 이를 기반으로 측량관련 용어의 개념을 정립할 수 있었다.

사회 전반에 의료의 다원화 혹은 다변화를 요구하는 열망이 높아져 가고 있다. 이는 '대체의학'의 도입과 직결된 문제라 할 수 있다. 본 연구에서는, 최근 법률정보에 따르면 헌법재판소의 의료법에 대한 합헌결정으로 불거진 대체의학의 제도화 움직임을 시작으로 향후 대체의학의 제도화 모델을 결론으로 그 내용을 담았다. 이는 대체의학을 '왜' 도입하여야 하는 가의 논의단계를 지나 '어떻게' 대체의학을 도입할 것인가의 문제로 논의의 방향성을 제시함과 동시에 선행연구들을 면밀히 분석하여 재조명하므로 써 지금까지 축적되어온 연구 자료들을 충분히 고찰 하고자 하였다. 헌법재판소 판결 및 대법원 판례를 바탕으로 대체의학으로 야기되는 법적 쟁점 사항을 분석하고 대체의료행위가 제도화 되기 위한 선결요건을 도출하였다. 또한 무분별하게 사용되고 있는 대체의학에 관한 용어 사용을 재정립하고 향후 대체의학을 공인화 한다면 그 방법은 어떻게 되어야 하는지 그 방안을 제시, 방안 별 장단점을 분석하였다.

본 연구는 화상통신 시스템의 통신품질을 평가하는 데있어 감성공학적 평가방법을 체계화하고, 감성 simulator를 구축함을 그 목적으로 한다. 사회가 다원화되고 확대됨에 따라 멀티미디어 통신 시스템 의 설계 시 고려되어야 할 과제는 사용자에게 제공해야 하는 통화품질을 명확히 하고, 이것을 실현하 기 위해각종 통신설비의 품질을 구현하는 것이다. 본 연구는 멀티미디어 통신의 총아라고 할 수 있는 화상통신 시스템에 감성공학적 기법을 적용하여, 사용자가 만족할 수 있는 통신서비스 품질 설정을 위 한 체계적 방법론 및 표준 자료를 제공하기 위한 기초 연구이다. 설문지와 사전 등을 통하여 화상 통 신을 사용할 때 사용자가 느끼는 감성을 형용사의 형태로 정리하였다. 또, 유사한 화상통신 시스템의 사용 경험이 있는 사람들로부터 불만 사항을 조사하고, 연구진에 의하여 추출된 형용사에 대한 가중치 를 부여 하도록 한다. 이렇게 얻어진 불만 및 감성 항목은 화상통신 시스템의 설계요인으로 분해되어, 추후 수행될 감성실험의 실험 조건으로 결정되었다. 현재 감성실험을 수행할 수 있는 감성 simulator가 구현되었으며 추후 실험이 수행될 계획이다. 그 실험 결과는 감성과 설계요인들과의 관계를 밝히며, 고객이 느끼는 주관적 화상통신 품질을 평가하는데필요한 지침이 마련된다.

사회가 다원화되고 발달하면서 생활환경과 행동양식에 따라 홍수 등의 수난(水難) 으로 인한 피해 정도와 양상은 크게 달라질 수 있으나, 수난으로 인한 체감 가능한 피해의 정도와 규모는 예측이 어려운 현실이다. 그리고, 최근 인터넷과 소셜 네트워크 서비스(SNS)의 급진적 발달은 재난 관리에 대중적 지식을 수집하여 활용하도록 촉진하고 있고, 이로 인해 재난 상황에서 '대중적인 정보가 기술자에 의해 어떻게 얼마나 신중하게 고려되어야 하는지와 어떻게 과학적으로 해석해야하는지'가 핵심 쟁점으로 부상하고 있다. 본 연구에서는 최근 널리 사용되는 인공지능 및 딥러닝 기법을 조사 분석하였다. 분석을 통해 수문 예측 분야에서 이러한 기술이 적용된 사례와 신기술을 조망해 보고 기존 기술이 인공지능 및 딥러닝 기법의 적용으로 대체 가능한 정도를 가늠해 보았다.

This study aims at exploring some statistical aspects in response to the increase of foreigners and immigrants within the population of Korea. Such an interest conducts our case study of France with regard to the census and legal systems that restrict definition and measures of foreign population in the country. This study also explores historical background, legal entities and authorities involved in policy-related decision making in census and other statistics, and processes of statistical production on the concerned population. Also, an importance of statistical contributions to the immigration policies is discussed.

최근의 정보화환경을 반영한 정보화 관리방법과 도구의 통합 활용에 대한 필요성이 대두되고 있다. 이제는 기존 프로젝트관리 방식만으로는 다원화된 업무, 고객 요구를 충족시키지 못한다. EA, PMO 등 보다 발전된 방법들을 도입하고 활용해야 한다. 그러나 아직도 공공부문 정보화추진에 유용한 개념과 도구들을 통합적으로 활용하지 못하는 것이 현실이다. 공공부분 정보화 정책 환경이 변했지만 아직 현실에 맞게 그러한 사항들이 반영되어 있지 않다. 변화에 맞게 적절한 수단과 방법을 개발하고 지속적으로 발전시키지 못하면 기대한 효과를 거두기도 어렵다. 이제는 CIO 등 정보화를 추진하는 여러 주체가 범정부 EA, IT거버넌스, IT아웃소싱, 각종 지침과 기준 등을 통해 업무생산성을 제고할 수 있는 새로운 접근방법에 대한 제시가 필요하다. 이를 위해 본 연구에서는 EA기반의 PMO제도 적용 활용을 위해 방법론 및 도구의 통합적 활용이 가능한 모델을 제시하고자 한다. 연구방법은 기존 연구결과, 정책, 사업에 대한 문헌연구 및 분석 등을 통해 함의를 도출한다. 결과는 공공부문 정보화 추진 시 생산성 제고를 위한 참조 및 연관되는 유사 IT정책을 추진할 때 방향 정렬(Alignment)에 필요한 시사점 제공과 선행연구로서 의미가 있으리라 기대한다.

Recently, the boundaries between people who produce and consume digital contents disappears due to the massive developments in information and communications technology (ICT) and the rapidly increasing spread of smartphones unlike in the traditional mass media (e.g., newspapers, radios, and TVs). Through the open service platform, the problem perception for each individual remains the same, but the problem solving methods varies as the service types have been diversified. The creation of added value through the growth of the new media platform industry is expected to enrich our lives, but it can also cause severe social side effects. For example, communication problems between social classes due to the information gap have led to generational conflict, and if such problems persist, it can cause national and social losses. Therefore, this paper analyzes the policy efforts to resolve the information gap and the necessity of the legalization of multimedia literary education to maximize the synergy effect through psychological model.
