대규모 광역정전은 현대사회에서 발생할 수 있는 가장 심각하고 광범위한 피해를 입힐 수 있는 재난 중에 하나이다. 모든 시스템이 전력으로 구동되며, 전산화되어 있는 현대 사회에서 광역정전이 발생한다면 큰 사회적 혼란이 발생할 것이다. 선행연구에 따르면, 광역정전이 발생 하였을 때, 자체 방재력에도 불구하고 10시간 정도가 지나면 대부분의 국가기반시설이 제 기능을 못하는 것으로 나타났다. 그럼에도 불구하고, 아직까지 우리나라에서는 대규모 광역정전에 대한 제도적 연구가 미흡한 실정이다. 본 연구의 목적은 대규모 광역정전과 관련한 현 제도의 문제점을 파악하고 이를 개선하는 것이다. 이를 위해 본 연구에서는 현행법과 정전매뉴얼 등을 조사하였다. 그 결과 국가기반시설 상호연계성에 따른 COOP의 적용 및 포괄적 위기관리 프레임워크 도입, 시계열적 매뉴얼 제작이 필요하다는 결과가 도출됐다. 이러한 본 연구의 결과는 대규모 광역정전뿐만 아니라 미래재난 전반에 걸친 적용이 가능할 것으로 사료된다.

현대 사회는 모든 분야에서 다양한 분야들의 기술들이 융합되는 사회이며, 이로 인해 각종 환경적 위험 요소 등이 존재한다. 그중 한가지는 유해 가스에 의한 피해이다. 산업이 발전하고, 편의 시설등이 늘어나면서 다양한 시설들이 설치되고 있다. 하지만 이와 함께 시설물들이 가지는 위험도 또한 높아지고 있다. 이에 본 연구에서는 센서를 이용한 위험요소 탐지와 환경측정 자료를 기반으로 일상 생활에 접할 수 있는 위험요소를 파악하고 개선하고자 하였다. 진행은 유해성분을 측정할 수 있는 센서를 이용한 시스템을 구성하고, 자료 분석을 통한 개선사항를 도출하는 방식을 취하였다.

사무르디는 스리랑카의 빈곤퇴치를 위한 프로그램 중 가장 규모가 큰 사회복지 지원 사업으로 1995년 청년, 여성, 장애인 등의 취업기회의 제공과 역량을 제고하여 궁극적으로 국가의 빈곤을 퇴치하고자 중앙정부에 의해 마련되었다. 본 연구는 사무르디 프로그램 수혜자의 만족도를 높이기 위한 사회경제적 관련 인자들이 무엇인지를 밝히고자 하였다. 사례연구지역은 스리랑카 중부지역에 위치한 오지이며 빈곤도가 높아 본 프로그램의 수혜율이 비교적 높은 캔디(Kandy) 지역을 대상으로 하였다. 본 프로그램의 주목적인 소득향상을 비롯하여 훈련프로그램, 사무르디은행의 신용, 정부보조금, 보험금, 기술정보제공, 마케팅시설, 고용기회제공, 도로개발, 관개수로시설 및 공공기반시설 등 프로그램의 지원내용 등과 관련된 다양한 인자들을 대상으로 수혜자의 만족도는 물론 이에 영향을 미치는 사회경제적 인자의 특성 등을 밝히고자 하였다. 다단계 표본 추출방법으로 150 사무르디프로그램 수혜자를 선정하여 관련 설문조사를 실시하였으며(유효설문 127), SAS9.1 통계분석용 소프트웨어를 사용하여 빈도분석, 회귀분석 등을 실시하였다. 그 결과 사무르디 수혜자들은 정부보조 및 사무르디 은행의 신용 제공, 보험금 지급, 도로개발, 소득 증대 등에 대해서는 만족도가 매우 높은 반면 종자나 비료 등의 농업투입요소나 마케팅시설, 기술정보 제공 등에 대해서는 비교적 낮은 만족도를 보였다. 회귀분석 결과 사무르디 프로그램 실시 후 소득증대, 고용 기회와 훈련프로그램 제공, 사무르디 은행의 신용 제공 등이 중요한 요인임을 확인할 수 있었다. 본 사무르디 프로그램을 통하여 지역주민의 생활여건 개선은 물론 소득을 향상시켜 나아가 빈곤 퇴치라는 본래의 취지와 역할을 제대로 수행하기 위해서는 농업인 조직 강화, 농산물집하시설 등 마케팅 및 유통 시설 확충, 농기계 지원, 농업생산시설 등을 지속적으로 확충하여야 할 것이며, 정부의 지속적인 모니터링과 평가 등을 통하여 사무르디 프로그램을 보다 긍정적으로 발전시켜 나가야 할 것이다.

Urban freight system includes not just intra-urban freight movement but also inter-urban movement as well. Hence, to make Busan a hub of North-east asia freight movement it is necessary to develop a comprehensive plan for infrastructure expansion as well as improvement of freight system based on the present facility situation. This study identifies the status of freight facilities in Busan by establishing the freight related infrastructure Database(DB) utilizing Geographic Information System(GIS), and to enable planners and decision-makers to utilize the DB to develop a future plan. The DB includes port facilities, major and minor arterial roads, railroad lines and facilities, depots, center city business areas, and urban infrastructures which are related to the freight movements. The analyses show that major transportation facilities in Busan consist of roads, railroads, coastal transportation, and international transportation, and it was found that intermodal facilities are inadequate for freight system in Busan. The results of this study will be useful for freight experts and planners to develop a comprehensive freight system plan.

This study identifies the statues of the resource development in residential facilities for people with disabilities to review the current level and propose necessary supporting measures to revitalize resource development in this current time when the importance of resource development is rising for social welfare organizations. Specifically, this study conducted a survey on the current statues and needs for resource development and focus group interviews to acquire in-depth opinions on the need for resource development and supporting measures in 255 nationwide residential facilities for the disabled. The results showed that 50% of the resource development for the residential facilities depended on private donations, while the presence of exclusive workforce made differences among development plans, performance and achievement. Also, their resource development methods were limited around direct requests, such as personal recommendations, as they are faced with challenges such as inadequate related expertise and technologies for resource development, lack of exclusive workforce, and lack of interest in available facilities in the local community. With reference to these findings, this study proposes the following development measures: placement of exclusive workforce, adoption of diverse resource development methods, transparent and reliable resource development, and preparation for systematic step-by-step professional training on resource development.

오늘날 현대 사회의 산업화, 도시화, 고도화는 자동차를 없어서는 안 될 필수품으로 자리매김하도록 하였다. 그에 따라 자동차 수는 1,500만대를 넘어서는 반면, 도로를 포함한 기반 시설의 증가는 연 2% 정도로 턱없이 부족하다. 이러한 현상으로 인해 발생되는 교통 혼잡을 완화하기 위해서 교통시설의 공급을 확대하거나, 교통시설의 효율성을 극대화하기 위한 많은 방안들이 모색되고 있으며, 그 중 교통 시설의 효율성을 높이기 위한 방안으로 부각되고 있는 것이 ITS 및 텔레매틱스 분야 이다. 본고에서는 ITS 및 텔레매틱스와 관련된 국내외 표준화의 현황과 전망에 대해서 살펴본다.
