  • 본 연구는 발주기관과 사내 공급자의 재해경감활동관리체계 연계성 강화에 대하여 연구하고자 한다. 기업재난관리표준에 정하고 있는 공급자 전략에 대한 요구사항을 파악하고, 발주기관과 공급자의 적용사례를 검토 분석하여 재해경감활동관리체계의 연계성 강화를 위한 절차를 도출한다. 기업재난관리표준의 요구사항인 공급자 전략에 대하여 명확히 정의하고, 연계성 강화를 위해서 발주기관과 공급자가 적용하는 절차와 그 절차에 의하여 산출된 결과물을 공유하는 표준화된 절차가 필요하다는 시사점에 대한 해결방안을 연구하였다. 공급자의 재해경감활동관리체계 수립 절차중 중요한 절차의 연계성 강화를 위한 개선안을 제안하였으며, 제안된 내용과 절차를 기업재난관리표준과 관련 규범에 반영할 것을 제시한다

Why are Cleaning Workers Precarious? - Subcontracted Female Cleaning Labour and Fictional Korean Social Protection (청소노동자는 왜 불안정(precarious)한가? -하청 여성 청소노동과 한국 사회안전망의 허구성)

  • This study investigates the employment structure and the social safety net experience of the subcontracting cleaning workers in Korea, who have been main targets of the labor outsourcing despite the necessity and permanence of their labour. This study specifically focuses on the fact that these subcontracting cleaning workers are mostly female and in their old age, and analyzes how the combination of their age, gender, and employment structure leads to the (mis)match with the Korean social security system. Case study with in-dept interview method has been conducted to the old-aged female subcontracting cleaning workers in Korea. The result of this study is as follows. It was the income insecurity that led them to (re)enter the labour market, and the cleaning work was the almost the only wage work they could do considering their age and gender. Cleaning workers are mostly employed in the subcontracting company, and thus their labour contracts depend on the business contract period between the original and subcontracting company. Consequently, their employment relationship is mostly insecure unless they are guaranteed employment succession through the collective agreement of trade union. Moreover, it has been discovered that the employment insecurity due to the indirect employment relationship led to the poor labour conditions, low wage, and the exclusion from the social safety net.

Die politische Diskussion des Patientenrechtegesetzes in Deutschland und die wesentliche Regelungen (독일의 환자권리법에 대한 입법정책적 논의와 중요내용)

  • Mit dem Patientenrechtegesetz, das im $Fr{\ddot{u}}jahr$ 2013 in Kraft treten soll, $f{\ddot{u}}rt$ der Gesetzgeber eine jahrzehntelange Diskussion um die Rechte von Patientinnen und Patienten zu einem guten Ende. Demnach geht es darum, Transparenz ${\ddot{u}}ber$ die bereits heute bestehenden, umfangreichen Rechte der Patientinnen und Patienten herzustellen, die $tats{\ddot{a}}chliche$ Durchsetzung dieser Rechte zu verbessern, zugleich Patientinnen und Patienten im Sinne einer verbesserten Gesundheitsversorgung zu $sch{\ddot{u}}tzen$ und insbesondere im Fall eines Behandlungsfehlers $st{\ddot{a}}rker$ zu $unterst{\ddot{u}}tzen$. In Verfolgung dieser Zwecke $schl{\ddot{a}}gt$ die Bundesregierung ein Artikelgesetz vor, dessen wesentliche Teile das BGB und das Recht der sozialen Krankenversicherung betreffen. In das BGB soll ein neuer Abschnitt ${\ddot{u}}ber$ den "Behandlungsvertrag" $eingef{\ddot{u}}gt$ werden. Als Standort ist der ${\ddot{U}}bergang$ vom Dienstin das Werkvertragsrecht vorgesehen, der um die neu zu schaffenden Vorschriften der ${\S}{\S}$ 630 a bis 630 h BGB erweitert wird. Die acht Paragrafen enthalten im Kern eine Kodifikation der von der Rechtsprechung entwickelten $Grunds{\ddot{a}}tze$ zur Arzthaftung. Der Beitrag stellt die bisherige politische Diskussion des Patientenrechtegesetzes vor (II). Im Anschluss daran wird die einzige wesentliche Neuerung des Gesetzes $n{\ddot{a}}her$ untersucht und werden Regelungsziel und Grundkonzept der Kodifikation einer $Pr{\ddot{u}}fung$ unterzogen (III). $Schlie{\ss}lich$ werden einen politischen Ausblick auf die neuen Herausforderungen und die Bewertung der $gegenw{\ddot{a}}rtigen$ Lage und der erwarteten Entwicklung gezogen (IV).

The Effects of cultural values on the physical health of Korean American caregivers through caregiver burden and social support, applying to the socio-cultural stress and coping model (문화적 가치가 수발부담 및 사회적 지지를 통해 남가주 한인 가족수발자의 신체적 건강에 미치는 영향 - 사회문화적 스트레스 대처모델을 적용하여)

  • Using the Socio-cultural Stress and Coping model, this study proposed a path model to explore how cultural values affect the physical health of Korean American caregivers through caregiver burden, receipt of informal social support and utilization of formal care services. For physical health outcomes, three physical health indicators were employed: self-reported global physical health, self-reported blood pressure, and salivary cortisol. The path model was analyzed by using a sample of 87 Korean caregivers living in Los Angeles County and Orange County, California, USA. The major findings of this study included the following: 1) Stronger belief in cultural values was associated with more frequent utilization of formal care services, leading to lower levels of systolic boold pressure; 2) Cultural values did not affect the physical health of Korean American caregivers through caregiver burden. The demonstration of positive effects of cultural values on the physical health of Korean America caregivers through social support utilization call attention to the need of further research on the understudied group providing family care to frail older family members.

The Study of Human Rights Sensitivity and the Types of Perception in regards to Human Rights for College Students (대학생의 인권감수성 수준과 인권인식 유형에 관한 연구)

  • The purpose of this study was to examine the level of human rights sensitivity and the types of perception in regards to the human rights of college students to enhance their human rights sensitivity. The study methodology included a t-test and variance analysis for the level of human rights sensitivity, and a Q-factor analysis for the perception types of human rights. As a result of examining whether there is a difference in human right sensitivity, it was found that female students were higher than male students, and juniors and seniors were higher than freshmen and sophomores. The human rights sensitivity of the students in the social and science department were the highest, and those who had volunteer experiences were more susceptible to human rights than those who did not. Students who registered for organ donation were higher than those who did not, and those who received human rights education showed higher human rights susceptibility than those who did not. Four perception types of human rights were analyzed 'universal social moralists', those who have an idealistic mindset and make decisions based on moral standards, 'practical realists', those who have no intention of breaking out of the social norm and who do not want to take any risks for human rights, 'social system advocates', those who have a clear understanding of the basic human rights concept, but don't think that they should break the rules of society for the sake of individual rights, and 'social contracts advocates', those who are willing to bend the rules of society for human rights, but not to the extent of ruining relationships. These study results are expected to contribute to the possibility of the social viewpoint that human rights sensitivity can be developed in the context of social experience as well as perception.

A Study on the Management Factor in the Collaboration among Social Service Organizations (사회복지 조직간 협력관리 요인에 관한 탐색적 연구)

  • In terms of theory, this study differentiates the definition of collaboration management and provides the different angle to find collaboration determinants. In terms of practice, stressing the necessity of establishing and practicing the plan for collaboration management, it suggests us that promising strategies of management for inter-organizational collaboration in korean children and youth social service arena should be prepared. Through examining the theories, it is found that collaboration management like formal and informal meeting, contract, appointing the staff for collaboration is different from the former organizational factors. Collaboration management is found to be a factor accelerating the collaboration and differentiating from collaboration result itself. It is found that collaboration management factor affects the clients being refereed, providing some kinds of programs, and getting them. It means that the policy of organization which makes the staffs to participate at meetings to obtain various programs that other organizations provide, draws the agreement for collaboration, and arranges internal system for collaboration like appointing special staff activates the collaboration among organizations. Findings of this study provides us some recommendations. The efforts to develop technique, know-how, and management theory should be made in the Korean society. Organizations and the government should encourage organizations to manage the collaboration among them and make an effort to initiate policies and programs.

A Study on Employment of Aged Workers in Korea (중.고령자 고용안정과 촉진에 관한 연구)

  • 1997-98년의 외환위기는 한국경제 전반에 걸쳐 커다란 변화를 초래하였다. 특히 노동시장에서도 200만 명의 전례 없는 대량실업을 경험하였다. 이전의 고학력 실업과 생산직 노동력 부족이라는 두 가지 큰 특징으로부터 성, 학력, 연령에 관계없는 전 노동력에서의 대량실업이라는 특징을 경험하게되었다. 불경기에서의 기업 구조조정은 많은 직장인들로 하여금 통상적인 정년을 채우지 못하고 조기 퇴직해야 하는 상황을 초래하였다. 특히 50세 이상의 중·고령자 조기퇴직은 그들이 가정경제를 책임지는 가장으로서의 가정적 불안 뿐 아니라, 사회적으로도 실업자 보호를 위한 비용지출이 증대될 수밖에 없다. 이러한 현상은 직장에 남아있는 근로자들의 고용불안으로 확대되어 근로자들의 의사가 제대로 반영되지 않는 채 그 동안 정착된 고용관행(60세 전후 정년퇴직, 연공서열형 보수체계, 등)이 쉽게 무너지고, 사용자 중심의 새로운 고용관행(계약직, 연봉제, 단시간 근로형태, 등)이 확대될 가능성이 높아지게 되었다. 본 연구는 중·고령자의 고용안정과 촉진을 위한 정책대안과 촉진을 위한 정책대안을 제시함으로써 개인에게는 적합한 직종에서 일할 기회를 부여하고, 사회적으로는 실업문제의 해결로 사회복지비용의 지출을 최소화한다는 차원에서 연구되었다. 일반적으로 채용 면에서는 퇴직된 중·고령자도 신구인력과 경쟁적일 수박에 없으므로 비록 경기가 회복되더라도 재취업의 어려움은 여전히 남을 수밖에 없다. 뿐만 아니라 이들은 오랫동안 피고용자로서 근무해 왔기 때문에 신규 자영업에 진출하기도 조심스러울 수밖에 없어 이들의 경제활동에 대한 정부차원의 지원정책이 필요할 것이다. 연구결과 다음과 같은 몇 가지 중요한 정책적 시사점을 제시할 수 있다. 의무고용률 의 조정, 퇴직 전 전직훈련의 의무화, 고령자 창업보육센타의 설립, 신규채용이나 퇴직에서 제한연령의 완화 및 철폐, 서비스 산업에서의 고령자 적합직종의 개발, 등이 그것이다.

SNA Pattern Analysis on the Public Software Industry based on Open API Big Data from Korea Public Procurement Service (조달청 OPEN API 빅데이터를 활용한 공공 소프트웨어 산업의 SNA 패턴 분석)

  • This study investigated the ecological change of public software industry, comparing the pre and post structure of industry network based on the application of the regulation restricting large company participation in public software market. For this purpose, we used big data of the software market from Korea Public Procurement Service and used the SNA(Social Network Analysis) methodology which is being actively used in the area of social science recently. Finally, we highlighted the contribution of open public data. By analyzing order and contract data of the public software industry for 3 years - from 2013 to 2015 - we found out two main things. First, we observed that Power Law distribution had been going on in the public software industry, regardless of the external impact of regulation. Second, despite the existence of such Power Law distribution, we also observed the ecological change of industry structure from year to year. We presented the implication of such findings and discussed the advantage of open public data as the original motivator of this study.

Examining the issues and development plans in relation to the introduction of the fund-based Korean occupational pension: In the members' perspective (기금형 퇴직연금 도입의 쟁점 및 개선방안 검토: 가입자의 관점에서)

  • This study investigates the issues in relation to the introduction of the fund-based Korean occupational pension, examining the development plans in the members' perspective. The strong drive from Korean government to introduce the fund-based governance seems to be a sort of strategy to expand coverage in occupational pension. It is not logical that the introduction of the fund-based scheme is likely to cause increase in earning rate and, what is more important is to set the conditions to implement the active investment decision. Also, because the introduction of the fund-based scheme may increase possibility of insolvency, it is necessary to strengthen beneficiary protection or funding rule but, in the short term, it is better to focus on funding rule rather than protection scheme. The introduction of the fund-based scheme suggests the direction that members can actively participate in occupational pension, which means that it is possible to operate occupational pension in the direction of intent of the system.

The Actual Condition of Relational Goods and Decomposition (관계재로서 함께하는 시간의 실태와 영향요인 및 분해)

  • This study empirically analyzed the factors that intensify the unequal distribution of relational goods through the decomposition of relational gaps and the actual condition of relational goods. The results of the analysis are as follows. First, the average time for forming a relationship with family members or others is 158 minutes in 24 hours a day. Second, tobit regression analysis showed that relational goods time increased as they were employed, more family members, and ownership of their home. On the other hand, relational goods decreased when they were female, double-working, aged, divorced, and increased working time. The increase in household income decreased family relational goods, but increased the time with others. Based on the results of this analysis, this study proposed reduction of working time as a way to increase the happiness by sharing the relationship with meaningful people.
