Study on Policies for Integrated Pollution Prevention and Control (통합적 환경관리의 정책적 도입방안에 관한 연구)

  • Integrated Pollution Prevention and Control(IPPC) has become an idealistic environmental prevention concept in developed countries and corresponds with principles of Industrial Ecology. The concept of emissions regulatory integration is a key factor for an integrated environmental management system. While most EU member countries have a cross-media regulatory system, Korea has a media-specific regulatory system which was found to have significant environmental management problems. The purpose of this study is to integrate the emissions regulatory system by resolving difficulties through procedural, organizational, and substantive analysis of integration. To this end, the following research was performed: The first task was to determine the target of the integrated emissions regulatory system. In connection with this, the "IPPC directive" of the EU and the "PPCA 2000" schedule 1 of the UK, as well as environmental laws in Korea were compared and analyzed. The second was to design a regulatory system model. This model was divided into three groups after considerations were made regarding the time it would take for the pre-application,application, and permission stages. Lastly, on the basis of this research, a revised bill for an integrated emissions regulatory system was suggested. Nevertheless, substantive analysis of integration focused on BAT requires supplementation in order to make the integrated emissions regulation system operate normally as an environmental management policy and regulation method. To this end, the specific characteristics of Korean society, culture, and law should be actively considered.

Management of Korean Biological Resources for Access Regulation and Benefit-sharing (접근규제와 이익공유를 위한 효율적인 생물유전자원 관리 방안)

  • Convention on Biological Diversity has authorized national sovereignty over biological resources so that legislative framework should be established. In biological resources management, the access to biological resources and the benefit sharing arising out of their utilization are two most important steps. Bonn guidelines adopted by the 6th COP of the Convention on Biological Diversity contain MAT (Mutually Agreed Terms) and PIC (Prior Informed Consent) indispensable to implement the access and benefit-sharing process. MAT is contractual agreement between provider countries and use entities while PIC is a specific measure associated with consent prior to access to biological resources. Moreover, the guidelines include the responsibilities of national focal point and competent national authority, incentives and so on. Our laws related to access to biological resources have no items on benefit-sharing and intellectual property rights. The role of the competent national authority is very important to coordinate the organization controlling information availability, opening to the public, and intellectual property rights with other stakeholders. But, the national regulations must not interfere with academic studies on biological diversity and disobey the two objectives of the Convention on Biological Diversity, the conservation of biological diversity and its sustainable use.

The reform of inspection of adult social care market in the UK and policy suggestions for long-term care in South Korea (영국 성인돌봄서비스 시장에 대한 감독 개혁과 한국 장기요양의 시사점)

  • The UK is famous for being the first country in Europe to adopt the policies of marketisation regarding social welfare. Numerous other countries, including social democratic countries, have followed suit, and South Korea has also adopted the marketisation of care through the introduction of long-term care insurance. The aim of this study is to examine recent reforms concerning adult social care market in the UK, and to determine policy recommendations to further develop the Korean long-term care insurance market. Findings show that the UK has actively regulated and managed the care market. In particular, after the sudden bankruptcy of nursing homes, the CQC systematically analyzes the risks of bankruptcy of big service providers in terms of financial conditions and quality of services according to the six steps detailed in the Care Act 2014. If some service providers experience high levels of risk, the CQC reports results to local authorities in order to manage the risk of bankruptcy of these service providers. Such reforms in the UK suggest a number of policy measures for South Korea in which the problems of long-term care market are prevalent, including increased system management, introduction of a new inspection system, the expansion of public-based inspection organizations, and disclosure of information by the National Health Insurance Corporation.

Evaluation method for interoperability of weapon systems applying natural language processing techniques (자연어처리 기법을 적용한 무기체계의 상호운용성 평가방법)

  • The current weapon system is operated as a complex weapon system with various standards and protocols applied, so there is a risk of failure in smooth information exchange during combined and joint operations on the battlefield. The interoperability of weapon systems to carry out precise strikes on key targets through rapid situational judgment between weapon systems is a key element in the conduct of war. Since the Korean military went into service, there has been a need to change the configuration and improve performance of a large number of software and hardware, but there is no verification system for the impact on interoperability, and there are no related test tools and facilities. In addition, during combined and joint training, errors frequently occur during use after arbitrarily changing the detailed operation method and software of the weapon/power support system. Therefore, periodic verification of interoperability between weapon systems is necessary. To solve this problem, rather than having people schedule an evaluation period and conduct the evaluation once, AI should continuously evaluate the interoperability between weapons and power support systems 24 hours a day to advance warfighting capabilities. To solve these problems, To this end, preliminary research was conducted to improve defense interoperability capabilities by applying natural language processing techniques (①Word2Vec model, ②FastText model, ③Swivel model) (using published algorithms and source code). Based on the results of this experiment, we would like to present a methodology (automated evaluation of interoperability requirements evaluation / level measurement through natural language processing model) to implement an automated defense interoperability evaluation tool without relying on humans.
