This study aims to provide theoretical base in criminal law for engineers in the viewpoint of jurists to encourage interdisciplinary studies on cyber crimes. Apart from seriousness of discussion on torrent cyber crimes, a good effect of the internet networks such as sharing of information has bee emphasized while the evil influence of its side effect has been neglected. Therefore, this study suggests that we need to consider reinforcement of cyber ethics, and legal mind of IT technicians, strict security by managers, active efforts to develop legitimate contents by managers of web hardware and P2P, and reinforcement of punishments against crimes by internet users. And this study approaches new norms on computer and cyber crimes in interpretational sense of criminal law, and provides the theoretical base of the criminal law focusing on traditional theories, assumptions, and precedents involved in regulations against computer virus distribution.

The informationization policies undertaken in concentration only on the national economic growth invited the unbalance between technology and social culture, displayed the serious reverse function phenomena, and these problems threatened the personal identity of individual in the cyber space. In this study, we developed an index model on the information and communication ethics where the national level of information and communication ethics can be examined. For this purpose, based on diverse previous research data, the areas of the ethical indicators in information and communication has been developed through the brain storming of the research staff. Through the consultation with experts, the feasibility and representation as index was heightened, and the weighted values to the each index was provided by the AHP method. The outcome of questionnaires from the information users and information providers (great portals) was also reflected in simple average method into the calculation of the weighted value to the each index element.

21세기는 지식 정보화 시대라고 말하며 정보 통신혁명은 모든 매체에서 인터넷을 연결시키면서 우리의 생활 및 사고에 대한 패러다임의 변화를 가져 왔다고 할 수 있다. 따라서 본 연구에서는 미래사회를 대비해야 할 우리 어린이들에게 정보화의 발전과 주5일제 수업으로 더욱 활발해진 개별학습 기회가 혹시나 의미 없는 시간소비를 통해 사이버 폭력 및 사이버범죄 등 정보화(인터넷)의 역기능에 노출 될 위험성이 있다고 볼 수 있다. 이에 정보통신 윤리교육을 강화하여 인터넷의 역기능을 차단하고 창의적이고 탐구적인 학습활동에 흥미를 가지고 적극적으로 참여 할 수 있도록 다음과 같이 운영한다. 첫째, 학생 중심의 자치적인 온라인 커뮤니티 활동을 통해 학생중심의 게시판을 개발 적용한 후 게시판별 분석자료를 통해 학생 이해 및 소질과 적성을 발굴 지도한다. 둘째, 분석자료 내용을 누가 기록하고 그 내용을 가공, 적용하여 또래집단의 원활한 교우관계 조성과 성장발달을 도모하고 여가시간을 효율적으로 활용하는 능력을 길러 궁극적으로 자아실현과 새로운 가치창조의 기호가 되도록 지도하는데 연구의 목적을 두고자 한다.

This study investigates methodological implications of cyberspace and information technology for online survey research Online survey method provides useful methodological tools for collecting empirical data for the study of cyberspace, In terms of sampling frame , selection method, and questionnaire from four major types of the online survey research can be found: member survey visitor survey e-mail survey and the electronic survey. Online survey research with sample design(population specification error. sampling frame error, selection error) measurement (measurement instrument bias system-related processing error, nonrespone, and response bias) and research ethics (privacy and netiquette) pose important methodological issues for the survey. The realization of the technological possibilities of online survey will be possible only through a right consideration of these issues.

With the recent phenomenon of the Intelligence Information Society, the cyber security paradigm has begun to change. In particular, the increase of the interconnectedness of the hyperlinked society has extended the scope of damage that can be caused by cyber threats to the real world. In addition to that, it can also be a risk to any given individual who could accompany a crisis that has to do with public safety or national security. Adolescents who are digital natives are more likely to be exposed to cyber threats, which is mainly due to the fact that they are significantly more involved in cyber activities and they also possess insufficient security comprehension and safety awareness. Therefore, it is necessary to strengthen cyber security capabilities of every young individual, so that they can effectively protect themselves against cyber threats and better manage their cyber activities. It examines the changes of the security paradigm and the necessity for cyber security education, which is in direct accordance to the characteristics of a connected society that further suggests directions and a basic system of cyber security education, through a detailed analysis of the current state of Domestic and Overseas Cyber Security Education. The purpose of this study was to define cybersecurity competencies that are necessary within an intelligent information society, and to propose a regular curriculum for strengthening cybersecurity competencies, through the comparison and meticulous analysis of both domestic and overseas educational systems that are pertinent to cybersecurity competencies. Accordingly, a cybersecurity competency system was constructed, by reflecting C3-Matrix, which is a cyber competency system model of digital citizens. The cybersecurity competency system consists of cyber ethics awareness, cyber ethics behavior, cyber security and cyber safety. In addition to this, based on the basic framework of the cybersecurity competency system, the relevant education that is currently being implemented in the United States, Australia, Japan and Korea were all compared and analyzed. From the insight gained through the analysis, the domestic curriculum was finally presented. The main objective of this new unified understanding, was to create a comprehensive and effective cyber security competency curriculum.

The purpose of the study is to suggest a standardized teaching-learning model as a method for strengthening the practical effect of the information ethic education for the adolescent, which is practiced in schools as the inter-disciplinary way. A survey was put to teachers and their needs are analyzed. At the same time, in order to draw the practical teaching-learning model, the teaching examples were collected for contesting. Through this process, a bottom-up approach which tries to analyze the actual class examples and generalizes them, the teaching-learning model has been suggested. As a result, another survey was conducted for the investigation of the efficacy of the model between beneficiary group and comparison group. The results are as followings; the experiment group showed a higher index in regard with such items as Information Culture Index, Lesson Satisfaction Degree, and Practice Will than Comparison Group, and the differences are statistically significant. To prepare for and implement policies for the Fourth Industrial Revolution, which is characterized by convergence, super-connectivity, and AI, this study summarized the effects and characteristics of individual technologies on our society and discussed the issues with humanity and social science perspectives. As a result, in terms of AI technology, the issues of job losses, project-type works, basic income and robot taxes, accountability of AI, and algorithm inequality were dealt with. Security, cyber hacking and privacy infringement issues were highlighted in big-data technology. In the part of block-chain and bioengineering, the society of decentralization, the concentration, digital divide, and ethical issues were discussed. On-demand economic aspects highlighted the problems of civil ethics and human commercialization. Lastly, the development of VR is discussed including side effects such as cyber-syndrom, avoidance of reality, and so on.

The information society based on Internet has positive effects to provide us with abundance and comfort as well as enhancement of quality of life. But it also has negative effects which bring about more serious social problems than real life. These negative effects of the cyber space are especially critical to elementary school students who do not have good judgment capability and clear concept on cyber space. To solve these problems, we have to let them have ethical sense to respond to the dysfunctions of Internet. We need to enforce Internet ethics education at home and in school so that they can behave as responsible and moral behaviors in this information society. Because the most of the elementary school students usually use Internet at home, the role of their parents can be particularly important factor in Internet ethics education. The purpose of this paper was to identify the current status of the consciousness on Internet ethics of the elementary school students who are the creators of new culture on Internet and their parents who make great influence on their education, and to study what influence the consciousness on the Internet ethics of parents has made on the Internet usage of their children. Through this study, we try to provide the desirable direction for Internet ethics of elementary school students.

The availability of computers and the wide network of the internet of the 'Information Society' has created a new space: Cyberspace. In this situations, the matters of individual identities and morality are more important problems. Korean classical novel, Gu Wun Mong, embodied the exploration process of identities in virtual spaces, has gravity of a situation. Seong Jin, the hero experienced the life of Yang so you went throughing virtual life, be born again. And he met eight taoist fairy in that virtual world. In this process, Seong Jin overcame a dualistic world of view and established identity of genuine truth-seeker. The 'Dream-fantasy' experience differentiation real world and virture world and give to Seong Jin a new identity, So You. Seong Jin used avatar, So You was free from limits of self and became obtain multiple personalities. Finally, Seong Jin realized the fact that real world and virtual one is the same, for development self-perception. Seong Jin's enlightment provided solutions for modern netizens, who is ambivalent about contradiction the real and virtual, infinity and clash of desire.

There occur various crimes in cyber space hiding behind anonymity to avoid punishment by criminal law. One of the most serious crimes committed in cyber space is defamation against others under the cloak of freedom of expression. The infringements by defamations in cyber space are made all of a certain and widespread that the victims have no time to react, and for that reason, the shocks by the defamation are much serious and severe compared with that committed in off line. However, press and publication shouldn't infringe on other's honors, right, public order or social ethics in liberal democrat society which values much the human dignities and values as stipulated in Article 21 section 4 of the Constitution. Protection of personal honor is also the basic rights guaranteed by the Constitution as much as the freedom of expression, and by extension, such harmful behaviour shouldn't be included in the freedom of expression area. In this way, slander can be considered as the minimum limitation of the freedom of expression.
