In the study, we introduce the trend in domestic and foreign web accessibility, as well as the legal system that ensures web accessibility. Based on Korean Web Content Accessibility Guidelines (KWCAG)1.0, we investigated the web content accessibility of 80 tertiary health-care hospitals and general hospitals in Korea. We evaluated accessibility by combining accessibility-based criteria (ABC) with usability-based criteria (UBC). ABC was limited to an alternative text for Guideline 1, using a small number of frames and keyboard accessibility for Guideline 2. UBC checked the voice service (TTS), resizing text, providing multi-lingual websites, and disclosing web accessibility policy. KADO-WAH2.0 was used for representing the compliance rate. The evaluation result was a considerable improvement from previous results, even though the rate of compliance with web accessibility was generally insufficient. There was a significant difference between those medical centers which did and did not comply with web accessibility. Incidentally, many hospitals were found to have attempted to confront and come to terms with web accessibility. In future, the following factors are advisable for medical centers with publicity or public interest: they must employ active and aggressive promotion of establishment of independent accessibility guidelines to secure web accessibility, they should effect an improvement of the realization of web accessibility, there can be constant education and promotion, and there can be an institutional supplementation, as well as others.

웹이 대중화되면서, 사용자 계층도 어린이, 노인, 장애인 등으로 다양해졌다. 인지적, 신체적 특징에 상관없이 모든 사람에게 동등한 웹 기회를 제공하고 있는가를 나타내는 지표가 웹 접근성이다. 웹 사이트들이 특정 수준의 웹 접근성을 준수하도록 유도하기 위해 W3C(World Wide Web Consourtium)의 WAI(Web Accessiability Initiative)는 웹 콘텐츠 접근성 가이드라인 WCAG (Web Content Accessibility Guideliens)를 개발하였다. 현재, WCAG2.0까지 발표된 가이드라인은, 4개의 원칙(Principle), 12개의 지침(Guideline), 그리고 61개의 성공기준(Success Criteria)으로 구성 되어 있다. 평가자들은 WCAG2.0에서 제시하는 성공 기준에 맞춰, 웹 사이트가 웹 접근성을 어느 수준으로 준수하고 있는지 평가한다. 하지만, WCAG2.0을 기준으로 웹 사이트를 평가할 경우, 성공기준의 준수여부는 평가가 가능하지만, 특정 사용자 집단의 특성을 반영한, 우선순위가 포함되지 않아, 특정 사용자 집단을 위한 개선 사항을 도출하는데 어려움이 있다. 이에, 본 논문에서는 이러한 점을 고려하여 WCAG2.0 기반의, 특정 사용 집단을 위한 웹 접근성 평가 모델을 제안한다. 사용자 특성에 따라 성공지침들의 중요도가 달라 질 수 있으므로, AHP 기법을 활용하여 성공지침들의 상대적 중요도를 평가하고, 우선순위화 하였다. 평가 모델의 효용성을 입증하기 위해, 특정 사용집단으로 노인 집단을 선정하여, 웹 접근성 평가 모델을 개발하였다.

This research tries to develop standards of library goods and managerial guidance. It is developed to make buying and managing library goods efficient in promoting environmental and digital-friendly library, and to set a standard guidance of library goods. The research divides 117 library goods into 6 categories, and develops a table of recommended standard and managerial guidance of library goods. The table has 11 indicators of information, which includes the name of each library goods, classification code, identification number of 'Narajangteo', definitions of the goods, purpose and usage, type and size, structure, place to install, goods management, and note. The research hopes to be reflected in library related laws, standards, and manuals, and finally to standardize library goods in the national level.

Current estimation of greenhouse gas (GHG) emissions from livestock agriculture in Korea was based on Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories (1996 IPCC GL) published in 1996 and emission data were published in National Inventory Report. New guideline book, 2006 IPCC Guidelines for National Greenhouse Gas Inventories (2006 IPCC GL), however, was published in 2006. Hence preparation to apply new guideline for the estimation of GHG emission would be necessary. In this study, 1996 IPCC GL and 2006 IPCC GL for livestock agriculture were compared. Estimated GHG emissions based on Tier 1 methods of 1996 IPCC GL and 2006 IPCC GL between 2000 and 2008 were also compared. Estimated GHG emissions based on 2006 IPCC GL were 1.27~1.33 times higher than those based on 1996 IPCC GL. These results were mainly caused by emission factors of each IPCC GL. More researches should be conducted to decrease uncertainties of national GHG inventories.

Meter reading system, operated by meter staff who reads the meter and record consumption with handhold data terminals. can cause privacy intrusion, unread meter data, abnormal readings and excessive expenses of maintaining the system. To prevent the deterioration of customer service quality, Automatic Meter Reading system, which automatically recognizes meter readings and transmit reading data through wireless RF module, is designed. From collecting the reading data to managing statistics of customer's consumption information. this automatic meter reading system provides more accurate and fast information to customers. 1997년 교토의정서 발효이후로 정부의 신 재생 에너지 관련 정책으로 인해 앞으로 국내에서 대체에너지전원은 급증할 것으로 예상되고 있다. 대체에너지발전시스템 특성상 독립형 보다는 계통연계 형태로 운전되어야만 효율적으로 사용될 수 있다. 이에 대체에너지전원의 기술지침이 작성되어 보급 활성화에 노력을 기울여야 한다. 우리나라 경우, 아직까지 제대로 기술지침이 정립되어 있지 않았다. 따라서 본 논문에서 국내 외 대체 에너지를 계통에 연결할 때 신청처리 절차와 기술기준을 비교 분석하여 정리하였다.

정보시스템의 개발전략에는 대표적으로 총괄적, 점증적, 진화적 개발전략이 있다. 현재 규모가 큰 사업의 경우, 점증적, 진화적 개발전략을 사용하여 정보시스템을 개발하고 있지만, 개발전략을 적용하기 위한 세부적인 지침이 너무 일반적이거나 부재한 것이 현실이다. 또한, 개발전략에 따른 개발 수명주기 단계별 산출물 관리 체계의 효율성 저하로 사업관리에 어려움이 있었다. 따라서 효율적인 정보시스템 사업추진 및 관리를 위해서 개발전략에 대한 세부적인 지침과 개발 산출물에 대한 관리체계의 필요성이 제기되고 있다. 본 논문에서는 점증적, 진화적 개발전략에 대한 일반 지침을 제시하였고, 개발전략에 따른 개발 수명주기 단계 산출물을 효율적으로 관리하는 체계를 제안하였다.

Gomaa에 의해 제안된 CODARTS(Concurrent Design Approach for Real-Time System)방법론은 COBRA(Concurrent Object-based Real-Time Analysis)을 사용하여 실시간 시스템의 행동 모델을 개발하고 행동 모델에서 병렬 태스크 구조로 변환하는 데 도움을 주는 태스크 구성 지침을 제공한다. CODARTS에서는 태스크 구성 지침을 RTSA(Real-Time System Analysis)표기법으로 표현된 행동 모델에 적용하여 태스크를 구성한다. 그러나 RTSA 표기법에는 태스크를 구성하는데 필요한 실행 성질 및 주기, 이벤트의 병렬성 및 순서와 같은 정보들을 기술하지 않기 때문에 직접 태스크 구성 지침을 적용하는 것은 어렵다. 본 논문에서는 CODARTS 방법론의 분석단게에서 태스크 구성에 필요한 정보를 통합적으로 나타낼 수 있는 STS (Specification for Task Structuring)를 제안한고 이를 이용하여 태스크를 자동적으로 구성할 수 있는 알고리즘과 적용 예제를 보인다.
