Feasibility study on large scale projects like an investment on infrastructure development is very important because it provides fundamental data which determine the total investment size and duration. However, previous feasibility studies have a few problems of ambiguous estimation standards, unsystematical estimation methods, and so on. Accordingly, this study intends to regulate tile problems on economic feasibility as well as financial feasibility study which have been considered more critical in recent time, subsequently presents a reform measure. Also, this study identifies predictable risks during the feasibility study, presents a scheme which lets investor and owner control the risk themselves through a process which uses theoretical and political management plans.

This research seeks to investigate the economic feasibility of a small size aircraft development and BASA certification enterprise. To achieve the objective, this research investigates cost which requires for proceeding a small size aircraft development and BASA certification enterprise. This research also investigates the economic effects and economic benefits acquired from exporting civil aircraft. Costs and benefits are assumed using cash flow by types of airplanes. On the basis of the cash flow, this research calculates B/C ratio, NPV, IRR for investigating the economic feasibility. The result shows that there are economic feasibility for both very light jet and piston aircraft. Between these two aircraft types, more economic feasibility exist for very light jet than piston aircraft.

국가개발연구원(KDI)에서는 새만금에 40MW 용량의 국산 풍력발전단지 조성을 위한 예비타당성 조사를 실시하였다. 본 사업에 대한 KDI의 비용편익 분석 결과 순 현재가치가 0보다 작고, B/C 비율은 0.73으로 경제적 타당성이 나타나지 않았다. 하지만 모든 비용과 편익을 화폐가치로 환산해 내는 비용편익분석은 여러 가지 외부효과로 인해 사업의 타당성 연구자들에 의해 주관적인 결과물이 나오기도 한다. 이에 따라 본 논문에서는 새만금 풍력발전 시범단지의 경제성 평가 재검토 연구를 실시하였다. 본 논문에서는 기존 경제성 평가 항목에 대하여 여러 가지 쟁점을 제시하고, 그 중에서 대기오염물질 저감 비용과 학습효과(learning effect)로 인한 비용 절감 편익을 추가적으로 산정하였다. 여기서 학습효과의 학습속도(learning rate) 를 세 가지 시나리오로 나누어 분석하였다. 두 가지의 추가 편익을 KDI의 기존 예비타당성 조사 분석에 추가한 순 현재가치는 상당한 양의 값이 나왔고, B/C 비율은 8.8 로 편익이 비용에 비해 크게 증가했다. 이러한 항목들의 포함 여부에 따라 타당성 결과가 현저하게 달라짐을 알 수 있다. 향 후 비용편익 분석이 정책 결정에 적절히 반영되기 위해서는 외부효과를 고려한 환경 비용, 그리고 학습효과와 같은 추가적인 사항들이 면밀히 검토되어야 한다. 시장에 기반하지 않은 이러한 외부효과로 인한 항목들은 대상과 시기에 따라 매우 다른 결과를 보여주기에 이에 대한 세부적인 연구가 필요한 시점이다.

자연형 하천은 사용가치 뿐만 아니라 비사용적 가치를 포함하고 있기 때문에 비용편익분석에 비사용적 가치를 포함시켜야 한다. 그러지 못할 경우, 자연형 하천이 경제적 편익을 제공함에도 불구하고 경제적으로 타당성이 없는 것으로 판단될 수 있다. 본 연구는 자연형 하천의 경제적 편익을 분석하기 위하여 조건부가치평가법(CVM)을 이용하여 자연형 하천으로 조성된 전라북도 순창에 위치한 경천에 대하여 경제적 편익을 분석하였다. 연구방법은 가상적인 상황을 설정하고 여러 조건을 달아 자연형 하천에 대해 어느 정도 지불할 의사가 있는지를 설문을 통하여 분석하였다. 설문은 기본적인 속성과 환경용수, 생태계, 하천유지, 수질개선으로 구분하였고 순창읍 주민들을 대상으로 하였다. 자연형 하천으로 정비된 경천에 대해 경제적 편익을 분석한 결과 년간 약 11억원의 편익이 발생하는 것으로 추정되었다. 이와같은 결과를 이용하면 자연 친화적인 하천 정비사업을 시행할 때 합리적인 경제적 편익을 평가할 수 있으므로 사업의 타당성 평가에 이용할 수 있다.

2005년 말 현재, 국내의 상업운전 중인 풍력발전기는 93.5MW(KPX 2005)에 불과하여 민간의 풍력에너지 개발 참여를 위한 사업타당성 조사에서 상업운전에 이르는 풍력발전단지 개발절차에 대한 사례 연구가 미비하다. 최근 신재생에너지 보급을 위한 정부의 강력한 의지와 맞물려 민간의 대규모 풍력발전단지 개발 계획이 속속 진행되고 있는 여건에서, 국내 최초의 대단위 상업용 풍력발전단지인 영덕풍력발전의 개발 및 운영사례를 통해 국내 풍력발전단지 개발 시 고려사항과 발생 가능한 문제점 및 해결방안을 제시한다.

The Metropolitan Area Green Heat Project (MAGHP), which collects unused heat gathered from power plants, steel works, landfills in western Metropolitan area and distribute it to integrated energy business (IEB) companies, is proposed for the purpose of enhancing energy efficiency and providing low-price heat for IEB companies. Therefore, in order to decide on whether to initiate the MAGHP, the economic feasibility analysis of the project is widely demanded. This paper attempts to consider and measure four economic benefits: heat supply benefit, production cost reduction benefit, greenhouse gas mitigation benefit, and air quality improvement benefit. In addition, the paper tries to conduct the economic feasibility analysis. The project requires three-year investment and thirty-year operation. Three important findings emerge from the analysis. First, its net present value is computed to be 1,269 billion won and more than zero. Second, its benefit/cost ratio is calculated to be 1.72 and bigger than 1.0. Third, its internal rate of return is estimated to be 24.26% and larger than the social rate of return, 5.5%. In conclusion, the MAGHP is socially profitable and should be conducted immediately.

For a successful construction project not only construction engineering and project management technology but also economic evaluation technique is required. Design and construction technologies are necessary to receive a project order. However, construction management technology which can be apply from the project initial phase to the project operation and management phase is required to create a benefit from the project. Construction management technology is one of the effective factors for project success. Economical and efficient cost management from the planning phase influences the project success. This study investigated cost flow and cost factors of domestic Sewage Treatment Plant project for systematic analysis of cost items following the entire project phase. Particularly, data modeling based on domestic Sewage Treatment Equipment maintenance cost DB was performed, and maintenance cost estimation trend line is suggested using Monte carlo Simulation Method to decrease uncertainty of actual results DB and for feasibility study. This paper finds the selecting evaluation index of technical development supporting business, applied to determine its validity. Measuring the new evaluation index for selection against the existing select evaluation index, it shows which index has accurately estimated the ranking of the companies with good performance. Using the BSC and AHP method, this study developed the select evaluation index of technology development supporting business.

This study analyzes the effect of applying hyperbolic social discount rate onto the results of benefit-cost analysis of environmental public investment projects in Korea. In order to check the application possibility to the actual feasibility study, the discount factors generated by hyperbolic function, rather than traditional exponential one, would be applied to the benefit and cost data from the pre-feasibility studies which peformed for environmental public investment projects. The results of this study shows that using hyperbolic social discount rate is effective for enhancing test results, only under the condition of which the full expansion of the time periods of analysis is satisfied. According to the simulation results of this study, to achieve higher benefit/cost ratio by using hyperbolic social discount rate, the period should be increased up to 120 to 150 years at least.
