Building Direction of a Procurement Management Process Model for the SOC projects (Focused on the Airport Facilities) (SOC 사업의 조달관리 프로세스 모델 구축 방향 (공항시설물 중심으로))

  • The absence of systematic project procedures in the domestic SOC projects has caused many problems. Therefore, it has been raised the needs for the effective project management of the projects which helps the participants to have systematic procedures at each phase of the SOC projects. The purpose of this research is to build the current model of procurement management process for the airport facilities and to derive inherent problems, and the building direction of the effective procurement management is suggested for the future research. The result of this research could be used for delivering the effective SOC projects and for establishing interrelationships between procurement and other phases of the projects for the integrated project management. The procurement process of the Inchon International Airport was investigated and the as-is model was built. Through the analysis of the as-is model, and the questionnaires and the interviews with the participants of the SOC projects, the problems of the current procurement process has been derived.

  • 지난 수년간 사회 문화적 인식 변화 및 정치 경제적 여건 변화와 함께 치수사업이나 정책의 원할한 추진을 위한 갈등의 예방과 조정, 해결이 매우 중요한 이슈로 대두되고 있다. 하지만 기존의 일방적이고 획일적인 추진방법과 여러 가지 원인들로 인해 환경단체나 그 지역의 이해당사자와의 마찰이 불가피해졌으며 이러한 갈등을 완화하거나 조율할 수 있는 제도 및 정책적인 방법은 이미 한계를 드러내고 있다. 이에 본 연구에서는 이해당사자들의 참여와 충분한 협의를 통해 해결책을 도모할 수 있는 객체지향적인 소프트웨어를 개발함에 있다. 다양하고 광범위한 갈등 발생 요인을 모두 고려하기란 실질적으로 많은 어려움과 전문성 및 복잡성을 가지고 있으며, 또한 공영시각모형은 이해당사자간의 의견을 신속하게 수렴하여 결과를 제시할 수 있어야 하며 다양성을 고려할 수 있도록 유동적이어야 함을 감안할 경우 어느 정도 범위를 가질 수밖에 없는 한계를 가지고 있다. 따라서 댐 건설과 같은 대형 치수사업이 수행되는 경우 이해당사자의 참여와 정보공개 추진절차 등에 대해 투명성을 확보할 수 있는 행정적인 요인과 기술(공학)으로는 홍수저감효과, 경제적 요인에서는 사업의 효과성과 타당성을 개략적으로 도출하여 제시함으로써 위의 3가지 갈등 발생요인을 갈등 조정 목표로 설정하고 본 논문에서는 댐 건설시 이수와 치수분야에 있어 이수용량 산정에 대한 모형을 구축하였다.

A Strategy for Developing New Road Projects (경관도로 등 신개념의 도로사업 개발에 관한 연구)

  • Developed countries, especially in road construction and management fields, introduce new road porjects such as National Scenic Byways Program(NSBP program) in USA and the Eco-road project in Japan. This study develops a conceptual model for deploying new road projects in Korea. The four step approach is suggested to create new road projects, including foundation of an act based on the existing Road Act, creation of new road project ideas, development of evaluation process and guidelines, and enhancement of an administrative scheme. To create new road projects, three different ways are devised; (1) designation of national roads having uniqueness in overall spectrum, (2) designation of roads having intrinsic values in a different aspect, (3) designation of single structures of engineering outcomes such as bridges, tunnels, new design techniques, considerable Value Engineering output, and well analyzed Life Cycle Cost Analysis practices. For the evaluation process, NSBP program of USA and/or Sustainable City Award program of Korea would be recommended. An administrative scheme and integrated funding process for the new road projects are also suggested based on evaluation of tasks of each team or division of Korea Ministry of Construction and Transportation.

  • In the stage of feasibility study of urban rehabilitation projects, the precise forecast of physical and environmental changes has great influence on the further transaction of the projects. However, various important decision makings are made by the experience and intuition of the person-in-charge in practice without the process and method for systematic and quantitative analysis. In spite of various qualitative influent factors on the projects, the feasibility studies are made by the result of economic analysis only, which often lead the projects to the crucial deficit. The main reasons of such a mal-functional transaction are due to the absence of the reasonal procedure of feasibility study and decision making reflecting the characteristics of urban rehabilitation projects. The objective of this paper is to propose feasibility study processes and decision making methods in relation to various influent factors on urban rehabilitation projects in the initial stage. The goal and process of every analysis stage and the pertinent factors and decision makings are analyzed and proposed through the survey of current research, a case study, interview with the professionals. The processes and methods are well applied to improve current problems of feasibility study of urban rehabilitation projects. In addition, the establishment of the analysis goal at three principal stage and a series of reasonable decision makings with pertinent factors to each stage will lead the project to more successful result than ever.

  • To enhance the competition of National power, the investment of SOC is an essential factor for infrastructure construction. The capital for SOC is so gigantic and the national finance is limited, engagement of various subject is necessary. So, Government is promoting the private sector to invest capital in SOC development. Nevertheless the increasement of SOC investment, various problems were issued in selection & operation of BTL. Therefore, to raise the probability of success for BTL project, escalation, unification and specialization of BTL affairs, BTL selection process were suggested in this study.

  • 2011년 RPS(신재생에너지 공급의무화제도)의 본격적인 시행을 앞두고 국내 신재생에너지 산업의 많은 변화가 예상된다. 사업을 추진함에 있어 재무적 타당성을 분석하여 사업을 결정하는 것은 가장 기본적인 절차이다. 이러한 과정에서 비용과 편익에 대한 분석이 이루어지며 이에 대한 신뢰도의 정도에 따라 사업의 성공여부가 좌우된다고 할 수 있다. 통상 재무적 타당성분석은 유형적인 요소를 분석하여 사업성을 결정하지만, 무형적인 비용과 편익도 간과할 수는 없다. 유형적인 요소는 명확한 재무적인 수치로 나타나지만 무형적인 요소를 재무적인 수치로 평가하는 것은 쉬운 일 아니다. 무형적인 비용과 편익에 대한 정형화된 산정모델이 없고, 주관적인 의견에 의존하는 경향이 크므로, 해당 업체의 환경과 특성에 따라 평가방법 및 평가액이 상이하며 평가에 대한 신뢰도 또한 전문가에 따라 차이가 발생한다. 하지만, 이러한 무형적인 요소에 대한 평가는 사업추진 여부에 대해 중요한 변수로 작용할 수 있다. 실례로, 2002 월드컵 유치에 대한 무형효과에 대한 평가액은 가지각색이지만, 월드컵 유치로 인한 국가의 인지도 상승 및 경제적 효과는 누구도 부인하지 못할 것이다. 본 연구에서는 무형효과 산출에 대한 대표적인 사업의 사례 조사를 통해 무형효과 평가모델에 대한 기본 방식을 연구함으로써, 신재생에너지 개발사업에 적용할 수 있는 무형효과 산출 모델의 기본안을 제시하고자 한다.

Efficiency Improvement of Environmental Assessment Procedure through Introduction of Screening (스크리닝 도입을 통한 환경평가 절차 효율화 방안)

  • This paper proposes an improvement to differentiate assessment procedure for projects in consideration of their environmental impact as a means to improve efficiency in environmental impact assessment ("EIA") procedure. The targets of analysis were limited to lower impact projects. The current EA system in Korea has already attempted to introduce separate proceedings for certain projects.Tangible results from these efforts, however, have been limited. Other countries have adopted a "screening" system to determine whether EIA is applicable to a particular project, and if so, what procedure will be used therein. Therefore, this study suggests the screening as the process wherein need for EIA is determined with respect to projects which have undergone Prior Environmental Review System(PERS) and which appear to have comparatively negligible environmental impact. In this case, EIA can be omitted and the developer can then draft a mitigation plan instead. This study found that exempting certain projects deemed as having low environmental impact can considerably shorten the duration required for both environmental assessment and consultation, thereby improving efficiency. Other expected effects from the adoption of this screening include reduction in delays in project execution due to environmental assessments and reduced red tape through the provision of increased autonomy to developers and the approving authorities.

Development of Program Management Information Systems for Urban Renewal (도심 재생 종합 사업관리 시스템의 개념 및 개발)

  • Due to the variety of processes that are mainly influenced by the modification of law and regulations, it is difficult to propose a formal procedure of urban renewal projects. In addition, conflicts among various participants and stake-holders have made urban renewal difficult to manage. Needs for new systems to support management of this type of projects have been raised. This system should enable users to manage program aspects as well as projects given that the urban renewal consists of several projects. According to analysis of current context, the requirements of the system are classified as follows: a method to create flexible systems to cope with various process; functions to provide data on cost and schedule; user-friendly visualized tools enhancing understand of non-experts or less-experienced participants. This paper summarizes the background, requirements, concept and model of the system. Currently, prototype systems have been developed. Regarding outputs presented so far, potential benefits of the system are presented as well.

Why is ecological restoration practiced differently from the international community in Korea? (우리나라에서는 왜 생태복원이 국제사회와 다르게 진행될까?)

  • Ecological restoration is an ecological technology that diagnoses problematic ecological spaces and restores the damaged ecosystem to a healthy appearance similar to its original appearance based on reference information obtained by analyzing intact nature. To achieve successful restoration, the project must be carried out in respect of a series of procedures. However, in Korea, restoration projects are usually actively promoted regardless of diagnostic evaluation, which wastes cost and energy, and the effect is not significant. As the reference information is not utilized, ecological restoration to return the damaged nature makes features different greatly from the appearance of nature, causing another damage. As the restoration effect is not evaluated, it is impossible to determine whether it is successful or not, and as a result, even if the project continues, there is no development and no effect. However, advanced societies have not only made academic progress by respecting these procedures but also have great economic effects along with the improvement of environmental conditions as ecological restoration has become an industry. Therefore, the international society recognizes ecological restoration as an important means of solving environmental problems at the global level, including climate change, and international organizations are actively promoting projects to treat the injured planet. However, most of the restoration projects promoted in Korea were evaluated below the level as a result of the evaluation of the effect. Nevertheless, those who have led low-quality projects are blocking plans to establish ecological restoration as a new industry that can contribute significantly to improving these levels, and thus the problem is expected to worsen. To solve this problem, it is necessary to filter out defective businesses by introducing a strict and correct project evaluation system by dividing it into before and after. Furthermore, it is necessary to establish ecological restoration as an industry and leave the process in the principles of the market.

VFM Analysis of Private Investment Project for Education Facilities in Private School (사립대학 교육시설 민간투자사업의 적격성분석에 관한 연구)

  • From the 2006 report of Korea Foundation for the Promotion of Private school(KFPP), Private college account for 97% and private university account for 79% of the all college in country. The report shows that private college invest in educational facilities about 200 million won every year. But the standard of investment analysis which is for the private business of private college is not arranged, private college could not make progress the business. Accordingly the research is suggested "eligibility analysis method theory" that is a basic to make decision. At first in case of Quantitative VFM analysis, we suggest alternative analysis & progress procedure in analysis step. And in case of qualitative VFM analysis, we developed 15 items of analysis which is made with professional interviews.
