정보통신산업은 대규모 설비투자, 자연독점성, 망의 부성이 지배적으로 나타나고, 공급 및 수요의 잠김효과와 쏠림현상이 크며 기술의 혁신정도가 매우 크다는 규제의 대상이 되어 오고 있다. 그러나 최근 정보통신업은 다각적인 측면에서 급변하고 있다. 이러한 급격한 재반 변화는 규제자체에 대한 재고의 여지가 있고, 경쟁상황평가에 대한 근본적 인식의 전환이 요구되는 것이다. 본 고는 규제의 시발점이라고 할 수 있는 시장의 정의, 관련시장의 경쟁상황 평가와 시장지배적사업자 선정에 이어 규제옵션 및 규제수준을 설정하는 합리적 방향에 대해서 서술하고 있다.

2.3GHz 휴대인터넷이 차세대 통신산업으로 부각되는 가운데 통신업계의 최대 이슈로 떠올랐다. 현재 국내에서는 KT, SK텔레콤, 하나로통신 등이 휴대인터넷 사업준비에 치열한 경쟁을 준비해나가고 있으며, 세계 각 국 역시 휴대인터넷의 서비스 상용화를 위해 박차를 가하고 있다. 정보통신부 역시 지난 7월 차세대 통신산업으로 부상하고 있는 2.3GHz 대역의 휴대인터넷 서비스 사용화 일정을 2005년 말 전후로 공식적으로 제시한 바 있다. 주파수 할당, 표준화, 사업자 선정 등의 쟁점 현안을 가지고 있는 휴대인터넷 서비스 관련 논의는 앞으로 더욱더 뜨겁게 달구어질 전망이며, 통신시장뿐만 아니라 디지털콘텐츠 산업에도 커다란 파장을 몰고 올 것으로 전망되고 있다.

기존선 속도향상, 안전성 확보, 수송서비스 개선을 목표로 하는 철도기술연구개발사업은 고객에게 고품질의 서비스를 제공하고 타 교통시스템과의 경쟁력을 확보하기 위하여 주관행정부처인 철도청과 전문기관인 한국철도기술연구원에서 추진하고 있다. 이 사업은 1999년 12월 철도기술연구개발사업 기본계획을 수립하여 2001년 8월 한국철도기술연구원을 사업자로 선정하고 총 400억의 정부지원예산을 투입하여 2006년 7월까지 5차 년도에 걸쳐 기존선 속도향상을 위한 실용화 기술개발을 목표로 하고 있다. (중략)

The purpose of this article is to analyse the policy-making process concerning the selection of providers for IMT-2000, the global roaming communication services in Korea by adopting the new institutional approach. It is supposed to contribute to understanding the characteristic of the policy process in the field of information and communication. We can see the durability of institution through the process that the government lost its policy credibility by using the intervention instrument rather than letting go in the market place.

In this paper, we proposed the frequency candidates band for the spectrum sharing through researching and analyzing the current status of the policy and the economic values which is actively conducted on the United States and Europe. To this end, we investigated to the status and problems with the frequency reallocation and arrangement in respond to the current frequency demand. To solve these frequency reallocation and arrangement method problems, we introduce to the concept and current status of policy for the frequency method progress by advanced countries mainly. Also the results of the economic value analysis introduced in terms of the operators. In addition, we proposed the assessment terms and criteria for the selection of frequency candidates band through joint research and analysis results.

국내 정부부처 및 지역자치단체에서 수행하고 있는 연구개발 프로젝트의 선정과 평가에 관한 연구는 광범위하게 이루어지고 있다. 그러나 각 정부 부처별로 실시하는 평가프로세스와 지표의 경우 부처별 특성과, 과제의 특성을 반영하기 위한 프로세스와 지표를 개별적으로 보유하고 있으나, 과제의 평가를 수행하는 조직의 규모나 지역적 특색을 반영하기 어렵다.본 연구는 C 지역의 테크노파크(TechnoPark) 사업자가 수행하는 지역 자치단체 중심 R&D 프로젝트의 특성과 지역적인 특색을 반영한 평가관리 시스템을 개발하고자 한다. 본 연구에서는 먼저 국내 출연연구기관 및 정부부처에서 수행하는 평가시스템의 특성을 파악하고, 각 기관에서의 평가프로세스와 평가지표들을 조사하여 공통적/개별적 특성을 분류하였다. 분류된 프로세스와 지표들과 C 지역의 지역/산업적 특색을 분석하고 C 지역에서 수행한 3년간의 모든 과제에 대한 분석을 수행하여 지역적인 특색을 반영한 평가프로세스와 지표를 도출하였다. 또한 연구개발 프로젝트의 선정평가를 위한 사전 기술성 평가를 위한 기술가치평가와, 프로젝트의 수행결과 이후 나타나는 부가적인 효과를 분석하기 위하여, 프로젝트단위의 균형성과지표를 적용하여 프로젝트의 사후/추적관리 방안을 제시하고자 한다.

경제적 가치가 급증하고 있는 주파수자원은 유한하므로 이를 보다 효율적으로 배분하는 것이 전파관리의 중요한 과제가 되고 있다. 특히, 지나치게 높은 수준의 주파수 할당대가는 초기 투자비용을 증대시켜 경쟁력 있는 시장 형성과 원활한 서비스 제공을 저해하는 요소가 되며, 이에 따라 소요되는 비용은 소비자 요금으로 부당하게 부과될 수 있다. 따라서 본 연구에서는 주파수 이용대가를 국가별로 비교하여 현재 우리나라의 주파수 할당대가 수준을 분석하고자 한다. 세계적으로 주파수 할당대가의 산정방법은 IMT-2000의 사업자 선정을 계기로 크게 비교심사제도와 경매제도로 나누어 진행되어오고 있으며, 방법에 따라 주파수 이용대가의 결과는 다양하게 나타났다. 본 논문에서는 ITU, OVUM, OSIPTEL 자료를 바탕으로 약 30개 국의 IMT-2000 주파수 할당대가 산정 결과를 분석하고자 한다. 또한 주파수 할당대가 산정 시 영향을 미치는 요인을 관련 선행연구를 토대로 선정하여 회귀분석을 실시하고자 한다.

The government introduced private infrastructure projects in order to reduce its financial burden by introducing private sectors efficiency and creativity and by utilizing their funds. Through revision, the act on the private investment of the infrastructure, many changes were made in the private investment system. The evaluation task to assess the project proposer's capability and to select a promoter is regarded as the most important process for fairness and transparency of the project. In this study, the improvement of project plan evaluation task of current private infrastructure projects is proposed based on the standard guideline for evaluation procedure of private infrastructure projects provided by Korea Development Institute. In addition, software program for evaluation procedure is made to improve the efficiency and enableconvenient evaluation task.

Our government has concentrated its policy capabilities on Software industry in order to realize software-centric society. Through such efforts, software industry has developed continuously. As well, it has been a high-valued industry by the association with other various industries, so its importance has been great and its market has grown explosively. However, owing to the hasty support policies focused on software industry, various problems and adverse effects, such as the decline of construction quality due to the confusion of business operator selection and the business area conflict, has occurred. Therefore, in this thesis, I will find the problem and its cause about software support policies and relevant laws according to rapid market change, and will suggest the improvement plan about them. So, I intend to minimize the problems associated with the confusion of business operator selection, through the business area clarification(software industry and information communication construction industry) about complex ICT industry.
