차세대 VTS 통합 플랫폼 개발 연구사업은 클라우드 기반의 플랫폼 구축을 통해 해상교통관제센터에서 수집한 관제정보를 중앙에서 통합하여 관제 및 유관 기관에 선박교통 안전과 관련된 정보를 제공하는 시스템 개발을 목적으로 하고 있다. 이에 따라 본연구에 구축될 IaaS 클라우드 플랫폼을 쉽고 효율적이며 안정적으로 운영할 수 있는 통합운영 관리 시스템이 필요하며 연구과제 특성 및 요구사항 분석을 통해 최적화된 통합운영관리 시스템을 개발하였다.

"Streamlining Railroad-station Operation" is a part of 'Management Improvement Project' of KORAIL. And, it aims at optimizing station operation through block of train operating, automation of ticketing and information service, and streamlining human resources by reforming business process. This study is designed to analyze and share the financial results of "Streamlining Railroad-station Operation". In addition, this will contribute to improving the external reliability of KORAIL.

The purpose of this study is to find out the operational status of regionally focused home rearing support projects. The existing rearing support policies on the government level are assessed as not capable of reflecting various requirements of each family and not practically supportive. Therefore, to overcome these limitations, this study focused on the operation case of Jinju City's child rearing comprehensive support center, which is operating various rearing support projects on the regional community level. To find out the operation status of regionally focused home rearing, this study performed literature collection related to home rearing support projects in JinjuCity, interviewed the persons in charge as well as participants, and observation by actual participation. The results show the characteristics of realization of publicity in child rearing focused on municipalities, operation of projects with consistent directionality, and creation of networks reflecting various characteristics and requirements of the community, through the operation status of regionally focused home rearing. This study will be a useful reference for the settlement and operation of the child rearing comprehensive support center, which is entering into a new transition period, and is meaningful as this study provides the basic material for the desirable direction to be pursued by the regionally focused home rearing support projects.

The recent cultural properties utilization projects by the Cultural Heritage Administration have no rational standards to pay reasonable prices to stakeholders participating in budget compilation or projects. Therefore, there are frequent conflicts when calculating budgets between the Cultural Heritage Administration supervising projects and local governments or private organizations. Especially, as the items or detailed standard of budget compilation from planning to completion of projects are unclear, it is hard to stably operate projects, and eventually, they are no more than one-shot events without being developed into long-term projects. Thus, this study analyzes the overall operational status, systems, and problems of current cultural properties utilization projects. A national-level budget compilation standard system is then suggested, for the stable operation of cultural properties utilization projects. In addition, this study benchmarks the items and detailed standard of budget compilation used in similar areas, and also puts together actual cases.

목적 : 국내외 건강도시 네트워크 관련 조직의 운영 현황을 분석함으로서 대한민국 건강도시협의회를 중심으로 한 국내 건강도시 네트워크의 활성화 방안과 지원 방안을 모색하고자 함. 방법 : 국내외 관련 자료의 수집을 위하여 38개 건강도시 담당자를 대상으로 2009년 4월 1일부터 4월 30일까지 1개월간 설문조사 및 담당자 면접조사를 실시함. 조사 결과는 SWOT 분석에 의하여 발전 방향을 제시하고자 함. 결과 : 국내 건강도시 응답률은 82.4%였음. 국내 건강도시는 사업 담당자의 역량 강화를 위한 교육 및 정보 교류를 위한 프로그램을 진행하고 있었고, 건강도시사업계획서를 76.3%가 작성하였음. 건강도시의 규모는 중소도시(시) 31%, 농어촌(군) 22%, 대도시(구) 47%로 조사됨. 건강도시사업 담당부서는 71%가 보건소이었으며, 건강도시업무 전담인력 보유 도시는 19%였음. 건강증진기금을 재원으로 활용하는 도시는 34%에 불과하였음. 국외 현황으로는 브라질에서는 건강도시 관련 석사과정을 운영하고 있었으며, 국가별로 추진 방법이 상이함을 알 수 있었음. 결론 : 우리나라는 2007년도부터 건강도시협의회가 설립되어 운영되고 있고, 정부에서는 2008년도부터 교육훈련 비용 및 전담인력을 지원하고 있었음. 그러나 사업을 추진 중인 자체단체는 아직 예산의 부족과 전담인력의 부족, 그리고, 보건소를 중심으로 한 사업 추진으로 인하여 본 청사와의 갈등 등이 있었음. 향후 건강도시사업을 위한 지침서 개발, 정부의 예산 지원 등이 필요한 것으로 나타났음.

This paper is aimed to introduce the practical case about the operation system consisted of academic curriculum and portal system for the IPP implementation. After benchmarking the preceding universities system, the academic program is renewed for our student's participation without difficulty with semi-quater semester system. The portal system is designed to focus on the studentindustry matching and the adaptation to disparate databases of the university. The IPP operation system have been constructed to fulfill the 1st-year-plan as a participating university in 4th period support of Korean government. The first year project performance with constructed system indicated that in many categories of the survey conducted by the IPP management institution, the satisfaction level in that system exceeded the average value of the IPP participating universities nationwide. The improvement direction was set after analyzing the results of the survey.

본 연구는 한국 미국 유럽의 ITS 사업평가방법론을 비교분석(Comparative Analysis)하여 과학적인 국내 ITS사업평가지침 도입방안을 제언하는 것이다. 이를 위해 우리나라의 ITS사업평가의 문제점 및 국외 선진평가방법론을 분석하고 시사점을 도출하여 국내 ITS평가지침을 제도화하기 위한 정책방향을 제언하였다. 국내 외 사례(미국 유럽 한국) 비교분석결과, 국내에서도 중 장기적인 ITS 투자재원의 효율적 배분과 단기적인 시스템운영의 효율화를 위해서 과학적인 ITS평가지침(ITS Evaluation Guideline)의 도입이 제도화되어야 한다. 또한 세부추진방안으로 ITS사업을 지속적이고 반복적으로 모니터링 할 수 있는 ITS사업평가체계의 도입, ITS 서비스의 효과척도(MOE)를 과학적으로 분석할 수 있는 평가기법(운영성능평가, 경제성평가, 사전 사후비교분석, 시뮬레이션분석)정립, ITS특성을 고려한 새로운 평가기법 도입(위험도분석, 행태분석, 시뮬레이션분석) 및 기타 정책적 활용을 위한 지원(평가자료의 데이터베이스화, 한국형 ITS평가용 시뮬레이터개발, ITS사업효과 계량화 등)방안이 필요한 것으로 나타났다.

프로젝트 파이낸싱은 프로젝트 자체의 사업성과 프로젝트 현금흐름에 근거하여 발생하는 수익을 담보로 사업자금을 차입하고 운영 시 발생하는 수익으로 대출금을 상환하는 재원조달방식이다. 이 금융기법은 주로 광산 및 천연자원개발 사업에서 수 백년동안 이용되어 왔으며, 우리나라의 경우는 대규모 SOC민간투자사업에서 주로 활용하고 있다. 최근 우리나라 SOC민간투자사업에서는 기존에 정부와 민간사업자간에 체결하였던 실시협약 상의 재원조달 구조를 새롭게 변경하거나 유리한 금융기법을 이용하는 사례가 빈번히 나타나고 있다. 본 연구는 우리나라에서 프로젝트 파이낸싱 기법으로 어떻게 SOC민간투자사업에 투자하고 있는 지 분석하고 현황을 파악하였다. 또한 민간투자사업의 자본구조와 Refinancing의 발생사유를 분석하였으며, 광주제2순환도로, 신공항고속도로, 천안논산고속도로 민간투자사업에서 Refinancing 사례도 분석하였다. 그리고, Refinancing에 대한 효과가 어느 정도 인지 측정을 하였다. 결론적으로 Refinancing 효과가 사업에 대한 수익성을 높이는 효과와 부채비율이 높아져 운영위험이 증가하는 것을 실증적으로 보여주었다.

건설 프로젝트를 수행함에 있어서 사업관리운영 절차서는 매우 중요하다. 국내에서는 일부 대형 공공 사업을 제외하고 프로젝트의 특성에 맞는 절차서를 개발하여 적용한 예는 드물다. 이러한 점을고려하여 현재 공사가 진행죽인 대표적인 국내민간자본 SOC사업을 표본으로 삼아 절차서의 활용현황을 검토분석하고 그에 따른 효율화 방안을 구하여 보았다. 이를 위해서 사업수행주체인 발주자, 사업관리자, 감리자, 설계자, 시공계약자 등을 대상으로 현재 보유/사용하고 있는 절차서에 대한 이해도, 사업관리지식체별 업무절차에 대한 이해도를 설문조사하였다. 설문조사의 분석결과를 토대로 건설사업관리수행상 업무수행절차의 전반적인 이행실태를 점검하여 문제점을 도출함으로서 향후 사업관리운영절차서의 체계적인 개발을 위한 추진방향을 설정하고 사업관리전반에 대한 인식제고와 효율적인 사업관리체계의 적용방안을 모색하여 제시하였다.

방재마을 구축 및 운영은 구조적 및 비구조적 재해예방사업을 통하여 지역의 전체적인 방재능력을 향상시키는 것을 기본방향으로 방재마을 구축에 따라 구조적 및 비구조적 컨텐츠가 활용된다. 방재마을 조성에 따른 구조적 및 비구조적 사업은 서로 상호보완적으로 작용되며, 이를 통해 각각의 재해유형과의 연계 및 컨텐츠 제시로 방재력향상을 도모한다. 현재 도시화로 인해 풍수해 발생시 우수유출량 증가로 침수피해 위험이 가중되고 있다. 이에 도시가 돌발성 집중강우에 의한 도시형 침수로부터 주민의 인명과 재산을 보호하기 위해 우수를 신속하게 저류시켜 우수유출량을 줄이는 대책을 수립해야 하며, 풍수해에 대비한 방재마을 구축 컨텐츠 및 운영방안에는 하천정비 및 하도개수, 하수도 정비 및 확충, 홍수조절, 저류지설치, 우수저류 및 우수침투시설 설치 등이 있다. 방재마을 운영 및 활성화를 위한 비구조적 사업은 재해예방을 위한 주민 기업 단체자구노력, 풍수해 예방주민활동, 침수피해 주민예방 활동, 지역자율방재단 운영, 주민주도의 추진체계 구축 등이 있다. 성공적인 방재마을만들기를 위해서는 주민주도의 추진체계를 확립하도록 하는 것이 무엇보다 중요하며, 방재마을에 있어 주민참여가 방재도시만들기와 밀착되어 전개될 때 방재마을의 운영 및 관리 효과가 향상된다. 따라서 구조적 운영방안과 함께 주민추진체계를 중심으로 한 방재마을 구축 및 운영을 통해 방재마을 활성화를 도모할 수 있을 것으로 사료된다.
