Patent application as achievements from R&D institutions in public sector have quantitatively increased by expanding R&D investment for enhancing competitiveness but there have been few tangible outputs from the investment. From this reason, TLO(Technology Transfer&Licensing Organization) and its operation becomes more important to implement technology transfer and commercialization and to bring success in the related business. To get work done more efficiently and to improve utilizing products of the R&D in the TLO, this research is to draw domains and activities of TLO and establish its task systems by prioritizing activities. From literature reviews and expert interviews, we generated 6 work domains and 21 task items. Applying AHP analysis, we discriminated the relative importance from task items and analyzed its priority. The finding of this research can provide implications for TLO to increase work efficiency and improve its performance.

2000년 남북정상회담 이후 여러 분야에서 남북한경제협력사업이 진행되어 오고 있다. 특히 물 관련 산업분야는 금강산관광, 개성공단, 경의선 및 동해선 철도 도로 연결사업 등과 같은 대규모 사업에 비해 미약하나마 임진강 유역 수해방지를 위한 협력체계가 어느 정도 진행되고 있다. 이 사업은 2000년 8월 29일부터 평양에서 개최된 제2차 남북장관급회담에서 합의되어 2004년 3월에는 남북경제협력추진위원회 제8차 회의에서 임진강 남북 공동 현지조사 등 수해방지 대책수립에 합의하고 동년 4월에는 임진강수해방지 실무협의회 제3차 회의를 통해 현지조사와 관련된 조사항목, 북측에 제공할 조사용 기자재 품목, 북측의 기상 수문 자료 제공 등에 대한 합의가 있었다. 이상과 같이 남북한 공유하천에 대한 협력체계도 타 분야와 마찬가지로 지속적으로 발전하여 보다 효과적인 협력체계 단계로의 진입이 예상되고 생활 공업용수 공급, 하천관리 및 골재개발 등 보다 넓은 영역에서 다양한 협력을 기대할 수 있을 것이다. 본 연구에서는 북한과의 수자원분야 협력사업이 확대될 경우를 대비하여 북한의 수문조사 체계의 일반을 분석하여 제시하고자 하였다.

Agricultural extension service in Ethiopia was started in early 1950s with mandate of transferring local research outputs and technologies to farmers, and importing technologies and improved practices from abroad. Extension service provided in this early time was limited to areas surrounding the experiment stations. Since then, Ethiopian Agricultural extension service has passed through at least five stages: the land grant extension system, the Comprehensive Package Programs, the Minimum Package Projects, the Peasant Agricultural Development Program, and the Participatory Demonstration and Training Extension System (PADETS). The comprehensive package extension program was initially implemented in selected pilot areas and eventually to be scaled up to cover about 90% of the farming community within 15-20 years time. The program used demonstration plots managed by development agents and used to train farmers organized through various field days. However, since all of these programs were operational in only small areas, the vast majority of the country was out of their reach. Through Participatory Demonstration and Training Extension System, the extension service in Ethiopia has come under the spotlight and government debates and external reviews are putting additional scrutiny on the system. Despite this long history, the system is still in its infancy in terms of coverage, communication and institutional pluralism. Currently in Ethiopia the Agricultural extension is provided primarily by the public sector, operating in a decentralized manner through which extension is implemented at the district level. Therefore, the main focus of this paper is to scrutinize the past, the present and the future Agricultural extension system in Ethiopia.

This research has been accomplished to build up the growth strategies of Kangwon district's small & medium-sized construction firms. For this purpose, we made an investigation of the present situation and status for existing regional small & medium construction firms by analyzing data. Based on the results from this study, the following growth strategies are suggested to gain their competitive advantages. Firstly, most of all, the role of the top manager is the most important factor since most of the top manager for the small & medium-sized construction firms coincide with the owner the firms. Secondly, the specialization strategy is to establish. Above all they concentrate their business capacities on core business. Then, this growth strategy should be based on the selective escalation of functions in order to maintain an appropriate level of construction works. Thirdly, the specialized skills and skilled workers are ensured for competitive advantages. For human resource development, they should train workers to be multi-functioned on the assumption the they could stay at firm until they wish to retire. Finally, the government must also spare no effort to encourage the small & medium-sized construction firms to build up it's competitive power and cultivate it's spontaneous generation power though the reformation of system related whit the small and medium construction industry.

Inter-Korean cooperative tourism business has turned mutual confrontation and tension between two Koreas for the past 50 years to a peace, stability, mutual understanding and co-prosperity. Currently, with a million tourists visiting Mt. Kumgang, a new chapter for reconciliation and peace opened in inter-Korean cooperation. This study was initiated as an attempt to discern how inter-korean cooperative tourism business can effectively promote local tourism and economy. The purposes of this study are (1) to explore the present tourism situation of Goseong in Gangwon province such as tourism policy, tourism ressources and infrastructure, tourism products and tourist arrivals; (2) to examine the effect of Mt. Kumgang Tourism Business on the tourism development of Goseong; and (3) to investigate any significant relationship among its factors. This study examines the experiences of 189 Goseong resident groups. The findings of this study will provide future policy makers with useful implications in tourism planning and management.

우리나라는 정보기술에 대한 투자 확대와 과학기술성과확대를 위한 노력을 지속적으로 해오고 있다. 하지만 아직도 수요자중심의 중장기적이고 기초 원천적인 국가연구개발사업의 실질적 설계 및 실행이 미흡한 실정 속에서 각각 개별 기관의 연구정보관리로 인해 원활한 연구관리가 이루어지는데 어려움이 크기에 중앙관리 및 정보공유를 위한 메타데이터 센터의 필요성이 가중되고 있으나 그에 따른 보안의 중요성도 커지고 있다. 따라서 본 논문에서는 정보통신연구진흥원, 한국과학기술평가원, 한국산업기술평가원, 한국과학재단 등 주요 정부기관별 종합연구관리시스템의 메타데이터들을 비교 분석을 통해 그 관리에 필요한 보안 요소들에 대해 연구하고 향후 종합연구관리 시스템 구축은 물론 국가 메타데이터 표준안 제정시에도 고려되어야 할 보안 방안에 대해 영역별로 제시하였다.

사업 영역 확대와 네트워크 발달로 인해 전자상거래(Electronic Commerce)는 점차 국제적 환경으로 확대되고 있으며, 장소나 시간에 구애받지 알고 정보를 전송할 수 있게 되었다. 거래되는 업무가 증가됨에 따라 거래내용, 결제 내용(계좌번호, 카드번호 등), 비밀번호 등 교환되는 정보의 종류도 다양해져 보안의 중요성이 대두되었다. 이에 데이터 사용 효율과 응용 가능성을 높이기 위해 차세대 인터넷 표준으로 대두되고 있는 XML을 메시지 처리 단위로 정의하고, XML 기반의 인터넷 메시징 시스템인 IMSX (Internet Messaging System based on XML)을 설계하였으며, 보안 위협으로부터 대응하기 위해 암호화(Encryption)와 전자서명(Digital Signature) 등의 메시지 레벨의 응용 보안을 적용하였다. 또한 문서 송신, 문서 수신, 검색, 문서 변환, 템플릿(Template) 제공, 보안 서비스 등을 선정하여 구현하였다.

This study aims to understand history and adaptive strategies of Bitgoul iCOOP Consumer's Coopertive Association(BCCA). BCCA have twofold identity as civil society organization and economic management organization. Going through several ups and downs from the founding up to now date, BCCA has adapted successfully. The numbers of association member have steadily increased and activity areas have extended consistently. Moreover united activity with local civil society have expanded both quantitatively and qualitatively. These success results from store business which stated from 2008. But maintaining successful management conditions, the numbers of association member should increase steadily and staff organization have grown in size. At the results, BCAA have been bureaucratized and recruitment of core staffs is difficult more and more.

The purpose of this study is to develop descriptive metadata elements of contents of oral history records. First, the meaning of contents in transcripts and detailed interview lists, as well as the characteristics of metadata for oral history records, were examined. Second, elements related contents of domestic and international oral history metadata were compared to identify 18 elements, then streamlined 12 elements were set by removing duplicates. Third, 12 elements were compared with detailed interview lists based on transcripts of 6 interviewees who had interviews on knit business in Haebangchon. The result of this study discovered 1 additional element that designated as 'basic' and these were further categorized into 15 element of 'enhanced'. These elements are expected to contribute to expanding the scope of utilization of oral history records by supporting the structure and expression of that contents.

우리나라의 물 관련 정책 방향이 환경 중심의 수자원 관리에서 친수공간 및 정보의 확보와 같은 안전한 물관리로 확대되면서 정책추진에 기초가 될 수 있는 신뢰도 높은 수문자료의 생산이 보다 중요시되고 있다. 국가 수문조사사업은 이러한 정책기조에 맞춰 제도적인 뒷받침과 함께 조사의 범위와 기술, 품질관리 등의 영역을 넓히며 그 기능을 활발히 하고 있으나, 물관리 정책의 경향에 따른 수문조사사업의 방향성과 특징을 구조적으로 살펴본 연구는 부족한 것으로 파악된다. 따라서 본 연구는 친수·친환경적 물관리가 강조된 시기('97~현재)를 중점으로 하여 물관리 정책과 관련 계획의 변화가 수문조사사업에 어떠한 영향을 주는지 고찰하였다. 이를 위해 물관리 여건의 변화에 따라 달라진 관련 정책별 주제어의 분포와 수문조사사업과 연관된 주요어의 출현빈도 및 경향을 살펴보고, 주요 연관어와 연계한 사업의 방향과 구조를 분석하였다. 분석자료로는 물관리 관련 법령 등의 제도와 언론기사자료, 정책별 추진방향을 활용하였다. 정책의 추진방향은 1) 수자원의 종합적 개발에서 친환경적 측면과 지속가능성이 강조된 수자원장기종합계획(3-1차~4-3차)과 2) 사람과 자연이 함께 고려된 맑고 안전한 물, 통합물관리 등의 전략이 수록된 국가물관리기본계획(1차), 3) 정책의 기조에 따라 수립 및 보완된 수문조사 기본계획(1~2차)을 바탕으로 하였다. R프로그램을 통한 텍스트 마이닝을 활용하여 각 자료에서의 주제어 분포와 출현빈도를 분석하고, 정책별 추진방향과 수문조사사업의 연계성을 나타내었다. 연구의 함의를 담은 결과로서 물관리 여건이 변화된 시점별 주요연관어를 중심으로 한 정책동향과 수문조사사업의 특징 및 방향을 요약·비교하여 제시하였으며, 이는 물관리 분야에서의 국정운영 목표와 연계하여 국가 수문조사사업의 사업성을 고찰하는 연구의 기반이 될 수 있으리라 생각된다.
