To reduce uncertainties and make rational plans, the presumption of contingency against a failure of projects and an occurrence of unpredictable risks is important with accurate estimations as the work progressing. Therefore, if the presumption of contingency reflecting uncertainties carries out at a decision making point of time, be able to prepare for risks. The purpose of this paper is to present a management process of contingency through the performance analysis of project. In the cost planning phase, this study offers a process which is predictable contingency and predicts the range of fluctuation of the cost, laking an advantage of EVM in construction phase. With reflecting the results from this procedure, this study presents a process, rationally manageable contingency.

초고속정보통신기반구축사업은 미래의 우리나라를 만들어 나가기 위해 미래 한국의 비젼을 실현시키는 사업이다. 한국전산원은 공공응용서비스개발지원사업, 원격시범사업, 그리고 국가망 구축사업분야의 전담기관으로서의 임무를 수행하고 있는데 이 중 공공응용서비스개발지원사업은 공공부분의 정보화를 촉진하여 국민에 대한서비스를 획기적으로 개선하고 초고속국가정보통신망의 이용촉진 및 민간부분에 초기수요를 제공하기 위해 추진하는 사업이다. 초고속사업의 원년인 올해, 공공응용서비스개발사업은 국민경제에 대한 파급효과가 크고, 국민의 편익을 증진시킬 수 있는 26개 과제를 선정, 민간사업자들이 참여하여 일심히 추진하고 있다. 이 사업을 추진하는 과정에서 과제 선정, 사업자 선정 등 각 단계마다 경쟁의 원칙을 적용하여 주관기관이 자발적으로 참여하도록 함으로써 각 기관의 정보화 의지를 불붙였으며, 기업에게는 기술 자격 분리입찰제를 적용하여 적정 이윤이 보장되도록 하였다. 또한 3자간 공공계약체결로 공동으로 책임지는 협력체제를 구축하였다는 역시 작은 성과라 할 수 있다. 다음은 독자들을 위해서 공공응용서비스개발사업의 내용과 진척사항 그리고 참여방법에 대해서 소개한다.

지식경제부의 청정제조기반 산업원천개발사업의 일환으로 진행 중인 "초고진공펌프 개발" 과제 중 제 3 세부 과제인 "고진공펌프종합특성평가시스템 설계, 진단기술 개발" 과제에서 추진된 연구결과를 소개한다. 국내 초고진공펌프 개발 수준의 선진화를 위한 기본적인 초석 확립은 현존하는 모든 진공 발생 장치의 국제적 신뢰성이 있는 완벽한 성능평가의 구현에 있다고 할 수 있다. 크라이오펌프 및 복합분자펌프의 최종 상용화 단계에 진입하기 위한 목적으로 핵심부품의 진공, 기계적 특성평가, 운전상태 및 진공특성평가, 신뢰성 확보/공정대응성 평가를 위한 관련 기술 및 장치가 개발되었으며, 시작품 단계의 기 개발품을 평가 진단하는 사업 추진단계에 진입하고 있다. 현재 구축되고 있는 저진공/고진공펌프의 성능평가장치의 개요를 소개하면서 향후 크라이오 펌프 및 터보분자펌프의 개발 및 상용화 단계에서 필요한 국제적 규격 및 내부적 가이드라인을 기 수행되고 있는 측정 데이터베이스에 근거하여 제시하고자 한다. 또한 향후 2년간의 최종 상용화에 필요한 국제 신뢰성, 공정대응성 확보 등 핵심사업 추진내용 및 infra 구축의 상세설계 로드맵 초안을 고찰하고자 한다.

The construction market is diversely changing because social environmental factors are rapidly transforming. Therefore, Construction projects are becoming complex and diverse. Furthermore, the risk being inherent in construction projects are increasing, and now people are considering about the risk management of construction projects in successfully handling the risk factor. The purpose of this study is first to comprehend the preparation of basic references for objective and systematic identification, categorization, and analysis of risk. Secondly it is to find the principle elements within the risk factors identified and categorized around planning process. Finally it is to manage objectively on the planning process, which forms a lot of uncertainty, in order to accentuate the importance about the risk of pre-planning process stage

This research aimed to investigate whether commercial drivers' situation awareness ability is related to their frequency and magnitude of caused accidents and penalty points. For the purpose of measuring drivers' situation perception and interpretation capacities, two tests named 'situation awareness test' and 'hazard perception test' were developed. The tests were based on the data from 299 commercial drivers (test drivers) using a driving simulator. The outcome of drivers' performance on situation awareness and hazard perception tests was designed to be categorized into 5 grades, classifying the best as grade 1 and the worst as grade 5. As the result, low grades on situation awareness test had positive relationship with accumulated penalty points, frequency of accidents and safety index. Grades on hazard perception test were also positively correlated with accident frequency and safety indices. This suggests situation awareness ability of commercial drivers is significantly related to traffic violations and accident causing tendencies.

2003년 6월 말 현재 시화호의 조력 발전 사업이 이미 턴키방식으로 공개 입찰 단계로 들어갔으며 실질적인 건설 사업은 2004년부터 착수될 전망이다. 우리나라는 과거 30여 년에 걸친 타당성 조사가 수행된 바 있으며 1965년의 프랑스 Rance 조력발전소 건설에 이어 의의 깊은 조력에너지 개발사업이 될 것으로 전망된다. (중략)

대부분의 국방정보시스템의 소프트웨어는 높은 가용성, 신뢰성, 신속성, 정확성 등을 요구하는 대규모이면서 복잡한 실시간 시스템이다. 이러한 국방정보시스템의 소프트웨어 개발사업에 있어서 저비용 고효율의 미개국방경영 건설을 위하고 강한 전투력을 육성하기 위해서는 국방정보시스템의 효율적인 소프트웨어 개발사법이 요구된다. 따라서, 국방정보시스템의 소프트웨어 사업관리자가 개발사업을 관리하고 감독하는데 있어서 개발자와 사용자간의 조정 및 통제 기능을 수행하고 해당 국방정보시스템의 특성을 파악하여 성공적인 사업수행을 할 수 있도록 기술적인 사업관리 측면에서 구체적이고 상세화된 방안/지침을 제공하기 위한 전문가시스템의 지식베이스 도메인 지식개발에 관한 연구이다. 기존의 국방정보시스템의 사업관리자가 경험을 동해 축적해 온 기술, 정책, 아이디어, 노하우 등에 대한 지식을 습득하고 사업 관련자료에서 제시한 소프트웨어 생명주기 단계별 방안이나 지침 등을 바탕으로 하여 식별된 사실이나 내용을 지식베이스로 구축하여 국방정보시스템의 사업관리자가 필요로 할 때 설명모듈을 거쳐 임무 및 세부활동사항을 게시하여 줌으로써 사업관리 경험이 부족하거나 사업관리자가 교체되었을 때 사업관리자들이 업무를 지속적으로 연계시켜 임무수행이 가능하도록 기초/기반 여건을 제공하고자 한다. 본 논문은 국방정보시스템의 소프트웨어 개발사업에서 소프트웨어 생명주기 단계별 사업관리자의 임무 및 세부활동사항 지원용 전문가시스템을 개발할 때 이용할 수 있도록 도메인 지식을 개발하는 것이며 논문의 결과를 활용시 기대되는 효과는 본문을 참고 바란다.의 장점을 취합하여 설계되었다. 본 시스템은 기존의 UN/EDIFACT표준을 사용하고 있는 EDI환경과 기존 VAN 방식의 EDI 중계 시스템과 연동되며, 향후 관세청의 XML/EDI 표준 시행을 미리 대비하는 선도연구로서 자리매김이 된다. 본 연구에서는 개발된 XML/EDI 통관시스템은 향후, 서비스의 최대 걸림돌이 되어왔던 값비싼 EDI 사용료의 부담에서 벗어날 수 있게 할 것이며, 저렴한 EDI구축/운영 비용으로 전자문서교환의 활성화와 XML이 인터넷 기반의 문서유통 표준으로 자리매김할 수 있는 중요한 계기가 될 것이다.재무/비재무적 지표를 고려한 인공신경망기법의 예측적중률이 높은 것으로 나타났다. 즉, 로지스틱회귀 분석의 재무적 지표모형은 훈련, 시험용이 84.45%, 85.10%인 반면, 재무/비재무적 지표모형은 84.45%, 85.08%로서 거의 동일한 예측적중률을 가졌으나 인공신경망기법 분석에서는 재무적 지표모형이 92.23%, 85.10%인 반면, 재무/비재무적 지표모형에서는 91.12%, 88.06%로서 향상된 예측적중률을 나타내었다.ting LMS according to increasing the step-size parameter $\mu$ in the experimentally computed. learning curve. Muan Enterprise City is a mega-project that has an investment worth up to $3 billion only in the construction of infrastructure. The project's success will largely depend on the success of its construction management. This study sets out to establish a construction management plan for Muan Enterprise City by defining the core objectives and organizational structure and its supporting system. Project outline and core objectives were analyzed, and necessity of construction management and processes evaluated. Based on this analysis, implementation strategy for the achievement of project goals was defined and developed, and organizational structure and its support system to execute established. This study strives to support the project's construction management being carried out under proper planning and possibly set an example for construct ion management of mega-structures in the future. When promoting BTL(Build Transfer Lease; below BTL) project, negotiation is a stage of examining observation and reflection of RFP(Request for Proposal below RFP) in terms with facilities, operating and financing. It keeps an important position in whole process. However, there is no consistent guideline or model which helps evaluating the result of negotiation. It is difficult to apprise the quantitative outcome after executing negotiation. Thus, this study presented the Value Engineering -based process and model of estimating the outcome of negotiation for the purpose of estimating and verifying the result of negotiation objectively, Evaluating factors of negotiation were classified into 6 fields, 38 divisions and 135 items, focused on cultural facilities on BTL project. Weight of every factor was estimated, and quantitative checklist was established. This study presented the model which could measure the outcome of negotiation. This result would be a critical checklist before negotiation on BTL project, an index of feedback during negotiation, and also a standard of estimating the outcome after negotiation.

In the mixed-use development program, several conflicts occur due to the characteristics of construction program, such as large-scale, variety of stakeholders, long periods of time, etc. In particular, since the characteristics of the construction program having various complex projects lead to different requirements depending on stakeholders, it is crucial to plan the appropriate type and size of facilities. Therefore, it is necessary to derive solutions suitable for the needs of owner by conducting VE in the planning phase. In this study, a multi-dimensional quality model is developed to present proper facilities necessary for the construction program by clearly identifying the owner's requirements in performing VE in the planning phase. Through the development of the multi-dimensional quality model, the characteristics distribution of 15 major facilities by 12 performance indicators for mixed-use development programs is presented. The deduction method of appropriate facilities based on the requirements of owner and the multi-dimensional synthesis method among the performance indicators are also suggested. This study is significant as a basic research for the application of VE in the planning phase of construction program. It is expected that the multi-dimensional quality model proposed in this study could facilitate presentation and review of appropriate facilities based on the analysis of requirements of various stakeholders in the early stage of the construction program.
