The feasibility evaluation of public projects has been carried out mainly in the economic analysis. However, items of political, technological and balanced regional development aspects are further evaluated by applying analytic hierarchy process, This paper suggests to analyzes preliminary feasibility study of construction and research & development project during the past three years and to verify correlation between B/C ratio and AHP weight. The result shows that the correlation between cost benefit ratio and the weight of the hierarchy is 0.744 in construction projects and 0.899 in research & development project. Namely, AHP weight be under the control of B/C ratio and is devoted to its role against expectation. Therefore it must be sufficiently discussed in various designs of studies to maximize the effects of AHP analysis.

According to the preceding research outcomes, feasibility studies on public construction projects were incorrect and subjective. To resolve the problems, Korean government initiated Preliminary Feasibility Study (PFS) system prior to undertaking the main feasibility study. The PSF can be categorized into four areas such as road, railroad, harbor, airport, and Culture & Tourism (C&T). Especially when it comes to complex due to the introduction of five-weekday working system and local $government^{\circ}{\phi}s$ self administrative system. As a result, the standardization and legislation of the PSF can not be operated effectively. Accordingly this paper seeks to 1) identify actual condition of conducted PSF in C&T; 2) set up analytical model considering cost factor of economical efficiency and seek obstacles of PSF system; 3) suggest improvement plan for construction PSF projects.

친환경적이고 다양한 체험을 원하는 관광수요의 증가로 전라남도의 관광객은 꾸준히 증가 추세에 있어 지역 경제 활성화에 기여할 것으로 예상된다. 그러므로 남서해안 해양 관광 시대를 대비한 핵심전략 수립의 필요성이 대두되고 있다. 남해안의 관광 활성화를 위해 섬과 해안선, 다도해 해상국립공원을 대상으로한 크루즈 관광 상품을 개발하고 사업화 방안을 연구하는 것은 남해안 해양관광 할성화에 기여할 것으로 기대된다. 따라서 본 연구에선 해양관광시대의 도래에 대비한 관광전략의 수립으로 크루즈 관광의 루트를 선정하고 크루즈의 신규선 건조 시와 중고서 구입의 경우의 사업성타당성을 분석하여 남해안 크루즈 관광의 사업화 방안을 연구하고자 한다.

With construction industry recession, many construction companies are increasingly conducting the development projects by themselves. However, housing projects requested by developers still stand large portion. Although many studies on feasibility analysis were released, they mainly focused on economic feasibility and lacked research on factors and criterions of overall project. Also, because previous studies overly break downed factors related to project, they rarely used in practice. Therefore, this study developed the feasibility analysis model of housing development projects to help main contractors to easily and effectively decide if it is feasible enough to promote the projects requested by developers, and verified the reliability of the model. In this study, thirty one driving factors were identified under seven different categories and the criterion of each factor was also developed. The survey on important index of each factor found "salability", "economic feasibility", "site location" and "method of raising fund" significant. 3 projects were tested by the model and its results showed resonable reliability.

The development project usually aims to get a certain amount of return for its investment in land and capital. The success of such project is dependent on the accurate analysis of the feasibility and for casting. It is, however, very difficult to predict due to various environmental factors. For this, it is necessary to constitute a systematic and objective method of analysis. However, there is no method of analysis for numerous qualitative factors, such as legal, environmental, marketability. Moreover, conventional methods have some limitations because they are processed without all the scope of analysis items and any evaluation criteria. Therefore, this study will provide computerization model for feasibility study focusing on the apartment development project by a pre-sall method. This research does casestudies to assess the feasibility analysis by the computerization model and compares to the results of the conventional methods. It showed that the evaluation results for the qualitative analysis were proportional to actual sale result. This implies that qualitative subjective factors have high correlation with sale rate and sale prices.

In order to improve the accessibility to the island through marine leisure ships, it is necessary to evaluate objective business feasibility of the ship's operation. In this study, costs and income were estimated based on the operating expenses and freight standards of similar marine leisure ships in operation, and based on this, the feasibility of the project was empirically analyzed through B/C analysis, NPV, and IRR. In addition, sensitivity analysis was performed for various variables to understand the requirements for securing minimum economic feasibility. As a result of the study, in case of new building ship, the B/C ratio was estimated to be 1.042, NPV was estimated to be KRW 1.93 billion, and IRR was estimated to be 2.1% which means that profitability was secured.

The main bodies of housing markets of today need to carry out a systematic and objective feasibility analysis even from the step of planning in order to succeed in a diverse and complex market environment. Therefore, it is meaningful to understand this housing market environment and propose a necessary model for the feasibility analysis of hosing business. In this vein, the aim of this study was to extract an actual and practical feasibility analysis factor and its importance for housing market, and then present and apply a feasibility analysis factor model to an on-site example, in order to verify the model's validity. For this, the investigator interviewed with and carried out a questionnaire survey of experts in housing development projects. Study findings are as follows:First, the feasibility analysis factor, derived in this study, could provide a ground to evaluate the feasibility of subject projects in the planning of development through an analysis index. Second, when feasibility is under the level of carrying out the projects, it is possible to reexamine the projects through extracting analysis factors of which points are under the standard and via a feedback process for improvable analysis factors. Therefore, the result of applying the feasibility analysis model of this study to actual housing development projects analytically shows that the model could provide a practical evaluation criterion to the person in charge of project development through an analysis index.

우리나라에 있어서 열병합 발전 지역난방이 1960 년대에 거론되어, 당인리 화력발전소의 폐열을 여의도 지역난방으로 이용하자는 이야기가 있었다. 그러나 이러한 "이야기"가 경제성이 있는 것 으로 판단된 것은 적극적인 연구사업인 1978 년도 과학기술원의 반월공단에 대한 타당성 검토와 여의도 강남지역의 타당성 검토를 통하여 비롯되었다. 이러한 일련의 연구검토를 토대로 우리 나라 환경에 맞는 기술의 국내 도입을 위하여 이 분야에 오랜 전통을 갖는 해외 전문용역회사 BRUNN '||'&'||' SORENSEN A/S와 한국 동력자원연구소 에너지분소가 공동으로 국내 열병합발 전지역 난방 타당성 조사사업을 1980. 9-1981.7까지 수행하였다. 본 타당성 조사의 기술 및 경 제성 분석 과정과 결과를 서술하고 향후 추진방향을 제시코자 한다.다.

교통사고가 중요한 사회 문제로 대두되어 정부는 교통안전대책의 실질적인 추진 방안으로 "교통사고 잦은 곳"과 "위험도로" 개선사업을 제시·시행하고 있다. 이에 "교통사고 잦은 곳" 개선사업은 추진현황에 따라 각 년도별 기본 개선계획의 평가 및 경제적 타당성에 대한 효과분석이 이루어지고 있다. "위험도로"'의 경우 모든 사업을 건설교통부 산하 국도유지사무소에서 진행을 하고 있으나, 광범위한 사업으로 인한 업무과중 및 개선사업비 조달 등의 문제로 개선된 현황의 체계적인 효과분석이 이루어지지 못하고 있는 실정이다. 이에 따라 본 연구에서는 "위험도로" 개선사업에 대한 효과분석을 수행하여 보다 비용-효율적인 개선사업이 될 수 있는 기반을 마련하고자 한다. 이를 위해 전체 위험도로 구간 중에서 '광주국도유지사무소' 및 '순천국도유지사무소' 관할 구역 내의 "위험도로"로 선정(1995년)된 도로구간 중 1999년 이전에 도로개선공사가 완료된 후 현재 교통소통이 원활하게 진행되는 18개 도로구간을 연구 대상으로 선택하였다. 선택되어진 18개 구간에 대한 도로개선공사 전후의 교통사고건수 및 교통사고율을 효과척도로 삼고 각 사고에 대한 소요비용을 기준으로 경제성 평가를 실시하였다. 이를 근거로 "위험도로" 개선사업에 대한 타당성조사 및 효과분석을 실시한 결과 "위험도로" 개선사업의 타당성이 입증되었다. 연구 분석결과가 전라도 권역의 사업을 중심으로 진행되어져 전국적인 개선사업에 대한 대표성을 가지고 있다고 볼 수는 없으나, 체계적인 분석을 통한 개선사업의 효과를 구체화 할 수 있는 대안을 제시할 수 있을 것으로 사료된다. 더불어 공사 완료된 도로구간에 대한 상세한 공사비 내역과 다수의 개선방안별 자료가 갖추어지면 위험도로의 사고율과 개선방안별 상관관계를 관련 비용을 중심으로 도출함으로서 비용-효율적인 개선 방안을 제시할 수 있을 것이다. 또한 비용-효율적인 개선 방안을 기반으로 한 각각의 사업 투자우선 순위 결정방안에 관한 지속적 인 연구가 요망된다.

Recently, it becomes more important to carry out the feasibility study on government R&D projects since the amount of R&D funds increases. For this purpose, until so far the general framework on the preliminary feasibility study for government driven research projects has been built and modified, and well applied to several domains. However, there is still the limitation in applying the method of preliminary feasibility study to system development research projects. The system development research projects have many different features compared to general research projects, for example, long-period development, lots of stakeholder involvement, multi-disciplinary works, and so on. Considering these characteristics, it is necessary to improve the method for the preliminary feasibility study. In this vein, this study deals with looking into the improvement points of the preliminary feasibility study in terms of the application of the system development projects.
