A Study on the Simple Criteria to distinguish being or not facilities of Consultation about Energy Use Plan (에너지사용계획 협의대상 시설여부를 판별하기 위한 간편한 기준에 관한 연구)

  • In order to set the simple criteria to distinguish being or not facilities of Consultation about Energy Use Plan, data analysis and case analysis were carried out. This paper proposes that building, one of the facilities, is being object of the Consultation about Energy Use Plan when in the public project, its gross area is more than 75,000 $m^2$ or main transformer capacity is more than 9,000 kVA and when in the private project, its gross area is more than 100,000 $m^2$ or main transformer capacity is more than 11,500 kVA. Also shows that factory, another of the facilities, is being object when in the private project, its main transformer capacity is more than 6,000 kVA or boiler capacity is more than 24 ton/h and when in the public project, its main transformer capacity is more than 3,000 kVA or boiler capacity is more than 12 ton/h.

  • Industrial complexes have have been played an important role in various aspects such as national industrial development, economic growth. However, it is a cluster of manufacturing facilities which has a great impact on the surrounding area and the overall domestic environment during the operation of the facility. In this study, environmental influences and siting characteristics of industrial complexes were investigated based on the environmental impact assessment report from 2009 to 2019. The development tendency of industrial complexes is continuous decline, and major development areas are Gyeonggi, Gyeongsang and Chungcheong areas. We also confirmed that the average area of defenestration due to industrial complex is on the decline. Furthermore, the residential area and educational facilities, and the exposed population affected by industrial complex is constantly increased.

Analysis of changes of flood inundation depth and area according to channel migration and river improvement using HEC-GeoRAS (HEC-GeoRAS를 이용한 하천이설에 따른 홍수범람지역 변화 분석)

  • In this study, the HEC-GeoRAS model was used to estimate the changes of flood inundation depth and area of the Hyeoam-cheon basin after the channel migration and river improvement. The target area was extremely damaged due to the heavy rainfall on 25th August, 2014 after the costruction. According to the results of the analysis, the HEC-GeoRAS model can be used to accurately estimate the changes of flood innundation depth and area in agrecultural lands and lowlands of which the topographic changes and elevation differences are small. The inundation depths were increased 0.99 m in heavy rainfall and 0.39 m in 100 year frequency flood. The inundation areas in 100 year frequency flood were reduced in inundation depths under 1.5 m while they were increased in depths above 4.5 m. It was concluded that the loss of natural resevoir capacity of agricultural lands and lowlands due to the channel migration and river improvement caused the damage of flood in 2014 and the decrease of actual effective widths of the channel added the damage.

Trend Analysis of Development Projects in Gyeonggi Province - Focusing on the Target Projects of Environmental Impact Assessment - (경기도 개발사업의 추이 분석 - 환경영향평가 대상사업을 중심으로 -)

  • This study was analyzed the distribution tendencies and statuses of development projects for EIA projects. According to the result of this study, in the annual analysis, a number of consultations and areas have shown increasing trend across the board. In the project type analysis, there are development project types; urban development, industrial complex, sport facility installation, resort complex development, road construction, which have a lot of developments. In the cities analysis, a number of consultations were about 53% on the top 5 cities, the areas were focused on 75%, and the development projects were concentrated in the southern distribution of Gyeong-gi province. The development axis, from 2004 to 2006, was C-type, but it was extended to O-type until 2010. Therefore, the development will expand into nature conservation zones and forest areas to the east. The development restriction area will be disappeared gradually because the development density of the surrounding Seoul city is more advanced, and we could predict that may be accelerated conurbation between the neighboring cities. Thus, when the development project is located, it would be reviewed difference in existing development project type, project size, and concentration in each city on the basis of environmental capacity.

Automated Algorithm to Convert Coordinates of Space Representation using IFC-based BIM Data (IFC기반 공간형상정보의 좌표 변환 자동화 알고리즘)

  • Many construction projects have extensively adopted building information modeling (BIM), and various institutions and standards have been developed domestically in Korea. However, the current process that is used to calculate building space area has a significant shortcoming in that there are two different laws to apply the method of measurement considering space boundaries for building element guidelines. For example, space area can be calculated by a polygon, which is modeling using a BIM-based computer aided design program, such that the space polygon is always exported as an inner-edge type. In this paper, we developed an automated algorithm to convert coordinates of space representation using industry foundation classes based BIM data. The proposed algorithm will enable engineers responsible for space management to use a BIM-based model directly in the space programming process without having to do additional work. The proposed process can help ensure that space area is more accurately and reliably.

  • 최근 "UN 해양법 협약"의 발표와 200해리 배타적 경제수역(EEZ)이 선포되면서 우리나라 원양어업은 물론 연근해 어업마저 붕괴될 위기에 처해 있다. 따라서, 해양수산부는 한.중.일 어업협정으로 인해 축소된 연근해 어장의 생산력 향상과 자원조성을 위하여 인공어초 시설사업을 지속적으로 추진하고 있으며, 앞으로 2011년도 까지 시설면적 총 203,000ha의 인공어초 시설어장을 조성할 계획이다. 한편 제주도에서도 1972년도부터 시작된 연안어장의 자원조성을 위한 인공어초 시설사업은 1998년도 까지 총17,836ha의 인공어초 시설어장이 조성되었다.   • 산업통상자원부(장관 주형환)가 지난 6월 16일 '액화석유가스의 안전관리 및 사업법' 제45조, '도시가스사업법' 제17조4항의 상세기준 개정안을 승인 공고하고 가스계량기 설치장소 환기 양호 기준을 합리화했다. 이전에는 '사람이 거주하는 건축물 세대 밖(복도, 계단 등)의 경우 창문 등을 열어 환기를 할 수 있는 장소'로 규정했지만 이번 개정을 통해 '환기가 가능한 창문 등(개방 시 환기면적이 $100cm^2$ 이상에 한한다)이 설치된 장소'로 완화했다.

  • 국내외적으로 정확한 수문기상 현상의 관측에 대한 수요가 증가하고 있다. 이를 위하여 기존의 재래식 관측장비의 한계성을 극복하고자 첨단장비가 활발하게 도입되고 있다. 우리나라는 관악산 기상레이더를 시작으로 하천 및 도심지의 돌발홍수 정보를 제공하고자 강우레이더 신설을 진행하고 있다. 본 연구에서는 하천유역조사 사업에서 티센다각형법을 이용하여 유역단위 면적평균강수량을 산정하는 경우 영동권역과 같이 지상관측소 밀집도 부족으로 인하여 발생하는 강수량의 공간적 편차를 정량적으로 검토하고자 전국 하천유역에 대하여 1.5km Constant Altitude PPI(CAPPI) 합성장의 레이더 강수량을 활용한 유역단위 면적평균강수량을 산정하고 지상 강수량과 통계적 적합도(goodness of fit)를 평가하였다. 지상 강수량을 활용한 유역단위 면적평균강수량과 레이더 강수량은 높은 상관성을 나타내었으나 관측기법의 특성으로 발생하는 정량적 편의(bias) 보정의 필요성을 확인하였다. 시공간적으로 고해상도의 레이더 강수정보를 활용하기 위하여 활용 목적에 적합한 레이더 강수량 보정기법의 개발이 필요할 것으로 사료된다. 또한, 대용량 레이더 자료를 안정적으로 처리할 수 있는 플랫폼 및 레이더 강수량 품질관리 체계 구축을 통하여 수문조사 및 수문해석 지원이 가능할 것으로 판단된다.

The Change of Dweller's Residents Stability on Residential Environment Improvement Projects: Focused on Apartment Housing Construction Method (주거환경개선사업으로 인한 거주자들의 주거안정 변화: 공동주택건설방식을 중심으로)

  • Residential Environment Improvement Project (REIP) which has started in 1989 and continued with 3rd government-supporting project in 2013 has lots of policy changes and related studies. However, the related researches have focused on residents resettlement into the project site, this paper is more interested in the residents stability than residents resettlement. So, this paper analyzes the changes of residents stability on the site of REIPs (with 3 groups of dwellers, removers and newcomers). We survey about understanding of those projects, each interior physical housing characters, housing cost, outside settlement characters. On the base of case analysis, we can conclude as follows: firstly, the residents are more young, higher educated, and higher income but not alter to household, barrier, occupation. Secondly, REIPs have some positive influences on physical conditions of housing and outside characters but negative impacts on housing cost. In case of newcomers, there are no changes of housing size and room numbers but higher housing cost, better outside settlement conditions.

A Study on the Characteristics of Projects Following the Promotion of Private Park Special Projects (민간공원특례사업의 추진에 따른 사업특성에 관한 연구)

  • This study was conducted to examine and analyze local governments, park status, project characteristics, and the implementation in detail for private park special projects across the country as a means of responding to the sunsetting of urban parks. As a result of the analysis, first, the private park special project, was found to be mainly implemented in cities with a population of more than 100,000, so there was a limit to the application on military installations or in local small cities. Therefore, rather than applying the special system collectively, it was judged that institutional flexibility, considering the characteristics and size of local government, was needed. Second, the current special projects by the park creation donation collection method shows monotonous development centered on apartment houses, so it is necessary to diversify the development by introducing a park preservation method that purchases and donates park sites. Third, it was found that the area standard needs to be eased to less than 50,000m2 to include parks with high utilization and good accessibility in urban areas of large cities, as the type and area of parks are limited. Fourth, most special projects are mountain parks, which are feared to damage the natural terrain and skyline, so separate ordinances should be established and applied, and development approaches should be made to allow nature and parks to coexist with the setting of detailed building guidelines for each type of facility. The guidelines should include, first, after the nationwide private park special projects are completed, standards for appropriate returns for similar projects should be established, institutional standards such as the recovery of excess profits should be established, and environmental reviews should be conducted. Second, it was found that local governments should institutionalize the composition of private consultations to promote the efficient management of projects through a cooperative system, and third, a roadmap for maintenance after the donation of special parks should be established.
