교육시설에 BTL사업이 활성화됨에 따라 해당 사업의 규모가 급격히 확대되고 있다. 이에 교육시설 설계에 있어서 창의적이고 효율적인 대안설계를 제안해야함에 따라 설계VE 영역의 중요성이 부각되어 활발하게 진행되고 있다. 현재의 설계VE 진행절차는 준비단계, 분석단계, 실행단계로 이어지며 각 단계별로 다양한 운용기법과 분석방법으로 진행되고 있다. 특히 그동안 진행되었던 다수의 교육시설 설계VE 사례를 살펴본 바에 의하면, 설계VE 과정에서 VE대상 선정 시 동일하거나 유사한 방법이 나타나고, 최종 대안 역시 프로젝트 별로 유사한 패턴을 보이고 있음에도, 기존 설계VE의 전 과정이 반복적으로 진행되고 있다. 따라서 본 연구는 이처럼 동일하거나 유사하게 나타나는 대안들을 유형화 하여 설계VE 절차를 간소화함으로써 VE활동 기간을 단축시켜 효율성을 높이고자 한다. 이를 위해 기존 교육시설 설계VE 사례들을 통해 다양한 VE대안들을 분석하여 유형별로 정리한다. 그 결과로 유사한 패턴이 나타나는 최종 대안들을 교육시설의 공간과 각 공간에 따른 공종별로 구분하여 유형화하고자 한다. 이는 교육시설 설계VE 활동 시 유형화 된 대안을 활용하여 기능분석 등의 단계를 생략함으로써 설계VE 활동 기간 단축과 투입 노력을 축소시키는 효과를 얻을 수 있을 것이며, 설계VE에 있어서 보다 효율적인 운용이 가능하게 될 것이다.

Through rail transit has many merits as a safe, environmental harmonic and scheduled transit, there are many problems to construct railroads because of the public resentment. However, there is no reasonable way to settle the conflict properly and it causes enormous social and economic losses. This paper suggests a methodology to evaluate public complaint using the AHP technique, which is generally used as the methodology to evaluate public complaint using the AHP technique, which is generally used as the Multi-Criteria Decision Making (MCDM). However, the result from the AHP has some defects to control conflicts because the interests related to railroad projects are so complex that it is hard to make people persuaded easily. Therefore, this paper suggests 'the improvement ranking method', 'the sensitive analysis', and 'the assessment of independence relationship' which can aid the basic AHP to be robust. And the AHP. modified by fuzzy method, is also suggested to apply this methodology to example rail paths in Korea.

This study analyzed the economic analysis on the Cambodian inland waterway from Phnom Penh to Chong Kneas. The social discount rate of 3.5% was applied for the cost and benefit of projects and converted to the current values in 2009. The benefits were supposed as the triangle distribution with minimum, mode, and maximum value corresponding to pessimistic, moderate and optimistic prospect separately. And the distributions of costs were the normal. As the result of probabilistic simulations, the average of B/C for scenario A showed relatively the highest with 0.25 and its 90% confidence interval 0.16~0.35. The average B/C of scenario B is 0.10 with the 90% confidence interval 0.06~0.13 and the one of scenario C is 0.15 with 90% confidence interval 0.12~0.19. Therefore it was concluded as low economic feasibility to install inland waterway aids to navigation along the surveyed waterway. However, the performance of the project should be determined by its political analysis as well as the economic.

국내에서는 과거부터 현재까지 하천을 이수, 치수, 하천환경 등 기능별로 구분하여 관리해 오고 있다. 하지만 하천을 보다 합리적으로 관리하기 위해서는 종합적인 관점에서 접근이 필요하며 하천의 현 상황을 제대로 파악하는 것이 무엇보다 중요하다. 하천을 평가하기 위해 제방축조율, 수질 등 다양한 하천지표 및 평가기법들이 개발되어 왔으나 치수 이수 환경 친수 등 하천의 다양한 기능 중 특정 기능들에 대해서만 단편적으로 진단해 오고 있는 실정이다. 또한 4대강 사업, 생태하천조성 등 다양한 하천사업이 시행되고 있어 그 성과와 필요성을 정량적으로 평가 관리할 수 있는 제도 마련이 필요하며, 하천 기능을 종합적으로 진단하고 이를 객관적으로 정량화할 수 있는 체계 구축이 매우 절실하다고 할 수 있다. 따라서 건전한 하천종합관리체계 구축을 위해 하천의 기능인 이수, 치수, 하천환경 및 친수 요소간의 조화와 평가가 가능한 정량적 지표 및 지수의 개발이 필요하다. 보다 건전한 하천관리체계 구축을 위한 국가 수자원 정책 결정 시 정책결정자가 보다 다양한 정보를 획득하고 이를 통한 분석정보를 바탕으로 여러 가지 대안을 도출할 수 있어야 하며 이는 여러 가지 정보를 종합한 지표를 통해 보다 쉽게 얻을 수 있다. 하천의 다양한 기능에 대한 정보를 종합하여 지표화함으로써 정책결정자는 여러 가지 경우를 고려한 다양한 대안을 검토할 수 있게 되어 최적의 대안 도출이 가능해진다(건설교통부, 2006). 본 연구에서는 한정된 수자원을 다양한 목적과 제약조건을 충족시키면서 효율적으로 이용, 보전하기 위해 하천의 다양한 정보의 연계, 공유를 통한 통합관리체계 구축을 하고자 하천 특성을 표현할 수 있는 다수의 대리변수를 조사, 분석하였다. 또한 조사된 대리변수들 중 하천의 각 기능에 미치는 영향을 충분히 고려하여 대리변수를 선정하고 이를 통해 잠재지표를 선정하였다. 선정된 잠재지표를 이용하여 하천의 각 기능을 평가할 수 있는 하천종합관리지표를 개발하여 국내 국가하천에 적용함으로써 하천 특성의 시공간적인 변화를 분석하였다. 개발된 지표를 통해 국내 하천관련 사업에 대한 B&A 분석을 수행하여 사업 성과를 제시하였다. 본 연구에서 개발된 지표는 하천관련 사업의 전, 후 상황을 분석함으로써 사업효과를 분석할 수 있으며 하천관련 사업의 효과에 대한 대국민 홍보효과를 가져올 수 있을 것으로 사료된다.

지난 2005년부터 남한은 개성공단에 배전 및 송전 방식을 통하여 전력을 공급해왔다. 개성공단 전력 공급은 정치적으로 민감한 사안이며, 많은 비용이 소요되기 때문에 논란의 대상이 되고 있다. 따라서 개성공단 2단계 사업 및 여타의 다른 남북경협 사업을 앞두고 대북 전력 공급의 여러 대안에 대한 연구가 필요하다. 본 연구에서는 개성공단에 전력을 공급할 경우 가능한 대안들의 정성적인 특성을 분석하여 바람직한 대안들을 선정해보았다. 선정된 대안은 대북 송전, 해주 발전소 건설, 풍력 에너지 공급인데, 이 중 풍력발전시설 지원이 가장 경제적인 대안이라는 결론을 얻을 수 있었다.

To achieve economic efficiency in a basin flood mitigation planning, it is important to determine optimal sizes of investment alternatives. Investment alternative means decision proposals composed with one more individual proposals, and it is not easy to determine an optimal one because there are so many individual proposals. This study aims to propose the approach of determining the optimal project size for raising dam height. This study applies two scenarios to determine investment alternatives for the 4 dams in the Yeongsan River basin. 'Scenario1' calculates flood mitigation for each individual proposal. And 'Scenario2' calculates that for each investment alternative composed with one more individual proposals. As the results, 'Scenario2' is better than 'Scenario1' for selecting a economically optimal dam height considering watershed conditions comprehensively.

전통적인 비김분석이 기업의 이익계획이나 의사결정에 간단하면서도 유용한 방법이긴 하지만, 소득함수나 비용함수를 선형함수로 가정함으로써 현실성이 결여된 점과 기업에서 경제성평가의 대상이 되는 투자대안들이 다기간이거나 장기인 사업들이 대부분인데도 단기간의 분석으로 제한된 점이 이 분석의 유용성을 크게 떨어뜨리고 있다. 이 논문은 장기적인 사업에서 일반적인 비용이나 수익의 변동성을 고려하여 전통적인 비김분석을 다기간의 사업에도 적용할 수 있도록 한다.

본 논문에서는 공공사업의 예비타당성을 평가하기 위하여 한국개발연구원에서 예비타당성조사 수행을 위한 일반지침을 참고하여 H시의 공공사업에 대해 평가요인별 가중치산출 및 사업 시행여부에 대한 대안의 평가를 실시하였다. 구체적인 평가의 방법으로는 AHP를 이용하였으며, 한국개발연구원에서 제시한 평가시 고려사항을 참조하여 평자체계 및 설문지 등을 구조화 하였고, 해당 공공사업에 대해 예비타당성 분석을 실시하여 객관적인 기준에 의한 평가가 필요한 공공사업에 대해 합리적인 의사결정을 내려 보았다.

The purpose of this study is to propose the alternative development method by means of determining the optimal project size from the economic viewpoint, improving the existing method depending on engineering aspects. To this end, this study defined the flood mitigation projects as the production activities carried out by inputs and outputs, and proposed the alternative development method on the basis of optimizing input and output combinations. This paper, as the case study of the proposed method, developed alternatives for the flood mitigation planning of Youngsan River Basin by determining the optimal project scale. As the result of determining optimal project size, the net benefit of the optimal alternative tended to be dependent on the net benefits of the large individual proposals. Due to such problem, the effect of relatively small individual proposals are underestimated and possibly be excluded from the optimal alternative, which may result in exclusion of the potential damaged regions protected by them from the flood mitigation project. Thus for the selective flood protection by region, individual proposals need to be categorized into the global measures and local measures according to the flood protection area.

이동전화시장에 대한 규제여부를 논의할 때 가장 중요한 요인으로 이동전화시장의 경쟁상황을 들고 있다. 대부분의 이동망 비규제를 주장하는 측의 논리는 이동전화시장은 복수사업자체제로 치열한 경쟁이 전개되고 있기 때문에 고정망에서와 같은 강력한 규제가 대칭적으로 적용되어서는 안된다는 점을 강조하고 있다. 본 고에서는 이러한 주장의 타당성을 검토하고 합리적인 이동망 시장 규제대안을 모색해보기 위해서 이동전화 시장구조를 살펴보고 세분화된 이동전화 시장 내에서의 경쟁상황을 검토하였다. 아울러 본 고에서는 이러한 분석을 바탕으로 세분화된 이동전화 시장상황에 적합한 정책 및 규제 대안을 제안하였다.
