The Study on Evaluating the Policy Value of Public Projects for Housing Welfare - Focused on the Remodeling Projects for Long Term Rental Housing - (장기공공임대주택의 리모델링을 통한 주거복지 정책사업의 가치평가에 관한 연구)

  • Long Term rental housing, which is supplied for performing housing welfare, has been aging from permanent rental housing. Therefore, variety housing welfare projects are planing and performing for improving aged facilities. However, although every welfare policy are necessary, we have to efficiently allocate and commit the funds, because the fund and resources is limited. And there is required the feasibility study before performing public project for housing welfare, because it needs large amount of financial supports by government. Meanwhile, because most of existed studies are focused on guide development, it has limitation to apply the result of existed studies in this study, which considers public remodeling project for housing welfare. But in reality, public project is been decided by willing of policy decision-maker. Therefore, in this study, we suggest the evaluation method of policy value for two alternatives(remodeling and maintain) of a aged long term rental housing. To extract the attributes of policy value, we considered categorized items of preliminary feasibility study. Through extracting attribute factors of policy value for aged long term rental housing, we can calculate the policy value of remodeling and maintain alternatives by using MAUT. As a result of analysis, we can find that the utility value of remodeling is 0.6161 and the utility value of maintain is 0.2461 and also the utility of remodeling is higher than utility of maintain. Therefore, when we plan the public projects for performing housing welfare, we can choose remodeling alternative rather than maintain alternative using quantitive data.

  • The purpose of this study is to explore the issues and alternatives in the promotion of space and exhibition support projects in visual arts, and to suggest an applicable direction of the government grant program. For this study, FGI and in-depth interviews were conducted in the direct beneficiaries of the grant program, the staff of the grant program, and the group of visual arts expert. As a result, the deliberation and selection of the support project should be carried out with sufficient time in consideration of the specificity of the support project. And the project requires to divide into two kinds of the projects based on the understanding of the social role and differentiation of non-profit exhibition spaces and private art museums. For the grant application and assessments, a long-term support is necessary to bring the capability and issues in efficient allocation of the budget, flexibility of budget item, and the budget shortfalls. Furthermore, the reliability between the grant program and beneficiaries needs to form a healthy partnership, and the evaluation criteria and eNARADOEUM system should be more practical and rationally established. Through this analysis, the implications of understanding the specificity of visual arts support projects, establishment of sustainable visual arts creation policies, and budget utilization were derived. Consequently, cultural and artistic support projects were directed to place more emphasis on efficiency than control, direction considering the position of consumers than suppliers, and long-term business planning rather than short-term perspective.

  • 최근 세계 전력시장은 시장개방 및 통합, 환경규제 강화, 기술개발에 따라 신재생에너지 시장이 매우 빠른 속도로 성장하고 있다. 이와 발맞추어 최근 국제에너지 가격의 급등과 미국, 중국 등의 에너지안보 강화에 따라 신재생에너지는 미래 에너지원의 큰 축을 차지할 것으로 전망됨에 따라 EU 전력시장 내 전력회사들은 신재생에너지 시장을 핵심 사업영역의 하나로 추진하고 있다. 반면 국내 신재생에너지 시장은 정부 보급목표와 비교할 때 미미한 수준에 머무르고 있다. 이는 국내 신재생에너지 지원정책의 한계와 시장의 구조적인 문제점에 기인하는 것으로 분석된다. 따라서 본 논문에서는 EU 신재생에너지 시장의 분석을 통해 국내 신재생에너지 시장 확대를 위한 대안과 국내 전력회사들의 역할 및 시장진입전략을 살펴보고자 한다.

  • 최근 들어 인천지역의 개발사업으로 인해 인천연안으로 방류되는 오염물질의 농도가 점점 악화되고 있는 실정이다. 특히, 하수종말처리장 방류수에 의한 인근해안의 영향분석은 중요한 문제 중에 하나라고 할 수 있다. 따라서 본 연구에서는 MIKE21 모형을 이용하여 경기만의 조석전파특성 및 대상지역의 유동상황을 재현하기 위해 하수처리장 증설 지역을 중심으로 경기만 전체를 포함하여 유동해석을 수행하였으며 전체 지역에 대한 유동해석 후 확보한 조석자료를 활용하여 하수처리장 인근지역에 대한 오염물질의 확산 영향에 대해 모의하고 확산방지를 위한 대안을 설정하여 분석을 수행하였다.

  • 현재 우리나라에서는 도로망의 급속한 확충에 따라 터널의 수가 급속히 증가하고 있다. 터널은 운전자들이 주야간으로 안전하고 쾌적하게 주행할 수 있도록 설계되어야 한다. 이런 관점에서 터널의 조명설계는 매우 중요하다고 할 수 있으며, 터널의 안전성, 쾌적성, 경제성을 확보하기 위한 여러 가지 복합적인 요소들을 고려한 분석이 필요하다. 이 논문에서는 터널조명에 일반적으로 사용되고 있는 저압나트륨등에 대하여 대안으로 대두되고 있는 형광등에 대한 경제성 측면에서의 비교 방법론 연구를 수행한다. 각각의 등에 대하여 동일 한 터널 노면기준조도를 구현하기 위한 필요 등의 수를 시뮬레이션을 통하여 결정하고, 이를 기반으로 각 터널 조명에 소요되는 Life Cycle Cost를 기본 Model을 통하여 산정하고 비교하는 방법을 제시한다. 이러한 분석은 터널개발 사업의 정책적 결정에 있어 기초 방법과 자료로서 활용될 수 있을 것이다.

우리나라 자영업자는 어떻게 자영업자가 되었을까?

  • 연구의 목적은 𐩒𐩒은행-N사의 SME 교육프로그램에 참여한 자영업자를 대상으로 자영업을 시작하게 된 동기와 경로를 규명해보는데 있다. 본 연구는 자영업자의 노동시장 및 노동경험 등에 따라 자영업 진입에 관한 연구를 수행하고자 심층 인터뷰 자료를 활용하였는데, 연구참여자의 선정에 있어 이론적 표본 추출방식을 사용하여 연구의 목적에 부합하는 대상자를 선발하여 분석하였다. 연구 결과는 다음과 같다. 첫째, 자영업자가 자영업에 진입하게 된 동기는 ① 전 직장의 근로조건 불만족과 본인 사업을 향한 꿈의 실현을 위해 자영업에 진입하였고 ② 취업에 대한 대안으로 자영업을 선택하였으며 ③ 가족과 지인의 창업에 대한 권유와 도움으로 자영업을 선택하게 되었다. 둘째, 자영업자가 진입하게 된 유형은 ① 임금노동자 경험 후 자영업자 창업 ② 임금노동자 경험 후 경력을 활용하여 유관분야 자영업 창업 ③ 임금노동자 퇴사 후 자영업 승계 ④ 본인의 자영업 창업 경험 이후 가업 승계 과정에서의 자영업으로 진입하는 것으로 분석되었다.

  • The importance of the life cycle cost analysis(LCCA) for apartment housing remodeling projects has been fully recognized over the last decade. Accordingly theoretical models, guidelines, and supporting software systems were developed for the life cycle cost analysis of apartment housing remodeling systems. However, the level of consensus on LCCA results is still low due to the lack of reliable data on remodeling activities for safety diagnosis. in order to predict the reliability based LCCA of the given case, suggested the remodeling strategies level after reviewing other related materials. Apply the real information of the economic index. And based on such analytical measures, remodeling and operation cost and LCC in remodeling strategies level have been predicted; suggests the basic information about remodeling interventions level for the apartment housing. The LCC analysis models and the fuzzy logic based safety assessment presented in this study can greatly contribute to the value-oriented design alternative selection, estimation of the economic analysis, and the allocation of budget for apartm.

A Study on the Ecosystem Services Value Assessment According to City Development: In Case of the Busan Eco-Delta City Development (도시개발에 따른 생태계서비스 가치 평가 연구: 부산 에코델타시티 사업을 대상으로)

  • Natural environmental ecology ofthe environmental impact assessment(EIA)is very much lacking in quantitative evaluation. Thus, this study attempted to evaluate quantitative assessment for ecosystem service in the site of Eco-delta project in Busan. As a part of climate change adaptation, this study evaluated and compared with the value for carbon fixation and habitat quality using the InVEST model before and after development with three alternatives of land-use change. Carbon fixation showed 216,674.48 Mg of C (year 2000), and 203,474.25 Mg of C (year 2015)reducing about 6.1%, and in the future of year 2030 the value was dropped to 120,490.84 Mg of C which is 40% lower than year 2015. Alternative 3 of land use planning was the best in terms of carbon fixation showing 6,811.31 Mg of C. Habitat quality also changed from 0.57 (year 2000), 0.35 (year 2015), and 0.21 (year 2030) with continued degradation as development goes further. Alternative 3 also was the highest with 0.21(Alternative 1 : 0.20, Alternative 2 : 0.18). In conclusion,this study illustrated that quantitative method forland use change in the process of EIA can helpdecision making for stakeholders anddevelopers with serving the best scenario forlow impact of carbon. Also it can help better for land use plan, greenhouse gas and natural environmental assets in EIA. This study could be able to use in the environmental policy with numerical data of ecosystem and prediction. Supplemented with detailed analysis and accessibility of basic data, this method will make it possible for wide application in the ecosystem evaluation.

The Efficiency of Social Value Among Social Enterprises in Social Progress Credit (사회성과인센티브 참여기업의 사회적 가치 효율성)

  • As an alternative to solving social problems, social economic actors are attracting attention as an important alternative. SPC is a private program that pays incentives according to the social performance measured by monetary value. This study measured efficiency by applying DEA to social enterprises that participated in the SPC program and analyzed the factors affecting efficiency through tobit regression. As a result of DEA analysis, it was found that 21% of social enterprises participating in SPC were efficient, but 66% needed to improve their efficiency. In the Tobit regression analysis, the efficiency was relatively low in the case of manufacturing sector, and when the square term of sales is included, the efficiency decreases as sales increase. Through this, it was estimated that external support is needed at a low level sales before crossing the critical point, and that the efficiency of social value creation increases when it grows above a certain level. Moreover, it is significant in that it combines the variables used in the analysis of traditional industrial efficiency while conducting efficiency analysis focusing on the social performance by monetary value, which is considered the most important achievement of social enterprises. It is believed that it will contribute to research related to the environment creation and the requirements of each field in creating social values for social enterprises in the future.

  • Recently, the Busan Economy has been depressed because of the constant economic slowdown. This also causes severe damage to the construction industry. This study focuses on The Apartment Building Type-Factory Business Incubator in the university paying attention to the construction company who struggles to make a new item of business in this aggravated state of the building business. There are no universities who operate The Apartment Building Type-Factory Business Incubator until now and there are no related data or researches at all. With this in mind, this study is to perform a feasibility study on inducement of The Apartment Building Type-Factory Business Incubator in the University in Busan area. In consequence, feasibility of Policy was sufficient and this study could draw a result of stable returns. Through this business, this study expects that schools, construction companies and enterprises who want to start a business can get the synergy among each other.
