건강관리 성공사례담을 처음 취재하고 기사화하기 시작한 것은 ‘96년 2월의 일이었다. 그 후 총 47회에 걸쳐 각종 질병을 조기 발견, 치료한 사례나 집단 건강 검사가 행해지는 현장을 찾아다니면서, 기자는 정기 건강 검사를 통한 질병의 조기 발견과 치료의 중요성을 수 없이 체험할 수 있었다. 뿐만 아니라 우리나라 보건 의료의 현황과 국민의 보건 의식 수준 등 많은 부분에서 앞으로 우리가 해야할 일은 무엇인가를 깨닫는 계기가 되기도 했다. 이번 호에서는 4년여의 취재활동을 통해 느꼈던 점을 몇가지 얘기함으로서 건강관리 성공 사례담 취재의 원래의 목적대로 앞으로의 국민 건강관리 정착을 위한 노력에 작으나마 도움이 되기를 바란다.

건강관리서비스는 금연, 절주, 식이 운동 등 생활습관을 개선하여 스스로 건강을 증진하도록 평가 교육 상담 등을 제공하는 서비스이다. 본 연구의 목적은 건강관리 서비스 분야에서 성공적인 건강상담사례들 중 유사한 사례를 추출하여 이를 건강관리 상담에 활용하기 위한 CBR(Case based Reasoning) 기반의 웰니스멘토지원시스템을 개발하는 것이다. 자가 건강관리 서비스를 위해 수집한 개인 건강관리 관련 정보로부터 운동처방 및 식이영양 처방을 위한 판단기준이 되는 변인들을 추출하였고, 변인들 간 유사도 비교를 위한 함수를 선정하고 가중치를 부여하였다. 또한 기존의 성공사례들에 대한 DB를 구축하고 유사도 비교(Retrieve)를 통해 가장 적절한 사례를 추천하기 위한 웰니스멘토지원시스템의 프로토타입을 개발하였다. 웰니스멘토지원시스템을 통해 과거의 성공적인 상담사례를 참고하여 상담해줌으로써 상담에 필요한 시간을 단축시키고 서비스의 질 향상을 도모할 수 있을 것이다.

Background/Objectives: The purpose of the study is to derive a goal usable in the field by exploring the case management success experiences of case managers. Civil case managers state that what is still important in case management practice is qualitative change made in the practice process. Therefore, the study will deal with detailed contents about case management that civil domain case managers consider to be important. Methods/Statistical analysis: For data collection, the study used focus group interview on 20 professional case management social workers and used Grounded theory method by Glaser for data analysis. The analysis of collected data consisted of a process of finding the categories and characteristics of the research problem. Findings: As a result of analysis, 4 categories, 10 subcategories, and 25 elements were derived for success experiences of case management practice. The categories were divided into satisfaction and ability improvement of client, case manager ability improvement, establishment of organization and environment function, and multilateral trust relationship strengthening. Improvements/Applications: The results of this study further clarified the goal of field case management practice and it was suggested as a plan to reflect on future case management related institutions evaluation.

지난 연재를 통하여 정보시스템 프로젝트의 성공적인 관리를 위한 성공요인과 실패요인, 그리고 관리요소와 프로젝트 관리 프로세스에 대해 살펴보았고, 이제 우리는 과거의 실사례를 되짚어 읽어 봄을 통해 반면교사(反面敎辭)하는 기회를 가져보고자 한다. 본 고에서 제시된 사례들은 저자들이 실제 가까이에서 경험한 것들도 있고 이미 널리 알려진 사례들도 있으나, 지금까지 제시한 성공 및 실패요인과 관리요소, 그리고 프로세스 관점에 따라 재해석해 보는 기회를 가져보는 것도 의미가 있다고 하겠다.

최근 해외시장에서는 Single Point Responsibility 개념의 선호와 프로세스사업관리능력의 중요성으로 건설사업관리 (Construction Management: 이하 CM)방식이 프로젝트 조달의 중요한 방안으로 사용되며 국내에서도 최근 CM 발주량의 획기적인 증가추세로 사업수행능력 향상을 위한 도구 개발이 절실하다. 가장 유용한 도구로는 국내${\cdot}$외 CM 수행사례 분석을 통해 이에 저해되는 요인과 모범사례 등을 파악하여 산업계로 하여금 체계적 점검과 벤치마킹을 통해 수행능력을 제고할 수 있는 핵심성공요인과 Best Practice의 보급 발간이다. 따라서 본 논문은 최근 감사원에 의해 모범선행사례로 선정된 무주 하천 1,2급 수해복구 건설사업관리 용역에 대한 CM성과를 분석하여 핵심성공요인과 Best Practice를 제공하는 것을 주요 목표로 한다. 본 CM용역에서는 무엇보다도 무주군내 수해복구공사에 CM 사업방식을 도입한 것은 현명하고 진취적이며 시기 적절한 일이라고 판단되며 이러한 선도적 기자체의 의욕적인 시도가 지방에서 수행되는 공공공사의 수준을 한 차원 높이는 계기가 됨은 물론 항구적인 복구공사기법의 하나로 정착하기를 기대한다. 또한 산업계는 CM관련 중심기관을 통하여 이러한 모범사례의 연속적인 분석과 보급을 통해 산업계 전반적인 CM수준을, 제고하여 국내외 CM확대 적용의 기반을 조속히 조성할 수 있기를 바란다.

Recently, ITSM(IT Service Management) is adopted very widely among private and public organizations. The successful implementation of ITSM requires continuous improvement, not just implementation of IT processes and/or ITSM solutions. One of the major tools for the continuous improvement is 6 Sigma technique. This study compares success and failure cases at the project level, and identifies factors affecting successful application of 6 Sigma technique in the improvement of ITSM. To achieve the research objective, this study first identifies and classifies success factors for 6 Sigma application through literature review. Then, factors to be used in the study are determined. Based on the factors, success and failure cases are compared. The research results show that all 5 factors (participation of management, participation of project team, project selection and verification, customer and market orientation, strategy and goal focus) are significantly different between success and failure cases.

중국심천 삼성코닝 프로젝트 (SSG Expansion Project)는 전문적인 건설인력이 없는 발주처를 대신하여 설계단계에서 최종 턴 오버(turn over)까지 건설 전 과정에 대하여 CM을 수행한 사례로서 한국기업이 중국에서의 CM 업무를 성공적으로 수행한 대표적인 사례이며, 대규모 공장건설에 있어 건설과 생산설비의 설치에 대한 종합적인 공정관리와 설계, 시공을 동시에 수행하는 Fast Track 방식에서 범할 수 있는 설계오류 및 풀질저하에 대한 사전 예측관리, 현지의 건설특성에 적합한 각종 공법 및 요소기술의 제시를 통한 시공성 향상, 원가절감, 공기단축에 기여로 유사 프로젝트 대비 4개월 이상 단축하여 성공적으로 제품을 생산하는 성과를 달성한 사례이다. 이에 본 연구에서는 프로젝트의 각 단계별 주요 CM업무 수행현황 및 중국건설의 특징을 고찰하고, 한국기업의 중국 CM시장 진출 가능성과 진출을 위한 사전준비에 필요한 사업 단계별 유의사항에 대한 검토를 목적으로 한다. 국내 건설경기가 침체되어 있는 현재 본 연구를 통하여 중국 건설현황에 대한 올바른 이해와 중국 CM시장의 진출 및 성공에 밑거름이 될 수 있기를 기대한다.

Currently the number of project ordered as Construction Management is increasing. In advanced country, critical success factor of construction industry and case study is used for increasing productivity of construction project. This study presents the check list of critical success factor and analyzescase study of Construction management project in order to apply Construction Management Project in domestic industry.
