An Analysis between College Entrance Exam Types and Educational Investment (대학입학전형별 교육투자 비교 분석)

  • We empirically verified whether there are different educational investment behaviors according to university admissions, using the Korean Education and Employment Panel data. The results are as follows; the average annual private education cost and the average amount of time spent studying alone per week of rolling admission type were lower than those of regular admission type. Also, rolling admission applicants had longer leisure and sleeping hours, such as watching TV and using computers. These results show the possibility that the university admission system will change the educational investment behavior. Furthermore, there is a possibility to induce the human capital investment to be made efficiently.

Analysis of Investment in Human Capital of Korean Households (가계의 인적자본 투자에 관한 연구 - 사교육을 중심으로 -)

  • This study examined the investment in human capital of Korean urban households. Data for this study were from the 2001 Household Income and Expenditure Survey and consisted of a sample of 2,681 households. The results of Gini's concentration coefficient showed high inequality of investment in human capital. To investigate which factors influence investments in human capital, various socio-demographic variables were analysed. High investment in human capital is shown in high society indicating that they transmit the advantage of education to their descendants. The results of this study is useful for welfare professionals who work in family well-being.

An Analysis of the Financial Performance According to Private Education Expenditures (자산계층별 사교육비지출과 재무성과의 관련성)

  • This study was to analyze the effect of private education expenditures on financial performance. The data from 1,669 households were taken from the Korean labor and Income Panel Study. The major findings were as follows: (1) The mean of monthly private education expenditure was 257,400 won for all households. Almost 66% of households encountered an economic burden in paying for private education. (2) The mean of financial performance in all households was 31,420,000 won and those with higher assets showed the greatest financial performance (112.8 million won net gain). (3) The variables that significantly influenced on private education expenditures and the financial performance were different in all households. (4) The relationship between financial performance and private education expenditures was verified partially. The association was proved in the middle assets group.

The Burden of Private Educational Expenditure and Consumption Expenditure (사교육비 부담과 가계의 소비지출)

  • Using the data from the Family Income & Expenditure Survey, this study investigated (1)the factors determining the level of burden of the private educational expenditure in households; (2) the influences of the level of the burden of private educational expenditure on the other household expenditures. For the analysis of data Chi-square, GLM, Multinomial legit, and Seemingly Unrelated Regression were applied. The major findings were: (1) The factors associated with the burden of private educational expenditure were the number of students by each of the school levels, housing tenure, location of residence, educational attainment of householder; (2) Households with the lower level of burden of the private educational expenditure adjusted the allocation of the expenditure shares of food, utility, and transportation and did not reduce the levels of consumption. Households with the higher level of burden of the private educational expenditure adjusted the extensive ranges of the household expenditure shares and reduced the levels of consumption.

  • This study examined the effects of neoliberal educational policy on the appointment system of teachers to assess the impacts of this neoliberal education policy. Neoliberal education policy has led to increased private education cost, and strengthened the function of social stratum reproduction in the education system despite increasing the efficiency and flexibility. Since contracted employment was applied to the educational field, the number of regular teachers began to decrease, while that of contracted teachers increased. For example, the number of contracted teachers was 300 in the 1990, which increased to 42,042 in 2015. Neoliberal education policy contributed to teacher's quantitative demand; however, the increase in the number of contracted teachers is ultimately degrading the education quality. In an education market, the issues of balancing between supply and demand often occur. Therefore, it is necessary to strongly control the number of contracted teachers by limiting their contract period. Furthermore, an institutional device that can convert a contracted teacher to a regular one must be established.

  • STEAM and S / W education in public education are effective in fostering talented people and the talents of the 4th industrial revolution era. It is necessary to expand the teachers for this purpose, to find out and apply various learning materials, and to improve education environment for fusion talent education. An open learning platform is effective in reducing private education costs and supplementing public education. Especially, it is useful for flip learning combined with classroom (off-line). In this case, teacher's role can be transformed into active teaching activities and research activities, which can speed up normalization of public education and reduce private education.In particular, the core functions of the MOOC platform for elementary education are 'creative instructional design and contents development function', 'digital teaching and learning curation', 'big data based learner customization', 'learning participation' flip learning and social Learning function.Through this study, it is expected that discussion on the introduction of MOOC for career and admission education for adolescents including elementary education will be established and the Korean youth MOOC platform will be developed and developed as a global advanced model of education democratization.

Evaluation of Policy for Reduction of Private Tutoring Expenditure based on Systems Thinking: Focusing on Roh and Lee Governments (시스템사고를 통한 사교육비경감정책 평가: 노무현 정부와 이명박 정부를 중심으로)

  • The purpose of this paper is to evaluate the policies for reducing private tutoring expenditure in Roh Mu Hyun and Lee Myeong Bak Government using Causal Loop analysis based on the Systems Thinking perspective. The results are as follows. First, high educational achievers receive more private tutoring than lowers and children who have rich parents have better chance to take private tutoring than the others. It reflects the social characteristics which emphasize the academic ability and educational background. Second, two governments implemented educational policies to control the private tutoring expenditure as balancing loops ; strengthening public education, providing after school programs and EBS KSAT teaching and improving the entrance exam of university. Third, they overlooked the unintended feedback loops coming from 1) incongruity between causes and countermeasures of shadow education 2) wrong perception of substitutional relationship between public education and shadow education 3) side effect of the policy increasing the weight of student record 4) problems of diversifying high schools 5) dilemma of easing the burden of testing through admission officer system. The conclusion is that policies of reducing the private education expenses have failed because two governments don't consider unintended Feedback Loops in the process of making education policies. So we have to make policies based on Systems Thinking and reducing private education expenses should not be the purpose of strengthening the public education.

Understanding Major Factors in Taking Internet based Lectures for the National College Entrance Exam according to Academic Performances by Case Studies (수능 인터넷강의 선호요인 사례분석 : 학업성취 수준을 중심으로)

  • This paper aimed to understand current trends in online lectures for Korean SAT based on students' academic performances through a qualitative interview approach. In results, the highest academic performance group showed a good deal of interest and usage in online lectures. This group participants preferred private online lectures to public ones. However, the lowest academic group liked to use public online lectures. The middle academic groups who lived in an expensive area spent a lot of money for tutoring or attending private institutes rather than online lectures. Suggestions are: self-regulated learning is needed, public onilne lectures should have improved contents, and lastly, these online lectures are required to be connected with regular school curriculum.

Childrearing Expenditure and the Intension to Have the Second Childbirth (자녀 양육비와 둘째 자녀 출산의도)

  • This study investigated the association between the expenditures for childrearing and the intention to have the second childbirth applying the recursive equation models. The major results were as follows. First, more than half of the households with one child did not have an intention to have the second childbirth. Second, about 40% of the household expenditure was spent for childrearing. About 36% of the childrearing expenditure was spent on the childcare and education, and about 64% on purchase of goods and services for child. Third, the variables which had a significant effect on the intention to have the second childbirth were child's age, mother's education, father's income, the private educational expenditure, and consumption expenditure for child. The intention to have the second childbirth did not have a significant effect on the level of childrearing expenditure. The implications for the family policies were suggested.

  • IT 장비 및 기기의 확산과 전력 소비의 증가로 인한 환경문제가 점차 심각한 국제문제로 대두되기 시작하면서, IT 부문의 $CO_2$ 배출과 에너지 절감을 위해 그린 IT의 중요성이 증대되고 있다. 그린 IT는 교육기관에서도 에너지 효율화 및 사교육비 절감 등의 효과를 발휘하기 위해 저탄소 녹색성장을 견인하는 녹색정보화 방향으로 추진되어야 할 필요가 있다. 본 논문에서는 교육기관에서의 녹색정보화를 위해, 학교 구성원들인 교사 학생들이 지켜야 할 그린 IT 사용 지침 및 이를 지속적으로 실천할 수 있는 교육활동을 제안하였다.
