A Design of the Vehicle Crisis Detection System(VCDS) based on vehicle internal and external data and deep learning (차량 내·외부 데이터 및 딥러닝 기반 차량 위기 감지 시스템 설계)

  • Currently, autonomous vehicle markets are commercializing a third-level autonomous vehicle, but there is a possibility that an accident may occur even during fully autonomous driving due to stability issues. In fact, autonomous vehicles have recorded 81 accidents. This is because, unlike level 3, autonomous vehicles after level 4 have to judge and respond to emergency situations by themselves. Therefore, this paper proposes a vehicle crisis detection system(VCDS) that collects and stores information outside the vehicle through CNN, and uses the stored information and vehicle sensor data to output the crisis situation of the vehicle as a number between 0 and 1. The VCDS consists of two modules. The vehicle external situation collection module collects surrounding vehicle and pedestrian data using a CNN-based neural network model. The vehicle crisis situation determination module detects a crisis situation in the vehicle by using the output of the vehicle external situation collection module and the vehicle internal sensor data. As a result of the experiment, the average operation time of VESCM was 55ms, R-CNN was 74ms, and CNN was 101ms. In particular, R-CNN shows similar computation time to VESCM when the number of pedestrians is small, but it takes more computation time than VESCM as the number of pedestrians increases. On average, VESCM had 25.68% faster computation time than R-CNN and 45.54% faster than CNN, and the accuracy of all three models did not decrease below 80% and showed high accuracy.

  • Thanks to the developments of IT technologies, such critical infrastructures as fundamental structures of energies, material circulations, monetary circulations, and living necessaries are intertwined as well as mutually dependent. In this respect, the fact that national infrastructures are closely related to IT infrastructures implies not only expected benefits to provide diverse information-based services, but also anticipated costs to bring about new dangers. However, in spite of these threats, traditional researchers have not put enough interests in these indirect danger, which yield the damages in broad areas through paralyzing risk management systems, although they have investigated such direct threats as nuclear accidents, conflagrations, traffic troubles, and gasoline accidents. Considering that the tendency to depend on electricity, so-called electrification, which is caused by automation and informationalization, is intensified in all parts of society, the breakout problem as a factor to inhibit securities in information-oriented society is significant. Thus, the problems of large-scale power blackout should be treated as national crises. Also, preparation systems for large-scale power blackout have to be provided quickly. In this paper, with analyzing various cases of large-scale power blackout and investigation the causes of them, researches on the blackout management systems of Korea are to be present, on the basis of national crisis management states which are comprised of protection (mitigating and preparing), responding, and recovering(rewarding).

Frame Analysis on Risk Reporting: Food Safety Reports from 1989 to 2005 (위험보도의 위기구축 기제 프레임 분석: 식품안전 보도를 중심으로)

  • This frame analysis attempts to shed light on the process by which the Korean press constructs crisis as social reality through a series of risk reporting on food safety. Based on the FSSI(Food Safety Sentiment Index) developed by KIHASA(Korea Institute for Health and Social Affairs), 11 cases of food safety reports from 1989 to 2005 were collected from the Korean Integrated News Database System(KINDS) and analyzed to yield the following salient features: risk diffusion frame; attribution of responsibility frame; conflict frame. It was observed that the press exhibited a tendency to approach the food safety incidents from a bi-polarized perspective, amplifying dichotomy between the victim and the perpetrator rather than treating them as scientific, or environmental hazards that require precise and synthesized information for resolution. This occupational habit of attributing status to agents of news was also found to contribute towards construction of crisis as social reality.

  • Middle East Respiratory Syndrome (MERS), which occurred in the Middle East in 2015, is the most acute respiratory infectious disease in Korea. The limitations of the government's ability to respond to the spread of MERS and the inadequate communication of the government to the public have reduced the public's confidence in the government's infectious disease management policy. And it became an opportunity to raise awareness that infectious diseases could easily break down the national anti-virus system. Therefore, this study investigated the emergency response system of the infectious disease in the United States and sought to improve the infection control system in Korea. In order to achieve the purpose of the study, we analyzed the government's response to the MERS in 2015, analyzed the organization structure and role of the US CDC, and IMS.

Development of Collision Risk Evaluation Model Between Passing Vessel and Mokpo Harbour Bridge (통항 선박과 목포 대교의 충돌 위기 평가 모델 개발)

  • To assess the possible collision risk between Mokpo Harbour Bridge, which is under construction, and passing vessels, we proposed Real-Time Bridge-Vessel Collision Model (RT-BVCM) in this paper. The mathematical model of RT-BVCM consists of the causation probability by the vessel aberrancy due to navigation environments, the geometric probability by the structural feature of a bridge relative to a ship size and, the failure probability by the ship collision track and the stopping distance which is not to come to a stop before hitting the obstacles. Then, the probabilistic mathematical model represented as risk index with the risk level from 1 to 5. The merit of the proposed model to the collision model proposed by AASHTO (American Association of State Highway and Transportation Officials) is that it can provide enough time to take adequate collision avoiding action. Through the simulation tests to the two kinds of test ships, 3,000 GT and 10,000 GT, it is cleary found that the proposed model can be used as a collision evaluation model to the passing vessel and Mokpo Harbour Bridge.

  • The purpose of this study is to suggest improvement measures focusing on traffic accidents in apartment complexes that occur to children among life safety accidents. Roads in most apartment complexes are not "roads" under the Road Traffic Act. In addition, there is no mandatory punishment or regulations, so the perception of the danger of traffic accidents in apartment complexes is very low. Recent, traffic in automobiles and motorcycles is increasing in the apartment complex, and traffic accidents are frequently occurring due to low safety awareness for both drivers and pedestrians. Accordingly, this study attempted to identify cases of traffic accidents in children's apartment complexes and to present problems and improvement measures for accidents. Problems of traffic accidents through child traffic accidents The current affairs are meaningful in that they are aware of dangers to children, carers, and drivers, and suggest traffic safety measures in apartment complexes.

A Legislative Device for the University's Safety Management System in Terms of Crisis Management Perspective (위기관리관점에서 대학의 안전관리 법제 방안)

  • This research will mainly focus on security issues in a university campus and delve into the risk factors and its characteristics due to the extreme polarization growth, and ultimately conduct research on legislative issues regarding safety & security management. A university campus is a miniature of the society, concentrated with human resources, material resources and knowledge information resources. It is also a region in which various underlying risk factors threaten these resources. However, due to the insensibility of danger and carefree indolence, these risk factors have been ignoring, leaving university campus amidst a "dead zone." Currently, a systematic and synthetic measures not only for safety inside the laboratory but also for the new type of crimes such as cyber crimes and motiveless crime due to extreme polarization, stress, uneasiness about the future, increase of mental illnesses, and drug abuse are urgently required. Therefore, I would like to introduce a legislative program in a crisis management perspective that can prevent universities from danger and protect the resources which would ultimately create a new security system.

  • Recently, alarmed by the frequent international terrorism or safety accidents, the host countries of world sports events are focusing on security activities for the sake of the participants, facilities, events and competitions. They are alarmed because in case any happenings like international terrorism or safety accident, the contest itself can be criticized to be a failure as much as the international reliability of the host nation may well crash. We can see that any failure in coping with terrorism or safety matters can lead to a nation-wise crisis in the case of Indonesia where the October 12th of 2002 terrorist bomb attack in Bali damaged the image of the nation followed by the similar case in Philippine (Oct. 20th, 2002) where the same terrorist attack dramatically scared away the tourists to the nation. Korea is scheduled to hold the World Championship in Athletics in Daegu Metropolitan City in 2011. Also, it is slated to host various world sports events such as Yeosu International Exposition and Incheon Asian Games. In these contexts, this study analyzes counter-terrorism cases related with the recent international sports events that have been organized in a variety of manners in the era of globalization. This study aims to show alternatives for the safety management in these events. In other words, it is focusing on giving directions to the safety policies of the nation -which may become the future hub of north-east Asia and the world - for more perfect guard and defense, and counter-terrorism activities in all the conferences, sports events and international festivals where any private defense and guard companies are allowed to cooperate with the police force or public security agencies.

Review On the Statistical Data to Implement Human Model (인적 모델 개발에 필요한 통계 데이터 고찰)

  • 해양사고 원인의 70 % 이상을 차지하는 인적오류 예방은 해양안전에 가장 중요한 이슈이다. 인적오류는 확률기반의 인적 모델을 구축하여 평가함으로써 예상되는 위기의 수준을 과학적으로 예측할 수 있다. 확률기반 인적 모델을 구축하기 위해서는 사건의 원인과 결과 사이에 연계성을 갖고 있는 통계 데이터가 필요하다. 본 연구에서는 이러한 연계 데이터 확보를 위한 것으로, 해양안전심판원의 통계 데이터 사이의 연계성 확보 방안을 주로 검토하였다. 그리고 이러한 통계 데이터를 인적 모델에 적용하는 방법과 전략도 검토하였다. 인적 모델은 회사, 선박, 해기사 관련 요소들이 총체적으로 반영될 필요가 있음을 알았고, 이러한 세 가지 요소로 구성된 통합 모델을 설계하기 위한 방안도 검토하였다. 특히, 각 요소들에 포함될 데이터 사이의 연계성 확보를 위해서 해양사고 연계 체인(Chain)을 도입하였다. 확보한 데이터는 사고의 가장 근본원인인 Hazard부터 사고의 영향을 나타내는 Impact까지의 6 단계 분석 방법을 적용하여 통계 데이터에 결합되어 있는 원인과 결과 사이의 연계성을 확보할 수 있는 방안을 수립하였다. 본 연구는 중장기적으로 추진할 과제이기 때문에 향후 본 연구 내용을 토대로 인적 모델을 개발하여 해양사고 예방에 적극 기여하고자 한다.

  • As can be seen from the statement by the UN Secretary-General that "COVID-19 is a crisis with a woman's face," women have experienced great crisis, pain, and difficulties caused by the COVID-19 pandemic. This study examined the situations of women through statistical data and research studies. Through this study, economic, socio-cultural, and psycho-emotional aspects were dealt with in detail, and how these issues appeared in relation to "caring" were examined. In addition, as a response of the church to these problems and crises, pastoral theological reflection was promoted through "Ethics of Care" and "caring ministry". The "caring ministry" of the church extends not only to personal care within the church, but also to social, cultural, economic, political, and ecological issues, and the church has a missionary mission to respond to these issues related to disasters with a public nature. Furthermore, through educational ministry, the change of values and mindsets on "care" and inequality and Diakonia, the loving care of the church community, should be encouraged.
