해상교통관제 구역 내를 항해하는 여객선은 관제센터에서 실시간으로 선박동향을 모니터링하고 있어 사고 발생율이 낮을 뿐만 아니라 사고 발생 시 구조세력에 의한 신속한 상황 대응이 가능하다. 하지만 관제구역 밖을 항해하는 여객선은 상대적으로 사고 발생 시 구조세력이 도달하기 까지 많은 시간이 소요되는 등 여러 환경적 요인에 의해 사고 발생율이 높게 나타난다. 이번 논문에서는 관제구역 밖 여객선 사고 인지의 한계에 대해 분석해보고 효과적인 여객선 사고 예방 방안에 대해서 논해 보고자 한다.

가스사고 발생 시 소방서 및 한국가스안전공사가 응급대처를 하고 있다. 그러나 가스시설을 시공한 가스 시공업계는 가스설비에 대하여 기술적으로 잘 알고 있기 때문에 유관기관과의 적극적인 협조 속에 가스사고 재해복구 및 가스 설비의 응급조치를 신속히 한다면 제2차 사고를 예방할 수 있다. 이에 정부가 국가적 재난과 재해예방 활동에 적극적인 참여를 요청함에 따라 대한기계설비건설협회는 지역사회 봉사활동에 적극 참여하여 협회 홍보는 물론 위상강화에 기여코자 지난 5월 22일 가스 재난 재해예방 복구반 소운영위원회를 전국 시 도회에 설치했다.

The loss of life and property due to accidents in the research facilities or the laboratories of the university occurs steadily and the necessity of laboratory accident prevention is proposed. Above all, the main work to laboratory accident prevention is a systematic analysis of laboratories accidents. Analyzing reports or researches on industrial accidents in Korea had been carried out but these researches or reports did not based on laboratory accidents analysis. To the establishment of the accident prevention countermeasure in laboratory, a questionnaire sheet has been developed in this study. The questionnaires to survey the accident cases were gathered by electronic mail and visit survey from the laboratories and universities. The data of accident cases from the questionnaires was analyzed and discussed on accident distribution by season, the type of accident classification, the type of occurrence, the objects that caused the accident and laboratory accident by the damage incurred etc.. These results of this study can be used as basic data to the safety security and laboratory accident prevention of the laboratory worker.

해양안전심판원의 해양사고 통계자료에 따르면 기관손상 등을 제외한 해양사고 중 충돌사고의 비중은 가장 높고, 대부분의 충돌사고는 경계소흘 등 운항과실이 약 90%를 차지한다. 본 연구에서는 운항자의 항행 안전을 지원하고자 육상 무선 통신기술을 이용하여 중소형 선박의 충돌예방 시스템을 최종적으로 개발하기 위해 먼저 소형어선(30톤미만) 운항자의 요구분석을 수행하였다. 분석을 통해 충돌회피거리, 당직자 배치, 긴급피항시 필요시간, 충돌 및 경보시스템 개발에 필요한 사항 등을 도출하였다. 향후 이를 바탕으로 해상에서의 선박충돌 예방을 위한 신뢰성 높은 충돌경보 알고리즘을 개발 적용하는 등 사용자 편의적인 충돌경보 시스템을 개발하고자 한다.

과거 2003년 북미 대 정전 이후 전력기기의 사고 발생 후 얼마나 빨리 사고를 제거하고 피해가 적도록 신속하게 복구하는 개념에서 사고이전에 사고를 미연에 방지하는 예방개념으로 관심이 높아지고 있다. 전력기기를 사고로부터 보호하는 보호기기도 중요하지만 사고이전의 상태를 감시하여 미연에 사고를 방지할 수 있도록 하는 예방진단시스템의 중요성도 높아지고 있다. 이렇듯 관심이 높아짐에 따라 각종 진단알고리즘의 개발이 신속히 이루어지고 있다. 보호기기처럼 어떤 설정된 정정 값 이상의 값이 입력되면 보호동작을 수행하는 단순 동작과는 달리 예방진단 시스템은 입력되는 신호의 패턴을 인식하여 열화/노화 등의 진행상황 및 정비조치에 대한 정보를 만들므로 인공지능적인 요소가 많이 적용되고 있다. 따라서 각종 Fuzzy, Neural Network, Expert 등 각종 판단 알고리즘과 패턴을 인식하는 확률통계, 프랙탈 기하학 등이 적용되고 있다. 모두가 틀리다는 것은 아니지만 보다 정확한 예방진단을 위해 각종 알고리즘이 추가 및 수정이 자주이루어지고 있는 실정이다. 그러나 새로운 알고리즘을 적용하기 위해서 기 개발되어 운영 중이거나 설치된 예방진단시스템을 멈추고 전반적으로 수정을 수행하는 것은 감시진단시스템의 본래 모습을 무시하는 행동이라고 할 수 있다. 본 연구에서는 이런 문제를 해결하기 위하여 온라인 상태에서 장비를 감시하는 예방진단 시스템의 알고리즘 변형 시 시스템의 운영이 문제되지 않도록하는 다이나믹 인터페이스를 개발하였다.

The use of chemicals to enhance and improve life is a widespread practice worldwide. But alongside the benefits of these products, there is also the potential for adverse effects to people or the environment. Thus, If anyone handles hazardous chemicals, they should adhere to specific criteria for hazardous chemicals. This study used hazard statement(H-code) and precautionary statement(P-code) to set specific criteria for handling chemicals. According to the UN GHS, hazard statement means a statement assigned to a hazard class and category that describes. And a precautionary statement is a phrase which describes recommended measures that should be taken to minimize or prevent adverse effects resulting from exposures to a hazardous product, or improper storage or handling of a hazardous product. The study suggests the treatment criteria(Public Notice) of 785 types of hazardous chemicals managed by the Chemical Control Act.

Recently, social crimes using chemicals at home and abroad are increasing. These chemicals are readily available in the internet. Therefore, the NICS(national institute of chemical safety) runs a 'Chemical Cyber Surveillance' to help the public take control of the internet and create a healthy cyberspace through voluntary participation of the public. The study analyzed more than 1,000 sites suspected illegal hazardous information or blocked among cyber surveillance 3,500 case reports in the past yeas. And, the number of illegal hazardous information reported in the past three years is analyzed by type and substance. They want to examine the characteristics of hazardous chemical information on the internet and use it as a basic data to establish illegal information management measures that spread over cyberspace.

화물자동차 중에서 화물대형차는 한번의 운반으로도 많은 화물을 운송하며 이에 따른 여러 가지 운행상 조건에 따라 어려움이 발생하고 있다. 또한 화물대형차의 교통사고는 차가 크고 많은 화물을 싣고 다니기 때문에 대형사고로 이어지기 쉽다. 그리고 차체 구조상 인명피해뿐만 아니라 재산상의 피해를 미치게 하는 운송수단으로서 교통사고를 미연에 예방하자는 것이 이 연구의 목적으로 화물대형차 및 특수대형 차의 교통사고 원인을 파악하고 운행실태 및 직접운전자의 인터뷰와 설문을 통하여 화물대형차 교통사고의 원인규명과 문제점을 도출하고 제도 개선안을 만들어 결론으로는 우리나라의 화물대형 차의 교통사고 예방을 위한 대책이 될 수 있도록 하는 연구이다.

본 연구는 119구조구급활동 시스템의 데이터를 활용하여 어린이 놀이시설에서 발생한 사고에 대해 분석하였다. 어린이 놀이시설사고는 7~9세, 봄과 가을, 하교시간 이후인 15~18세, 미끄럼틀, 그네, 트램펄린 등에서 사고 발생이 많은 것을 확인 할 수 있었다. 향후 사고 예방을 위해서 취약시간과 놀이기구에 대한 관리 강화 및 픽토그램과 QR코드, 키오스크 형태의 위험안내를 통한 사고예방 및 개선방안을 제시한다.
