HNS accidents involve large-scale fires and explosions, causing numerous human casualties and extreme environmental pollution in the surrounding area. The widespread diffusion of effects should be prevented through rapid decision making. In this study, a high-quality, standardized, and digitized HNS accident databases has been generated based on the HNS standard code proposed. Furthermore, the HNS Accident Tracking System (HATS) was applied and implemented to allow for systematic integration management and sharing. In addition, statistical analysis was performed on 76 cases of domestic HNS accident data collected over 23 years using HATS. In Korea, an average of 3.3 HNS accidents occurred each year and major HNS accident factors were Springs (41 %), Aprons (51 %), Chemical Carriers (49 %), Crew's Fault (45 %) and Xylenes (12 %). Notwithstanding industrial accident decrease generally, Construction industry is on the rise recently. Most accident occurs in the small scale like as multiflex housing, remodeling, neighbourhood facility more than safety supervisor appointed large scale construction site. By the size of business place, 81.6% of total accident occurs mostly in small scale site that is bellow 120 billion won and 50 manpower. This paper aimed that small scale housing company achieve a zero hazard practising and understanding the safety adminstration standar d model easily and it applied firstly after investigating the operation condition of construction site safety control in small scale company propelling the complex style multiflex housing business.

The Railway Safety Act of 2014 strengthened the 'Railway Safety Management System' to establish autonomous safety management for railway operators and railway facility managers. Accordingly, it is required to establish and implement risk assessment and safety measures for risk management. However, the current risk assessment system is carried out at the fragmented safety management level within individual fields, which has caused difficulties in establishing and implementing risk assessment and safety measures. In addition, the technical standards of the safety management system stipulate that risk assessment of railway operators is mandatory, so standardized standards for risk assessment of railway facilities and railway vehicle maintenance are needed. Therefore, in this paper, we first verified railway risks by analyzing railway accident data for the last 10 years, and proposed a standardized framework to effectively assess and manage risks through a case study of a condition-based smart maintenance system developed based on railway vehicle maintenance data.

무선통신기술의 급속한 발달로 유.무선 기술을 이용한 네트워크 구축 및 서비스의 보급이 활발해지고 있다. 이러한 서비스 중에서 무선랜 서비스는 기존 유선 네트워크와의 호환성과 무선이 갖는 확장성으로 인해 많은 곳에서 널리 활용되고 있다. 현재 보급되고 있는 무선랜 제품은 802.1x, WPA 보안 표준을 구현한 제품들이 대부분을 차지하고 있으며, 최근 표준화가 완료된 802.11i 호환 제품들도 많이 보급될 것으로 예상된다. 또한 무선랜 통신의 고속화와 보안기술의 발전에 힘입어 유선구간에서 제공되던 많은 서비스들이 무선환경에서도 비교적 안전하게 서비스 될 것으로 예상된다. 그러나, 무선랜의 많은 장점에도 불구하고, 많은 기업과 기관에서 무선랜 설치를 망설이는 주요 이유 중의 하나는 무선랜의 보안치약성에 대한 우려 때문인 것으로 분석되고 있다. 물론 무선랜 구축을 위한 추가적인 비용 문제도 있지만, 특히 무선이 유선에 비해 보안이 상대적으로 취약하다는 문제를 제기하고 있다. 이에 따라 NIST, DoD 산하 ITRC 및 캐나다의 CSE 등에서는 무선랜 환경에서의 보안취약성 및 모범 사례들을 제시하고 있다. 국내의 경우에는 한국정보보호진흥원에서 무선랜 보안 운영 실태조사를 바탕으로 국내 무선랜 서비스 형태 및 구축방식에 따른 보안대책을 공표 하였으며, 일반인을 대상으로 한 안전 운영 가이드라인을 마련하고 있다. 본문에서는 국외 무선랜 보안 대책을 소개하고, 무선랜 환경에서의 침해사고를 예방하기 위한 국내 가이드라인의 주요 내용 및 방향을 제시한다.

최근 산업분야에 있어서의 자동화의 니이즈는 다양화되어 그 양상은 극에 달하고 가장 적당한 시스템을 구축하는 기술이 보다 중요시하게 되었다. 특히 분산과 집중을 어떻게 조화시키느냐가 초점이 되어있다. 1975년 IEC에서는 공업용데이터웨이 P-roway의 규격을 제정하도록 결정했다. 이 결정으로 1기업의 공장내$\cdot$동일빌딩내$\cdot$창고등 한정된 지역에 있어서의 생산관리정보 등의 통신용의 네트워크로서 LAN이 실용화하게 되고 1980년 IEEE 802위원회에서 표준화 활동이 개시됨으로서 현재 기술적으로는 거의 대부분의 표준은 완성하기에 이르렀다. 한편 산업분야에 있어서의 FA화는 현저한 진전을 보이고 있으며 보다 효율적인 시스템을 구축하는데 있어서 네트워크$\cdot$시스템은 필수적인 요소가 되고 있다. 여기서는 FA에 있어서 네트워크$\cdot$시스템을 계획$\cdot$구축해 가는데 있어 요점초점이 되는 과제에 대하여 해설 그 사례에 대해서 기술하기로 한다.

기업의 IT 환경이 시스템 중심에서 비즈니스 중심으로 바뀌어감에 따라 IT 서비스 관리 프로세스 구축에 대한 가이드를 제공하는 Information Technology Infrastructure Library(ITIL) 모델이 나왔다. ITIL 적용이 가장 큰 목적은 IT 업무 프로세스 개선을 통한 서비스 품질 개선과 서비스 비용 절감이다. 변경관리 IT 환경의 모든 사고 및 변경에 관해 효율적이고 신속한 처리를 위한 표준화된 방법과 절차를 사용하는 ITIL 의 Service Support 의 한 영역이다. 그러나 기존 모델에는 우선순위, 업무범위등 처리절차에 대해 선진사례가 나와있는 반면 일정에 대한 신뢰성이 없다는 문제점이 있다. 따라서 본 논문에서 프로젝트 관리에서의 일정관리 개념을 도입하고 Goal Question Metrics(GQM) 기법을 사용하여 일정관리의 신뢰성을 부여할 수 있는 개발기간 지표를 제안한다. 또한 이러한 지표의 타당성 검증을 위해 S 사의 데이터를 비교 분석한다. 결과적으로 제안하는 지표를 통하여 조직운영의 효율성과 비즈니스에 초점을 맞춘 IT 서비스를 제공할 수 있다.

Purpose: This study was conducted to develop case-based self-learning multimedia contents for preventing malpractice that frequently occurred among nurses working in the operating room. Methods: Based on the learning needs of operating room nurses, real case reports, and literature reviews, the case-based multimedia learning contents were developed according to the instructional design procedure. The assessment of learning needs was performed by the combination of surveys using structured questionnaire and of interviews for 40 operating room nurses. Results: The learning contents included four learning modules with real malpractice cases from the areas of operating preparation, nursing skills during operation, environmental management of operating room, and patient safety and observation-related. The 80 minute long case-based multimedia learning contents were finally developed after content validity tests from clinical experts. Each module contained photos, sounds and flash animation with voice recording on the contents of nursing error cases and standardized protocols. Conclusion: The developed multimedia learning contents based on real error cases in this study can be utilized as an educational hands-on training materials for nurses to prevent malpractice in the operating room.

A huge marine accident causes a loss of valuable lives, property and the serious marine environment pollution. IMO adopted resolution A.949(23) to provide Places of Refuge(PoR) to 'Ship in need of assistance', which is to minimize the secondary environmental pollution caused by marine accidents. If the level of risk exceeds a certain range, it is necessary to be designated as Places of Refuge(PoR) after evaluation of potential risk, which is based on the database of several marine environmental factors. Also, it is necessary to develop skills about quantification/standardization of vessel traffic safety, complexity and risk. Because there is the close relation between the problem of designating Places of Refuge(PoR) and the policy of nation for protecting the natural environment of coastal state, it is important to prepare related legislation. In this paper, introduction of Places of Refuge(PoR) in domestic areas have been suggested based on the analysis of several foreign designating cases.

This study is to improve the method of calculating the risk of liability that arise from release and dispersion of chemicals outside the plant in process industries such as chemical and petrochemical plants. To achieve this goal, the correlation factors with the risk of chemical release accident is derived by simulating release and dispersion of substances (14 types) designated by Ministry of Environment as preparation for accident, analyzing the cases of chemical release and effects of plant life damage. The method of calculating chemical liability risk was modified and supplemented based on the results obtained from the study. The correlation coefficient between the probit value of 14 chemical types and the liability risk by EURAM (European Union Risk Ranking Method) was -0.526, while the correlation coefficient with the modified chemical release accident risk was 0.319. Thus, the value from modified method shows that they appear to be correlated. According to modified calculating methodology, the correlation between ERPG-2 value and liability risk of 97 chemical types was -0.494 which is 19 times higher than existing liability risk correlation as absolute value. And the correlation coefficient of corrosion risk was 0.91. The standardized regression coefficients (β) value of correlation factors that affected the increase and decrease of risk were derived in order of Corrosion Index(0.713), ERPG-2 (0.400) and NFPA Health Index (0.0680) by values. It is expected that these findings this study result will also enable the calculation of reasonable chemical release liability risk for existing and new chemical, and will help use them as quantitative liability risk management indicators for chemical plant site.

지난 10년 동안 인터넷은 우리 생활에 가히 혁명적인 영향을 끼쳐 왔습니다. 그러나 지난 10년이 인터넷 혁명의 시대였다고 한다면 향후 10년간은 모바일 혁명의 시대가 될 것이라고들 이야기합니다. 모바일 혁명 시대의 핵심에는 스마트폰이 자리하고 있습니다. 작년 이맘때쯤 국내에 아이폰이 도입되면서 국내에도 불붙기 시작한 스마트폰 광풍은 모든 비즈니스와 우리 생활에서 혁명을 예고하고 있습니다. 스마트폰 플랫폼 개발업체, 이동통신업체, 단말 기업체, 콘텐츠 개발자 등 다양한 플레이어들이 모바일 생태계 속에서 새로운 비즈니스 모델들을 탄생시키고 있고, 개인들의 생활속에서도 스마트폰은 깊숙이 자리매김하고 있습니다. 이처럼 우리 산업 전반과 삶에 새로운 변화를 일으키고 있는 스마트폰은 과연 안전한 것일까요? 스마트폰은 다양한 앱이 구동될 수 있는 개방형 플랫폼을 가지고 있고, 앱스토어를 통해 누구나 앱 사용자이자 제공자도 될 수 있습니다. 또한, 3G뿐만 아니라 Wi-Fi, Bluetooth, PC Sync 등 다양한 네트워킹 기능을 제공해 줍니다. 이러한 개방성을 바탕으로 스마트폰은 급격하게 성장하고 있지만 개방성은 악성코드 감염, 해킹, 프라이버시 침해 등 역기능이 발생할 수 있는 여건도 마련해 주고 있습니다. 실제로 스마트폰 해킹 사고는 국내외에서 빈번하게 발생되고 있고 그 피해가 증가하고 있는 추세입니다. 올 4월에 국내에서도 첫 스마트폰용 악성코드가 발견되었고, 전 세계적으로 524건의 모바일 악성코드가 발견되었습니다. 이처럼 스마트폰 해킹은 현실화되어 우리를 위협하고 있습니다. 본 특집에서는 스마트폰 보안과 관련한 정부의 정책방향, 보안위협과 사례, 프라이버시 이슈, 보안시장 전망, 국내외 표준화 동향, 전문인력 양성계획 등을 살펴보도록 하겠습니다.
