Reuse of Vacant Houses in the Old Settlements of Urban Area - Focused on the Andeokbeol in Cheongju City, Korea - (도심 옛 마을 내 빈집활용의 방향성 도출에 관한 연구 - 청주시 안덕벌 일원을 중심으로 -)

  • This study is to seek for the reuse of vacant houses in the old settlement of urban area, focused on the Andeokbeol in Cheongju city, Korea. The following results were derived. Firstly, the maintenance and reuse methods of vacant houses are made for a number of house type as well as a variety of locational characteristics(flatland, gentle and steep slope) of the Andeokbeol. Secondly, reuse plans of vacant houses are established for a variety of classes such as local residents, artist and youth activist around cultural complex(Cheongju old cigarette factory), and outsiders. Thirdly, owners, users and intermediaries of vacant houses should find a solution to the reuse of them in company with Andeokbeol residents. And also institutional and administrative support measures are established for reuse of vacant houses.

Investigating Drivers of Housing Vacancy in Old Town Incheon using Multi-level Analysis (다층모형을 활용한 인천광역시 원도심 빈집 발생의 영향요인 분석)

  • Housing vacancies have become a major issue in urban areas, there have been many efforts to address this issue at the national and local levels. The purpose of this paper is to investigate the factors contributing to housing vacancies in old town Incheon in South Korea. In particular, the research focuses on examining the effects of multiple levels of factors on housing vacancies in a comprehensive way; the three levels of factors were identified with a literature review including housing (Level 1), Neighborhood (Level 2), and Region (Level 3). A multi-level logistic regression model was used to examine the relationship between 13 factors in three spatial levels and housing vacancies. As a result, the factors in all three levels were able to explain housing vacancies including site area and shape, proximity to major roads (Level 1), ratio of houses in designated urban renewal area and slope (Level 2), and ratio of the elderly living alone, land price, changes in land price and ratio of new houses (Level 3). These results show that the combination of the physical inferiority of the housing site and the neighborhood environment and the economic and social vulnerability of the region is likely to increases the number of vacant houses. This study also suggested that a multi-dimensional policy strategy is needed to solve the problem of housing vacancies, and urban policies, such as supplying new housing or urban renewal area designation, should be carefully implemented in a way not to create housing vacancies.

Analysis of Local Community Spaces Bringing Empty Homes back into Use - Focused on Empty Home Utilization Project of Nam-Gu, Incheon (빈집을 활용한 지역사회 거점공간 분석 - 인천시 남구 공가활용사업을 중심으로)

  • Purpose: This study is to identify the implications and improvement solutions to plan the local community spaces bringing empty homes back into use that fit for regional characteristics, by analyzing the Empty Home Utilization Project implemented in Nam-gu, Incheon. Methods: Among 20 homes sponsored by the Project, five homes being currently operated were analyzed in depth, and features of exterior and interior spaces, and operational characteristics of the subject homes having been renovated through the project sponsorship were examined. Results: A plan is being established to systematically manage deserted or empty homes by assigning classification to each home in Nam-gu, Incheon and they are being utilized as a community space, a place of business or a cultural art space. Most of the physical improvements only included minor repairs such as redoing interior finish, as no major renovation was implemented including layout change and wall removing. Absence of major changes including improvement of house structure resulted in problems regarding accessibility and safety. Also, there was a limit to utilize the spaces only with support on physical improvement cost for empty homes, and it was identified that positive support for renovation should be conducted in accordance with its uses for the purpose. Implications: To complete the Empty Home Utilization Project successfully, it is most critical to reflect the resident opinions and demands, and discover local operators. Furthermore, for sustainable operation of local community space, additional plans for support would be required including financial support and training local leaders, consulting support for operation, encouraging community participation, and connecting with neighbor community.

A Study on Japan's Policies on Vacant Houses - Based on Saga city and Arita cho in Saga prefecture - (일본의 빈집대책 정책방향 조사 연구 - 사가현(佐賀縣) 사가시(佐賀市) 및 아리타초(有田町)를 중심으로 -)

  • The purpose of this study is to examine the policy direction and execution plans of the Japanese central and local governments for the use of vacant houses after the enactment of the "Special Act on Vacant Houses." It also seeks to provide suggestions for establishing vacant house policies in Korea by identifying the characteristics of the Japanese policies, and to suggest policy alternatives that can contribute to environmental improvement and regional revitalization through the use of vacant houses. For this purpose, we examined Japan's "Special Act on Vacant Houses," the process of establishing vacant house policies in the Japanese central and local governments, and the contents and direction of these policies. Below are the results of this study. First, the Japanese government revised mid to long-term policies related to housing after the enactment of the "Special Act on Vacant Houses", thereby providing ground for local governments to establish vacant house policies. Second, the government actively supported the operation and funding of related associations so that the private sector rather than the public sector could address vacant house problems. Third, the government subsidized administrative expenses such as cost of finding vacant house owners to prevent neglect of vacant houses, and showed its will to address vacant house problems by revising taxes such as property taxes and transfer income taxes. Fourth, the government has enacted distinct ordinances for each local government and made it possible to perform customized policies such as allowing residents and local stakeholders to participate in the establishment of vacant house policies. Fifth, the government made it possible to manage vacant houses efficiently by allowing the vacant house bank to provide all information related to the use of vacant houses. It is necessary for Korea's central and local governments to refer to these precedent cases and create efforts to reduce trial and error when establishing vacant house policies.

A Study on the Efficient Improvement and Use of Rural Vacant Houses (농촌빈집의 효율적 정비와 활용에 관한 연구)

  • Vacant houses are increasing across the country, but the appropriate measures have not been set up yet. Accordingly, vacant houses are left unattended for a long time, and become deserted to degrade the residential environment. They are often used as the space for the deviation of youth or even for crimes, threatening the safety of rural society. Vacant houses are not only personal properties but also public assets that form the residential environment of a town. Therefore, the problem should be better taken care of with appropriate policies. In this study, the present situation of vacant houses in Korea, the causes of the vacant house and the limits and lessons of the improvement projects were reviewed, along with the vacant house improvement systems in the UK and Japan. The most significant difference between the cases in Korea and other countries are the method of vacant house improvement. In terms of policies and support, Korea focuses on demolition, whereas other countries focus on reuse. In addition, the vacant house improvement projects in Korea are performed mostly by government agencies, whereas local governments and private organizations in other countries cooperate to improve vacant houses and go beyond mere residential environment improvement towards the local revitalization. Based on the study results, the following are proposed to efficiently improve and use the rural vacant houses. First, the Rearrangement of Agricultural and Fishing Villages Act, which allows the vacant houses to be left unattended and not improved, should be revised. Second, the intermediate support organizations that connect the demand and supply should be fostered and supported so that the use of vacant houses can be vitalized and privately led. Third, the best practices of using the vacant houses should be found and promoted, and the vacant house remodeling technique should be developed and propagated. Fourth, a special law should be enacted to comprehensively plan, support and execute the vacant house improvement, as in Japan. Finally, the value of the vacant houses as public properties should be shared in public so that all citizens can participate in addressing the vacant house issue to derive the detailed plans to solve the problem.

A Study on Urban Regeneration Business Model Utilizing Idle Facilities in Old Town - Focusing on the City Center Revitalization Projects Using Empty Houses and Empty Stores in Japan - (원도심 내 유휴시설을 활용한 도시재생사업 모델에 관한 연구 - 일본의 빈집과 빈 점포를 활용한 중심시가지활성화 사업을 중심으로 -)

  • The purpose of this study is to derive a model of urban regeneration business using idle facilities in the old city center. The scope of the study was set as empty houses and empty stores owned by private companies, and analyzed the 50 central city revitalization projects using idle facilities in 14 local cities in Japan. The results of this study are follows; First, as an urban regeneration strategy using idle facilities in the old town, it was a combination of other functions centering on commercial functions or introducing new functions required in the city center. Second, various financial supports have been provided to induce the utilization of idle facilities by the private sector, and different strategies have been implemented for businesses that need maintenance first. Third, based on the analysis results, it was possible to derive urban regeneration business model. Fourth, in order to operate smooth business, it is a need for an organization that is in charge of reviewing the consistency of upper-level planning and urban guiding functions such as urban revitalization plan, balance review of expenditure and revenues by cost subsidy and loan repayment, consultation among the business partners.

A Study on the Actual State and Application Scheme of Empty Houses at Keumsan Area (금산지역(錦山地域)의 빈집 실태(實態)및 활용방안(活用方案)에 관한 연구(硏究))

  • Keumsan-gun is the area where there are many mobile populations as the place to be adjacent to Daejon. There is the tendency that the empty houses at Keumsan area are increasing as 1,115 houses every year as of 2001. So, this researcher examined and analyzed the actual state by grasping the present situation of empty houses centering around Keumsan-gun. And, this researcher could obtain the following conclusion as the result that this researcher progressed the study so as to present the application scheme of empty houses. As for Keumsan-gun, farming populations are more than other city and gun at Choongcheong Southern Proince Area as the area formed with mountain groups topographically. Thus, it is forecast that the appearance of empty houses will increase, as the population decrease and the residents to have migration plan will appear higher than other city and gun in the future also. Therefore, as for the superannuated empty houses that use is impossible, to service by removing will be helpful to the image uplifting of village. In addition, as for the empty houses that use is possible, the establishment of system to connect buyers by rebuilding them as garden houses and weekend houses etc. through purchase and sale and long-term lease etc. is necessary.

  • Recently, cultural property policies have changed from the preservation of cultural assets to the utilization of cultural assets. In historic villages, more and more traditional housings have been used as lodging facilities. On the other hand, low birth rates, aging population, declining population due to population outflow to the cities, increasing vacant houses, and aging buildings are tasks of historic villages. To be preserved the historic villages continuously, it is time to review how to regenerate and utilize the growing number of vacant houses. This study targets Tambasasayama city, which is drawing attention to the regeneration and utilization of vacant houses among historic Japanese villages. We want to analyze the operation systems and deregulation of a traditional housing regeneration project in Tambasasayama city and draw suggestions for the regeneration and utilization of vacant houses in traditional villages in South Korea.

Policy for Rural Population Growth in Shimane, Japan (일본의 농촌 정주촉진 지원 정책 : 시마네현을 중심으로)

  • 농촌 지역의 인구 감소 및 그에 따른 지자체의 위기의식이 심화됨에 따라 국내에서도 지역마다 각종 인구 늘리기 시책을 실행하고, 중앙에서 도시민 농촌유치 프로그램 지원 시범사업을 기획하는 등 지역 발전의 기본 요건이 되는 인구 감소의 해결을 위한 노력이 가시화되고 있다. 이에 따라 본 연구는 일본의 정주촉진 정책 사례에 대한 고찰을 통해 국내 정책에의 시사점을 도출하고자 한다. 시마네현은 일본 혼슈의 동해 연안에 위치하고 있으며, $6707.26km^2$의 면적에 약 74만 2천 명의 인구(2005)가 살고 있는 지역이다. 시마네현의 총 토지면적 중 약 80%가 산림면적이며, 경지면적은 41,000ha로 약 6%를 차지하고 있다. 이 중 논이 80%를 차지하여 논농사 중심의 농업이 이루어지고 있으며, 풍요로운 수산자원을 보유하고 있어 어업활동도 활발하다. 이러한 시마네현에서는 UI턴의 촉진을 위해 '산업체험사업'을 1996년부터 시행하고 있는데, 농림어업에 관한 산업체험을 실시하고, 체험 후의 거주지로 빈집을 활용하는 사업이다. 현 외 거주자가 시마네현 내에서 일정시기 산업체험을 하고자 할 경우, 월 50,000엔이 지급되며, 거주지 확보가 어려울 경우 트레일러하우스나 빈집활용주택, 공영주택 등을 임대해주고 있다. 또 시마네 현 내에서 30세 미만의 청년 미취업자가 일정기간 산업체험을 실시할 경우, 체험에 필요한 경비의 일부를 제공해주고 있다. 그간의 실적을 보면 연간 평균 105명이 체험에 참가하고 있으며, 2000년 이후 정착률은 50%를 넘고 있다. 총 259개의 체험 장소에서 월 평균 4명이 참가하고 있으며, 업종별 참가자수는 농업 및 기타(관광, 전통공예), 어업, 임업, 축산업의 순서로 많은 것으로 나타나고 있다. 또한 시마네현의 고츠시에서는 '도시와의 공생 교류' 실현을 위한 9가지 중점시책을 설정하고 그에 따른 사업을 실행하고 있다. 농산어촌의 취락을 유지하는 것이 첫 번째 중점시책으로서 이를 위해 빈집을 활용한 정주와 교류가 활발히 이루어질 수 있도록 주거 정보를 수집, 관리, 웹을 통해 제공하고 있으며, 농지 유동화 및 농림수산물의 직거래 시스템 확립에 주력하고 있다. 이 밖에도 UI턴자 확보를 위해 지역에서 살고, 일하고, 즐기는데 대한 일체적인 정보 제공 시스템을 마련하고 있으며, '고향교육'을 통해 지역에 대한 애착심을 기르는 동시에 지역에서의 취업 지향을 높이는데 힘쓰고 있다. 농촌 정주촉진을 위한 사업 내용면에서는 일본과 우리나라 간 큰 차이가 없다. 그러나 사업에의 의지와 방향 설정, 사업 추진체계 및 운영방식 등에서 발견되는 차이를 주시함으로써 농촌 지역 인구 증가에 보다 실질적으로 기여할 수 있는 정책으로 만들어가야 할 것이다.
