A Study on Community Governance of Public Sector and Service Agencies : Focusing Differences of Perceptions Between Local Officials and Workers in Social Service Agencies Working for Poor Female-headed Households (빈곤여성가장을 위한 서비스 제공에 대한 민-관 인식 차이에 관한 연구: 지역사회 거버넌스 실현의 현실적 간격을 중심으로)

  • The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.

The Role of Public and Private Income Transfers to the Income Status of Women Who Experienced Marital Disruption (결혼해체를 경험한 여성의 소득수준 및 빈곤실태와 공.사적소득이전의 역할)

  • This study estimates the role of public and private income transfer to the income status of women who experienced marital disruption. In detail, this study estimates five major subjects (1) women's socioeconomic background, (2) income and poverty status, (3) family income composition, (4) the anti-poverty effect of public and private income transfers, and (5) factors associated with women's poverty status. Major findings of the study are as follows: First, women's socioeconomic characteristics, income status, and poverty status are different according to what types of marital disruption (separation, divorce, death of spouse) they experienced. Second, the role of public and private income transfers to reduce women's poverty are also different according to their marital status. Third, widow's working condition and the level of public assistance are significantly associated with the poverty status of widow.

Quality of Life of Poor Women - Focused on the Discretionary Time (재량시간(discretionary time)을 중심으로 본 빈곤여성의 삶의 질)

  • The main purpose of this paper is to analyze the quality of life of poor women. This study utilized data combined KLIPS with Time Use Survey for an analysis and analyzed time at the intersection of the class and gender. With discretionary time as center, this study investigated poverty status from the quality of life. And in order to make comparison more clearly, object was classified into 4 groups; non-poor male, poor male, non-poor female and poor female. Study results are as follows; First of all, poor women had the shortest discretionary time among all the groups and also had highest poverty rate of living quality. And this study found that deprivation of non-poor female headed householder is serious. Second, analysis of inequality level between and within groups through Theil index indicated that gender influence in poor strata was 3 times higher than that of non-poor strata. This study found that poor women experienced mixed exclusion at the point where gender and class crossed. And this study also has a meaning that an empirical analysis was conducted through above matters on secondary poverty and hidden poverty of poor women which existing researches were unable to discover.

Poverty Reduction Effectiveness and Efficiency of Social Security Benefits (사회보장급여의 빈곤완화 효과성 및 효율성)

  • The purpose of this study is to analyze the effectiveness and efficiency of social security benefits to poverty alleviation. To this end, this study analyzed the poverty alleviation effect of public pension, basic pension, child-rearing allowance, disability allowance, basic living security subsidy, EITC, and other government subsidies using 2019 Household Financial Welfare Survey. The analysis results are as follows. First, social security benefits lowered the poverty rate by 6.8%p. Second, in terms of the poverty gap reduction effect, the public pension for the elderly male households, the basic pension for the elderly female householder, and the basic guarantee for the working female householder contributed the most. Finally, in terms of poverty alleviation efficiency, about 33% of social security benefits contribute to narrowing the poverty gap. Social security benefits for female heads of households were found to serve as a function of alleviating poverty gap and for male heads of households to supplement household income. Based on these results, this study suggested the discovery of various poverty states, expansion of basic security for the female elderly, and the connection between the purpose of social security benefits and key targets.

  • 에이즈는 한해에 290만 명이 사망할 정도로 심각한 양상을 보이면서 전세계적 재난이 되고 있다. HIV 성인유병률이 $20\%$가 넘는 일부 아프리카 국가들에서는 평균수명의 감소와 인구감소를 초래하고 있으며, 가구구조의 급격한 변화를 유발하고 가족해체를 초래하고 있다. 또한 노동생산성의 하락, 교육체계 및 의료체계의 와해와 같은 현상이 나타나고 있으며, 빈곤층이 증가하고 여성과 어린이에 대한 폭력과 차별이 증가하는 등 사회 체계의 유지가 심각하게 위협받는 상황에 이르고 있다.

How do Poor Elderly Females Recognize and Prepare for Death? - With Focus on Attitudes of Elderly Female Beneficiaries Towards Death - (빈곤여성노인들은 어떻게 죽음을 인식하고 준비하고 있을까? - 여성노인수급자의 죽음에 대한 태도 -)

  • To provide a satisfactory life for the elderly females who are the most impoverished among the elderly social strata, this study is geared towards, and focused on, the exploration on their attitudes towards death. For the purpose of this study, in-depth interviews with females aged 65 and over, who are officially classified as the beneficiary of national fundamental livelihood security, have been conducted. Then, the results from these interviews have been compiled and analyzed through qualitative research methods. As a result of this research, the attitudes of the destitute elderly females towards death are categorized into several themes, such as 'Feeling close to the death through a hard life', 'Positive acceptance of the death', 'Relying on funeral services from government and religious organization', 'Hoping for a death with dignity'. The attitudes of death means to them that 'they can get out of a hard life', and elderly female beneficiaries were positive in their acceptance of this meaning. Those who could obtain funeral services as a part of assistance from government and a religious organization did not feel stressful about their funeral arrangements. However, there were individuals who didn't know if their funeral services would be covered by the government. They were unsure if a funeral service would be held for them, or they would have nobody to hold a funeral for them. Accordingly, they were worried about that. The poor elderly females were unhealthy and indigent, and so, they had death anxiety. Therefore, based on the study results above, some ideas regarding elderly welfare are proposed to enable poor elderly females to face their deaths with dignity.

The Life Course of Poor Female Household Heads: A Qualitative Analysis (빈곤 여성가장의 삶의 과정에 관한 질적 연구)

  • This study explored and described the life course of poor female household heads. The data was gathered by in-depth interviews with thirteen poor female heads of households. Most of poor female household heads grew up in poor families. nev could not be educated properly due to their families' poverty and boy preference, and they moved to urban areas to become informal sector laborers. After the marriages, their living conditions became worse, because many of them got married to so lazy men who had alcoholic problems that were not willing to provide their families. The poor female heads of households were under difficulties owing to low income and unstable labor Condition. The economic hardship disturbed the interaction with kins and friends. Although they got in touch with these people, they had uncomfortable feelings because they did not have enough resources which made these relationships reciprocal. Therefore, social welfare policy were essential to support the poor female heads of households.

  • Female-headed household is one of the common family type in the changing Korean society. This study explored and described the coping strategies of poor female household heads who were in struggle with economic, physical, and emotional problems. The data was gathered by in-depth interviews with fifteen poor female heads of households. In the process of qualitative interview and analysis, the coping strategy was emerged as an important theme. The major strategies which the poor female heads had adopted were as follows. First strategy was making up their minds to live as heads of households to keep their children in the fence of family. Second was accepting that any husbands would not be helpful in general. Third was developing independence, which meant providing their families on their own labor without expecting the support from social network or welfare system. Forth strategy was giving the present situation a positive definition: it gave them the emotional comfort.
