The Republic of Korea Army (ROK Army) is trying to improve the effectiveness of education and training. On the other hand, there are many restrictions in actual training, limiting their practical education and training. Virtual reality technology is being used to overcome these limitations. Virtual reality technology is developing in various types, and the ROK Army needs to introduce a virtual reality training system for cost-effective education. The ROK Army mainly uses high-cost simulator-types that are similar to real equipment. Recently, a low-cost immersive-type virtual reality training system wearing an HMD is also being used. This study analyzed the cost education effectiveness of simulator-type and immersive-type virtual reality training systems in operation at the ROK Army air defense school. First, the research method used AHP to analyze the educational effects. Second, the cost was applied to the production cost of the virtual reality training system to analyze the cost-effectiveness of the education. The immersion-type was 3.4 times higher than the simulator-type in terms of cost effectiveness. These results can be used as basic data for analyzing the cost-effectiveness of a virtual reality training system.

'Low Carbon, Green Growth' may be the achievable target in industry section, depending on whether less reliance on fossil-fuels use can bring higher productivity growth in the long run. This paper tests for the short-run and long-run effects of investment on energy-saving equipments on productivity growth in the Korean manufacturing industries. The investment in energy efficiency causes an increase in costs (measurement effect) in the short-run, but in the long-run likely improve energy intensity and reduce costs (positive real effect) despite the delay in new other investment for technical innovation (negative real effect). A 2SLS regression was attempted to deal with endogeneity of energy-saving investment. The productivity effects were tested for five manufacturing sub-industries showing relatively high energy intensity with annual time series data from 1982 through 2006. No productivity effects were accepted for all five sub-industries except Chemical products. Positive real effect was considered to be exceeded by negative real effect, resulting in decreased productivity growth for Chemical products.

The safety and health ledger system, which gives the responsibility of safety and health management for construction site workers to the construction project owner, was introduced as part of the overall revision of the Occupational Safety and Health Act. There is a need to explain the system's effectiveness in terms of economic feasibility to solve the execution problem of the system caused by low awareness and implementation rate. In this study, the economic effect of implementing the safety and health ledger system was analyzed using cost-benefit analysis based on the data discussed at the time of the introduction of the system. Results show that creating and managing the design safety and health ledger caused additional costs in implementing the system. As a result of comparing the cost of preparation and the direct and indirect benefits caused by the reduction of industrial accidents, the benefits were evaluated higher than the costs. Thus, it is thought that the safety and health ledger system reduces construction work accidents and generates economic effects.

Shipping companies have suffered additional losses because of irrational shipping finance decisions. This paper analyses the cases according to the behavioral finance theories. The theories of behavioral finance used in the analysis and research of this paper are the anchoring effect and sunk cost effect. The backgrounds and reasons for the decisions regarding ship financing are analysed based on the questionnaire responses and case studies. As a result of the analysis, it is found that the behavioral finance theories, anchoring effect, and sunk cost effect, have effects on the ship financing decisions, that errors related to behavioral finance can result in irrational decisions, and that shipping companies suffered additional losses because of the behavioral finance errors.

본 논문은 대도시 전화망에서 루팅 효과, 통화량에 준한 망설계기법에서 전송시설의 경제적 규모, 그리고 투자비용 변화를 분석하기 위한 시뮬레이션 모델 개발에 관한 것이다. 모의시험 결과는 전화망에서 교환/전송에 소요되는 비용은 루팅방식의 변경에 따라서 크게 영향을 받으며, 고속 전송로 사용에 따른 규모의 경제효과가 클수록 망 구축에 소요되는 비용이 현저히 작아지는 것으로 나타났다.

정보보호의 중요성에 대한 인식은 매우 높아졌으나 정보보호에 대한 투자는 인식수준만큼 확대되지 않고 있다. 이는 정보보호 투자는 기업의 정보이용환경에 많은 변화를 가져오지만 투자효과에 대한 세부적 분석과 투자대상이 명확하지 않고, 그 효과를 측정하기 어려운 것이 주요원인이다. 본 연구에서는 기업과 조직에 적합한 정보보호 투자를 위한 선행 과제로 비용 및 효과요인을 분석하고자 한다. 이를 통해 기업에 적합한 정보보호 투자 대안을 선정하기 위한 연구모형을 제시한다. 기업의 정보보호 투자 의사결정시 계량화하기 어려운 기준들을 이용해서 합리적인 투자 대안을 선정하는데 활용될 수 있을 것이다.

We performs the cost-benefit analysis, an economical analysis technique, to measure the effect of a shared public supercomputer. The costs of two given alternatives, to share the public supercomputer in a national center and to employ their own supercomputers in the organizations under the necessity, will be estimated and compared for decision making. In the case of sharing, we can simply predict the cost based on the results of the previous public supercomputer. The cost of individual introduction, however, is almost unpredictable since it has a remarkable variability due to the required system performances, locations, human factor, and so on. Accordingly, an objective and valid method to estimate the cost of individual cases will be proposed in this research. Finally, we analyze the economic effect of operating public supercomputer by comparing the sharing cost with that of the individual employs. The results of analysis confirms that the sharing public supercomputer will reduce the operational cost about 10.3 billion won annually compared with the individual introduction. Accordingly, it is expected that the sharing public supercomputer will bring a considerable economical effect.

While many success stories are reported in the area of RFID applications, actual RFID deployments in industry are being realized a lot slower than expected. One of the main reasons for that is the lack of decision makers' understanding on the RFID ROI. In this research we drew a comprehensive list of cost and benefit items regarding RFID deployments especially for distribution and retail industry. In addition, we mapped these cost/benefit items to corresponding SCOR processes so that users can easily utilize the suggested cost-benefit analysis model when they want to improve their own processes using the RFID technology. The developed cost-benefit analysis model was implemented as a software tool for convenient use. Our research results can be used not only for those who want to evaluate the RFID technology prior to actual deployment but also by the researchers in this area.

CMMI 도입은, 추진 이후 프로세스가 조직 내에 내재화되기까지, 상당한 기간과 인력이 소요되는 고비용의 조직 활동이다. 따라서 CMMI 도입 결정에 앞서 ROI 분석을 통한 정확한 의사결정이 필요하다. 지금까지의 CMMI 도입과 관련한 ROI산정방식은, CMMI 의 효과산정방식이 구체적이지 않고, 비용측면에 있어서도 프로세스 정의 및 수행비용을 중심으로 산정할 뿐, 지속적인 내재화에 소요되는 비용을 간과하고 있어, 의사결정지표로서 정확성이 결여되었다. 이에 본 논문은 수익성 개선과 생산성 개선에 기반을 두어 효과를 산정하고, 비용 산정은 프로세스 내재화에 따른 지속적 관리활동이라는 특징을 반영하여, 보다 실제적이고 정확한 ROI 분석 방법인 iROI 산정방법을 제안한다. 증명이 어려운 CMMI 투자성과 분석에 활용될 수 있으며, 타 투자분야와 비교할 수 있는 공정한 의사결정 판단근거로서 활용될 수 있다.
