  • 인터넷의 급속한 성장과 더불어 네트워크 관련 기술은 발달하였고 이에 따라 사용자는 시간과 공간적 제약을 벗어나 인터넷을 활용하고 있다. 급증하는 사용자와 함께 인터넷 트래픽도 급격히 증가하였고 이에 따라 국가 간, ISP 간 증설되는 회선의 비용과 관리의 비용 부담의 문제가 중요한 문제로 부각되었다. 공정한 요금의 부담을 위해서는 인터넷 사용량에 근거한 상호 과금 분담 체계를 이용해야하지만 현재까지의 시스템으로는 트래픽의 정확한 측정과 평가를 위한 과금 시스템과 과금 분담에 대한 표준화 둥이 존재하지 않는다. 따라서 본 논문에서는 이러한 불공정한 인터넷 사용환경을 개선할 수 있는 트래픽 측정 시스템에 대해서 연구하였으며 트래픽 측정 에이전트간의 역할 분담 및 에이전트가 수집하고 평가해야할 트래픽을 분류하였다. 그리고 장애가 발생하여 자신의 임무를 수행할 수 없는 에이전트를 대신하여 임무를 대행할 수 있는 임무 대체기법에 대해서도 연구하였으며 효율적인 트래픽 수집 과정을 위하여 적응형 순환 큐를 적용시켜 트래픽 수집에이전트의 효율적인 메모리 관리 방법을 제시함으로써 트래픽 측정 에이전트의 운용 효율성을 개선하였다.

A Theoretical Analysis on the Sharing of Circuit Breaker Replacement Costs by Power Providers: An Application of Sequential Equal Contributions Rule (발전사업자의 차단기 교체비용 분담에 대한 이론적 분석: 순차적 균등기여규칙의 활용)

  • This study theoretically analyzes the cost allocation of replacement costs that occur when existing operators have to replace circuit breakers due to the entry of new generators. We adopt the sequential equal contributions rule as the cost allocation rule, which is widely used in cost allocation problems in cooperative game theory. We derive various cost allocation plans based on several criteria and examine to what extent each alternative meets various desirable axioms. According to the analysis, (i) the alternative that excludes the cost of the new operator, residual value, and network operator and (ii) the alternative that excludes the cost of the new operator, residual value, and includes network operator are relatively superior to other schemes. We also identify a realistic plan by taking into account practical factors and analyze its axiomatic characteristics.

A Study on Dynamic Optimization of Time-Of-Use Electricity Rates (계절.시간대별 차등 전기요금의 동태적 최적화에 관한 연구)

  • This paper formulates dynamic optimization model for Time-Of-Use Rates when a electric power system consists of three generators and a rating period is divided into three sub-periods. We use Pontryagin's Maximum Principle to derive optimal price and investment policy. Particularly the cross-price elasticities of demand are considered in the objective function. We get the following results. First, the price is equal to short-run marginal cost when the capacity is sufficient. However, if the capacity constraint is active, the capacity cost is included in the price. Therefore it is equal to the long-run marginal cost. Second, The length of rating period affects allocation of capacity cost for each price. Third, the capacity investment in dynamic optimization is proportional to the demand growth rate of electricity. However the scale of investment is affected by not only its own demand growth rate but also that of other rating period.

  • The purpose of this study is to empirically analyze the determining factors (economy, security, domestic politics, administration, and international politics) that affect the ROK-US defense cost sharing decision. Through this, we will gain a deeper understanding of the defense cost sharing decision process and improve the efficiency of defense cost sharing calculation and execution. The scope of the study is ROK-US defense cost sharing from 1991 to 2021. The data used in the empirical analysis were various secondary data such as Ministry of National Defense, government statistical data, SIPRI, and media reports. As an empirical analysis method, multiple regression analysis using time series was used and the data was analyzed using an autoregressive model. As a result of empirical research through multiple regression analysis, we derived the following results. It was analyzed that the size of Korea's economy, that is, GDP, the previous year's defense cost share, and the number of U.S. troops stationed in Korea had a positive influence on the decision on defense cost sharing. This indicates that Korea's economic growth is a major factor influencing the increase in defense cost sharing, and that the gradual increase in the budget and the negotiation method of the Special Agreement (SMA) for cost sharing of stationing US troops in Korea play an important role. On the other hand, the political tendencies of the ruling party, North Korea's military threats, and China's defense budget were found to have no statistically significant influence on the decision to share defense costs.

The Study on the Situations and Analysis of Rail Freight in Japan and Policy Implication (일본철도화물수송의 현황분석 및 정책적 시사점)

  • 최근의 화물자동차파업사태 등으로 우리나라 물류체계의 경쟁력제고를 위한 여러 가지 논의가 진행되고 있다. 그 중에서도 환경친화적이며, 사회적 비용이 저렴한 철도화물의 수송분담율을 높여야 한다는 의견이 많이 나오고 있다. 우리나라 물류체계의 근본적인 문제점은 도로운송량의 증가보다 트럭의 공급과잉으로 트럭운송사업자의 수익은 매우 낮고, 철도, 해운 등 대량운송수단의 분담율이 낮아 전체적인 수송효율성이 낮은 것을 들 수 있다. 이러한 문제점의 해결은 트럭의 과잉공급을 억제하고, 제조업 물류비 중 46.5%를 점하고 있는 운송비용을 절감하는 것이 핵심적인 방안이라고 하겠다. 이에 본 논문에서는 철도화물의 활성화와 우리나라의 철도구조개혁의 성공적인 추진을 위해서 우리와 지형조건이 비슷하고, 1987년에 철도민영화를 시행하여 현재 16년이 경과한 일본철도화물의 현황을 분석하여, 현재까지의 문제점을 밝히고 또한 우리나라의 철도화물수송정책에 시사하는 바를 정리해 보았다. 1987년 민영화 이후 일본철도화물수송현황을 보면 영업거리, 화차대수를 포함한 수송능력 감소로 수송량은 감소하였으나, 화물수송의 장거리와 추세와 컨테이너수송량의 증가, 인력감축으로 영업성적은 전반적으로 향상되고 있다. 문제점으로는 경영면에서는 낮은 생산성 그리고 노후장비 등으로 인한 높은 설비투자비지출, 선로사용료 등의 부담 등이 지적되었다. 운영상에서는 현재 선로를 소유하지 못하여 네트워크가 부족하여 자유로운 열차편성이 어렵고, 포워더 기능이 없어 현재 전체물량의 85%를 점하는 소운송구간에서 다른 운송주체간의 수송으로 일관수송서비스에 어려움이 있으며, 직접적인 영업을 하지 못하여, 새로운 수요창출에 어려움이 있다. 이러한 문제점의 해결책으로는 먼저 정부의 인프라에 명확한 책임분담과 이에 따른 지원이 필요하다. 이와 같은 철도화물활성화의 정책수립필요성의 배경에는 철도화물수송이 효율성과 환경친화성, 높은 안전성 등 사회적 비용을 감소시키는 장점을 가지고 때문이다. 철도화물운송회사도 현재의 수송기능과 함께 포워더로서의 기능을 가져야 할 것이며, 운임인하노력과 속도향상을 위한 노력을 계속하여야 할 것이다.

  • The integrated transit fare system of Seoul metropolitan area has given positively evaluated with reduction of user cost and activating the transfer behavior from its opening year, July 2007. However, there were only few research about railway demand forecasting methodology, especially mode share, has conducted under the integrated fare system. This study focuses on the utility estimation by each mode under the integrated fare system, and on the coefficient actualization relates on travel time and travel cost estimation with Household Travel Survey Data 2006. Also the railway demand analysis methodology under various fare systems is presented. The methodology from this study is expected to improve accuracy and usefulness in railway demand analysis.

Special Surcharge on Deposits, Reaction of Financial Institutions, and Household Burden Structure (금융기관의 반응 및 가계자산 포트폴리오를 고려한 특별예금보험료의 가계 손실분담구조)

  • This paper studies the effects of the special surcharge on deposits, proposed as a plan to finance the costs of restructuring Korean corporate and financial sectors. Specifically, the study analyzes the change in the autonomous behavior of economic agents in terms of cost transfer and substitution effects. Given the result that the growth rate of deposits does not respond to the change of interest rates so much as that of loans, financial institutions have more incentive to transfer the costs incurred by the special surcharge to depositors. This paper also reports that the portfolio of households show a noteworthy feature that insured deposits have a relatively small portion in terms of total assets for high-asset class households, whereas most assets for low-asset class households are subject to the special surcharge.

  • In this paper, we proposes a new load-sharing algorithm with a ATmega2560 based digital communication. Proposed algorithm is different from conventional analog method. The high speed communication digital control is performed. To apply the digital communication and real-time control for time-sharing token bus method, we implemented high efficient load-sharing and redundancy. Also this system make down the price by auto ID algorithm and system response is improved by controller's voltage and current integral value sharing. In parallel system prototype, each module have controller and performed load-sharing according to master module integral value. In this paper, we verify the validity of proposed algorithm using PSIM program and prototype.
