Route Exploration Algorithm for Emergency Rescue Support on Urgent Disaster (긴급 재해 발생 시 피난 지원을 위한 탈출 경로 탐색 알고리즘)

  • The emergency evacuation support system supports evacuation assistance when an urgent disaster occurs. We have implemented evacuation route search algorithm to assist people's escape when a disaster occurs such as fires or terrorism in the building. The algorithm will guide the escape route at the fastest emergency exit of each region at the emergency state. The algorithm calculates the escape route by applying the weighting factor of age groups and population density around the emergency exit and of other regions. So the system helps escape to bypass the crowded emergency exit and the disaster area, and reduces the congestion of emergency exit and overloading of evacuation route.

  • 기존의 비상구 표시등은 20-30(W) 정도의 많은 전력 소모와 2천시간 정도의 짧은 램프 수명 등으로 인해 전기에너지의 소모가 많으며, 부피가 커 시공 및 설치가 어렵다. 따라서, 본 논문에서는 도광판을 사용한 비상등의 개발에 관하여 연구하기 위하여 가시광선 투과율이 94%이상으로 높고 가공이 용이한 투명 PMMA(Poly Methyl Meth Acrylate)판에 광반사면을 광학적 시뮬레이션에 의해 설계된 V자형 홈선을 가공하여 비상등의 도광판으로 사용한다. 이 구조는 기존의 비상등에 비해 광이용 효율이 높고, 설계의 자유도가 높아질 것으로 기대된다. 또한, CCFT(Cold Cathode Fluorecent Tube) 램프, 광확산필름, 프리즘필름, 몰드프레임 등을 이용하여 광이용 효율을 극대화하는 구조를 고안하고, 인버터 구동을 위한 주변회로 시스템을 개발하여 초절전형 평판 비상등 시스템의 양산 기술을 확보함을 목적으로 한다. 이로부터 휘도 2000cd/$m^2$, 휘도균일도 90%이상의 특성과 기존의 비상등 대비 전기 에너지 50%이상이 절감 가능한 비상등이 개발될 수 있다.

A Study on Minimum Cabin Crew Requirements for Korean Low Cost Air Carriers

  • In recent 3 years, Korea's low-cost airlines have expanded their areas of passenger transportation not only to domestic market but also to Japan, China, Southeast Asia and US territory as a total of 6 companies (8 airlines including small air operation business carriers). Currently, three more airlines have filed for air transportation business certification as future low-cost carriers, and this expansion is expected to continue. To cope with the aggressive airline operations of domestic and foreign low-cost carriers and to enhance their competitiveness, each low-cost airline is taking a number of strategies for promoting cabin service. Therefore, the workload of the cabin crew is increased in proportion to the expansion, and the fatigue directly connected with the safety task performance is increased. It is stipulated in the Enforcement Regulations of the Korea Aviation Safety Act that at minimum, one cabin crew is required per 50 passenger seating capacity, and all low cost carriers are boarding only the minimum cabin crew. Sometimes it is impossible for them to sit in a floor level emergency exit for evacuation, which is the main task of the cabin crew, and this can cause confusion among evacuating passengers in the event of an emergency. In addition, if one of the minimum cabin crew becomes incapacitated due to an injury or the like, it will become a serious impediment in performing emergency evacuation duties. Even in the normal situation, since it will be violating the Act prescription on the minimum cabin crew complement, passengers will have to move to another available airline flights, encountering extreme inconvenience. Annex 6 to the Convention on International Civil Aviation specifies international standards for the determination of the minimum number of cabin crew shall be based only on the number of passenger seats or passengers on board for safe and expeditious emergency evacuation. Thereby in order to enhance the safety of the passengers and the crew on board, it is necessary to consider the cabin crew's fatigue that may occur in the various job characteristics (service, safety, security, first aid)and floor level emergency exit seating in calculating the minimum number of cabin crew. And it is also deemed necessary for the government's regulatory body to enhance the cabin safety for passengers and crew when determining the number of minimum cabin crew by reflecting the cabin crew's workload leading to their fatigue and unavailability to be seated in a floor level emergency exit on low cost carriers.

  • This study examined emergency exit location with the most representing school floor type with a mathematical model that applied optimized algorithm in the field of engineering. Recent school buildings became much more diverse in floor planning than the old days. Nevertheless, architect's approach to building prevention against fire related emergency planning still relies on an personal experience and knowledge. Therefore, since school buildings are much more likely to be exposed to any fire related events, emergency exit planning has to be seriously evaluated with a scientific method. The algorithm, which acquires the number of persons in each spatial type(node) and the minimum physical distance between spatial types(arc), can propose the most optimized emergency exit locations. Consequently, this study compared an architect's fire exit planning with the scientific outcome of this study and suggested the most reliable emergency exit locations.

  • A sports center fire in Jecheon that caused 29 deaths and 40 injuries was analyzed based on initial response and management in order to investigate the causes of the casualties. The aspects of initial response included delay of reporting 119, not being guided to the exit for the body scrubber on the $2^{nd}$ floor for escape, opening the fire doors of the exits on the $1^{st}$ floor and $3^{rd}$ floor, not closing the fire door of the main stairs on the $3^{rd}$ floor, and not doing an emergency broadcast. The management aspects included closing the alarm valve of the sprinkler system on the $1^{st}$ floor, starting-stop of the fire pump controller, neglecting leakage of water and electricity between the false ceiling and ceiling in the parking lot, hiding the exit light in the ladies bathroom lounge on the $2^{nd}$ floor and piling up things in the exit, neglecting the button of an automatic door on the $2^{nd}$ floor, conventional fire safety management, insufficient inspection of fire equipment, and not working fire shutters and smoke exhaust windows.

Development of Emergency Exit Guidance Lamps using the Characteristics of Each Sensor in Case of Fire (화재 발생 시 센서별 특성을 이용한 비상구 유도등 개발)

  • Emergency exit guidance lights were designed and manufactured to quickly determine the location of the emergency exit in the event of a fire using a gas sensor, an illumination sensor, a temperature sensor, an Arduino Uno, and a Bluetooth module. This research was designed such that, when a fire breaks out, a red arrow appears as the illuminance value is low and a green arrow as the illuminance value is high to improve visibility when detecting high temperature and smoke. In addition, it is designed to prevent more serious conflagration by applying an alarm sound and text transmission algorithm using a communication module to transmit text messages indicating a 174Hz alarm sound and a fire location to prevent more serious conflagration.

A study on the Improvement Method of the Report and Reward System on an Illegal Behavior of the Emergency Exit (비상구 불법행위 신고포상제도의 개선방안에 관한 연구)

  • The safety management of the emergency exit, by directly related to the $civil^{\circ}$Øs dead in the fire situation, have limited by which the fire station take the on-side and control-centered way of business processing, it is expect to the effects in which the citizen have to concern and to take part. From 2010 years in the back-ground, it is operated nationally the report and reward system on an illegal behavior of the emergency exit, it is happened to the unfit operating situation in the mission and direction of the system up which the exit paparazzi act with intent to receive the reward payments. The study suggests solution through analyzing the illegal emergency exit operation result of sixteen counties and the Seoul metropolitan from year 2010 to 2011. Firstly, the report destination is adjusted to the multiple use establishments and the large-scale multiple use facilities over the limit level is limited under five times the report events of the same people in the minor endorsement. And the fine incomes should be invested to the disaster prevention acting related with the exit. Secondly, for upgrade of the report accuracy, a reporter is received the possible information for the confirmation of an illegal act, has become to lead the pre-monitoring act which the reporter is can to take the safety education and to guide the information about season and vulnerable business location. Finally, considering the support way about the encounter facility, the fire officer is not happen to occur the repetitive report in the same place, is related to the volunteer service system the report acts, consider as the volunteer service time, and must support them to act as the disaster prevention volunteer.
