A Study on Institutional Effects of Social Capital in Old People's Welfare Policy (노인복지정책에 있어 사회자본의 영향에 관한 제도 개선 연구)

  • this paper examined how old people manage their life under low income and governmental subsides around the world. Especially recently old people are more increasing than before nowadays in most of the contries. So we have confronted to the old people's low quality of their life without any added retire pension and regular incomes, governmental subsidies. Here, this paper analyzed how the old people consume their leisure time which they have so many time everyday. Their leisure and culture consuming quality was very low. now especially income substitution ratio to pension institution is very low in Korea. Moreover, inequality of income is very high between social classes in Korea which the problem should be amended in the near future. and social capital should be enhanced for old people to take a good living environmenst.

An Analysis on the Results of the Operation for Library Remuneration System (도서관보상금제도의 운영성과에 대한 분석)

  • This study analyzed the contracts for library remuneration, amount of the remuneration, average amount of the remuneration in relation to kinds of libraries, distribution of the remuneration, and types and publication year of the works to be collected remuneration based on the data during 2004~2014 from the KORRA. As results, current library remuneration system has limitations for libraries to digitize and transmit to the public their collections, Also, there are some limitations to the protection for copyright holders because the amount of the remuneration collected from libraries has declined and non distribution remuneration has been so high. This study suggested that the library remuneration system needs to be revised considering the scope of library materials to be digitized and predicted frequency of use. Also, the better practical solution to protect copyright holders is not a raise of the library remuneration but the efficient use of the non distribution remuneration.

  • The main results of this study can by summarized as follows. First, the incremental effect of equity to shareholders is common in the sample of this study. The sample contains 46 non-listed firms that filed for legal management and had confirmed their reorganization plans. Second, the results of the regression model analyzing the determinants of incremental equity to shareholders in legal management show that it is negative related to the solvency(total debt/total asset), firm size, and weight of claims for secured creditors and banks significantly. But corporate reorganization period(from filing to confirmation)are not significant.

  • Even though Korea has long experienced single race/ethnic demographic composition, the recent rapid change of demographic diversity will have powerful impact on the HRM(human resource management) in the future. In this research we find the influence of the diversity friendly HRM to the human resource practices using the data of WPS(Workplace Panel Survey) of Korea Labor Institute. If the training for women is high, the density of the woman increased. The performance pay is introduced, then the density of the disabled person would be increased. The foreign workforce was also increased if the company used more selection methods. But the HRM practices such as talent management, yearly-based compensation systems, and appraisal program which has a tendency to reduce diversity have no significant influence to the financial performance. This findings imply that the management team should introduce the effective HRM systems to manage diverse human resources after considering the organizational culture and business environment. This research intends to find the diversity friendly HRM practices and hope to help the efforts of the management team to find effective management methods.

  • Even though rarely recognized as a separate approach, the institutional approach in geography is defined as an attempt to seek an explanation of the phenomena of geographical interest through focusing on the effects of institutional structure and actions. It can provide interdisciplinary links with other works and can offer complementary explanations for geographical interests. The concerns for institutions in geography can be found in early studies, the study of the state, the managerial approach, and the regulation approach. The Korean financial systems can provide good examples to apply institutional concepts into creating spatial outcomes, as it has been regarded as a useful tool to promote Korean economic development. Behind the current spatial pattern of financial systems, four different stages of institutional changes are identified in Korea. Each stage has different institutional features reflecting unique spatial implication.

대.중소기업 동반성장 - 상생 파트너 형성이 동반성장 이끈다

  • 정부가 국정 하반기 정책기조를 대기업 중심에서 중소기업 중심으로 변경하면서 원칙을 강조하는 수준을 넘어 실질적인 상생 규제 정책을 내놓고 있어 주목되고 있다. 정부는 지난 9월 29일 정부와 대 중소기업계가 모인 '대 중소기업 동반성장 전략회의'(제72차 국민경제대책회의)에서 지속가능한 성장동력과 경쟁력을 확보하기 위한 '대 중소기업 동반성장 추진대책'을 수립, 발표했다. 사회 윤리적인 수준을 넘어 각종 규제와 혜택으로써 기업문화의 풍토를 바꾸려는 시도를 하고 있는 것이다. 최근들어 정부는 각종 상생관련 정책을 내놓으면서'상생'이라는 말 대신 '동반성장'이라는 표현을 쓰고 있다. 일방적 시혜 혹은 분배에 초점을 맞춘 것이 아니라 거시적인 의미의 '성장'에 초점을 맞춰 기업 생태계의 변화를 촉구하고 있는 것이다. 즉, 생태계가 커질수록 일부 요소의 투입보다는 각종 요소들이 다양하게 공존함으로써 발생되는 시너지 효과에 미래의 성장동력이 있다고 판단하고 있다. 본지는 정부의 동반성장 정책과 업계의 반응, 설비업계를 대변하여 대한설비건설협회가 건의한 '건설산업 상생을 위한 제도 개선', 그리고 대기업의 동반성장 추진 현황에 대해 알아본다.

A multi stage allocation method of congestion cost in a uniform pricing (단일 요금제도에서 혼잡비용의 다단계 분배 방법 연구)

  • The congestion cost caused by transmission capacities is an important issue in a competitive electricity market. To allocate the congestion cost equitably, the active constraints in a constrained dispatch and the sequence of these constraints should be considered. A multi-stage method which was proposed by H.S. Jung reflects the effects of both the active constraints and the sequence. In a multi-stage method, the types of congestion are analyzed in order to consider the sequence, and the relationship between congestion and the active constraints is derived in a mathematical way. But in some cases, the inactive constraints can affect the congestion sequence and it is reasonable to allocate the congestion cost to them.

달탐사자료 전송을 위한 신규주파수 분배 - APG-12 3차 회의 결과

  • APT(Asian-Pacific Telecommunity)는 아시아-태평양지역 국가의 공동이익을 도모하기 위하여 결성된 아-태지역 전파협의체 조직으로, WRC(세계전파통신회의)회의에서의 아-태지역 주관청의 공동이익을 얻기 위해 APG(APT Conference Preparatory Group for WRC)회의를 연간 1회의 비율로 개최하고 있다. WRC-12회의에 대비하여 결성된 APG-12 회의가 2010년 3월 태국 방콕에서 개최되었으며, 전파천문업무 보호 및 22 GHz 대역 달탐사, 38 GHz 대역 Space-VLBI운용대역과 관련된 WRC-11 의제 1.6, 1.11, 1.12 등에 대해 활발한 토론이 있었다. WRC-12 의제 1.11은 22.55-23.15GHz 대역을 달탐사의 관측자료 전송, 명령 및 제어링크 등을 위한 우주연구업무(지구대우주) 용도로 분배 검토하기 위한 의제이다. 따라서 한국천문연구원에서는 국가정책의 일환으로 추진되는 달탐사계획의 향후 원활한 자료전송, 자세링크, 명령을 원활히 수행하기 위해, WRC회의에서 최종적인 규정개정을 함에 있어서 필요한 아-태지역 국가의 공동의견을 창출하기 위한 APT회의에서 주도적인 역할을 담당하고 있다. 본 발표에서는 APG-12 3차 회의에 제출한 우리나라의 기고서 제출 결과 및 동 회의에서의 최종결과 및 향후 대응책에 대해서도 알아보고자 한다.

Debating Universal Basic Income in South Korea (기본소득 논쟁 제대로 하기)

  • Since 2016, public and political interest on basic income has been increased beyond academic interest. The recent debate on basic income has expanded on issues regarding to the concrete implementation of basic income moving further than the debate on conception of the basic income in the abstract level. This study examines major critiques of basic income which was raised from social policy area and makes a counter-argument on these critiques. Major points summarized as follows. First, the problem of jobs and social insurance exclusion is not serious enough to call for basic income. Second, existing social security systems will be crowded out by excessive financial burden if basic income is introduced. Third, policies to cultivate citizens' capacities to cope with a technological change should be given priority over basic income. This study disputes these critiques by counter arguing four points. First, it is necessary to reconstruct welfare state based on basic income, given the labor market changes, such as long-term trend of employment change, newly emerging employment of platform companies, and inconsistency of platform labor and social insurance. Second, hypothesis of crowding-out effect on social security system is just a criticism that can be applied to the basic income initiative of the right-wing. Also, it is unable to find a logical basis or evidence of this hypothesis from the historical process of welfare state development or previous studies. Third, it is necessary to discuss how to reconfigure existing social security system and basic income which are complementary to each other and also have consistency with labor market as a configuration, not as a matter of choosing between basic income and social security system. Fourth, de-laborization does not mean a refusal to labor but a free choice, and the basic principle of social security is not needs but right. In conclusion, in order to develop more productive debate on basic income, it requires more sophisticated discussion and criticism from the point of view of the distributive justice; the debate on the sustainability of social insurance-centered welfare states; and debates on the political realization of basic income.

A Study on the Economic Efficiency of the Share Tenancy and Land Reform (정율지대(定率地代) 소작제도(小作制度)의 경제적(經濟的) 효율(效率)과 농지개혁(農地改革)에 관한 연구(硏究))

  • In this paper, we discuss the role of allocative efficiency and X-efficiency in determining resource allocation under the share tenency. Economic efficiency of resource allocation is related to land reform. Classical and neoclassical schools insist that land reform must be achieved for agricultural development by more efficient use of inputs. According to them, there is no incentive for tenants to use inputs until $MVP{\ell}=wage$ under the share tenancy. But "equal efficiency" school's conclusions are different. They conclude that there is no productivity differences between owner cultivation and share tenancy, owing to monopoly power of landlords and/or landlords's transaction costs. Considering X-efficiency, the share tenancy is not as efficient as the owner cultivation. On the other hand, the productivity differences may be reverse, in which landlords cultivate their lands by wage contracts. Land reform--reduction of land rent or redistribution of land--will be benefitable not only for agricultural development, but also for resource allocation in farm management.
