북한(北韓)의 경제개발전략(經濟開發戰略)의 구조적(構造的) 문제점(問題點)

  • 북한(北韓)의 경제개발전략(經濟開發戰略)의 제특징(諸特徵)은 저렴한 농산물가격(農産物價格)에 의한 농업부분(農業部分)에서의 잉여(剩餘), 저임금(低賃金)에 의한 도시노동자(都市勞動者)들로부터의 잉여(剩餘)를 가지고 경제발전(經濟發展)을 이룩하는 것이라 요약할 수 있다. 농민(農民), 도시노동자(都市勞動者) 양측(兩測)을 희생시키면서 유지되어 온 이러한 성장구조(成長構造)는 원래 같으면 저농산물가격(低農産物價格)${\rightarrow}$저임금(低賃金)${\rightarrow}$축적자금확대(蓄積資金擴大)${\rightarrow}$재투자(再投資)${\rightarrow}$생산량증가(生産量增加)${\rightarrow}$소비수준 (消費水準) 증가(增加)로 점진적으로 발전해야만 하는 것이다. 하지만 이러한 성장전략(成長戰略)은 처음부터 철저히 부정되어 왔다. 먼저 농촌부분(農村部分)부터 보면 농촌협동조합(農村協同組合)에서의 소유제도(所有制度), 분배제도(分配制度)의 문제(問題)로 인해 농민(農民)의 근로의욕(勤勞意欲)이 크게 상실되었고 그 결과(結果) 농업생산(農業生産)은 저하되었다. 한편 도시부분(都市部分)에서는 인민(人民)들의 저소비(低消費)의 결과(結果)로 축적된 자금(資金)이 군사부분(軍事部分)에 집중적으로 투자됨으로 인해 그 투자효과(投資效果)가 제 구실을 못하게 되었다. 뿐만 아니라 자급자족지향형(自給自足指向型)의 중공업화(重工業化)는 중공업(重工業)과 관련산업(關聯産業) 상호간(相互間)의 수요(需要)만을 충족시켜 왔다. 그 외에 기업(企業)이 국가(國家)의 지령(指令)에 의해서만 움직이는 국영기업관리체제(國營企業管理體制)의 비효율성(非效率性)도 지금의 북한경제(北韓經濟)를 침체(沈滯)의 늪에서 헤어나지 못하게 하는 주요(主要)한 요인(要因)으로 작용했다. 농업생산(農業生産)의 정체(停滯), 중공업(重工業)을 위한 중공업정책(重工業政策)이라고 하는 왜곡된 투자구조(投資構造), 기업관리체제(企業管理體制)의 비효율성(非效率性)은 북한(北韓)의 계획경제순환구조(計劃經濟循環構造)를 기본(基本)부터 뒤흔들기 시작하면서, 급기야 1980년대 후반부터는 순환구조(循環構造) 그 자체(自體)를 마비시키는 사태(事態)로까지 발전했다. 순환구조(循環構造)의 마비(痲痺)라고 하는 심각한 경제난(經濟難)을 타개하기 위해 북한(北韓)은 나진(羅津) 선봉(先鋒) 자유경제무역지대(自由經濟貿易地帶)를 설치(設置)하고 새로운 자금축적원(資金蓄積源)으로서 외국인직접투자(外國人直接投資)를 유치하는 개방정책(開放政策)을 추진하여 왔다. 하지만 북한(北韓)의 경제(經濟) 순환구조(循環構造)의 마비(痲痺)를 풀 수 있는 근본적(根本的)인 해법(解法)은 어디까지나 그 발단(發端)인 농촌(農村)의 경제체제개혁(經濟體制改革), 농(農) 경공업(輕工業)을 위한 중공업(重工業), 국영기업(國營企業)의 개혁(改革) 등을 과감히 실시하는 것이다. 왜냐하면 해외직접투자(海外直接投資)라는 새로운 자금축적원(資金蓄積源)은 어디까지나 지금의 악순환구조(惡循環構造)를 임시적(臨時的)으로 정지시켜 주는 보완적(補完的)인 조치(措置)에 불과하기 때문이다.

Income Inequality of the Aged: Trends and Factor Decomposition (노인 소득의 불평등 추이와 불평등 요인분)

  • The primary purpose of this study is to find policy implications by examining the trends in income inequality of the Korean aged and factors contributing to these. For analysis, this study used the 2nd, 5th, 7th and 9th wave of 'Korean Labour and Income Panel Study'. The findings are as follows. First, total income inequality of the elderly rose greatly after 1998 and is decreasing after 2001. Secondly, the Gini coefficient decomposition by income sources shows that earned income was the factor most responsible for the income inequality of the elderly. But its influences of the elderly income inequality is gradually decreasing during analysing periods. Third, assets income and public pensions have a great effects on the elderly income inequality. They increases the income inequality of the elderly households. Forth, interfamily transfer income and public assistance income reduces income inequality of the elderly.

Analysis on Tax Benefits of Tax Lease Scheme for Ships (선박 조세 리스제도의 세제혜택효과 분석)

  • The tax lease scheme for ships is an advanced ship financing tool that generates tax benefits through accelerated depreciation of capital allowances and transferring them to the ship operator (leasee) via reductions in rental payments. The scheme was introduced by Japan in 1978 and by France in 1998 to support their shipping and shipbuilding industries. The size of tax benefits varies by country depending on the depreciation rate for ships, corporate tax rate, and the tax system on profits from the sale of ship. This study uses a virtual model of the Korean tax lease scheme for ships based on the French tax lease scheme. The size of tax benefits is calculated and compared to those in the French and Japanese tax lease schemes. According to the analysis, the size of the tax benefit was approximately 19% for France, 14% for Japan, and 12% for Korea. This is differentiated by the country's depreciation rate and corporate tax rate, which have the greatest impact on the size of tax benefits. For the Korean virtual model, if the tax benefits are distributed by the operator and the investor at the rate of 75:25, the operator is expected to enjoy tax benefits equivalent to about 9% of the ship price and the investor to enjoy 3%. Despite limited information and data regarding the tax lease scheme for ships, this study was the first attempt in Korea to design a virtual model of the Korean tax lease scheme based on some predictable assumptions. Therefore, a group of shipping, financing, and legal experts will follow up on more professional and practical reviews of the model in the near future. Hence, this study will serve as a small contribution to the early introduction of the Korean tax lease scheme for ships.

A Comparative Study on the Paid Work Time and Work-Leisure Balance by Household Income (가구소득별 유급노동 시간과 일-여가 균형에 관한 국가비교)

  • This study examines whether the widening gap between income groups is worsening in the distribution of time use, similar to the worsening of income distribution after the IMF. To do this, we conducted multilevel analysis (HLM) on six countries including France, the Netherlands, Spain, the United Kingdom, the United States and Korea. The results of the analysis are as follows. First, in all countries, low income groups have a longer paid working time and shorter leisure time. Second, the low income groups in Korea have the longest paid work time and the shortest leisure time, the lowest level of work-leisure balance, and this aspect has not recovered since the IMF. Third, as the result of multilevel analysis, the lower the household income, the more time paid labor increased and the work-leisure balance decreased. Fourth, while average annual working hours increase paid working time, the expansion of family policy expenditure, redistribution policy and income maintenance policy has reduced it. Fifth, the annual average working hours decreased the work-leisure balance, but the family policy expenditure, the redistribution policy and the income guarantee policy increased the work-leisure balance. The significance of this study is that after the IMF, not only the income distribution but also the inequality among the income class in time use has deepened. Based on the results of the research this study suggests the reinforcement of labor time regulation, the activation of parental leave system, the realization of the income replacement rate, the expansion of the policy related to income redistribution, and the complementary development of the income guarantee and the time guarantee policy as the policy intervention strategy that restructures time.

The National Pension and Restructuring of Intergenerational Contracts (국민연금과 세대간 계약의 재구성)

  • Generational contracts are specified into public pensions based on generational solidarity. The Korean National Pension has been reformed with a focus on generational equity with a narrow meaning related to contribution rate and benefit level. As a result, the Korean National Pension has only emphasized generational equity and not contributed to generational solidarity. We investigate changes in the content of the generational contract and propose to reconstruct generational contract to contribute to solidarity with a more comprehensive perspective. A new social contract by reformed pension system should not concentrate on narrowed generational equity. It should be reconstructed in the direction of enhancing efficacy and the stability of generational solidarity with an emphasis on social sustainability. Investment into the next generation would be one of many policy measures to decrease conflicts around intergenerational redistribution and improve the financial stability of the public pension by creating population structure and labor market changes.

  • As a result of growth of digital music market in Korea, Creator's rights and interests have been at the heart of the debate in terms of legal system. In the music industry, digital music revenue has now overtaken records sales and compared to download service it is now clear that music streaming and subscription is mainstream model in the rise of the worldwide market of digital music. This trend is also indentical to the domestic and withholding regulations for music service and creator's rights and interests have become an ever growing issue. Ministry of Culture, Sports ad Tourism decided the revision of withholding regulations for the digital music service in 2013. The amendment is to change its policy of charging music service from the flat rate pricing to a usage-based system. This paper brought forward some disputable points such as fair division of profit, reasonable pricing for consumers etc. about the revision. Therefore, improvement of system and change in the perception of such copyrights are still required for both the encouragement of creator's activities and the high consumer satisfaction.

International Comparison of the Income Distribution (소득분배의 국제비교를 통한 복지정책의 방향)

  • When the definition of income and the equivalence scale was applied just as it was in the LIS (Luxembourg Income Study), the adjusted disposable income inequality calculated by Gini coefficients in Korea was 0.358 for the year 2000. Compare to the 1996 figure of 0.298 the increase of income inequality has skyrocketed. In addition, the adjusted market income inequality increased from 0.302 in 1996 to 0.374 in 2000. The disposable income inequality ranked the third and the market income inequality ranked at the mid level in 2000 among OECD countries. One significant finding in this paper was that the difference between the disposable income inequality and market income inequality in Korea is very small compared to those of other OECD countries. The relative poverty ratio, which is calculated by using 40% of the medium income bracket of the disposable income was calculated at 7.6% in 1996 and 11.5% in 2000. The poverty ratio in 2000 for Korea ranked one of the highest in OECD countries, also.

  • Internet and mobile traffic continues to surge exponentially in recent years due to popularization of smart devices, the appearance of various internet services carrying large amount of traffic from richer content and applications. This phenomenon leaded to various network problems such as the congestion delay, the non-balanced traffic ratio between ISPs, the continuous network investment cost and the Internet access problems. In light of changed data-driven communication ecosystem, There are growing concerns by both academia and industry that settlement-free peering and full transit regime have the limitations such as not only difficulties in maintaining mutual benefits but also difficulties in securing investment incentives for upgrading network performance and quality. Thus, it becomes more necessary for introducing the evolved internet interconnection regime which can fulfill the All-IP network environment. This study derives core issues regarding internet interconnection regime in Korea and suggest new evolved alternatives based on three point of view(traffic optimization, cost optimization, network investment optimization) through the empirical analysis.

  • 기후변화에 대비하여 한정된 수자원을 효율적으로 사용하기 위한 제도적 규제는 앞으로 기업의 제품 생산에서 발생하는 오염까지 확대될 전망이다. 기관투자가 등이 지원하는 영국의 NPO인 탄소정보공개프로젝트(CDP)는 2010년부터 온실가스배출량과 함께 물 사용 상황을 공개할 것을 전 세계 기업에 요구했다. 이에 따라 전 세계에서 탄소발자국과 물발자국에 대한 연구가 활발하게 진행 중에 있다. 우선 본 연구는 선진국을 중심으로 진행되고 있는 물발자국 개념의 활용현황을 분석하였다. 호주와 미국을 비롯한 일부 국가에서는 물발자국의 라벨 제도를 도입하여 기업의 제품에 대한 등급을 구분하고 있다. 라벨의 부착은 인증기관의 검토를 통하여 기존 제품보다 물 사용 효율이 높다는 것을 의미하며, 물발자국 라벨제도는 제품 생산의 전 과정 환경성 평가를 통하여 기업이나 제품의 물발자국 관련 영향을 줄이는 것을 목표로 하고 있다. 또한 스페인에서는 물발자국을 물의 효율적인 분배와 사용을 위한 정책적 요소로 도입하였다. 이상의 분석을 바탕으로 물발자국의 기술적 활용 및 효과를 도출하기 위하여 법과 제도적 측면, 기술적 측면에서 살펴보았으며, 우리나라의 현황과 비교를 진행하였다. 이와 관련하여 분야별 기술 사업에 대한 목표와 최종성과물, 활용방안을 정리하여 해당 개념의 주요쟁점사항에 대해 기술적, 정책적으로 타당한지를 지표를 설정하여 분석하였다. 물발자국의 활용에서 기술적 타당성에 대한 지표는 적절성, 성공가능성, 우수성, 경제성 측면에서 제시가 되었으며, 정책적 타당성은 해당계획 및 기업 및 지자체의 추진의지, 위험요인, 특수평가 항목을 통해 개업 및 지자체의 물발자국 활용 타당성을 분석하였다. 이상을 바탕으로 본 연구에서는, 물발자국 도입을 위한 종합평가로서 AHP 분석을 실시하여 물발자국 도입을 위한 중요도와 종합목적 및 위기상황에 따른 대체안을 설정할 수 있도록 우선순위를 도출하였다. 현재 우리나라는 본격적인 정책적 도입에 앞서 개념의 정의, 정책 공감대의 확대, 한국형 데이터베이스를 구축하는 시범단계에 있다. 물 산업의 확대와 우리 기업들의 해외진출은 가상수와 물발자국의 데이터베이스의 구축이 시급하다는 것을 보여준다. 따라서 본 연구는 앞으로 우리나라의 물발자국 도입을 위한 방향을 설정할 수 있는 기초연구로서 큰 의미를 지니며, 기업의 물산업 전략을 수립을 위한 지표 설정에 있어서도 기초자료를 제공할 수 있을 것으로 기대된다.

Care Penalty and Basic Income (돌봄불이익과 기본소득)

  • The economic penalty of care and gender inequality reinforce each other. Unequal distribution and treatment of care are at the basis of gender inequality. Care creates economic penalty that deepen gender inequality. Those who perform care work tend to take the position of the vulnerable in socio-economic power relations. Due to their weak position, it is difficult for them to voice out a fair treatment and reward for their work. As a result, care workers both at home and in the public sector suffering from lower economic value of care are positioned in unequal gender relations with more vulnerable socioeconomic status. The basic income system may have the potential to mitigate multifaceted gender inequalities in our society. For the introduction of basic income to help realize the real freedom for women, it is necessary to understand unique natures of care work and tackle economic penalties of care work. This paper examines the relationships between care penalties and basic income, focusing on the debate on the introduction of the basic income system. We argue that if the economic penalties caused by unique natures of care work are not eased or resolved, the introduction of the basic income may not contributes to alleviating gender inequalities.
