They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

  • In 1999, "Records management of public instituition Act" was enacted. Since then, records management system has been developed, but the level of records management is still low in reality. This article is to present suggestions in policy of national records management. To flourish national records management, 'governance' should be performed during policy propulsion and National Archives of Korea should be politically neutral and independent. In addition, records management system needs to be wide-spread, many different archives should be established, also archives should have archivists. Not only that, managers of archives need to cooperate and thrive with autonomy, decentralization of authority, and solidarity.

  • Since their establishment in 1999, Regional Development Agencies in England have been a critical catalyst for sustaining regional development, by linking the central government and the region. Nevertheless, the new Coalition Government formed in May 2010 is to abolish RDAs and is to be replaced by Local Enterprise Partnerships(LEP). This article looks at the performance and the present reform process of the English Regional Development Agencies(RDA). It argues that RDAs have been a sort of laboratory to expose the possibility of realizing the new regionalist approach away from the government-centered approach. Nevertheless, the case of RDAs in England shows that the RDA model is less likely to be effective without substantial devolution. It shows that the extent to which RDAs contribute to the regional economy tends to be much higher in soft infra-centered projects, such as business supports and skills development, than physical infrastructure projects. It argues that the LEP model, which is to replace RDAs, is controversial, especially in terms of spatial boundary and financial structure.

We conduct panel analysis on the balanced panel data of regional creativity in fifteen Korean cities and provinces during 2008-2012. The result of hypothesis testing are as follows: First, amongst factors of regional creativity, sub-factors such as creative personnel and intangible asset (of the basic asset factor), creative enterprise (of the economic agent factor), and convergence and creative industries (of the core industry factor) showed significant influential relationships with GRDP (Gross Regional Domestic Product) as positive. • In this local self-government era, in order to achieve real local decentralization, it is guaranteed to establish self-finances of certain administration level. Nowadays Local equalization scheme is carried out for insuring regional equal development and efficiency and effectiveness of administration and for solving vertical horizontal problem of unequal finance in local government. Local equalization scheme is the system to guarantee the financial source so that all local self-governing organizations can obtain national minimum standard while correcting the unbalance of finance and maldistribution of tax revenue source between regions. This paper presents the directions of improvement so that national subsidy and local tax can contribute to the finance balance of local self-governing organization in the uncertainties of future finance with weak financial ability. Consequently, it is required to operate the system according to balance principle by adjusting the operation form and distribution type such as national subsidy and local tax.

  • The purpose of this study is to propose a way to develop and disseminate the renewable energy technologies and industries in the local community. Fundamentally, the renewable energy is able to reduce environmental pollution and diminish a use of fossil-fuel energy in the local area. And it will lead to promoting regional sustainable energy in the future, as well as making contributions to local economic development. Above all, based on the environmental conservation project, including greening of the city and improving water quality, Daegu metropolitan city has launched a series of renewable energy projects, such as solar city programs and local energy plan. But, some problems still exist, due to the technological, economic and socio-political barriers. Thus, to encourage and disseminate a renewable energy in Daegu city, we need to examine a present condition on renewable energy and analyze constraint elements to prevent its distribution. Based on the results, we have to set the feasible strategy to develop and disseminate renewable energy in Daegu city and help it systematically integrate renewable energy technologies and industries into environmental economics and city planning. Ultimately, to achieve this purpose, we need to adopt the following policy measures: (1) establishment of a master plan for renewable energy; (2) interconnection between local development project and energy industry; (3) promotion of technological development; (4) inducement of and assistance to renewable energy industry; (5) fostering venture companies; (6) specializing Daegu's public office by energy-specific education programs. In particular, local entities including local company, consumers, policy-makers and citizen's groups have to pay attention to local energy plan for the regional sustainable energy future. These measures will lead to establishing an environmentally friendly and sustainable city.

  • This paper is to examine what implications the regionalism in Spain has for its national development during the last two centuries. Since the beginning of the nineteenth century the regionalism (including territorial nationalisms in periphery) has played a central role in the history of Spanish state-formation. On the one hand, a strong regional identity was related to a structural weakness affecting Spanish nation-building and accused of forging the separatist national movements in the Basque, Catatonia Galicia and so on. On the other hand, the regionalism has contributed to enforcing the Spanish national consciousness in complex and contradictory ways. Therefore, on the contrary to our common understandings of regionalism, the Spanish regionalism has both enforced and counteracted the Spanish nationalism. In the late 1970s after the collapse of Franco regime, the long history of the Spanish regionalism resulted in a state system based on the regional political decentralization.
