This paper aims to suggest for port development at the dawn of unification of South and North Korea. Referring to the case study of port development in the unified German and on the basis of investigation port traffic between the two Koreas, it is also concerned with direction for co-operation in the port sector and practical methods for implementing port development plans after and before the unification of the Korean peninsular.

최근 국내에서는 북한의 사이버 테러로 추정되는 전산망 해킹(APT공격)사건과 더불어 하나의 전자전으로서 GPS 재밍 사건들이 인천 등 서해에서 다수 발생되어 왔다. 즉, 이러한 GPS 재머는 러시아 등에서 유출되는 간단한 장비에서부터 치명적인 대규모 전파공격까지 다양한 형태가 발생될 수 있다. 특히 GPS 정보를 사용하는 선박의 AIS 정보는 다수의 선박으로부터 전송되는 정보로서 재밍 대응 가능한 고가의 장비를 선박측에서 탑재하기 어려우며, 송신지가 인근 북한의 경우 국내에서 근원지를 탐지하더라도 대응이 어려운 실정이다. 따라서 본 논문에서는 GPS 교란의 지능화된 여러 공격 형태를 파악하고, 해상교통관제 시스템에서 자체적으로 실시간 대응할 수 있는 방안을 검토하여 시스템 설계에 반영 하고, 관제사의 실시간 인지를 통한 혼란을 방지하며, 선박에 해당 교란 정보를 제공함으로서 능동적인 관제 방안을 제시한다. 실제적으로 재밍에 대응하는 시스템 설계가 관제에 효율적인 방안인지 확인되어야 하며, 국가적으로도 VTS 서비스의 안전성을 보장하는 기술개발로 진화가 고려되어야 한다.

This paper aims at exploring financing methods for port development in response to unification of South and North Korea. In so doing, methods of port financing employed by major countries have been enumerated. Major financing sources for the two Korea, among others, taxes, public bond, public administration fund, establishment of harbour maintenance tax, port development tax, port development fund, Civil Economic Cooperation Fund of South and North Korea, and Fund for Port Development of North Korea and, fund for cooperation of South and North Korea, Economic Development Cooperation Fund, borrowing of foreign capital, project financing, domestic civil capital investment, foreign capital investment, application of cross-subsidization principle, etc. were suggested.

The objective of this paper is to quickly examine the prosperity of a marine transportation system ana port development in the Han river Estuary and Yellow Sea border areas and to establish a cooperative management plan for the development of marine transportation and port service for cargo transportation in Seoul. as well as between South Korea and North Korea. Specifically. a development plan with a sincere effort to preserve the environment surrounding Marine Peace Park. The intent is to prove that prosperity is possible through the development of marine transportation and port service.

Considering conditions of navigation, site, cost, and transportation, four port candidates are proposed for the port in near Seoul and we performed the analysis of candidates to develop the port.

최근 한반도의 잇따른 북한의 Jamming(교란신호)으로 인해 무선통신 기반 산업에 피해사례가 늘고 있다. 이에 국토해양부(위성항법중앙사무소)에서 운영중인 위성항법보정시스템(이하 "DGPS") 데이터 분석하였다. 그 결과 2010년도 발생한 재밍과 달리 2011년도에는 DGPS 기준국/감시국에서는 감지가 되지 않은 것으로 분석 되었으나, 피해 현황을 조사하여 이를 토대로 범국가적 대책방안(항행 백업시스템 개발, 유관기관과의 정보공유를 통한 감지 통합시스템 구축) 및 DGPS 운영 효율성 확보방안(감시국 신설, 실시간 감시프로그램 강화 등)에 대하여 제안하였다.

본 연구에서는 부분적으로 형성되었거나 형성될 예정인 해상을 통한 남북 물류네트워크를 분석하여 남북교역 및 북방물류프로세스가 원활하고도 안정적으로 이루어질 수 있는 방안을 모색해 보고 해상과 육상을 연계한 북방물류 경로를 비교 검토해 봄으로써 대표적인 북망물류 경로를 활용하여 북방물류를 활성화할 수 있는 방안을 모색해 보았다. 부산-나진 항로 경유 북방물류 네트워크 구축에 있어 동북아 금삼각지구 개발사업을 분석하였으며, 부산-나진 항로를 중심으로 북방물류네트워크 형성하기 위해서는 중국 동북 3성의 환동해권 해륙복합운송망을 형성하고, 나진을 TSR의 기점으로 활용하며, 해상과 육상을 연결하는 남북 물류망을 형성함으로써, 북한을 경유한 북방교역이 확대되도록 한다. 또한 나진항 물동량에 맞추어 나진신항개발계획 검토안을 구상해 보았으며, 동북아시아 물류네트워크를 구축하기 위한 방안은 먼저, 환황해권 물류네트워크를 구축하고 환동해권 물류네트워크를 구축하여 환황해와 환동해 물류네트워크 연계를 통한 동북아시아 물류네트워크를 구축하고 나아가 환태평양 물류네트워크를 구축한다.

The Possibility of Denuclearization Verification of Korean peninsula is mentioned. Considering the geographical and linguistic advantages, it is necessary to show willingness to participate in the denuclearization verification. In this study, investigation about nuclear facilities, characteristic of facilities, core resource, operation history, geographic/weather environment were performed. Transport route accessibility analysis and risk analysis for development of transport scenario were performed. Accessibility analysis was classified into airport, port, and vehicle transport. Distance by route, estimated time required, and transit roads were analyzed. In this process, it was possible to confirm the suitability of the vehicle transport scenario. Through follow-up studies, we intend to develop an optimal transport scenario.
