Applicability Analysis of the HSPF Model for the Management of Total Pollution Load Control at Tributaries (지류총량관리를 위한 HSPF 모형의 적용성 분석)

  • The total maximum daily load (TMDL) implemented in Korea mainly manages the mainstream considering a single common pollutant and river discharge, and the river system is divided into unit watersheds. Changes in the water quality of managed rivers owing to the water quality management in tributaries and unit watersheds are not considered when implementing the TMDL. In addition, it is difficult to consider the difference in the load of pollutants generated in the tributary depending on the conditions of the water quality change in each unit watershed, even if the target water quality was maintained in the managed water system. Therefore, it is necessary to introduce the total maximum load management at tributaries to manage the pollution load of tributaries with a high degree of pollution. In this study, the HSPF model, a watershed runoff model, was applied to the target areas consisting of 53 sub-watersheds to analyze the effect of water quality changes the in tributaries on the mainstream. Sub-watersheds were selected from the three major areas of the Paldang water system, including the drainage basins of the downstream of the South Han-River, Gyeongan stream, and North Han-River. As a result, BOD ranged from 0.17 mg/L to 4.30 mg/L, and was generally high in tributaries and decreased in the downstream watershed. TP ranged from 0.02 mg/L - 0.22 mg/L, and the watersheds that had a large impact on urbanization and livestock industry were high, and the North Han-River basin was generally low. In addition, a pollution source reduction scenario was selected to analyze the change in water quality by the amount of pollution load discharged at each unit watershed. The reduction rate of BOD and TP according to the scenario changes was simulated higher in the watershed of the downstream of the North Han-River and downstream and midstream of the Gyeongan stream. It was found that the benefits of water quality reduction from each sub-watershed efforts to improve water quality are greatest in the middle and downstream of each main stream, and it is judged that it can be served as basic data for the management of total tributaries.

  • 본 논문은 북한강 상류의 국내 최대 다목적댐인 소양호 유역을 대상으로 하였으며, 오염물질 항목에 대한 배수구역별 오염부하량을 산정하여 유황변화에 따른 오염부하량의 유달특성을 관찰하였으며, 배수구역별 유달오염부하량의 기여율을 산정하였다. 배수구역의 오염부하량 유달특성을 관찰한 결과 BOD, SS, T-P의 경우 인북천 유역에서 높은 유달률을 보였으며, T-N의 경우 내린천 유역과 합강 유역의 시가지에서 높은 유달률을 보여 배수구역별 오염총량관리를 위한 중점관리 수질항목을 제시할 수 있었다. 다음으로 배수구역별 유황변화 및 계절변화에 따른 오염부하량의 기여율을 산정한 결과, 전반적으로 BOD와 T-P의 경우 인북천 유역에서 높은 기여율을 보였으며, SS는 강우기간에는 내린천 유역, 비강우기간에는 인북천 유역에서 T-N은 내린천과 북천 유역에서 높은 기여율을 보였다. T-N과 T-P는 호소수 부영양화 조절을 위한 제한 영양소임을 고려할 때 본 유역에 대한 오염원의 집중적인 관리가 필요한 것을 알 수 있다.

Flow Estimation Using Rainfalls Derived from Multiple Satellite Images in North Korea (위성 강우자료를 이용한 북한지역 홍수량 추정)

  • The objective of this study is to estimate the flood flow of inaccessible regions using satellite-derived rainfall and global geographic data. This study focuses on Dongsingun, an area located upstream of the Cheongcheon River in North Korea. The IFAS model was used to estimate flood flow. The model was calibrated in the Gap Stream watershed in South Korea and verified for the Byeongsung Stream watershed in the Nakdong River basin. Satellite-derived rainfalls for North Korea was revised using ground gauge data. Analysis results using CMORPH and GSMaP_NRT showed $4,886m^3/s$ and $5,718m^3/s$ respectively. In future studies, hydrological analysis in unmeasured and inaccessible regions will be carried out by applying more rainfall events.

  • The Imjin and North Han River are sharing watershed between South and North Korea. In Imjin river basin, the April 5th dam and Hwanggang dam which are already constructed or on constrution, causes problems in water supply in the downstrean area. At the same time, in the North Han River basin, the Imnam dam is being operated for diversion to Anbyeon Youngman Hydropower Plant and it gives rise to conflict between South and North by reducing streamflow in the North Han River of South Korean side. Therefore, a cooperative framework needs to be built for settling the pending issues. In this study, based on the theory of conflict resolution in the international shared river basin, the practical alternatives are suggested. These approaches are expected to help in preparing reasonable resolution ahead of seeking political decision. Also, in order to preparing consistent and reasonable river management measures, the South-North shared river management commission was suggested.

  • This study is to suggest landform and environmental problems of border region of N. Korea and China by analyzing results of field work for the Dumangang and the Amnokgang from year 2000 up to year 2016. By the social system in North korea, access of study material is possible with satellite image and published statistical data, but impossible direct data collection. We gathered field work data on landform and environment in border Region of N. Korea and China. Before field survey, we analysed geometrical landform and geology using DEM and digital geology map. We analyzed landform and environmental problems occurring in upper, midstream, and downstream region of the Dumangang and the Amnokgang using field work data. Resultingly, this study will be expected to support as basic data for resonable management on natural resources and empirical research activities on North Korea.

  • 우리나라와 동아시아는 경제 성장에 따른 전력수요가 크게 증가하였으며, 증가하는 대부분의 전력수요를 원자력으로 대체하고자 원전을 통한 전력생산 비중을 증가시키고 있다. 현재 중국은 13기의 원전을 가동 중이며, 동남 해안지대에 집중되어 있다. 또한, 건설 중인 원전은 27기로 전세계에서 건설 중인 원전의 41%를 차지한다. 원전의 증가에 따른 방사능 누출에 대한 위험성 역시 증가되고 있는 실정이다. 한국원자력안전기술원에서 중국 중서부지역에서 방사능이 누출될 경우 방사성 물질이 한반도로 이동하는 모의 상황에 대한 시뮬레이션을 통해, 원전 사고 발생 시 사흘 만에 제주도를 포함한 대한민국 전역이 방사성 물질로 뒤덮이는 것으로 분석하였다. 중국에서 누출된 방사성물질은 편서풍을 타고 한반도로 이동하게 되며, 일부는 낙진으로 유역 또는 하천에 유입되고 일부는 동해를 지나 일본으로 이동 할 것이다. 그동안 중국에서의 방사능 누출사고를 통한 방사성물질의 국내유입에 의한 영향에 대한 연구가 부족한 것이 현실이다. 이에 본 연구에서는 중국 텐완에서 원전사고 발생시 국내 하천에 어떠한 영향을 미치는지 분석하고자 환경다매체 모형을 이용하여 방사성물질(세슘, Cs-137)의 영향에 대한 모의를 진행하였다. 중국 텐완원전에서 방사성 Cs-137이 누출되어 춘천지역에 도달하였을 때의 대기중 농도 $5,650Bq/m^3$로 가정하여 모의 시나리오를 구성하였다. 모의 지역은 북한강 수계를 대상으로 하였으며, 7개의 중권역과 549.3 km의 하천이 포함되었다. 다매체 모형 모의를 통해 방사성물질 낙진으로 인한 Cs-137이 북한강 수계에 어떠한 영향을 미치는지 알아보고자 북한강수계의 팔당댐 부근의 오염농도를 모의하였다. 우리나라의 원자력시설 방호 방재법에 따른 상수원 취수기준(먹는물)은 100 Bq/L로 되어있다. 본 연구의 시나리오 모의결과, 모의 1일차에서 45 Bq/L, 모의 8일차에는 먹는물 기준 100 Bq/L를 초과하여 최대 119.56 Bq/L로 오염되는 것으로 모의되었다. 따라서, 반감기가 큰 방사성물질을 유입으로 오염된 하천은 개선하기 위해서는 오랜 시간과 높은 처리비용이 발생되기 때문에 인접국 또는 국내의 방사능 누출로 인한 상수원 오염 발생에 대비한 초기/중 장기적인 대응책 마련이 필요한 시점이다.

Runoff Characteristics of Refractory Organic Matters from Han River Basin during Dry Days (비강우시 한강수계 하천의 연간 난분해성 물질 유출특성)

  • As a drinking water source of 26 millions people of Seoul metropolitan region, Han river is one of the most important basin. Managing the Non-point source pollution which is regarded as the main cause of water pollution including refractory organic matter is important thing. This research investigates the runoff characteristics of organic matters from main 3 rivers (South Han, North Han, Kyungan). Water quality measurement items include not only carbon-based TOC (Total Organic Carbon), DOC (Dissolved Organic Carbon), POC (Particulate Organic Carbon) but also R-TOC (Refractory Total Organic Carbon), R-DOC (Refractory Dissolved Organic Carbon), R-POC (Refractory Particulate Organic Carbon) is researched. The research shows that R-TOC takes approximately 61~83% of TOC. Most of the R-TOC is consist of R-DOC (72~77%). Refractory organic matter have a stable runoff characteristics compared to other organic matter. The organic matter concentrations of South Han river and Kyungan river are the highest in spring time and show a gradual decline. The concentrations of Kyunan river is the highest. Kyungan river's small area and the high city land use ratio seem to be the reason. Loading of organic matter in summer time takes the most loading (62~84%). TOC loadings per unit area of each river is Kyungan river ($1.22ton/km^2$), South Han river ($1.01ton/km^2$), North Han river ($0.91ton/km^2$).

On the Studies of Koguryo Archaeology in North Korea (북한의 고구려 고고학 조사·연구의 성과와 과제)

  • From 1949 to the present day, many Koguryo sites have been excavated, in North Korea. It can also be said that archaeological surveys and studies in North Korea have triggered Koguryo archaeological studies in South Korea. However, since the 1990s, the excavation of Koguryo sites and archaeological research in North Korea has been carried out as an extension of Daedonggang culture. Therefore, these archaeological surveys focused on the Pyongyang and more general northwestern areas of North Korea, and the conclusion was that Koguryo was a powerful nation with a millennium-long history inherited Gojoseon. Beginning in 1945 in North Korea, the archaeological surveys and related systems were organized, and burial mounds, castles, and city remains were excavated under the idea that Koguryo was a millennium-long, strong nation. In addition, archaeological research has been conducted to validate and confirm this belief. On the notion that Koguryo was founded in 277 BCE, it was insisted that the age of the tombs in Pyongyang was increased and Pyongyang took the position as a Vice Capital in the 4th Century. Recently an excavation of the castle located in Pyongyang supports the idea that Koguryo inherited Gojoseon on a layered basis. However, the archaeological and conceptual grounds for the founding of Koguryo in the 3rd Century BCE or the succession of Gojoseon and Koguryo were insufficient. As can be seen from the reconstruction of the royal tombs of the Dongmyung and Dangun, the archaeological surveys in North Korea were criticized for their selective discoveries and arbitrary interpretations. This further supports the necessity for joint excavations and academic exchanges between South and North Korea.

  • Changing of industry structure and development of traffic and telecommunications requires a change of the knowledge about the space where the human beings reside. Step by step the world is being divided into specified utility blocks. Today there is a limit that only one local government can compete with another region in the world. This study provides decision support tools with the use of GIS on the regional level for regions competition. GIS establishes regions and analyzes their geographic environment data, which will help in local-government problem solving and provide framework data for similar regions to become the community. The wide-area GIS application can present an objective and rational basis for regulation of inefficient investments and excessive competition between adjacent regions. The study area is Gangwon-do. Considering specific features of Gangwon-do which preserved high-quality environment resources, river basins were taken as a basis among natural regional elements. The main object of analysis conducted were the facts relevant to environmental regulation. The Gangwon-do consists of three regions in this study: Yongdong region, North-Hangang region and South-Hangang region. The analysis of each region regulation cases showed the following: in Youngdong region the forests regulation rate is high, in North-Hangang region the military installations protection sector's rate as well as regulation rate for water resources protection is relatively high, in South-Hangang region the forest and water resources regulation rate is high. The percentage of forests and water regulation rate appeared to be rather high in Gangwon-do, which means that the value of forest and water resources there is very high.
