Strategy Trends on Future Information & Communication Technology in European Union (EU의 미래 ICT 전략 동향)

  • 유럽연합은 1990년대에 접어들면서 미국과의 경제 격차가 점차 확대되자 미국을 따라잡기 위해 리스본 전략을 채택하였다. 이 전략의 목표는 유럽의 정보화를 통한 성장, 고용, 사회적 참여로 요약할 수 있다. 리스본 전략에서 제시된 정보화 모토는 정책과 연구개발을 2개의 기둥으로 하고, 이 두 영역간의 긴밀한 상호협조를 통해 유럽정보화의 시너지를 창출하자는 것이었다. 정책 부문은 리스본 전략에서 출발하여 신 리스본 전략, i2010 전략으로 발전되어 왔으며, 이에 맞추어 연구개발 부문은 FP5, FP6으로 발전되어 오다가 현재는 FP7이 시행되고 있다. 본 고에서는 FP7의 ICT 연구프로그램에서 제안하는 도전과제와 미래기술전략을 소개하는 한편, 그 정책적 시사점을 도출하였다. FP7 ICT 연구프로그램은 유럽이 차세대 ICT 및 그 사용에 있어서 세계 선도 그룹에 들기 위해 극복해야 할 7가지 도전과제를 제안하고 있다. 이들 도전 과제들은 크게 업계의 기술 목표 및 사회경제적 목표 달성을 위한 과제로 이분할 수 있으며, 향후 10년 간의 목표와 성과물을 제시하고 있다. FP7 ICT 연구프로그램 중 '미래 및 새로 부상하고 있는 기술(FET)' 프로젝트는 예상하지 못했던 아이디어와 발전에 효과적으로 대응하기 위하여 '개방형 FET프로젝트'와 '전 방위적 FET 프로젝트'의 두 가지 상호보완적 플랜을 운영하고 있다. 본 고에서는 이들 프로젝트에 대하여 성과목표, 기대효과, 자금지원 및 예산분배계획을 간략하게 소개하였다. 결론부에서는 앞에서의 논의를 토대로 우리나라의 미래 ICT 기술개발 전략 구상시 참조해야 할 정책적 시사점을 제시하였다.

A Research on Development of Unified RF Module for PCS Base Station (PCS 기지국의 통합 RF 모듈 개발에 관한 연구)

  • This paper presents an implementation methodology of unified PCS base station system which, is capable of providing PCS services for 3 PCS carriers concurrently. We have built up an unified PCS BTS using a unification module, which is consisted of a multi-channel combiner, duplexer, LNA, power divider, feeder line, and a common set of antennas. PCS unification module is featured with wide-band and high power handling capability and electrical characteristics like insertion loss, isolation have been greatly improved. It was shown that performance of the system in terms of Ec/Io and mobile receive power within the total 30MHz PCS frequency range is uniformly acceptable and measured signal quality and coverage are equivalent to that of the individual PCS base station.

Influence of Organizational Fairness Perceived by Revenue Officers on Empowerment and Employee Efforts (세무공무원이 지각하는 조직공정성이 임파워먼트와 종업원노력에 미치는 영향)

  • This study empirically analyzed how the organizational fairness perceived by revenue officers affect the empowerment and employee efforts. The result of the analysis revealed that as for job fairness, distribution fairness and interaction fairness, with the exception of process fairness, have significant influence on the empowerment while the empowerment, in turn, has significant influence on the employee efforts. This finding confirms that a high level of organizational fairness perceived by revenue officers in their job processes results in a high level of empowerment, which then produces heightened employee efforts, eventually contributing to the efficiency of revenue officers' job performance and the improvement of satisfaction with service quality. Therefore, it is necessary that administrators of revenue offices allow their subordinates to develop their potentials by empowering the employees and delegating authority.

  • In this thesis, an active RC filter using high order inverse chebyshev function is designed and the design method for cascading blocks with low sensitivity and maximum dynamic range is discussed. To have maximum dynamic range, we have proposed the simple algorithm with a pole-zero pairing, the cascading sequence by flatness matrix and optimum gain distribution for a given transfer function. And 2nd order Block is designed with negative feedback to improve the sensitivity problem which had a defect at active RC circuits. Using the suggested method, we have designed the active RC low pass filter of the normalized 7th order inverse chebyshev function, as a results, we have shown that this accord with the given specification.

  • Microstrip $8{ imes}2$ sub-array antennas for a extension to active phased array antennas are designed, fabricated and measured for TX/RX dual operation in satellite communication and a reception of satellite broadcasting. For the frequency range from 11.7 to 12.75 GHz for RX and from 14 to 14.5 GHz for TX, two orthogonal linear polarizations of ${pm}45^{\circ}$ are used to transmit and receive simultaneously with one radiator. They adopt dual resonance between two patches for wideband characteristics in RX band and show isolation characteristics over 20 dB. An electrical beam tilt of $30^{\circ}$ is achieved and a tapered power distribution, narrow element spacing are used for the purpose of low side-lobe characteristics.

  • According to the standards for district heating substation established by Korea District Heating Corporation, water heating supply systems at over 150 Mcal/h capacity must employ the 2-stage heat exchanger that improves the system efficiency by reusing the heat included in the return water of district heating system already used for space heating. In this paper, the operating characteristics of the system in accordance with the load distribution of two heat exchangers for pre-heating and re-heating cold city water are investigated. The results including mass flow rate, return temperature etc. help to manage district heating system economically.

  • An online game is a huge distributed system comprised of servers and untrusted clients. In such circumstances, cheaters may employ abnormal behaviors through client modification or network packet tampering. Client-side detection methods have the merit of distributing the burden to clients but can easily be breached. In the other hand, server-side detection methods are trustworthy but consume tremendous amount of resources. Therefore, this paper proposes a security reinforcement method which involves both the client and the server. This method is expected to provide meaningful security fortification while minimizing server-side stress.

  • In this paper, we propose a new frame structure and the underlying dynamic resource control mechanism to support an integrated service, including a real-time (RT) service that requires to serve the end-to-end delay performance, as well as non-real-time (NRT) service, using Self-Organizing Time Division Multiple Access (SO-TDMA)-based MAC protocol in a multi-hop ad-hoc maritime communication network. The underlying frame structure is dynamically configured by resource allocation to guarantee the average target outage performance of the real-time service. Toward this end, we analyze the average outage probability and its performance is verified for the proposed frame structure by simulation.

  • 최근 웹의 사용이 일반화되면서 인터넷의 사용자가 급속히 증가하고 있어서. 기존의 단일 웹서버 방식에서는 막대한 접속 트래픽의 수용과 유연한 시스템 확장 등의 문제점이 예상되고 있다. 이와 함께 business-critical한 작업의 경우, 웹서버의 안정성 및 가용성 문제가 가장 중요한 문제로 지적되고 있어서 이러한 문제를 해결할 수 있는 웹전용 서버를 개발이 절대적으로 필요하다. 본 연구에서는 이를 위해. 급격한 트래픽 변화의 수용 및 웹서버의 확장성이 용이한 가상머신 개념과 고신뢰성의 시스템 운영을 위한 고장포용(fault-tolerant)기법을 적용하여 클러스터링 웹전용 서버를 구축하고, 특히 클러스터 웹서버의 부하를 분배해주는 로드밸런서의 고가용성 보장을 위해 heartbeat, fake, mon등의 기법을 이용하여 백업(backup)을 구현한다. 또한 구현된 시스템의 고성능 및 고가용성을 극대화하고. 시스템의 고장시 데이터 손실의 최소화와 이의 복구를 위해 고장 검출 및 진단 기법에 대한 방안을 제시한다.

Study about a public sign in Cheon - An station (천안역에 있어서 공공사인에 관한 연구)

  • This study analyzes the sign system, the types and distribution of sign boards, around Cheon-An railway station which is a representative public space, and it gives a classification of the system through investigating them by types and location. Some points are issued on the kind of the system established, the location of the information, and the clustered plantation of them. Thus, it is required to differentiate sign systems in each section, to distribute them uniformly rather than aggregated densely, and to place them at pertinent locations with the analysis of people's behavior avoiding improvised decision. In conclusion, pedestrians' needs on them should be analyzed first no matter where the sign is installed so that it is possible to develop tranquil atmosphere for people to use through providing proper information.
