핵심광학부품 비구면 Glass 렌즈의 기술 및 시장동향

  • 현재 수출전략품목인 DVD, 디지털카메라, 휴대용 카메라폰에 요구되는 비구면Glass 광학렌즈 및 모듈 등의 핵심부품은 대부분 일본에서 수입에 의존하고 있어 대일무역적자 완화와 함께 전략산업의 안정적 기술혁신 기반구축이 요구되고 있는 실정이다. 이에 비구면 Glass 렌즈를 중심으로 하는 핵심 광학부품에 대하여 대기업을 필두로 국산화를 통한 광학기기 제품의 경쟁력 제고에 많은 노력을 기울이고 있을 뿐 아니라 비구면 Glass 렌즈의 생산을 위한 중소기업들의 시장참여가 지속적으로 이루어지고 있고, 경쟁분위기의 정착으로 향후 국내에서도 많은 기술력의 축적이 가능해지리라 전망된다.

A Study on Korean FDI in China by Industries and Intra Industry Trade between Two Countries (한국의 대 중국 업종별 FDI와 산업내무역에 관한 연구)

  • The purpose of this paper is to analyse the effect of Korean FDI(1990-2008) in China by industries on exports and imports between two countries. We use time series regression, Vector Error Correction Model and Impulse Response Function as methodologies. Our findings through empirical tests are as follows. First Korean FDI in China increases Korean exports with China but shows a tendency to decrease due to the local content of China. Second Korean FDI in China increases Korean imports in SITC 8 with China. Finally Korean trade surplus caused by Korean FDI in China shrinks due to the decreasing of exports and increasing of imports in Korea. Korean FDI in China should be oriented host country's market oriented rather than production efficiency oriented because of unfriendly foreign investment environments in China.

  • 미상무성이 2021년에 발표한 미국의 전체 무역량 중 한국의 비중은 3.4%로 미국의 수입국중 7위를 기록하고 있다. 그중 전자부품이 차지하는 비율은 26.7%로 미국 내에서도 주요 수입품목으로 분류된다. KOTRA는 미국의 디지털화에 따른 5G, 6G, 클라우드 컴퓨팅, 인공지능(AI) 등의 산업 시장 확대와 더불어 소재부품의 수요도 증가할 것으로 전망하고 있다[1]. 한국의 부품산업이 미국 시장에 보다 효과적으로 진출하기 위한 전략 수립을 위해 마이클 포터의 5 Forces Model을 미국의 산업 환경에 적용하였다. 한국의 부품기업들이 미국시장진출을위해서는 국가 내부적으로는 원천 기술력을 최대한 확보하고, 원자재 공급망을 안정화시켜 외부의 위협을 견제함과 동시에, 미국 시장에서는 한국 전자부품의 차별성을 인증받아 소비재 개발의 초기단계에 파트너사로 진입 산업 내 경쟁우위를 선점하는 것이 중요하다.

The Effect on Aviation Industry by WTO Agreement on Trade in Civil Aircraft and Policy Direction of Korea (WTO 민간항공기 교역 협정이 항공산업에 미치는 영향과 우리나라의 정책 방향)

  • For customs-free and liberalization on the trade of aircraft parts, the WTO Agreement on Trade in Civil Aircraft was separately concluded as plurilateral trade agreement at the time of launching WTO in 1995, and currently 33 countries including the United States and the EU are acceded but Korea does not. Major details of the Agreement on Trade in Civil Aircraft include product coverage, the elimination of customs duties and other charges, the prohibition of government-directed procurement of civil aircraft, the application of the Agreement on Subsides and Countervailing Measures, and the consultation on issues related to this Agreement and dispute resolution. Article 89 paragraph 6 of the current Customs Act was newly established on December 31, 2018, and the tariff reduction rate for imports of aircraft parts will be reduced in stages from May 2019 and the tariff reduction system will be abolished in 2026. Accordingly, looking at the impact of the Agreement on Trade in Civil Aircraft on the aviation industry, first, as for the impact on the air transport industry, an tariff allotment of the domestic air transport industry is expected to reach about 160 billion won a year from 2026, and upon acceding to the Agreement on Trade in Civil Aircraft, the domestic air transport industry will be able to import aircraft parts at no tariff, so it will not have to pay 3 to 8 percent import duties. Second, as for the impact on the aviation MRO industry, if the tariff reduction system for aircraft parts is phased out or abolished in stages, overseas outsourcing costs in the engine maintenance and parts maintenance are expected to increase, and upon acceding to the Agreement on Trade in Civil Aircraft, the aviation MRO industry will be able to import aircraft parts at no tariff, so it will reduce overseas outsourcing costs. If the author proposes a policy direction for the trade liberalization of aircraft parts to ensure competitiveness of the aviation industry, first, as for the tariff reduction by the use of FTA, in order to be favored with the tariff reduction by the use of FTA, it is necessary to secure the certificate of origin from foreign traders in the United States and the EU, and to revise the provisions of Korea-Singapore and Korea-EU FTA. Second, as for the push of acceding to the Agreement on Trade in Civil Aircraft, it would be resonable to push the acceding to Agreement on Trade in Civil Aircraft for customs-free on the trade of aircraft parts, as the tariff reduction method by the use of FTA has limits. Third, as for the improvement of the tariff reduction system for aircraft parts under the Customs Act, it is expected that there will take a considerable amount of time until the acceding to the Agreement on Trade in Civil Aircraft, so separate improvement measures are needed to continue the tariff reduction system of aircraft parts under Article 89 paragraph 6 of the Customs Act. In conclusion, Korea should accede to the WTO Agreement on Trade in Civil Aircraft to create an environment in which our aviation industry can compete fairly with foreign aviation industries and ensure competitiveness by achieving customs-free and liberalization on the trade of aircraft parts.

  • The purpose of this study aims to analyse the case on the violation of the Agreement on WTO-TRIMs in the China with auto parts case. The Agreement on Trade Related Investment Measures(TRIMs) are rules that apply to the domestic regulations, a country applies to foreign investors, often as part of an industrial policy. The agreement was agreed upon by all members of the WTO. The TRIMs Agreement bans any laws, policies or administrative regulations favouring domestic products. This includes government incentives to encourage corporations to use domestically made products as a way of creating or protecting local jobs. The Agreement on TRIMs is only one such restriction within the broader WTO regime. Policies such as local content requirements and trade balancing rules that have traditionally been used to both promote the interests of domestic industries and combat restrictive business practices are now banned. In many ways the Agreement on WTO-TRIMs is less significant than the WTO agreements on services, etc. The TRIMs Agreement does not involve any new rules or disciplines, referring only to the existing provisions under the GATT. However, by enforcing GATT provisions on 'national treatment', this short and simple agreement has had farreaching effects on auto parts, etc. Meanwhile, China has been members of the WTO late 2001, once the measures imposed high-rate tariff for import parts was intended to regulate importer of auto parts in order to avoid the high-rate tariff.

  • 최근 무역흑자기조가 유지되고 있으며 2003년 이후 수출증가율이 수입증가율을 앞서나가고 있어 무역 흑자 규모가 2004년 약 200억불로 커지고 있다. 그러나 주요기간산업의 대일의존은 여전하다. 특히 광학산업을 포함한 기계산업은 역조규모가 가장 크며 대부분의 품목들이 대일수입에 의존하고 있고 그 뒤를 전자전기산업이 따르고 있다. 이처럼 한국의 자본재 산업은 해외에 의존하고 가공/조립을 통한 범용제품(후방산업) 양산에 치우쳐왔다. 따라서 기술개발능력이 있는 중소기업의 원천기술에의 도전을 적극적으로 지원하는 연구개발 사업이 필요하며, 기업이 보유한 특허와 같은 지적재산에 투자하는 지적재산캐피탈(IPC)을 도입하여 기술보유기업의 성장과 신기술의 시장진입을 도와야 할 것이다.

Characteristics and Policy Implications of Materials and Parts Industry in Japan (일본 소재부품산업의 특성과 시사점)

  • Materials and Parts acts as the bridge in the manufacturing industry. In 2018, the materials and parts industry became the leading industry in Korea as its export reached $316.2 billion, accounting for 52.3 percent of the country's total exports. As such, it is the main industry of Korea leading the trade surplus, but when it comes to Japan, it is not. The trade deficit with Japan shrinks to $24 billion last year but the materials and parts industry still accounts for 60 percent of total deficit, which is about $15.1 billion. Today Japan has the top competitiveness in the high-tech materials and parts industry and the factors can be found in cooperation and symbiosis among companies, monotsukuri spirit, and long-term government policy. In order for Korean economy to pursue the Japan's high-tech materials and parts industry, the following change of perception is necessary. First, the material and parts industry requires win-win cooperation. In general, materials and parts are intermediate products. Therefore, it is important to understand the characterist that the transactions are all made up between companies not the with consumers. Second, expansion of joint technology development is absolutely necessary. South Korea is a leading country in the field of general-purpose materials and parts. However, the research shows that South Korea has structure which small and medium-sized companies could have difficulties in developing high-tech products as finding demand and developing market are hard due to low participation of large corporations at R&D stage. It is necessary for large corporations to participate in joint R&D and share opinions of customers from the beginning stage of R&D. Third, a long-term approach is needed. Structural vulnerabilities in the Korea's materials and parts industry, including the lack of advanced technologies is the main reason of solidification of Korea's trade deficit with Japan but there are also cultural differences about technology in the background. Even if it takes time, a long-term approach is absolutely necessary to build up technology and know-how in order to secure competitiveness in the high-tech materials and parts industry. This approach applies to act of corporation and government policy.

The Impact of Environmental TBTs on Exports of Korean Manufactures (환경 TBT가 국내 주요 제조업 수출에 미치는 영향)

  • The impact of each country's environmental protection and climate change policies on trade is increasing. The strengthening of trade barrier resulted in an increase of Technical Barriers to Trade(TBTs). This international trend carries important implications for Korean manufacturers, which is highly dependent on trade. Discussions on the trade effects of TBT are still ongoing. This study that quantitatively analyzed the effect of TBT on trade have employed a gravity model. As a result of the analysis using the basic model, it was found that the effect of environmental TBT notifications on trade is positive(+) overall. However, the electrical machinery and equipment·electronics industries are negatively affected by environmental TBT. There is a pressing need to preemptively identify the impact of environmental TBT in major countries on the exports of Korean manufacturing industries in order to strengthen the competitiveness of domestic industries and pursue countermeasures.

An Analysis on the Trade Competition of Major Industries Following the Completion of Korea-Central America FTA (한-중미 FTA 발효에 따른 주요 산업 수출경쟁력 분석에 관한 연구)

  • This study analyzed the competitiveness of major export industries following the FTA between Korea and five Central American countries. Findings revealed that Korea mainly exports industrial products such as ships, automobiles and parts, steel, and electronic devices, and it imports raw materials and agricultural products such as coffee and copper, indicating a complementary trade structure. Similarly, the trade specialization index analysis revealed that Korea specialized in exporting industrial products such as ships, automobiles, steel, and machinery, and in importing primary products such as copper and coffee. Products such as ships, steel, and machinery, which are major export items to Central America, are expected to further strengthen their competitiveness due to tariff cuts. In addition, it is expected that the demand for medicines and medical supplies could increase in future due to the COVID-19 pandemic. This study attempted to present implications for establishing export strategies by analyzing the competitiveness of Korea's major export industries in the Central American market, in accordance with the Korean-Central American FTA. These findings could be used as basic data for future entry into South America as a bridgehead in the Central American market.
