This study aims to provide policy suggestions by examining the perception and attitude of Koreans toward the welfare rights. The study was done through a telephone survey conducted by an opinion research institute on 2,050 respondents in 16 cities and provinces. The results are as follows. First, a majority of Koreans responded that the primary responsibility for welfare rests with the government and perceived their welfare receipt rights in a positive way. Respondents also showed an assertive attitude toward exercising their rights by stating that they intend to file a demurrer or participate in civic activities. Second, in terms of duty performance, most respondents showed different positions concerning tax hike and insurance rate increase, although they showed a stronger opposition to an increase in insurance fee. In addition, 90% of the respondents were in favor of building welfare institutions in the residential area and an overwhelming proportion of the respondents indicated that they would take an active part in welfare development by regularly paying taxes and volunteering. Third, the respondents gave a very negative rating to Koreas welfare system and its overall level. That is, people thought that the level of Koreas welfare system is on a par with that in developing or underdeveloped countries, and that the welfare system benefits no one or only the rich. People generally felt that there was not one proper welfare institution. In conclusion, the study found that Koreans have keen awareness of their welfare rights and proactive attitude toward welfare development, whereas negative viewpoint toward tax and insurance fee increases. This may stem from peoples distrust of government welfare policies and the existing welfare system. This study suggests that welfare policy is an important factor in determining peoples political attitude. Therefore, government authorities must recognize people not as passive receivers of welfare benefit but as active policy partners, and establish policies that reflect peoples high welfare rights perception and willingness to take part in welfare development.
In order to evaluate the effects of high unemployment rates on the income distribution and to find out mediative factors to these effect, the relationship between unemployment and income inequality in the industrialized countries and determinants of their relationship are analysized in this paper. Major findings from the analysis are these. First, changing pattern of unemployment rates are not similiar that of income inequality in the industrialized countries. This result suggests that relationships between unemployment and income inequality are dissimiliar within the industrialized countries. Second, results from analysis about relevant factors' effect on the relationship between unemployment and income inequality, the effects of economic factors such as economic growth rates and the scale of economy are not significant. But variables such as union density rates and scale of social welfare expenditure are found to have significant effects on the relationship between unemployment and income inequality. In fact, when the policy factors enters, the negative distributional effects of unemployment are lower by 50%. These results impliy that dissmilarities between the industrialized countries in the 1980s' changing patterns of income inequality are engendered from the union density rates and scale of social welfare expenditure. These findings in this paper suggest such a implication to the Korea; In order to achieve the more deserable society, policy orientations which give the priority to the economy restructuring rather than development of social welfare have to be reexamined and modified.
This study used laten class growth analysis to identify discrete developmental patterns of delinquent behaviors in adolescence. This present article also examined associations among these trajectories to determine how the development of delinquent behaviors relates to protective and risk factors, which include parental monitoring, attachment with parent, association with deviant peers, self-control, and negative stigma from others. Four-wave panel data from a Korea Youth Panel Study were used for the latent class growth model analysis. The sample consisted of 3,446 adolescents who were assessed at 4 measurement waves with approximately 1-year interval. Four trajectories of delinquent behaviors emerged: delinquency persistence, delinquency increaser, delinquency decreaser, normative group(almost no delinquent behaviors). Association with deviant peers had the most proximal strong influence on the probability of being in the delinquency increaser and delinquency persistence group compared, noed to the normative group. Parental monitoring, self-efficacy and negative stigma also differentiated the four delinquent behavior trajectories from one another after controllig for socio-demographic variables. The study suggested that there is a significant heterogeneity in the timing and change rate of delinquency progression. Adolescent delinquency prevention and intervention programs will need to consider this heterogeneity and enhance attention to protective and risk factors depending on the subpopulation.

This study explored the life of social workers by applying the photo Voice research method. Participants selected three themes through group discussions and shared the daily life of a social worker through photos they prepared in relation to each topic. Through this process, they shared their own experiences on 'difficulties related to work activities,' 'factors that create positive aspects that motivate social workers,' and 'factors that create negative aspects that demotivate social workers.' Using these three themes and 11 sub-themes, the participants shared their own experiences as social workers in the workplace. In order to improve the quality of life of social workers, we proposed amendments to related laws such as the Labor Standards Act, and also proposed legislative and institutional measures such as the enactment of policies related to personal safety threats.
In this study, we explored the relationship between experienced discrimination and volunteering activities among the $2^{nd}$ baby boom generation. Specifically, applying structural equation modeling, we examined how the effect of experienced discrimination on volunteering among the $2^{nd}$ baby boom generation is mediated by the negative perception of equal opportunity and achievement by personal merit. Data were obtained from the 2016 National Survey on Unequal Opportunity from the Circle Foundation. The research sample was comprised of 474 baby boomers ages 42 to 48 at the time of survey. Results indicated that perceived discrimination affects the level of volunteering among the $2^{nd}$ baby boom generation, through the negative perception of equal opportunity and achievement by personal merit. Based on the findings, we presented policy implications that could promote volunteering activities among the $2^{nd}$ baby boom generation.

This study aim to examine the optimum population in Korea, which has the lowest fertility rate in the world. This study has significance because this rapid decline in the fertility rate is expected to bring the decrease of the population and unbalance in the population composition in Korea. From the social welfare perspective, the optimum population is guided by maximization of the social welfare level per person or the social welfare level in a society. The optimum population can be defined as follows: The proportion of older adults 65 and over is 15-17%, the proportion of work force is 64-69%, the index of aging is 72-104. Within the current population and population composition, the optimum population is estimated as 4.85-4.95 million. These findings imply that we need to remove causes of low fertility rate and prepare for policies encouraging immigration of labor force from foreign countries. In addition, policies and programs where children can be grown up in good environments and women and older adults can participate in labor force should be established.
This study investigated the effects of childcare teachers' role conflict and self leadership on psychological welfare. 64 day care centers located in Seoul and Gyeonggi-do were selected as its subjects and correlations and multiple regression analysis were conducted for 260 childcare teachers from the day care centers. The results of this study were as below. First, in terms of the relationships between childcare teachers' role conflict, self-leadership and psychological welfare, it has been shown that correlations of role stress, role ambiguity, action orientedness, constructive thought, and positive welfare were found in all sub-areas except for the sub-variables of natural reward and negative welfare, whereas correlations of role ambiguity, action orientedness, positive welfare were found also in all sub-areas except for the same sub-variables above. Second, after conducting multiple regression analysis, it has been noted that the variables that affected psychological welfare the most were natural reward followed by role ambiguity and role stress, whereas no statistical significance was found in all other sub-variables.
The purposes of this article are to criticize social services, and to consider alternative caring policies and social economic regime to cope with caring blank, in the view point of A. Gorz. According to Gorz, in the value of growth of capitalism, people who are in charge of household affairs and caring work make inroads into the wage market. At this point, as caring blank is occured, social services are emerged. These new aspects are 'Commodification and Rationalization of Private Life'. This article suggests alternative ideas to these aspects. First, universal care giver·breadwinner model, second, the dominance of eco-reason and shorter working hours.
