부산항 신항 배후단지 취급화물별 원단위 분석 연구

  • 현대 사회에서 항만이 전반 공급체인에서 차지하는 역할이 날로 중요해지고 있다. 항만의 역할은 이미 단순한 하역작업이 아닌 화물에 부가가치를 부여하는 중요한 경제활동중심으로 진화하였다. 이러한 항만의 중요성으로 인해 각국은 모두 허브항 육성을 주요 성장전략으로 삼고 있다. 특히 동북아시아는 대형 항만이 가장 밀집된 지역으로 되어 항만 간 경쟁이 매우 치열하다. 부산항은 배후단지 활성화를 통한 안정적인 물동량 유치를 통해 역내에서 경쟁력을 확보하고 있다. 본 연구는 부산항 신항 배후단지에서 처리하는 주요 화물들의 원단위를 산정하여 실제 부산항 신항 배후단지에서 창조하는 부가가치에 대해 정량적으로 분석하였다. 분석결과, 케미칼 제품, LME 벌크, 자동차 부품, LME 컨테이너, 일반화물, LME 내륙운송의 순으로 원단위 비용이 점차 감소하였다. 향후 연구에는 부산항 신항 배후단지에서 취급되는 전체 화물에 대한 세부적인 연구가 이루어질 필요가 있다. 이를 통해 항만이 창출하는 가치를 보다 정밀하게 파악하고 효과적인 물동량 유치 전략을 실행할 수 있다.

A Study of the Activation Plan for the Hinterland of Busan New Port (부산항 신항 배후단지 활성화 방안에 관한 연구)

  • The ports have been confronted with rapid environmental changes. This means that it is imperative to enhance the competitiveness by resolving the chronic and difficult problems regarding Busan New Port. This paper, hence, suggests how to activate the hinterland of the New Port. The New Port was designed to become a leading logistics port in Northeast Asia and its economic ripple effect was expected to be much greater with the construction of New Port Hinterland. The government should also seek to supply the sufficient land as well as establish port clusters with various port-related industries, which enables the New Port to survive the forthcoming harsh environmental changes and meet the diverse demands. Those measures also enable the New Port to overcome the deterioration of the competitiveness and enjoy the economies of scale. The cluster-based hinterland policy framework is sure to be very efficient but should be complemented with infrastructure policies for the better policy-mix.

  • 항만 배후단지는 항만과의 연계된 네트워크로 점점 중요해지는 가운데 다국적으로 앞 다투어 고부가 가치 창출을 위한 다양한 법과 제도를 마련하고 있다. 유럽, 아시아, 북미 등 여러 국가에서 배후단지 활성화를 위한 투자와 발전을 위해 노력하고 있으며 이에 한국도 제3차 항만배후단지개발 종합계획을 통해 단계적 변화의 움직임을 보여주고 있다. 따라서 본 논문에서는 DEA(Data envelopment analysis)와 Malmquist 분석을 통해 한국의 주요 항만배후단지의 생산성과 효율성을 파악하였다. 분석결과 부산 신항 북컨, 광양항 서측배후단지는 효율성이 높고 부산 신항 운동, 광양 동측 배후단지 및 아암 1단지는 효율성이 낮게 나타났다. 연구 분석을 통해 향후 항만 배후단지의 경영 환경 및 수익성이 개선되어야한다는 점을 시사한다.

  • Over the past years, the role of ports in the global network of supply chains has becoming increasingly important, not merely as a physical location for loading and unloading goods, but also as an essential center of economic activity where additional value is added to cargo. Due to the overall growing importance of ports, each country has chosen to adopt hub growth as a primary economic strategy. Northeast Asia in particular, due to its high population density, experiences intense competition between its ports. Busan's port, as a result, has used the establishment of Distripark in order to attract high and stable trade volume, and compete more effectively with other ports in the region. This study estimates the unit cost of the logistic process for the all principal cargos handled at Busan New Port, with the findings revealing that unit cost increases gradually starting with chemical products, LME bulk goods, automobile parts, LME containers, general cargoes, and LME inland transportation goods coming in last. Future research will look more closely at all all categories of cargo handled in the Distrpark of Busan New Port, thereby enabling us to better understand the value created by the port, and how to best implement effective trade volume-attraction strategy.

  • The ongoing development of Distriparks, the increase in workers inside the warehouses, and the growth in traffic volume have shifted the attention of the many D.C. operators on how to utilize their warehouse spaces more profitably and economically. A total of 550 cars and trucks are illegally parked at the distribution centers everyday. To meet these challenges, port authorities are looking closely at how they can establish effective countermeasures to solve this problem and satisfy customers of the Distripark. In order to answer these questions, this article sought to identity and analyze the current status of the illegal parking issues and main causes of that phenomena. In addition to summarizing an actual outcomes of the illegal parking problems, the research also examines the legal and practical countermeasures of this issues. Finally this research tries to find future solutions for ports in the Distripark development process, with particular reference to the legal and managerial aspects.

Enhancing Competitiveness of the North Container Hinterland of Busan New Port - Based on AHP method - (부산항 신항 북컨테이너 배후단지의 경쟁력 제고 - AHP 기법을 토대로 -)

  • This study aims to assess the competitiveness of 30 logistics centers that operate in the hinterland of the North Container Port at Busan New Port. Thirty-two key factors were selected from previous studies to analyze and improve competitiveness and expand business opportunities in the hinterland. Suggestions from logistics experts were also canvassed. These variables were then put through first- and second-factor analysis to verify validity and measure confidence levels; they were later categorized into five factors and 15 sub-factors impacting on competitiveness. The categorized factors were compared using the analytic hierarchy process (AHP) to assess the importance of each factor and sub-factor in the case of logistics centers in the North Container hinterland of Busan New Port. The findings indicate that factors related to the securing of significant amounts of container cargoes were of greater importance. On the other hand, relatively basic factors proved to be less important in improving the competitiveness of the port hinterland.

  • The Busan New Port and its hinterland have not operated smoothly due to the complicated laws and various related organizations. Thus, many projects involving the port are not matched with its purpose of establishment. In particular, a large-scale apartment complex, which was constructed without a negotiation among the related organizations, is disturbing the port's logistics function. Also, the construction and management of every traffic facilities are conducted by various organizations due to the functions for the facilities are dispersed among them, which has given rise to chaos and responsibility-shifting. As a result, worries about the friction among the organizations and the loss of function of the port hinterland exist. This paper analyzes the problems of inter-governmental functional distributions in the construction and management of the port hinterland of the Busan New Port based on the principles (theories) of functional distribution. In addition, this paper proposes improvements for the functional distribution. The results of the analysis indicated that the functions for housing and traffic facilities were duplicated and dispersed among organizations, resulting in an unclear division of responsibilities. Finally, the paper proposed solutions for the problems: the institutionalization of an administrative conference system among related organizations, using an integrated administration for a wide area (contracting-out, association among local governments), and establishing a special-purpose local government (association among local governments, BPA).

  • Busan Port has a major function as the sixth largest port among the world container cargo standards and the second largest port among the world transshipment cargo standards. However, because of the lack of policy reflection on the port facility and carriers, overload control is a serious problem in freight transportation of transshipment cargo in Busan New Port and the port hinterland. In this regard, we reviewed the actual conditions of drivers, carriers, logistics managers, identified the problems, and suggest improvement plans.

A Comparative Study on the Productivity by Characteristics of Tenant Companies in Busan New Port Distripark (부산항 신항 배후단지 입주업체 특성별 생산성 비교연구)

  • Korea has gradually been developing port distriparks in major domestic trade ports to diversify their function and create added-value. New tenant companies are needed to help achieve these goals, but no research has been done on selection criteria. To provide such criteria, this study conducted a comparative analysis of the productivity of tenant companies in Busan New Port Distripark based on their characteristics. SFP (single-factor productivity) was measured using the operational data of 67 companies in the distripark over the past - three years (2017-2019). The results indicate that the logistics business and the manufacturing business have strengths in cargo volume productivity and in sales productivity respectively. Also, Northern distripark, a relatively older facility, was found to be more productive than Ung-dong distripark. Finally, the effect of investment-both foreign and in FAC/EQ (facility and equipment)-on productivity showed an inverse relationship with productivity, with the companies with under-average investments being more productive than those whose investments were above average. Therefore, to enhance the productivity and competitiveness of port distriparks, tenant companies must be subject to supplemented system and law for increasing employment and cargo volume, and reestablished selection criteria.

A Study on the Evaluation of Economic Benefit for Port Hinterland's Investment in Busan New Port (부산항 신항 켄테이너터미널 배후단지 조성사업의 경제성 평가에 관한 연구)

  • The purpose of this paper is to estimate economic benefits for the investment of port hinterland. This research has conducted the empirical analysis, by calculating the investment of port hinterland. The key factor for the economic benefits for the hinterland is the utilizing throughputs. This demand is influenced by the throughput in the port. However the data is different between the different organizations. The positive opinions are prevailed about constructing of port hinterland by a optimistic view about throughput. However this paper analyzes the economic benefits by a pessimistic point of view. The main results of this paper are as follows: First, the port hinterland of Busan New Port does not have economic benefit for investment and the hinterland will face the overcapacity problem. We recommend that the plan for investment has to be considered the modification. Second, data of forecasted throughputs is an important factor for evaluation of hinterland's investment. The research for reliable forecasting of throughput has to be preceded for the pertinent evaluation of hinterland's investment.
