  • This study searched for the common and different aspects of social community welfare centers and health family support centers for family welfare practice of the community. We also tried to find out the awareness of workers and the performance function for each institution. Through the interviews and review of literature, and comparative analysis of operating status, we looked for the common and different aspects, and the direction of development, which evolved family welfare into the community by way of function and relationships of both institutions. As a result, the participants of this study pursued common purposes. They however made aware of the issues of discrimination about social values and each institution's functions. We suggest that the social community welfare center focuses on individuals and families, in order to integrate the community. A health family support center should play the role to fulfill needs for family welfare according to family life cycle, and have good accessibility for individuals and families in the community.

  • This study aims to analyze the formation of Korean social welfare delivery system and its pathway, from which the pending issues are to be discussed on the organizations and personnel of the delivery system using the word 'social welfare' with its related discourse. Historical institutionalism is chosen as the perspective to explain path-dependent change and critical juncture, and various legislative data are used as the indicative signals for the discourse of 'social welfare'. The results of the study are as follows. First, the term 'social welfare' began to be institutionalized in Korea by the enactment of Livehood Protection Law(1961). Second, the policies by the year 1987 of expanding social welfare center and introducing social welfare professionals as civil servants form a critical juncture which makes the social welfare discourse realized as the institutional realities. Third, until the year around 2014, the system has not changed in the perspective of macro framework. Fourth, currently the system shows several signs of severe turmoil, which might lead to dismantle the system of 'social welfare' discourse. To conclude, this study shows the possibility of explaining organizations and personnel composing the social welfare delivery system by the usage of discourse analysis, treating it as an analytical entity.

After the oil-shock in 1973, European welfare states including Germany had experienced stark financial crisis because of economic unstability and increasing social expenditure. The political direction of SPD has been gradually changed. This transformation has been reflected automatically on the welfare policy for the disabled. In Germany, Gerhard Schroeder who leads the SPD governs since 1998. The Schroeder's new conception of welfare policy is known as the Third Way("neue Mitte") that the social economic structure intends to neo-liberalistic trend. The concern on the employment policy for the disabled has grown recently in neo-liberalistic age, but research on German employment policy for the disabled is very limited in quantity and depth. The main purpose of this study is to examine how the employment policy for the disabled of Schroeder-government has been developing in Germany. And this paper evaluates the effect of transforming policy. Based on this evaluation, this paper attempts to manifest the problem of Korean employment policy for the disabled and to find the implications of German model.
