For the efficient operation and management of the water resources system, coordinated operation of weirs and reservoirs is required. A simulation based, and an optimization based approaches are available to deal with the operation and management problems. The simulation based approach does not guarantee an optimal solution, and the optimization based approach is not so flexible to consider, complex, nonlinear problems we will face when trying to allocate water to different uses, various demand sectors in a basin. Hence, it is important to develop a model that would compensate for the weak points in both models. We will compare and contrast intrinsic and extrinsic properties of two modeling approaches, addressing issues related to setting system operation and control rules that would lead us to more efficient use of water in the basin. As a result, we propose to use CoWMOM(Coordinated weirs and multi-reservoir operating model), a "simulation based" optimization model for a simple simulation of the past periods, and for the real-time simulation process considering uncertain inflow.

IR(Institutional Repository) is an indispensable instrument for not only long time preservation of intellectual products but also for shifting commercial publishing company-dominated academic communication stream. In Korea, dCollection project of Ministry of education, science and technology has contributed on immediate, integrated circulation of distributed research products. dCollection is already one of the few integrating instrument for distributed academic resources, but it has not been university's voluntary instrument to announce their research accomplishments and to realize open access. On the other hand, Japanese government has promoted universities' IR operation through "Next generation infrastructure construction project." Even though distributing speed is relatively low, each university made ripe operating skill by their selves and realize its own purpose. This study comparatively analyzed policy and current status of Institutional Repository in Korea and Japan from various viewpoints. And also it proposed directions of development about Korean Institutional Repositories.

The EV ROM, a joint reservoir operation model for flood control that accounts for the downstream flow condition, has been introduced in the preceding article (Shin et al, 2000). A joint reservoir operation model computer program for the Geum river basin, developed by FORTRAN Power Station 4.0 using the EV ROM, is hereby presented. Three case studies of flood control by joint operation of the Yongdam and Daechung Multipurpose Dams in the Geum river basin revealed that the performance of the EV ROM was superior to the existing Rigid ROM and Technical ROM. This is because the EV ROM can account for the downstream flow condition as well as the upstream inflow and the reservoir water level. In order to apply for various floods events in the future, consistent improvement of the developed EV ROM and efforts for more accurate rainfall prediction are required.
