염/담수 분포특성을 이용한 해수침투보호구역 설정

  • 본 논문에서는 국내의 서-남해 연안지역에서 광범위하게 발생하고 있는 해수침투의 확산방지를 위하여 해수침투보호구역이라는 개념을 소개한다. 해수침투보호구역을 설정하기 위해서는 해당 지역 해수침투대의 고분해능 염분농도분포가 필요하며 이와 같은 염분농도분포도는 물리탐사 기술로 작성이 가능하다. 전남 영광지역에서 물리탐사 기술로 작성한 해수침투대의 고분해능 염분농도 분포도는 시험시추 결과, 매우 신뢰성이 높았으며 염분농도의 공간적인 분포도에서 해수침투로 인한 지하수 개발 제한지역, 보호구역 등에 대한 설정이 가능하였다. 향후, 해수침투의 확산방지와 지속적인 지하수의 개발이 가능한 해수침투보호구역설정에 대한 후속적인 조치가 필요할 것으로 판단된다.

Study on Public Awareness of establishing Marine Protected Areas - Case Study of Guimaras Province, Philippines using Contingent Valuation Method (해양보호구역의 설정에 대한 대중인식도 연구 - 조건부 가치측정법을 이용한 필리핀 기마라스주의 사례)

  • In Korea and the Philippines, as well as all over the world, with the recognition of the importance of marine ecological resources, the marine protected areas(MPA) have been established and managed to protect and preserve these resources. While the number of marine protected areas for marine ecological resources protection has been increased, there is main problem that the most of MPAs do not achieve their intended management objectives. the effective management. Because of the positive and negative impacts on local communities and fishermen as direct stockholders, there has been ongoing debate on the pros and cons of implementing MPAs. Accordingly, this research conducted a case study of establishing Marine Protected Areas in Guimaras, Philippines because Philippines fisheries code of 1998 (Republic Act 8550), which is enacted to manage, conserve and protect fishery resources, obliged local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection areas for a long time. To do this, a dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. Because of the expected economic costs by prohibiting fishing activities within the establishing newMPA, 58.7% of respondents thought the costs should be compensated, but 91.4% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, with Contingent Valuation Method(CVM), the aggregate mean WTP (375.5ha) of San Lorenzo and Sibunag residents in Guimaras Province, Philippines for establishing the additional MPA in their municipality waters was estimated to $1,046,791. Therefore, these findings could be used as a valuable data for establishing effective management plan of MPAs in Korea.

  • The purpose of this paper is to overview Korean MPA, to figure out the problems of current system and to give policy suggestions for effective management for Korean MPAs. Results show that different types of MPAs are established based on different legislations but there is no effective control system for integrated management. In addition, Korean government can not use the function of MPAs due to the insufficient regulation for harmful activities within MPAs. Finally, this paper recommends four policy suggestions for effective management of Korean MPAs; legal requirements of MPA designation, establishment of national authority for MPA management, application of no-take MPAs for fisheries management and establishment of MPA network.

  • The concepts of authenticity and integrity are very important standards to be satisfied in the conservation and utilization of Scenic Site (名勝), literally meaning the places of scenic beauty, as a public heritage. These concepts, which are frequently used in the conservation and utilization of the World Heritage inscribed by UNESCO, can be applied to all kinds of heritages. Recently, it has been widely recognized that the concepts of authenticity and integrity are not separable but interconnected. Accordingly, the maintenance of authenticity in Scenic Site should include not only the physical preservation but also the succession of historical tradition of enjoyment. The integrity in Scenic Site refers to the physical and social conditions under which authenticity can be satisfactorily protected. The aim of this study is to reconstruct the traditional ways of enjoying historical and cultural Scenic Site with emphasis on the Yeongnam Region and make a critical examination of cultural property protection areas that have been designated. Then, this study aims to find the ways to utilize Scenic Site to secure the standards of authenticity and integrity. As a result it was discovered that cultural property protection areas are not designated well enough to satisfy the standards of authenticity and integrity. Considering the fact that cultural property protection areas are the minimal institutional systems to maintain the original value of Scenic Site, it is necessary to pay more careful attention to the ways of securing the authenticity and integrity in Scenic Site.

  • 어선의 어업별 밀집 분포도 구축을 통해 어선의 통항흐름을 인지하여, 스크류/추진기 등의 손상과 어망 손괴사고 등을 예방할 수 있다. 아울러, 전국 연안 VTS의 관제구역 설정, 제주연안 돌고래 보호구역 설정, 해상풍력발전 단지 조성과 같은 해상교통안전진단 등의 타당성 입증자료, 허베이스피리트호 사건과 같은 유류유출사고 등과 같은 피해액 산출 추정을 위한 기초 자료로도 활용될 수 있을 것으로 판단된다.

  • Since Scenic Sites, heritages to protect the value of landscapes, include valleys and mountains, the cultural heritage protection zones and historical and cultural environments preservation districts are designated extensively. So the landscape protection effects of the designation of scenic sites should be examined. Accordingly, the purpose of this research is to present the methods of efficient institution of district for landscape protection of scenic sites. As the research subject, Cheongamjeong Pavilion and Seokcheongyegok Valley in Bonghwa (Scenic Site No. 60), which has the highest designation rate, was selected. The results of this research using the cumulative visibility technique of GIS are as follows. First, the method of selecting the viewpoint by preparing the reverse cumulative visibility from important landscape resources of the valley was presented. The reverse cumulative visibility can be utilized for rational selection of the viewpoint with regard to scenic sites. Second, the landscape analysis method in consideration of human viewing angle and the visibility of the background of landscape resources was developed. Third, the hierarchical landscape protection method of scenic sites utilizing cumulative visibility was presented. Fourth, it was established through on-site inspections that the method of institution of district is the practical method.

Study on Determination of Intention Type for Reasonable Conservation and Use on Baekdudaegan Protection Area (백두대간 보호구역의 권역별 지향성 설정에 관한 연구)

  • In this study, intention type was assigned to determine appropriate conservation and use of the Baekdudaegan Protection Area. To determine intention type, 84 indices were integrated into 7 types: the Natural Environment Protection District, Natural Scenic District, Agriculture and Forestry Promotion District, Living Environment Protection District, Education/Culture/Arts Promotion District, Recreation/Tourism Promotion District, and Disaster Management District. Intention types were decided by comparing the occupying proportion of the intention types for each watershed segment in which the Seoraksan, Taebaeksan, and Sockrisan region boundaries were included. Weight values were applied to each of the seven intention types because each type did not play an equal role in the target regions. Most regions were classified as Natural Environment Protection intention types because the Baekdudaegan area is regulated with strong forestry and environmental protection acts; thus, the weight values related to nature protection were higher than those for other types. To supplement the results from this study, additional research is needed to determine the intention type and weight for each region, and it will also be necessary to integrate sociocultural factors and field survey data.

  • Groundwater simulation model suing GIS and Arc/Info Gridfunctions were used to delineate wellhead protection areas. Groundwater simulation model was developed within Arcview GIS. The model. which integrates the data input and manipulation. Process simulation. and display of the results . was developed by considering time variations of the parameters. The model was applied to the EPA data. The hydraulic distributions from the EPA data and those calculated from groundwater simulation model agree well and zone of influence from EPA data and that calculated suing GRID functions seem to be consistent. The developed model may be an efficient tool to delineate WHPA because it integrates all the processes inside the GIS.

A Protection Management Characteristic and Preservation Plan of World Heritage Mt. Huangshan (세계유산 황산의 보호관리 특성 및 보전방안)

  • The purpose of this study is to establish basic data for the continuous protection management policy of domestic natural world heritage and mixed world heritage, and to examine the present situation and characteristics of the protection management according to the World Heritage Convention on the World Heritage listed Huangshan. The results of this study are as follows. First, Huangshan began to be protected by the establishment of the Huangshan Construction Committee in 1933, and after the designation of national park in 1982, laws and regulations were established in the central ministries, And various projects related to utilization have been implemented. Secondly, the establishment of the boundary for protection was actively intervened by the central government, such as the reorganization of the boundary of Huangshan through the administrative district plan. In order to protect the ecological and landscape value as well as the cultural factor, And designated a heritage designated area. Third, the protection management of Huangshan was divided into four major stages. The first phase was divided into the period when administrative measures were taken to manage the protection of Huangshan. The second phase was designated as a national park in Huangshan. The third period was the time of the protection-oriented project according to the recommendation of the international organizations after the World Heritage listed. The fourth period was the expansion of the tourism industry for the continuous use of protection of Huangshan city, My preservation business was being implemented. Fourth, Huangshan is managed by the central government and the city government. Huangshan, which is a mixed heritage, is managed jointly by the Ministry of Cultural Heritage Administration and the Ministry of Natural Heritage Administration. The protection and management of Huangshan promoted the efficiency and expertise of the heritage-related work through the establishment of the administrative unit-specific management system, and the local governments were entrusted with the authority to implement the protection management policies that meet local characteristics. Fifth, the preservation area of Huangshan has been destroyed by the development policy centered on the mountain. In addition, according to the operation of accommodation facilities, there are problems such as sewage, garbage disposal, and environmental pollution caused by tourists, and the damage caused by pests and diseases in planted plantations around the area and changes in ecosystem due to the composition of cable cars. Sixth, for the continuous protection of Huangshan, strict regulations on new construction, extension and management of accommodation are required, and it is necessary to install facilities to limit and control the number of visitors.

  • 대부분의 실용적인 도난 경보 시스템은 어떤 종류의 시간 지역 특성을 필요로 한다. 시간 지연 특성이 없는 도난 경보 시스템은 보호 구역에 접근하는 사람이 심지어 자기 자신 일지라도 경보음을 울리게 될 것이다. 하지만 만약에 우리가 외출을 하려고 할 때 만약 경보가 해제되어 있다면 외출하면서 우리자신이 경보 장치를 설정하고 나가는 수 밖에 없는데 이 경우 경보를 설정할 수 있는 방법이 없다.
