Estimation of Fatality Reduction by Introducing Technical Regulation on Pedestrian Protection (보행자 충돌안전기준 도입에 따른 사망자수 감소 효과 추정)

  • This study developed a methodology for estimating the fatality reduction by introducing technical regulation on pedestrian protection in pedestrian-vehicle collisions. Modeling a probabilistic pedestrian fatality model with logistic regression approach was one of keen interests, which employed in estimating the fatality reduction. Collision speed obtained from the accident reconstruction was used in the model development. The effects of fatality reduction, in case various Head Injury Criterion (HIC) and collision speeds are applied for the regulation. were presented as the major outcome of this study. It is expected that the outcome of this study would be an invaluable tool to assist in developing various technologies and policies for pedestrian protection.

  • This paper develops pedestrian fatality models capable of producing the probability of pedestrian fatality in collision between vehicles and pedestrians. Probabilistic neural network (PNN) and binary logistic regression (BLR) ave employed in modeling pedestrian fatality pedestrian age, vehicle type, and collision speed obtained from reconstructing collected accidents are used as independent variables in fatality models. One of the nice features of this study is that an iterative sampling technique is used to construct various training and test datasets for the purpose of better performance comparison Statistical comparison considering the variation of model Performances is conducted. The results show that the PNN-based fatality model outperforms the BLR-based model. The models developed in this study that allow us to predict the pedestrian fatality would be useful tools for supporting the derivation of various safety Policies and technologies to enhance Pedestrian safety.

  • This study develops a methodology on how to assess the traffic safety benefit of advanced vehicular technology for Protecting pedestrian in pedestrian-vehicle collision. Safety benefit is defined here as the reduction of Pedestrian fatality by employing advanced vehicular technology. As an application of the proposed methodology the safety benefit of active hood lift system (AHLS) is assessed. Both actual accident data analysis and simulation experiment are conducted to establish statistical models that are used for estimating the reduction of pedestrian fatality It is believed that the developed methodology and outcomes would be greatly useful in developing various advanced vehicular technologies and establishing more effective traffic safety policies.

  • The ratio of Pedestrians in traffic accident fatality takes up 43% in Korea, which is 2.5 times as much as OECD's average. The traffic accidents features by road type shows that the fatality of the national highway posts the highest due to the accidents of pedestrians. Accordingly, the establishment of safety facilities for pedestrians is expected to increase on the rural roads for the prevention of pedestrian accidents. However, studies on pedestrians have been mainly focused on urban intersections. In Particular, studies on estimating the effectiveness of safety features for pedestrians are very poor. Thus, in this study. the Pedestrian accident probability model on four lane national highway was developed by using logit model. Also, this study analyzed and proposed the effect of facilities as a relative risk by using an odds ratio. As a result of the analysis, the Improvement of sight distance, installing sidewalks and lightings were proven effective alternatives for reducing the pedestrian accidents.

A Study on the Characteristics of Traffic Accidents for the Elderly Pedestrians on Rural Highways (지방부 도로 고령 보행자 사고 특성분석연구)

  • Elderly pedestrians account for more than 30% of all deaths in traffic accident and the number of elderly-related traffic accidents are increasing every year. Considering Korea's quickly aging society, drastic measures must henceforth be taken. Taking notice of the elderly living in and moving around the provinces, this research focused on analyzing the characteristics of elderly pedistrians' traffic accidents on provincial roads and developing an Equivalent Property Damage Only (EPDO) model. The authors collected 720 traffic accident data points from the police agency and developed the EPDO model, weighted differently by light injury, severe injury, and death using Multiple Regression Analysis. As a result, the speed of vehicles is the most influential variable in EPDO, and the shape of the road is significant as well. Therefore, various policies should be established like improving the environmental factors of provincial roads, like expanding speed-reduction treatments and signage, and setting up detours around areas of high elderly concentration.

A Study on Verification of the effectiveness of Mutually Recognizable Traffic Safety Facilities (상호인식 교통안전시설물 현장적용에 따른 효과검증 연구)

  • Korea had the highest accident rate among OECD countries in 2018, with 8.4 per 100,000 population, ranking 4th among 35 countries. In addition, the accident rate of traffic with children and the elderly was also high. This study reviewed the relevant literature and analyzed the traffic-accident analysis system. Customized traffic safety facilities were developed. In addition, by measuring the visibility of the traffic safety facilities by installing a test bed, this study measured the forward driving frequency and vehicle driving speed while driving. As a result of applying the "pedestrian pedestrian model" collision test model, the possibility of serious injury after installing the facility was reduced greatly to 4.6%. In this study, the visibility of traffic safety facilities and the effect of reducing the traffic speed were verified through test beds. Recognizing traffic safety facilities will reduce traffic accidents.

The Analysis of Risk according to Traffic Accident Types by Novice and Experienced Drivers in Korea (초보 및 일반운전자의 교통사고유형별 위험도 비교분석)

  • To analyze the risk according to accident types by novice and experienced drivers, it is used the accidents data which occurred for 2 years(2005~2006) in Korea. It is defined that novice driver is a people who is not passed 1 year after getting a driving licence and experienced driver is a people who is passed 1 year in this study. It is used a risk model to compare and analyze about the risk between two groups. The risk model is developed to apply together two variables which is accidents frequency and severity. Then it is used a conceptual weight to find that proper rate between accident frequency and fatal accident frequency. It is found a weight($\omega=0.6$) to suitable value to apply a risk model. The results showed that collision with obstacles, angle collision($90^{\circ}$) types to novice driver group have bigger risk than experienced driver group.

  • For 5 years and 6 months, ranging from January 2003 to June 2008, SPSS 12.0 Statistical Program was used to analyze the overall analysis, analysis of center line encroachment, analysis of signal violations, analysis of drinking while intoxicated, analysis of driving without license, analysis of two-wheel vehicle, analysis of pedestrian, analysis of safety equipment, analysis of traffic publicity or education and automobile registration accounts, and casualty of traffic accidents that are determined as having statistical implication based on the statistics available from the policy to take a look at traffic accident in the Daejeon area, and there were some meaningful results. With the proof that there is a certain level of ratio for the correlations between traffic control and traffic accident that the effect of traffic control has shown with certain time interval. The relationship of traffic control and the casualty of traffic accident has very low coefficient of correlations that it is not statistically noticeable that traffic control of the police has almost no effect in preventing traffic accident. This is a display of the fact that the conversion of direction for traffic safety measure undertaken to this point is rather urgent that there is a dire need of establishing the effective alternatives.
