Developing an Accident Model for Rural Signalized Intersections Using a Random Parameter Negative Binomial Method (RPNB모형을 이용한 지방부 신호교차로 교통사고 모형개발)

  • This study dealt with developing an accident model for rural signalized intersections with random parameter negative binomial method. The limitation of previous count models(especially, Poisson/Negative Binomial model) is not to explain the integrated variations in terms of time and the distinctive characters a specific point/segment has. This drawback of the traditional count models results in the underestimation of the standard error(t-value inflation) of the derived coefficient and finally affects the low-reliability of the whole model. To solve this problem, this study improves the limitation of traditional count models by suggesting the use of random parameter which takes account of heterogeneity of each point/segment. Through the analyses, it was found that the increase of traffic flow and pedestrian facilities on minor streets had positive effects on the increase of traffic accidents. Left turning lanes and median on major streets reduced the number of accidents. The analysis results show that the random parameter modeling is an effective method for investigating the influence on traffic accident from road geometries. However, this study could not analyze the effects of sequential changes of driving conditions including geometries and safety facilities.

A Study for Possibility to Detect Missing Sidewalk Blocks using Drone (드론을 이용한 보도블럭 탈락 탐지 가능성 연구)

  • Sidewalks are facilities used for the safe and comfortable passage of pedestrians and are paved with blocks of various materials. Currently, Korea does not have a quantitative survey method for the pavement condition of sidewalks, so it is necessary to develop an efficient survey method. Drones are being used as an efficient survey tool in various fields, but there are limited studies in which sidewalks have been investigated. This study investigates the possibility of detection by limiting the missing sidewalk blocks using a drone. This study is an initial study on the development of a method for detecting damage in sidewalk blocks. For this, sidewalk blocks were artificially removed to simulate a dropout situation, and images were acquired with 0.7-cm resolution using a drone. As a characteristic of the point cloud data acquired through image pre-processing, there was high variance of the elevation of the points in the missing area of the sidewalk block. Using these characteristics, an experiment was conducted to detect the missing parts of the sidewalk block by applying four thresholds to the variance of the elevation of points included in the grid corresponding to the sidewalk area. As a result, the detection accuracy was shown with a positive detection ratio of 70-80%, omission errors of 20-30%, and commission errors lower than 2%. It is judged that the possibility of detecting missing sidewalk blocks is high. This study focused on detecting a simulated missing sidewalk block in a limited environment. Therefore, it is expected that an efficient and quantitative method of detecting damaged sidewalk blocks can be developed in the future through additional research with considerations of the actual environment.

A Landscape Restoration and Maintenance Plan in the Seonwonjeon of the Deoksugung Palace (덕수궁 선원전(璿源殿)영역의 조경 복원정비 계획)

  • The Seonwonjeon(璿源殿) in the Deoksugung Palace was initially the ritual space for the royal family affiliated with the Gyeongungung Palace during the Korean Empire. It is currently, however, empty, as a landscape restoration and maintenance plan is established as a part of the restoration project for the Seonwonjeon area. The following results were obtained through the historical investigation of the original form and examination of similar cases. First, the original topography of the backside grove, which had been in the Seonwonjeon area, is 3.0-5.0m higher than the base of the building, and a terraced flower bed(花階) was installed on the border of the green to set off the difference in a scenic way. Second, the backside grove was composed with fruit trees to bear fruits used in rites and pine trees which symbolize the ritual space. Third, resting places were established at both ends of the site for the convenience of visitors without interrupting the atmosphere of the sacred ground. A trail was also created inside the backside grove along with minimum landscape elements, including functionally required items, such as the signboard, bench, tree guard, ramp, street lights, and landscaping lights. Fourth, the information on original planting in the palace and ritual space was extracted through historical materials, such as literatures, antique paintings, and photographs along with site surveys. Based on the information acquired, a planting plan was established for the courtyard, pedestrian road, resting places, terraced flower bed, pine grove, and fruit tree garden, which constitute the landscaping space of the Seonwonjeon area.

Study on the Analysis of Spatial Structure in Jeju Island Focusing on Parking Status (주차실태를 중심으로 한 제주도 공간구조 분석 연구)

  • The purpose of this study is as follows: First, to analyze the spatial structure of Jeju by analyzing the rate of parking demand and supply; Second, to determine the parking service imbalance between regions; and third, to elucidate the causes of this spatial structural parking service imbalance and provide effective measures. Due to the rapid population and tourism growth, Jeju is suffering from traffic congestion and serious parking problems. For this, the ways to efficiently utilize the existing parking spaces were identified through spatial structure analysis based on the parking demand and supply in the Jeju area. As short-term policy, the following changes were proposed: switching to small-scale eup or myeon blocks of parking space, use of shared parking system, and repairing side streets in residential areas. As mid-to-long-term policy, it is linked to other means of transportation as follows: parking demand management policy through modal share by reorganizing public transportation routes or expanding traffic facilities; securing park-and-ride lots; and different parking pricing for different time periods. To implement these policies, each area of the public sector, private sector, and private-public partnership should develop the bond of sympathy by areas and participants.

A research on regional differences in traffic environments and driver's behaviors in Korea (교통환경과 운전자 행동 요인의 전국 지역별 비교)

  • The purpose of this study is to investigate the differences in the traffic environments and driving behaviors in 5 regions of Korea. Data were collected through the survey research from 1387 passenger car drivers in 14 locations in Korea. The main findings of this research are as followings: First of all, There were significant differences in traffic environment factors(road topography, construction, road & safety facilities, pedestrian behaviors, surrounding drivers) among 5 regional areas. When we examined drivers factors, there were significant differences among 5 metropolitan areas on wearing seat belt, most of constructions related to drink driving, speed-limit violation. There were many differences in driving habits, intentions, behaviors including wearing seat belt, driving after drinking according to metropolitan area, and also in case of speed-limit violation and careless driving behavior. These results suggested that there are many differences in traffic environments and driver's behaviors among regional areas. These result suggests that traffic safety policy and practice should be prepared based upon the peculiarities of regional area. We discussed these resulte in terms of the regional traffic policy and the suggestions for future studies were added.

A Study on the Nature-friendly Management Regarding the User Pattern of Yangjae Stream (양재천의 이용특성을 고려한 환경친화적 관리방안에 관한 연구)

  • Yangjae stream, stretching through Seocho-gu and Gangnam-gu, is a representative city stream with its environmentally friendly stream makeover project model, launched in 1995. The district of Gangnam-gu, the subject of this study, is under high pressure from the residents for its use as a huge residential areas close to the stream. The study has two main purposes. The first is to identify the condition and characteristic of utilization of Yangjae stream which is currently being increased in use by the stream restoration. Secondly, the study aims to suggest the environment-friendly management to accomplish arrangement of the naturally friendly stream based on the identification survey, The result from the user survey with 303 valid answer sheets show that the people from neighboring residential areas use this stream a lot doing exercising(51.8%) and taking a walk(24.4%) in their free time. Also regular use rate is high, and people are likely to use it alone(30.4%) or as a family(28.4%). With regard to the need of facility increase, even though the respondents required resting places in the shade(80.8%) most, overall, additional introduction of facilities was analyzed as unnecessary(78.8%). safety issue(22.0%) and a lack of convenience facilities(17.6%) and resting places in the shade(16.6%) are pointed as main problems while the users are generally satisfied(59.5%) with the stream. Improving walk-way and planting trees for shade on the slope were designed as a solution for these problems. For securing safety through improvement of walk-way, the scattering of pressure of current walk with building new walk using berms was presented. In order to increase safety on the walk-way(see above figure), the study proposes to build a new walk-way with berms to disperse excessive pressure. It also suggests the tree planting to provide shade in the stream and to make a provision for the planting of forest trees in the current law.

Development of a deep-learning based tunnel incident detection system on CCTVs (딥러닝 기반 터널 영상유고감지 시스템 개발 연구)

  • In this study, current status of Korean hazard mitigation guideline for tunnel operation is summarized. It shows that requirement for CCTV installation has been gradually stricted and needs for tunnel incident detection system in conjunction with the CCTV in tunnels have been highly increased. Despite of this, it is noticed that mathematical algorithm based incident detection system, which are commonly applied in current tunnel operation, show very low detectable rates by less than 50%. The putative major reasons seem to be (1) very weak intensity of illumination (2) dust in tunnel (3) low installation height of CCTV to about 3.5 m, etc. Therefore, an attempt in this study is made to develop an deep-learning based tunnel incident detection system, which is relatively insensitive to very poor visibility conditions. Its theoretical background is given and validating investigation are undertaken focused on the moving vehicles and person out of vehicle in tunnel, which are the official major objects to be detected. Two scenarios are set up: (1) training and prediction in the same tunnel (2) training in a tunnel and prediction in the other tunnel. From the both cases, targeted object detection in prediction mode are achieved to detectable rate to higher than 80% in case of similar time period between training and prediction but it shows a bit low detectable rate to 40% when the prediction times are far from the training time without further training taking place. However, it is believed that the AI based system would be enhanced in its predictability automatically as further training are followed with accumulated CCTV BigData without any revision or calibration of the incident detection system.

A Study of the Functional Improvement for Comfortable Expressway Service Areas - Metropolitan Expressway Service Areas - (고속도로 휴게소 환경개선을 위한 기능 증진 방안 연구 - 수도권 휴게소를 중심으로 -)

  • This study was carried out to suggest improvement plans for problems with the landscape areas of highway service areas. The survey factors were land use, placement of green area and land coverage in terms of spatial and environmental property. Noise and topographic structure in detached green areas were surveyed in terms of impact factor. The status of the planting area around each service area was analysed in regards to planting structure and planting landscape. As a result, the mean of rations of land use were 81.6% building and 18.4% green areas, which were composed of 5.4% landscape area, 9.1% buffer area, etc. Planting areas as usable space accounted for only 0.7%, and the result of noise measurement was different according to the distribution of highway and service area and type of detached green area. The mean of ratio of planting area was 18.4%, which consists of 6.7% landscape planting, 3.4% other green area, 4.6% buffer area, 2.0% buffer and landscape area, 1.1% shade planting and 0.5% landscape and shade planting. Most planting areas aim at landscape appreciation and areas in which visitors can relax and gain recreation were insufficient. The planting structures of service areas were 52.2% canopy layer, 11.8% shrubs and 9.4% canopy and shrub layers, and most of the planting areas were a single layer of green area. Multi-layered planting structures in the landscape and buffer areas were required and a shade planting area was needed to improve amenities as planting canopy layered trees. This study suggested improvement methods for based environments, spatial function and planting function in landscape areas.

A Study on the Cause Analysis and Countermeasures of the Traditional Market for Fires in the TRIZ Method (TRIZ 기법에 의한 재래시장 화재의 원인분석과 대책에 관한 연구)

  • The fires in the traditional markets often occur recently with the most of them expanded into great fires so that the damage is very serious. The status of traditional markets handling the distribution for ordinary people is greatly shrunk with the aggressive marketing of the local large companies and the foreign large distribution companies after the overall opening of the local distribution market. Most of the traditional markets have the history and tradition from decades to centuries and have grown steadily with the joys and sorrows of ordinary people and the development of the local economy. The fire developing to the large fire has the characteristics of the problem that the fire possibility is high since all products can be flammable due to the deterioration of facilities, the arbitrary modification of equipment, and the crowding of the goods for sale. Furthermore, most of the stores are petty with their small sizes so that the passage is narrow affecting the passage of pedestrians. Accordingly, the traditional markets are vulnerable to fire due to the initial unplanned structural problem so that the large scale fire damage occurs. The study is concerned with systematically classifying and analyzing the result by applying the TRIZ tool to the fire risk factors to extract the fundamental problem with the fire of the traditional market and make the active response. The study was done for preventing the fire on the basis of it and the expansion to the large fire in case of fire to prepare the specific measure to minimize the fire damage. On the basis of the fire expansion risk factor of the derived traditional market, the study presented the passive measures such as the improvement of the fire resisting capacity, the fire safety island, etc. and the active and institutional measures such as the obligation of the fire breaking news facilities, the application of the extra-high pressure pump system, the divided use of the electric line, etc.
