Southeast Asian languages are famous for having a large number of vowel sounds with an average of more than 20 vowel sounds in this certain language family. In addition, there are approximately 1,500 languages in this area, which accounts for approximately 20% of total languages in the world. For this reason, vowel systems of Southeast Asian languages should be explored to determine the nature of vowel structures of human natural languages. In this study, we analyze vowel systems of three languages, Tagalog, Malay and Thai, that have only primary or normal vowels and thus are relatively simple structures based on descriptive and analytic universals. We would also like to confirm if the six criteria of the tentative evaluation model taken from several previous literature is appropriate in applying analysis of vowel system universals under the method of the Greenbergian Universals or statistic universals. What we have found from this research are (i) the three languages have high level of universals with some exceptional cases such as three-vowel system of Tagalog, and (ii) some of the six criteria, together with some cases of analytic universals, are not quite suitable for understanding language-specific universals that are different from other languages.

이 논문은 우리나라의 물리학, 화학, 생물학 분야의 과학자들을 대상으로 한 설문조사를 바탕으로 머튼이 과학자사회의 규범구조로 정식화한 네 가지 규범들-보편성, 공유성, 탈이해관계, 조직화된 회의-과 국가주의 가치관이 실제 과학자사회에서 어느정도 작동하고 있는지를 분석하였다. 전반적으로 응답자들은 한국 과학자사회에서 출신대학과 해외학위라는 귀속적 지위의 영향으로 보편성 규범이 제대로 작동하지 않는 것으로 평가했고, 여성의 경우 성의 영향도 큰 것으로 평가하고 있었다. 공유성과 탈이해관계 규범의 경우 한편으로 공유성과 탈이해관계라는 전통적인 규범이 그리고 다른 한편으로는 비밀주의와 연구주제 선정에 있어서 산업적 응용성과 국가적 필요를 강조하는 국가주의적 가치가 공존하고 있었다. 조직화된 회의 규범의 경우 특히 과학적 증거 이외의 다른 권위들에 대해 회의적인 태도를 견지해야 한다는 규범이 제대로 작동되지 않는다는 평가가 대다수였다. 과학자사회의 규범과 가치에 대한 평가는 각 과학자들의 연구환경에 따라 상이한 모습을 보여주는데 특히 젊은 세대의 과학자들이 보편성과 조직화된 회의 규범의 위반을 더 강도 있게 지적하는 반면 연구 주제의 선정에 있어서 탈이해관계 규범은 부정하는 경향을 보여주고 있다.

For public libraries to deliver appropriate information to various types of users in information society that allows people to access and use a variety of information, it is necessary to provide services applying the universal design principles in terms of universality. The purpose of this study is to develop the evaluation indicators for universality of public library services, which apply universal design principles to evaluate if public libraries provide appropriate services that meet their original purpose. The final 'Evaluation Indicators of Universality of Public Library Services' consist of six evaluation areas and 41 evaluation contents in 10 evaluation items. Each evaluation content is categorized into a relevant factor among five universal design applicable factors (Universality, Convenience, Recognition, Safety and Economic Feasibility) according to its characteristics.

비정질 반도체/절연체의 직류와 교류 전도도 스펙트럼은 주파수에 대한 거듭제곱의 법칙 (power-law)을 따르는 보편성이 있음이 확인되었다. 이러한 보편성은 다양한 비정질 반도체/절연체 물질에서 공통적으로 관찰되었으며 현재까지 이 보편성의 물리학적 원인이 정확히 규명되지 않고 있다. 이 보편성을 설명하기 위한 모델로서 비정질 반도체/절연체 내의 전자/정공의 호핑 전도기구 (hopping conduction mechanism)가 제시된 바 있으며 다양한 비정질 시스템의 전도도 스펙트럼 해석에 인용되고 있다. 그러나 직.교류 전도기구 사이의 상이함에 대한 이견이 있으며 현재까지 정확히 규명된 바 없다. 본 연구에서는 비정질 GeSe 반도성 물질의 전도도 스펙트럼을 10 Hz-1 MHz 주파수 대역에서 측정하였으며 이를 위해 백금 상.하부 전극을 갖는 크로스바(crossbar)형의 금속-절연체-금속구조의 2단자 소자를 제작하였다. 측정 스펙트럼으로부터 본 연구의 GeSe 물질이 앞서 언급한 비정질 물질의 보편성에 부합함을 확인하였으며 스펙트럼 내의 직류와 교류 성분을 명확히 분리할 수 있었다. 직.교류 전도도 스펙트럼의 명확한 기구 분리를 위하여 4개의 상이한 면적을 갖는 크로스바에 대한 측정을 실시하였으며 그 결과로 직.교류 전도도의 상이한 면적 의존성을 관찰하였고 이를 근거로 직.교류 전도도가 서로 다른 전도기구에 기인함을 간접적으로 알 수 있었다. GeSe의 전도도 스펙트럼의 온도 의존성 실험을 위해 시편의 온도를 20-300 K 범위에서 변화시키며 전도도 스펙트럼을 측정하였으며 이를 통해 교류 전도도 스펙트럼 내에 상이한 두 개의 전도 기구가 혼재해있음을 규명하였다.

다국어 입력기에서 한글 입력의 최적화를 위하여 문자별 보편성과 개별성을 밝혀내어서 어떤 문자의 개별성이 다른 문자의 보편성을 헤치지 않도록 충돌 요인을 최대한 낮추어야 한다. 특히 한글은 표음 문자로서 음절 및 음소문자의 특성을 가지고 있고, 한글전용을 하고 있다. 반면에 일본어와 중국어는 음절문자에 해당하며 가나 또는 병음을 입력하여 마지막에는 한자로 바꾸어야 한다. 여기서 훈민정음창제원리를 기본으로 삼아 최적화에 적용하고자 한다.

Recently, Korean government has, enacted "Individuals with Disabilities anti-Discriminatory Act" in 2008, and is actively promoting the law. However, it is still at its infancy in comparison to other advanced countries in terms providing access for all users. Educational digital contents offered through cyber home learning need to be universally designed to include all learners. This study, I have analyzed the accessibility of K cyber home learning contents using FAE tool, and the result showed low scores or failed for 'HTML Standards', 'Scripting' and the 'Text Equivalents.' To assist digital contents' accessibility, UDL 7 principles could be use to improve accessibility and universality for learner-centered designs. Use of UDL will include learners with and without disabilities to learn from educational digital contents.

A public library in most countries is a knowledge and cultural institution, which is established, supported and funded by the local administrative authorities and central government. Public libraries, therefore, should ensure access to knowledge and information through various resources and services equally available to all members of the community. This role of the public library is a world-wide phenomenon and are called the universality which is applied to all countries. On the other hand, the public library's policies and operations in many countries have their own particularity, meaning exceptional cases, and this is due to the different stages of the growth and development, socio-cultural diversities. This study analyzed and discoursed whether expansion policy of the small library, supremacy of lifelong learning, steep increase in the percentage of contracting out, installation and operation of reading rooms in public libraries are examples of tolerance of particularity based on the universality or the negation of the universality packed with particularity in Korea.

이 글은 황우석 사태에 대한 기존의 연구들이 황우석 사태에 대한 정의도 뚜렷이 내리지 않고 그 용어를 쓰고 있으며, 아울러 황우석 사태를 대체로 한국적 후진성을 반영하는 현상으로 묘사하는 것은 나름대로 수긍할만한 측면이 없는 것은 아니지만, 황우석 사태를 올바로 이해하는 데 있어 걸림돌이 될 수 있다는 문제의식에서 출발하였다. 황우석 사태는 여성들의 난자들에 대한 비윤리적 사용 의혹에서 비롯되어 논문조작 의혹이 제기되고 그 의혹들이 맞는 것으로 밝혀지는 일련의 과학적 부정행위 규명과, 그 과정에서 논문조작이 밝혀졌음에도 불구하고 대중들이 보여준 황우석에 대한 비이성적 지지 현상 모두를 의미하는 것으로 이해되어야 한다. 황우석 사태를 이렇게 정의할 때, 우리는 황우석 사태가 세계적으로 볼 때 보편적 성격과 특수적 성격 모두를 지니고 있다고 평가할 수 있다. 한편으로 논문조작에 초점을 두고 황우석 사태를 보면 황우석 사태는 한국만의 현상이 아니라 세계사적 보편성을 지니고 있다고 할 수 있는데, 그 구조적 원인으로는 과학자간 경쟁의 격화와 업적주의의 강화를 들 수 있다. 다른 한편으로 논문조작이 밝혀졌음에도 불구하고 황우석에 대한 대중들의 열광적인 지지가 지속되었던 점에 초점을 두고 황우석 사태를 보면 황우석 사태는 다른 나라들에서는 그 유례를 찾을 수 없는 한국적 현상이라고 할 수 있는데, 그 현상의 근원에는 대체로 한국인들이 지니고 있는 한의 정서가 자리 잡고 있다고 할 수 있다.
