Guaranteed Minimum Accumulated Benefit in Variable Annuities and Jump Risk (변액연금보험의 최저연금적립금보증과 점프리스크)

  • This study used Gauss-Poisson jump diffusion process on standard assets to estimate the statutory reserves of Variable Annuity (VA) guarantees specified in Korean bylaw of insurance supervision and calculated guarantee fees and risks based on the model to see the effect of considering the jumps. Financial assets, except KOSPI 200, have fat-tailed return distributions, which is an indirect evidence of discontinuous jumps. In the case of a domestic stock index and foreign stock indexes(Korean Won), guarantee fees and risks decrease when jumps are considered in models of underlying assets. This is explained by decreases in standard deviations after the jump diffusion is considered. On the other hand, in the case of domestic bond indexes and a foreign bond index(Korean Won), guarantee fees and risks tend to increase when jumps are considered. Results from a foreign stock index(US Dollar) and a foreign bond index(US Dollar) were opposite to those from the same kinds of Korean Won indexes. We conclude that VA guarantee fees and risks may be under or over estimated when jumps are not considered in models of underlying assets.

A Study on Improving Performance Bond System for Efficient Execution of Public Construction Works (효율적인 공사수행을 위한 공사이행보증제도 개선방안 연구)

  • This study analyzed problems of operating performance bond for public works and derived some suggestions for improvement. The Contract Law for Government Owner requires to submit performance bond which guarantees performing the construction contractor pays back compensation money when the obligation is not executed. Currently, first bid eligibility for participation is exactly required for executing company of performance bond obligation, not considering volume, technical level, and special type of remaining works. In collaboration contract, if guarantee accident occurs, it is obliged for remaining collaboration contractors to be qualified to fulfill the whole contract. This study proposes following improvement plan to solve problems of current performance bone in public works. Firstly, qualification criteria must be deregulated exceptionally for selecting proper contractor, which executing performance bond obligation, considering progress and characteristics of remaining works. Secondly, In collaboration contract, the prerequisite of remaining contractors' should be deregulated as 'implementation requirement of the remaining works'from'implementation requirement of the whole work'. Finally, defect responsibility should be included in liabilities of performance bond by specifying that owner or guarantee agency bear them.

Prediction Survey on Construction Guarantee Market Due to the Restructuring of the Construction Industry's Production System (건설산업 생산체계 개편에 따른 건설보증시장 변화 예측 조사)

  • The construction guarantee market is a rear market affected by changes in the construction industry and market. As the restructuring of the construction industry's production system is being carried out, such as the abolition of regulations on business field between general and specialty contractors, major changes are expected not only in the construction market but also in the construction guarantee market. In construction guarantee market, there are currently three Contractor Financial Cooperatives, which are divided based on business field and business type(General, Specialty and Plant & Mechanical). The abolition of business field regulation will have various effects on construction guarantee market, such as forming a competitive structure among the three Contractor Financial Cooperatives. Therefore the role of the construction guarantee institutions are also required to change. This study predicted the changes in the construction guarantee market after the restructuring of construction industry and analyzed the ripple effect on the market. This study reviewed the details of the reorganization plan on the construction industry, policies and statistical data related to construction guarantee, and lastly conducted the survey on each member of the three Contractor Financial Cooperatives to analyze the usage behavior in the future guarantee market. Based on the result of this study, the members of both the General Contractor Financial Cooperative and Specialty Contractor Financial Cooperative are not willing to change the existing institutions, but a lot of them are expected to use other institutions in duplicate. The members of the Plant & Mechanical Contractor Financial Cooperative are most willing to use other guarantee institutions.

Two stage maintenance policy under non-renewing warranty (비재생보증 하에서의 이단계 보전정책)

  • Recently, an extended warranty of a system following the expiration of the basic warranty is becoming increasingly popular to the user. In this respect, we suggest a two stage maintenance policy under the non-renewing warranty from the user's point of view in this paper. In the first stage, the user has to decide whether or not to purchase the extended warranty period. And, in the second stage, the optimal replacement period following the expiration of the warranty is determined. Under the extended warranty, the failed system is minimally repaired by the manufacturer at no cost to the user. We utilize the expected cost from the user's perspective to determine the optimal two stage maintenance policy. Finally, a few numerical examples are given for illustrative purpose.

  • This study analyzed and summarized claims that took place during the past three years in the Korean construction-bonds market. Specifically, this study first examined the trend of construction-bonds claims. Second, the claims categorized according to the types of projects, suretyships, duration of settlement, amount of repayment and so on. Finally, based upon the analyzed results several suggestions, which will improve the efficiency of construction claim process, were provided.

Preventive maintenance model with extended warranty (연장된 보증을 갖는 예방보전모형)

  • Recently, an extended warranty of the system following the expiration of the basic warranty is becoming increasingly popular to the user. In this respect, we suggest a preventive maintenance model following the expiration of extended warranty with minimal repair warranty from the user's point of view in this paper. Under basic warranty and extended warranty, the failed system is minimally repaired by the manufacturer at no cost to the user. For the preventive maintenance model, we derive the expressions for the expected cycle length, the expected total cost and the expected cost rate per unit time. Also, we determine the optimal preventive maintenance period and the optimal preventive maintenance number by minimizing the expected cost rate per unit time. Finally, the numerical examples are presented to illustrate the purpose when the failure time of the system has a Weibull distribution.

Legal Issues and Improvement Measures for Refund Implementation of Housing and Urban Guarantee Corporation in case of Housing Sale Guarantee Accident (주택분양보증사고시 주택도시보증공사 환급이행의 법적쟁점과 개선방안)

  • In the event of a housing sale guarantee accident, the Housing and Urban Guarantee Corporation shall be responsible for the guarantee by refunding the moving-in money unless there are special circumstances to the contractor. The Housing and Urban Guarantee Corporation may refuse to perform the refund based on the Terms and Conditions Regulations Act, but disputes continue to arise between interested parties in this regard. Therefore, the purpose of this study is to study the problems and improvement measures for legal issues related to the implementation of the refund. First, the issue of guarantee effectiveness and scope of guarantee under the Terms and Conditions Regulation Act. Second, the problem of guarantee contract for conditional third parties of Housing and Urban Guarantee Corporation. Third, the problem of the attitude of the existing precedents of the Supreme Court was examined. As a result of reviewing these legal issues, it was confirmed that the interpretation of terms and conditions according to the implementation of the refund is being interpreted in accordance with the principle of good faith, but according to individual cases, precedents can be divided into positive and negative judgments. In addition, despite the fact that the housing pre-sale guarantee is a guarantee contract for a conditional third party, it was confirmed that the buyer suffered damages in good faith through active disputes with the interested parties. Accordingly, the Housing and Urban Guarantee Corporation proposed an improvement plan for roles and cooperation items to meet the purpose of establishment for the stability of the customer's housing.

Analysis of Information Assurance Schemes for New Korean Information Assurance Scheme (새로운 한국형 정보보증 제도 개발을 위한 기존의 정보보증 제도의 분석)

  • There are many information assurance schemes(i.e., evaluation criteria and methodology) for security assurance of information systems, since the security is one of the most important characteristics in the modem information systems. However, there are confusions among schemes and redundancies of assurance. In this paper, we survey and classify conventional information assurance schemes by view points of assurance targets, life-cycles and nations. We propose three new information assurance schemes as the result of survey. Those are as follows: the schemes of the assurance on the requirement itself which is evaluated and certificated after standardizing the security requirements about the organizations and the applications, on the developing information system, and on the accreditation and certification about new information system. This will be helpful to set up a security assurance of National Defense.

An Analysis on the Accident Factors of the Housing Sold Guarantee in Housing Development Projects (주택분양사업장의 주택분양보증사고 발생요인 분석)

  • On the Pre-Housing-Sale Systems there are many risks that developers might not fulfill the pre-sale obligations. In korea, in order to protect the people who bought houses from these risk, the Housing Sold Guarantee System was introduced and has been operated. Even though this system if there is accident in the pre-sale warranty business, several problems, such as damages caused to the people who bought the houses, occurs. Therefore, research is needed to Housing Sold Guarantee accident factor. But there are few study about it. This study attempted to analyze influencers on the possibility of the accident. We employ 3,026 data which Korea Housing Guarantee Co., Ltd manages and analyze them empirically, using business characteristics, housing market characteristics, and regional characteristics. Especially this study used to the binary logistic regression model. The results of analysis showed that the accident rate of Housing Sold Guarantee had been effected on the business type, house type, project financing guarantee, operator credit rating, housing market, and regional characteristics.

Service Guarantee Influencing Customer Orientation in Tourist Hotel (관광호텔 서비스보증이 고객지향성에 미치는 영향)

  • The purpose of this study is to investigate the effects of service guarantees of tourist hotels on employees' perception of role clarity and customer orientation. Specifically, this study analyzed how the employees' perception of role clarity as a parameter, with the employees' reliability, guarantee-related communication, guarantee limitation, and organizational support as independent variables, affected the dependent variable, customer orientation. As a result of empirical analysis of employees in the first grade hotel in Seoul, it was analyzed that the higher the reliability of employees in service guarantee, the higher the communication and organizational support in the organization related to guarantee work, the higher the role clarity and perception level of employees. The higher the reliability, guarantee limitation and organizational support level of guarantee, the higher the customer orientation, but the guarantee-related communication did not show significant influence. The perception degree of role clarity of employees has a significant effect on customer orientation. According to those results of this analysis, this study examined the influence of each configuration of service guarantee of tourist hotel employees on customer orientation, and presented various academic and practical implications.
