  • The construction market has gradually become complexity, variety and specialization, and then owner's requirements about quality has become various. In order to solve the problem such as stated above, advanced constructions in France, United Kingdom, Japan and United States have introduced warranty contract which is warranted to quality and performance for need of owner in determined term to ensure the quality of construction since 1960s. In addition to, domestic constructions have been meeting with international competition because of the open BOT market from FTA. Finally, this study proposed new warranty delivery system model in PFI on considering domestic status by benchmarking the delivery process and the characteristics of the warranty contract which is applied to PFI of global.

  • 우리 기술신용보증기금은 중소·벤처기업의 기술개발을 촉진하여 우량기업으로 성장·발전할 수 있도록 기술평가를 통한 신용보증 등 각종 지원사업을 수행하고 있다. 특히 각종법률에 의한 기술가치평가기관으로 지정되어 전국 7개 지역에 기술평가센터를 운영하고 있으며 동 센터에서는 기업이 보유하고 있는 기술에 대한 기술가치 및 사업성평가등 기술력 평가업무를 전문적으로 수행하고 있다. 최근 중소기업청, 정보통신부등의 중앙부터와 경기도등의 지방자치단테에서 추진하고 있는 중소기업 및 벤처창업 지원 관련한 우리기금의 업무 및 고유업무를 간략히 소개하고자 한다.

  • Result from Amendment of Apartment Houses Decree Customer Service, Recently, the starting point of Defects Liability changed "Criteria of Completion date" to "Delivery date to Divided property". Through the Law amended, There are some inconsistency between "Claim for repairing defects" and "Period of security deposit for repairing defects claim". If someone bought a house after Completion date, Purchasing period of "Claim to security deposit for repairing defects" lapsed without renewal. This research is to identify problems and solutions for improving the system.

도축장의 HACCP 의무적용 현황 및 향후 관리방안 (I)

  • 위해요소중점관리제도(Hazard Analysis and Critical Control Point System : HACCP)는 식품의 안전성 보증 측면에서 가장 효율적이고 과학적인 위생관리기법으로 알려져 세계 각국에서 법적으로 도입하여 운용하고 있으며, 국제식품규격위원회(Codex)에서도 식품의 제조시 적용할 국제기준으로 채택하고 있다. 국내 도축장에서는 축산물 가공처리법령에 의거 2000. 7. 1부터 2003. 7. 1까지 4개년으로 나누어 도축장의 도축규모에 따라 연차적으로 의무적으로 시행되어 현재는 모든 소$\cdot$돼지$\cdot$닭 도축장에 동 제도가 시행되어야 한다. 그간 정부는 HACCP이 도축장에 조기에 구축될 수 있도록 다양한 정책을 시행하여 왔고, 그 결과 상당한 성과를 거두었다. 국내도축장에서의 HACCP 시행은 초기단계임을 감안하여 볼 때 앞으로도 이러한 역할은 그 내용은 약간 다르겠으며 상당기간 지속될 것으로 보인다. 국내 도축장에서의 HACCP 시행은 식육의 안전성 보증 측면에서 매우 큰 긍정적 역할을 하였으며 식육에 대한 소비자의 신뢰도를 높이는데도 큰 기여를 하였다.

Improvement of Architectural Artworks System of Seoul Metropolitan Government and Gyeonggi Province: A Case Study (건축물 미술작품 제도 개선을 위한 서울시와 경기도 사례 연구)

  • The paper is to assess the recent changes in Architectural Artworks system in two regional districts, Seoul and Gyeonggi Province, and to propose policies for further improvement. We focused on four aspects: overall pass rate, top-ranked artists' pass rate, proportion of artists ever passed, genre proportion artworks. It is observed that quality of artworks has improved, market monopolization has been eased, and entry to the market has become more active. However, sculptures accounted for the majority. Public art is gradually changing from 'decorative art' to 'site-specific art', and seeking harmony between architecture and surrounding landscape. To keep pace with this new trend, more institutional efforts should be made: fund raising to induce artwork supplies; introducing life-span concept to secure removal and deformation of artwork; imposing artists' follow-up services; imposing penalties against poor management; and authorizing the committee to choose exhibition sites.

  • The construction guarantee market is a rear market affected by changes in the construction industry and market. As the restructuring of the construction industry's production system is being carried out, such as the abolition of regulations on business field between general and specialty contractors, major changes are expected not only in the construction market but also in the construction guarantee market. In construction guarantee market, there are currently three Contractor Financial Cooperatives, which are divided based on business field and business type(General, Specialty and Plant & Mechanical). The abolition of business field regulation will have various effects on construction guarantee market, such as forming a competitive structure among the three Contractor Financial Cooperatives. Therefore the role of the construction guarantee institutions are also required to change. This study predicted the changes in the construction guarantee market after the restructuring of construction industry and analyzed the ripple effect on the market. This study reviewed the details of the reorganization plan on the construction industry, policies and statistical data related to construction guarantee, and lastly conducted the survey on each member of the three Contractor Financial Cooperatives to analyze the usage behavior in the future guarantee market. Based on the result of this study, the members of both the General Contractor Financial Cooperative and Specialty Contractor Financial Cooperative are not willing to change the existing institutions, but a lot of them are expected to use other institutions in duplicate. The members of the Plant & Mechanical Contractor Financial Cooperative are most willing to use other guarantee institutions.

  • This article is concerned with cost analysis in stepdown warranty policy. The repair of item is divided into two policies. First, perfect repair can be considered that the failurerate is the same as new item. Second, minimal repair is shown that the failurerate is the same as just before the item failure In this paper, the minimal repair model is introduced. And it is assumed that manufacturers repair the item failure within the warranty periodn. But warranty period is not renewed at all. At this point the warranty cost is analyzed in manufacturer's and customer's point of view.

  • 인터넷 서비스 수요의 급증으로 IP망의 대용량화와 고품질 서비스 제공에 대한 요구가 증대되고 있다. 이에 대해 네트워크 시설의 확충이나 트래픽 엔지니어링의 적용을 통해 대응해 왔으나, 멀티미디어 서비스 증가, 데이터 유형별 QoS 특성의 차이로 인해 기존에 적용해 오던 망 관리 시스템에의 의존에서 탈피, 현재 나타나고 있는 통신서비스 활동 특성의 변화를 감안, 실제 사용자의 서비스 이용 차원에서 고품질, 광대역 서비스를 제공해 줄 수 있는 관리 방안에 대한 모색이 필요하게 되었다. 이에따라, Intserv, Diffserv, RSVP, MPLS 등이 등장하였고, QoS 보증(SLA)에서는 서비스품질 보장 범위의 확대를 비롯한 다양한 고객요구가 증가하고 있는 상황이다. 이에 본 논문에서는 통신서비스 전반에 나타나고 있는 차별화된 프리미엄 서비스의 등장에 따른 QoS 보증방안에 대해서 다루고자 한다. 이를 위해, 우선 통신사업자의 네트워크 운용환경 변화방향에 대해 점검해 보고, 프리미엄 서비스의 도입이 가능한 대상과 범위에 대해서도 살펴본다. 이어서, 새로운 서비스 환경에서의 사업 기회와 진략 수립 방향, 법${\cdot}$제도적인 측면을 포함한 사업환경에 대한 시사점을 제공하고자 한다.

Legal Problems and Improvement Measures Concerning the Monopoly of Housing Construction Sales Guarantee Business by Housing and Urban Guarantee Corporation (주택도시보증공사의 주택건설 분양보증업무 독점에 관한 법적문제점과 개선방안)

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices.
