웹 기술이 발달함에 따라 공공기관 웹사이트는 단순한 행정기관의 홍보에서 벗어나 국민과 정부 간의 의사소통의 증거인 동시에 업무의 기록으로서 역할을 담당하고 있다. 따라서 공공기관의 웹사이트들은 공공기록물로 인식하고 보호해야 한다. 하지만 공공기관의 웹기록물 중 하나인 심층 웹기록물은 실시간으로 상이한 페이지를 동적으로 구성하기 때문에 기존의 보존방법과는 다른 수집 보존 활용 기술이 요구된다. 국가기록원은 이러한 특징을 가지고 있는 심층 웹기록물을 장기보존하기 위해서 심층 웹기록물 장기보존 포맷인 KoDeWeb을 연구하고 개발하였다. KoDeWeb은 전자기록물이기 때문에 전자기록물로서 진본성 및 무결성을 보장해야 한다. 본 연구에서는 KoDeWeb의 전자기록물로서의 진본성 및 무결성을 증명하기 위해 국제 전자기록물 표준인 OAIS 참조모델에 KoDeWeb을 맵핑시켰다. 나아가 OAIS표준을 따르고 있는 전자기록물 장기보존 시스템에 KoDeWeb을 사용함으로써, 정부 및 공공기관의 심층 웹기록물 생성 및 수집을 체계화하고, 또한 민간이 운영하는 웹의 심층 웹기록물 장기보존에 활용할 수 있다.

Assuring that the integrity of digital contents is reliably maintained is an important component of long-term digital preservation. The purpose of this study was to examine and analysis the best practices of digital preservation policy and provide the basis theory for establishing a preservation policy for maintaining the integrity of digital contents. In order to achieve the purpose of the study, we examined the digital archiving practices for maintaining the integrity of digital contents. Especially, we focused on the storage media and file formats, the media and format conversion, disaster prevention and recovery, management and handling, inspection and monitoring, and security policies.

Deficiencies are present in records management during the production stage of long-term electronic records preservation. As such, this study seeks to address these issues by introducing Cloud On-Nara System (On-Nara Document 2.0) at records management sites and providing various systems and linked services. In particular, the factors that degrade the continuity of long-term preservation in the records management process, from the production to the utilization of electronic records, in On-Nara Document 2.0 were identified, and the causes were analyzed in compliance with ISO 15486-1:2016 and the Public Records Act. As a result, in redesigning the records management procedure, the organization of the records management hub between systems and the conversion of the document preservation format for long-term preservation were proposed. Moreover, the application of consistent production format selection criteria and the reinforcement of the production and management of granular metadata were recorded. These measures were proposed in an effort to reestablish management methods.

Electronic records are merely series of bits without understanding the formats of content files. There are numerous types of formats and also possibilities of extinction. For long term preservation, it is essential to understand and manage formats. In addition to managing format itself, accurate information on the format needs to be stored for electronic records. In this study, various types of electronic files, without checking with the naked eye, has developed a tool to extract the header information in the format of electronic files with the file extension validation tool to compare format and validate digital component.

In the digital age, the most basic unit of records management is a document file. Depending on whether each document file is produced in an open standard format or an exclusive proprietary format, there is a cost difference in the process of use and long-term preservation. As government agencies moved to cloud-based business management systems, web-based document editing software was newly adopted. They had the opportunity to select a new file format for web-based document editing software. This paper deals with strategies to maximize the advantages of open standard formats while considering the legacy public document production practices. It introduces ISO/IEC 26300:2006 ODF, ISO/IEC 29500:2008 OOXML, KS X 6101 OWPML, etc. as open standard formats, and looks at considerations when choosing a format and web-based document editing software. In addition, it proposes a strategy to maintain the format of document files shared in cloud storage as an open standard format.

The study aims to analyze the characteristics and problems of raw image file formats, evaluate its suitability for the management of digital photographic records, and suggest the introduction method to utilize such format in public institutions. Raw image file formats feature reversibility and flexibility. However, most of them are proprietary file formats that depend on the digital camera manufacturer. The DNG format, which was developed to standardize raw image file formats, has received positive reviews from overseas public agencies. However, the DNG format is not fully recognized as a standard; hence, it is appropriate to use it tentatively until the standard raw format appears. On the other hand, the converted digital photo file format is not recognized as an original with legal authenticity. Therefore, in the short term, DNG files created by format conversion and original raw files should be encapsulated and preserved. Furthermore, it is necessary to redefine the baseline of the hash value and file size to recognize the legal authenticity only with DNG files in the long term.

본 논문에서는 포맷 변환기를 사용하여 여러 가지 영상처리 필터링을 구현하였다. 이러한 설계기법은 집적회로를 이용한 대규모 화소처리배열을 근거로 하여 실현하였다. 집적구조의 두가지 형태는 연산병렬프로세서와 병렬 프로세스 DRAM(또는 SRAM) 셀로 분류할 수 있다. 이러한 포맷 변환기 설계는 효율적인 제어 경로 수행을 능력을 가지고 있으며 하드웨어를 복잡하게 한 필요 없이 고급 기술로 사용 될 수 있다. 실험 결과 1)단순한 평활화는 더 높은 공간의 주파수를 억제하면서 잡음을 감소시킬 뿐 아니라 에지를 흐리게 할 수 있으며, 2) 평활화와 분할 과정은 날카로운 에지를 보존하면서 잡음을 감소시키고, 3) 평활화와 분할과 같은 메디안 필터링기법은 영상 잡음을 줄이기 위해 적용될 수 있고 날카로운 에지는 유지하면서 스파이크 성분을 제거하고 화소 값에서 단조로운 변화를 유지 할 수 있었다.

The objective of digital preservation is to ensure that digital information survives in usable form for as long as it is wanted That is to ensure long-term access to digitally stored information. The preservation of digital objects involves a variety of challenges, including policy questions, institutional roles, legal and rights issues, metadata, and technical strategies. In this paper, I introduce the definition of digital object life-cycle of digital object and related archiving workflow which are basic concepts of digital archiving. Also I focus on the aspects of current techniques used in digital information preservation including technology preservation, emulation, refreshing, migration, encapsulation.

The government and public institutions are conducting public-opinion surveys as means of drawing the scientific policy decisions throughout the country's whole sectors ; society, culture, welfare, education, etc. The Government Survey Data have been under management by each governmental department, but the improper ways of data collection and management have led to omissions and losses of some data. Also there are limitations on the statistic usage and access to the data due to the fact that the data are managed dispersedly in the form of printed materials. Accordingly, to make the survey data available for the long-term preservation and usage, this study suggests collection policy, standard of evaluation, metadata, the procedure and method of converting materials, preservation format.

In this study, we proposed some fundamental considerations in application of a migration strategy for long-term preservation of electronic records. It also reviewed the notion of migration and various data migration strategies such as DPT and CAMiLEON through the literature survey.
