With the hubbing strategy, construction of "Incheon Airport Railroad(AREX)" was proceeded to expand the accessibility at the level of airports in rivalry like Kansai and Chek Lap Kok. At the present 1st phase which routes from Incheon Airport to Kimpo Airport is opened March 2007. 2nd phase which is planned from Kimpo Airport to Seoul station will be opened at the end of October 2010. But the accessibilty to AREX is delinquent because it is connected only in Seoul station and the maximum operation speed is 110km/h which downgrade the time competitiveness with airport limousine. In addition, transfering of user is necessary to access to AREX from Kyungbu KTX. With these reasons, travel demand in 1st phase section is low(7%). According to reestimation of travel demand, demand analysis result compared with convention condition is insufficient, so required annual average government grant-in-aid amounts to 200 billions won, and it is right time to develop the method for revitalization of Incheon airport railroad. In this paper, facilities plan and operating plan to make new travel demand by speed-up which is able through substitution train now running with high speed train(EMU, 180km/h) and direct connection of KTX, will be suggested. This will contribute to offering high speed railroad service to customers and the reduction of government grant-in-aid by way of demand expansion.

농업계는 농업정책자금과 보조금 유용 문제가 발생하지 않도록 주의해야 할 것이다. 불경기에는 다른 사람을 배려하는 마음이 약해지고, 자신의 이익을 챙기는 마음이 강해진다. 쌀 직불금의 부당수령이나 면세유 불법유통과 같은 세금 유용 행위에 사람들은 더 분노하게 된다. 몇 사람이 저지른 잘못으로 농업계가 매도당하지 않도록 해야 할 것이다. 사람들은 불경기에서 빨리 벗어날 수 있다면 영혼이라도 팔려고 할지 모른다. FTA가 불경기 탈출에 도움이 된다면 마다하지 않을 것이다.

UR협상만 타결되지 않으면 살 길이 열리는 것으로 착각하기 쉬우나, 우리는 이미 지난해에 GATT 18조국을 졸업하면서 97년까지는 모든 축산물의 수입개방을 약속한 바 있다. 따라서 우리는 UR협상이 타결되어 보조금이 삭감되어도 자조금제도 등은 없어지지 않기 때문에 이에 대한 준비를 철저히 해야겠다

건협 경기지부는 지난해 2월과 5월에 세류건강관리상담소 및 수원건강관리상담소를 맡아 운영해 왔다. 수원시로 부터의 위탁, 그리고 보사부 보조금으로 설치되어 약 1년간 운영되어 온 두 상담소는 그동안 성병관리 사업을 비롯해 주민건강상담, 예방접종 등을 실시해 좋은 성가를 거두고 있다. 설치과정이나 업무내용에 약간의 차이는 있으나 경기지역 주민의 건강관리에 중요한 역할을 담당해 내고 있는 두 상담소를 찾아가 봤다.

재정자립도 지자체장의 복지마인드에 따라 사회복지 서비스 방향이 큰 차이를 보이고 있다. 또 지역별 보조금 지원의 격차로 인해 종사자의 처우에 심한 격차가 발생하고 지역별 종사자간의 위화감 및 처우가 좋은 지역으로 사회복지 인력의 편중 및 기피 지역발생이 우려된다. 이에 따른 문제점을 알아보고 우리의 역할은 무엇인지 알아본다.

올 상반기 내수 모바일 단말 시장은 보조금 지급 및 월드컵 등 사상 유례없을 만큼 '특수'를 맞았고 그만큼 기대가 컸지만 기대에 미치지 못한 것으로 나타났다. 휴대폰은 월드컵 수혜를 거의 받지 못했다. 물론 작년보다 다소 판매량 상승을 이어갔지만 '특수'라고 할 만한 수준은 아니었다. DMB의 경우, 폭발적인 성장은 아니더라도 꾸준히 가입자 증가를 이루었다. 휴대폰 및 DMB 단말을 중심으로 상반기 내수 모바일 시장을 결산했다.

올해 내수 휴대폰 시장은 최대 1600만대를 기대할 수 있을 것 같다. 휴대폰 제조업체 마케팅 담당 관계자들은 한결같이 "단말기 보조금의 영향으로 1600만대를 내심 바라고 있다"고 말했다. 물론 기대치가 한껏 묻어있는 전망이지만, 기대가 어긋나더라도 최소 1500만대는 낙관할 수 있는 분위기이다. 이는 2005년 시장보다 무려 100~200만대나 향상된 실적이다.

This study is a case study focusing on the residents' participation and satisfaction in the promotion of rural development projects under the Block Grants System in Buyeo. Along with changes in the way to support rural development projects, it requires the autonomy, responsibility, creative planning etc. in the municipal governments and the active participation of local residents for the effective development in rural areas. The purpose of this study is to suggest some policy implications by analyzing the relationship between the level of participation of local residents and residents' satisfaction in rural development projects. This study explained the background and characteristics of rural development projects under the Block Grants System, and also reviewed the theoretical literature on the residents' participation and satisfaction, including the survey of the local residents. For this study, we selected some variables, and then divided into the participating groups such as the resident representatives, the development committee and the local residents. Finally, using statistical method we analyzed the level of participation and satisfaction of the local residents in rural areas.
